Application of the GSSHA model for the long-term simulation of discharge and water quality at the Peace dam (평화의댐 장기 유출과 수질 모의를 위한 GSSHA 모형의 적용)

  • It is usually not easy to simulate the hydrologic cycle or water quality for ungaged watersheds, especially for long-term simulation. In this paper we evaluated the applicability of GSSHA, a process-based distributed hydrologic model, for the long-term discharge and water quality simulation for the ungaged Peace dam watershed. From the comparative analysis of the simulated discharge and water quality series with measured ones, we concluded that with its overall fair performance on simulating hydrograph patterns of the peak discharges and base flows for major storms the GSSHA model showed some possibility to be used as a watershed model even with its overestimation of peak discharges for small storms and different trends of simulated water quality from measured ones for some periods.

A Critical Reading of Freedom Center Apacle by Architect Kim Su Geun (김수근의 자유센터에 대한 비평적 독해)

  • The goal of this paper is to analyze the Freedom Center Apacle in Seoul designed by Kin Soo Geun who was a leading architect in Korean Modern architecture. Freedom Center was built in 1963, that was the largest monumental building to support military regime during cold war period in Korea. This paper deals with historical background of construction of Freedom Center and its characteristics compared to similar monumental buildings, especially Corbusier's Chandigar and Kenzo Tange's Hiroshima Peace Center. The Monumentality in Freedom Center came from the reference to these two buildings and its site plan. This paper tried to show how similar the layout of buildings between the Freedom Center and Peace Center. The origin of the sublime aura in Tange's linear layout of Peace Center is from Japanese Famous Shrine(Jinku). Kim translated it to serve the ideological purpose to protect from socialist regime in the name of freedom. Its over-scaled roof and weak contents showed Freedom center was a kind of theaterical setting belong to formalist building. But in spite of its symbolic and representational gesture its also had a architectonic physical quality to make it a monument. The change and duration in time testified the autonomous power of architecture in Freedom Center. Freedom Center was also important for using the exposed concrete and its superior finish. It was influenced not from western way of Benton Brut which was usually called New Brutalism but Japanese way of treating expose concrete. In spite of its limits Freedom center achieved new trend and sensibility in Korean Modern Architecture.

Analysis on the tendency of international terrorism against Koreans occurred in overseas countries (해외에서 발생한 우리국민의 국제테러리즘 피해사례 경향분석)

  • Korea has established diplomatic relations with 190 countries in the world. It opened its diplomatic offices in 113 countries. Korea raised its status in international society through multinational force peace activities, national defense cooperation activity and UN peace maintenance activity for the maintenance of world peace. But there have been vio lent crimes by terrorist organizations and armed groups that try to achieve their political, religious and ideological go als greatly damaging Koreans working in overseas countries. This research studied the tendency of international terr orism against Koreans. The suggestion and conclusion are as follows. First, the study shows that armed groups and extremists have threatened and attacked Koreans in overseas countries. But there aren't enough personnel who can i mmediately and correctly analyze and respond the threats and attacks. So it is urgent to raise experts continually an d develop manuals to respond the attacks. Next, the damaging targets in overseas countries have been changed from hard targets to soft targets. There could be a limit in the restriction of basic rights of people by governmental agenc ies. So it is necessary for people to show mature civic awareness not going to a tourism-prohibited area.

Reconnecting the Trans-Korean Railway and future aspirations of Northeast Asia Railway Network (최근 남북.대륙철도 협력현황과 동북아철도협력 구상)

  • South and North Koreas are putting forth efforts to overcome the distrust and animosity of the past 50 years to open an era of harmony and cooperation where the two halves can work together for mutual benefits. As part of those efforts, both parties are working now to reconnect the railways between the North and the South that remained broken for the past 60 years. In addition, the restoration of Trans-Korean railway paves the way for the "Silk Road Railway" which links European continent to Asian regions and Pacific Rim. The restoration project acts as a conduit for cooperation within in the Northeast Asian continent, hence, an important tool for facilitating peace and prosperity within the Northeast Asian region. Notably, the Railway project is regarded as the cardinal future-oriented peace building project for cultivating constructive, cooperative relations (Trans-Korean Railway and Trans-Asian Railway works) by stimulating human resources and commodity flows through railroad transportations. Northeast Asian region takes on a similar instance to the unification of European continent through its astounding development in railroad transportation, i.e., the international re-construction of Railroad lines will act as a catalyst to link Eurasian areas into one regional community for cooperation and peace. At present, the government is creating a momentum to bind trans-Eurasian railroad works and an initiative for "Northeast Asia Railroad networks and consultative organization". The South Korean administration paves the way to develop railroad network within South-North Korean, Russia and Eurasian region. It also fosters railroad cooperation with China for people and goods transports. To achieve such objectives, the project requires wide publicity and cross-border cooperation from concerned countries. The blueprint would have to be drafted up for Northeast Asian railroad train demonstration runs, Northeast Asian transportation agreements, with a bid to promote constitute Northeast Asian Railroad Consultation body. Moreover, the government would also have to prepare both, a draft of the linkage and the mandated standardized proposal.

