  • The purpose of this study is to analyze how a downstream channel is affected in case of hypothetical dam failure. The object of it is Hwacheon dam basin within the basin of North Han river. This study has analyzed the influence on Pyeonghwa(Peace) dam and Hwacheon dam supposing that the Imnam dam in North Korea on the upper stream of North Han river is failed hypothetically at the MFWL(maximum flood water level) by a deluge of rain. The model applied at the main study is NWS(National Weather Service) FLDWAV(Flood Wave Routing Model). Dam breach characteristics data are analyzed by making nine hypothetical scenarios on the basis of other studies on the shape and size of dam breach, time of failure and so on. Expected peak discharge through the breach is verified to have the propriety in comparison with empirical function which is developed on the basis of the case of dam breach in the foreign countries and it is observed that peak discharge is more increasing, as the time of breach gets shorter and the breach width gets bigger. As a result of main study, even though the Imnam dam is hypothetically failed down, there has no influence on the Hwacheon dam of the downstream as the extended Pyeonghwa dam on the downstream controls the volume of discharge properly.

  • In the flood prediction research, it is pointed out that the difficulty of flood prediction is the frequently experienced overestimation of flood peak. That is caused by the rainfall prediction difficulty and the nonlinearity of hydrological phenomena. Even though the former reason will remain still unsolved, but the latter one can be possibly resolved the method of the AMRA (Auto Regressive Moving Average) model for each runoff component as developed by Dr. Hino and Dr. Hasebe. The principle of the method consists of separating though the numerical filters the total runoff time series into long-term, intermediate and short-term components, or ground water flow, interflow, and surface flow components. As a total system, a hydrological system is a non-linear one. However, once it is separated into two or three subsystems, each subsystem may be treated as a linear system. Also the rainfall components into each subsystem a estimated inversely from the runoff component which is separated from the observed flood. That is why flood prediction can be done without rainfall data. In the prediction of surface flow, the Kalman filter will be applicable but this paper shows only impulse function method.

  • The flow in a river reach where is influenced by tidal motion is characterized by unsteady flow. The flood analysis in the river reach needs depending upon the theory based on the complete unsteady flow equations. In this study the unsteady flow model which is called CRIUM (Channel Routing by Implicit Unsteady Flow Model) was developed and was applied to the Mankyong and Dongjin river in order to analyze the flood characteristics. The results, which were calibrated and verified by the flood records to be measured in the two rivers, show that unsteady flow mode] can be used for the derivation of the flood hydrograph. The peak flood discharges were estimated as 4,960 and $2,870m^3$/sec in 100 year frequency at the estuary of the Mankyong and Dongjin river, respectively. In addition, it was analyzed that the river reaches were not influenced by tidal motion when the discharge magnitude was larger than approximately $3,000m^3$/sec.

  • The basic concept of the model is to minimize the error range between forecasted flood inflow and actual flood inflow, and forecast accurately the flood discharge some hours in advance depending on the concentration time(Tc) and soil moisture retention storage(Sa). Simplex method that is a multi-level optimization technique was used to search for the determination of the best parameters of RETFLO (REal-Time FLOod forecasting) model. The flood forecasting model developed was applied to several strom event of Yedang reservoir during past 10 years. Model perfomance was very good with relative errors of 10% for comparison of total runoff volume and with one hour delayed peak time.

  • To protect the flooding damages in Medium and Small watershed, it needs to set up flood warning system and develope Flood forecasting Model in real-time basis for medium and small watershed. In this study, it was able to minimize the error range between forecasted flood inflow and actual flood inflow, and forecast accurately the flood discharge some hours in advance by using simplex method recursively for the determination of the best parameters of RETFLO model. The result of RETFLO performance applied to several storm of Yugu river during 3 past years was very good with relative errors of 10% for comparison of total runoff volume and with one hour delayed peak time.

  • This study analyzed the role of dams for the flood control by the observed and simulated hourly flood discharge data. The study area was the Nakdong river basin with Andong and Imha dams. For the analysis 31 flood events from 1997 to 2010 were selected. In the analysis of the flood reduction rate (FRR) of dam itself, the FRR was not decreased with higher size of floods which is not as we expected. In order to see the trend of flood reduction rate depending on the flood size, flood discharge volume presents it better than peak flood discharge. In the comparison of the flood reduction effects of the two dams, Andong dam has 7% larger flood reduction influence at the Sungju gauging station (SGS) located farthest from the selected watershed. Comparing the ratio of the watershed area based on the covered size of the SGS, the FRR of dam is smaller than the area rate. The impact of FRR of dam showed that the FRR fell below 10% when reaching the size of watershed area corresponding to 8.5 times of the size of watershed area of the dam which is larger than Namhan river basin (7 times).

  • In this study, the effects of changed environment on spatial extension of flood discharge data which is generating discharge data at ungauged watersheds. Especially, effects of dams on spatial extensions of flood discharge data and on natural flow generation were studied. This is somehow an intial trial of flood discharge data generation for heterogeneous watersheds because of dam installation. Data extensions have been performed based on the flood discharge data from YeoJoo water gauge station located on the Nam-Han River. For the evaluation of flood discharge data spatial extension under dam effects and producing natural flow, 41 flood events associated with YeoJoo water gauge station were selected from 1986 to 2010. When flood discharge data were extended based on YeoJoo water gauge station, 77% of selected flood events were over the satisfaction ranges (NSE>0.5) of Nash-Sutcliffe Efficiency for model validation. Extended flood discharge data at Yangpyung has 0.84 NSE obtained from spatial data extension based on YeoJoo water gauge station. Generated natural flow at YeoJoo was influenced strongly by Chungju Dam which has larger effects on streamflow at YeoJoo than Hoangsung Dam. Observed peak discharges after the 1986 of Chungju Dam installation were smaller than those of the obtained natural flow. Through these results, spatial extension of flood discharge data with installed dams works efficiently for ungauged watersheds and natural flow can be generated using extended flood discharge data.

  • The increased water level caused by tidal motion at Indokyo is analyzed by the NETWORK model. The tidal effect is studied for 3 real floods in 1990 and 8 classified hypothetical floods in which the peak discharges are in the range of 2, 000-20, 000CMS. The result of numerical simulation shows that the tidal effect is decreased as the flood is increased. The surged level is 50cm when the flood discharge is 2, 000CMS, showing that its effect is considerable. However it shows only 9cm when the discharge is 7, 000CMS which corresponds to 4.5cm of standard flood level of MOC. Therefore, so it may be possible to neglect the influence of the tidal fluctuation when the peak discharge of a flood is bigger than 7, 000CMS.

  • A number of projects for development have been done continuously due to the increase of tourist in Jeju Island. However flood disaster countermeasure due to urbanization is not considered during this development projects. This study is to make basic process for the flood estimation in Han stream of Jeju Island. The variation of stream discharge due the every 5 years' land use change from 1980 to 2005. Data for flood events (rainfall and discharge) were collected for HEC-HMS model. Clark method was used for unit hydrograph analysis. For the estimation of Clark unit hydrograph parameters, Kraven II and Sabol's empirical equations were applied. The peak discharge increased 9.9~33.67% and total discharge amount increased 12.53~30.21%. Also, time of concentration for peak discharge was reduced by 10 minutes for each event.