  • The purpose of this article is to analyze the tendency and characteristics in armed conflict in post-Cold War era on the basis of Uppsala conflict data program(UCDP) datasets. The collapse of bipolarity and the end of cold War proved a watershed in the dynamics of international conflict. The major shift in the nature of conflict has been away from interstate conflict, leaving intrastate conflict. Major powers have acted carefully against each other and been willing to understand the interests of other to avoid military confrontation and crash. As the means of termination for armed conflict, there is a stronger emphasis on the peace settlement like peace agreement and ceasefire agreement than military victory. Many intrastate conflicts become internationalized, through the involvement of diaspora communities, or regionalized through a spillover effect into neighboring countries. Since the end of the Cold War, the UN has taken a much more active role in conflict management and conflict resolution.

Result Based Evaluation Model and Its Application to Peace Operation of the ROK Military Contingent to UN Mission (한국군의 UN평화활동에 대한 성과기반 평가모델개발과 적용)

  • Current methods to evaluate the performance of ROK military contingents to UN missions unnecessarily raises the issues of relevance, validity and reliability. Thus, this article aims to suggest how the result based evaluation (RBE) model which is widely adopted in the UN field missions as well as the international development community would be modified and applied to peace operation of the ROK contingent. As a result of the study, the model presents a framework that integrates the planning process and monitoring and evaluation with a logical framework, which entails a cycle of assessment of pre-deployment planning, monitoring and phased evaluation, and post-deployment evaluation. Secondly, according to measurement of RBE benchmarks to the present ROK's monitoring and evaluation system, factors in an evaluation unit and a logical framework approach are unmet or partly met to the benchmarks. In addition, ex-post impact evaluation has been rarely performed. Finally, the policy recommendations for resolution of the aforementioned challenges as well as a joint evaluation unit, participated by experts in a civilian, public, and a military domain are proposed.

  • The purpose of this study is to analyze the institutional factors and the political environment in which the influence of the president is limited in South Korea's decision making process of the policy toward North Korea. Although the president has the highest decision-making power over policy toward North Korea as a head of state, the president's influence is not always absolute. Many reasons, such as bureaucratic government through the separation of power, the political environment such as divided government or the remaining term of the president,and the specificity of policy act as factors limiting the president's influence on policy toward North Korea. This study analyzed the dynamics of the decision making process of the 'Special Zone for Peace and Cooperation in the West Sea' which was planned by the agreement between the two Koreas in 2007, and examined the influence of the president, limited by the institutional environment and political conditions in the process.

Jeungsan Thoughts and DMZ World Eco-peace Park - Universal Redesign for the Foremost Leading Country centering on Korea - (증산사상과 DMZ 세계생태평화공원 - 한반도 상등국 천지공사를 중심으로 -)

  • Jeungsan(甑山) carried out the Universal Redesign(天地公事) through which the former world full of a mutual opposition(相克) can be peacefully transferred into the latter world composed of a mutual beneficence(相生). Although the Universal Redesign consists of such three factors heaven, earth, and human, it converges towards Human Redesign in that humans are the main agents for heaven and earth. Human as Redesign object is characterized as a member of community, not an anarchistic individual. The Universal Resign of Jeungsan is eventually connected with the construction of a country comprising a mutual beneficence in that it is the most typical strain among all the human communities. His Universal Resign for foundering the foremost country does not target all the countries, but only one country upon and through which the world with a mutual beneficence can be formed. He executed the Universal Redesign based on such three principles as Haewon sangsaeng(解冤相生), Boeunsangsaeng(報恩相生), and Wonsibanbon(原始返本), Judging from such principles, Korea can be naturally selected as the target of the Universal Redesign for constructing the foremost country. It is approaching when the Universal Redesign in order to transform Korea into the foremost country comes true. The first step for Korea to be made as the foremost country is the construction of DMZ World Peace Park (DWPP) which was proposed by Bak Geunhye, the Korean President, to Obama, the President of USA, in 2013 she visited there. DWPP can be expected to be a center for corporation and interchange between South and North Korea under the interest and support of the world including UN, furthermore, the Capital area of reunified Korea, and finally the world hub of inter national political and economic relation. DWPP is planned to be built at the core of the best place in Korea which is a propitious spot all over the world, upon which a new world capitalism order armed with mutual beneficence can spread.

A Study on the Understanding of Women by the Daesoon Thought and Its Contemporary Meanings (대순사상의 여성 이해와 그 현대적 의미)

  • There are many discourses about 'religion and women,' but it is no exaggeration to say that there is none about 'religion and men.' This is because the existing religions have been male-centric and have produced legions of male-dominated cultures. In Catholic Church, even today, only men can become the Pope, and women are not allowed to enter priesthood. Meanwhile, in the Islamic cultural areas, the reality is that women are being victimized by men who do not recognize the bad habits such as honor killings, or honor crimes. It is certain that gender discrimination in religious and cultural areas cannot be overlooked. This study focuses on the understanding of women in the thought of Daesoonjinrihoe(大巡眞理會), that is, the Daesoon Thought, which claims to advocate world peace. Daesoonjinrihoe is understood as a thought which tries to overcome gender discrimination prevalent in the existing religions and presents the vision of a new religion which aims to realize a new world of peace by drawing a distinction between the Former Heaven and the Latter Heaven. This study examines the understanding of women by looking at the tenet of Daesoonjinrihoe that consists of 'YeumYangHapDeok(陰陽合德), SinInJoHwa(神人調化), HaeWon-SangSaeng(解冤相生), DoTongJinGyeong(道通眞境).' The tenet is thought of as the basis of creed on which the understanding of women by the Daesoon Thought can be grasped as it basically contains the essence of teaching of the order. In the Daesoon Thought, women have the same status as men; women can become holy and dignified beings by engaging in independent, active, and autonomous spiritual exercises, and serve as a driving force for the realization of the ideal world. This understanding of women by the Daesoon Thought contains the idea of peace which can turn 'the culture of discrimination' into 'the culture of equality,' and 'the culture of life destruction' into 'the culture of life care.'

Balance of Power and the Relative Military Capacity - Empirical Analysis and Implication to North East Asia - (세력균형(power balance)에서의 군사력 수준과 동북아시아에 주는 함의)

  • This study began to confirm or review the balance of power theory by applying scientific methods through experiential cases. Though there are several kinds of national power, this study supposes military power as a crucial power when it comes to war and peace. This research covered balance and imbalance through comparing relative military power between nations or nations' group. Comparison of relative military power can be achieved by statistically processing the values of which has been converted into the standard variables in same domain, then calculating the values of nation's power which has been synthesized different experiential factors. In addition, the criteria of experiential experiment is highly dedicated to European countries, USA, Japan prior to 1st and 2nd World War, as well as USA, Soviet Union and North East Asia during Cold War era. In addition, the balance of power theory has been redefined to review the action of the state upon the changes of power as mentioned in the theory. To begin with, the redefined theory states that relative level of military power between nations defines the consistency of peace and balance of power. If military power is enough to be on the range of level required to keep the power in equilibrium, peace and balance can be achieved. The opposite would unbalance the military power, causing conflicts. While the relative military level between nations change, nations seek to establish 'nations group' via military cooperation such as alliance, which also shift relative military power between nations group as well. Thus, in order to achieve balance of power, a nation seeks to strengthen its military power(self-help), while pursuing military cooperation(or alliance). This changes relative military power between nations group also. In other words, if there exists balance of power between nations, there is balance of power between nations group as well. In this theory, WWI and II broke out due to the imbalance of military force between nations and nations group, and reviewed that due to the balance of military force during the Cold War, peace was maintained. WWI was resulted from imbalance of military cooperation between two powerful states group and WWII was occurred because of the imbalance among the states. Peace was maintained from cooperation of military power and balance among the states during the Cold War. Imbalance among continental states is more threatening than maritime states and balance of power made by army force and naval force also is feasible. Also the outcomes of two variables are found military power balanced ratio of military power for balance is 67% when variable ratio of balance is 100% and standard value for balance is 0.86. Military power exists in a form of range. The range is what unstabilized the international system causing nations to supplement their military powers. These results made possible the calculation and comparison between state's military power. How balance of power inflicted war and peace has been studied through scientific reviews. Military conflict is highly possible upon already unbalanced military powers of North East Asian countries, if the US draws its power back to America. China and Japan are constantly building up their military force. On the other hand, Korean military force is inferior so in accordance to change of international situation state's survival could be threatened and it is difficult to achieve drastic increase in military force like Germany did. Especially constructing naval force demands lots of time; however but has benefit that naval force can overcome imbalance between continental states and maritime states.
