A Study on the Application and Its Implications of ICC Guidelines for the Creation of BPO Customer Agreements (BPO 고객약정을 위한 ICC 가이드라인의 운용과 그 시사점에 관한 연구)

  • A bank payment obligation(BPO) has been introduced as a new alternative instrument for trade payments based on a technology and data-driven mechanisms aimed at facilitating an electronic trading in international trade transactions. The BPO is governed by URBPO which was in effect as of July 1, 2013. The URBPO only applies to inter-bank relationships because the BPO is bank-to-bank payment obligation, not a bank-to-customer obligation. The URBPO does not cover the interaction between a bank and their customer. For this reason, the standard bank-customer guidelines on BPO agreements were required to prepare the agreements between the banks and their customers. Accordingly, the International Chamber of Commerce established "ICC Guidelines for the creation of BPO Customer Agreements" for the settlement and development of the BPO by supporting banks in creating contracts or agreements with their customers. So, This study is to review its establishment purpose and to present the implications by analyzing the ICC guidelines. This study was based on documentary research focusing mainly on the ICC Guidelines and the appendix.

  • Recently, the number of unmanned stores is increasing due to COVID-19. In unmanned stores, payments are mainly made using kiosks, but some people with physical disabilities or people with disabilities who use wheelchairs are not easy to use it. Also, young children and the elderly are also having difficulty using new technologies such as kiosks as they get older. In this study, in order to compensate for these problems, we intend to design and implement a system capable of performing order by a speech recognition function as well as a visual system when a user interacts with a kiosk.

Domestic Government Debt and Economic Growth in Indonesia: An empirical analysis

  • Domestic government debt securities is one of the steps which is taken by the government of Indonesia as a major source of financial budget, covering for the budget deficit, debt payments and interest debt. The purposes of this research are to know the development of budget deficits, government debt and impact of domestic government debt securities against economic growth in Indonesia. Method of analysis used Ordinary Least Squares (OLS) analyzing the impact of the domestic debt against economic growth in Indonesia. This research uses time series data from 1997 to 2014. Total government debt and domestic government debt securities in Indonesia increased during the last five years. The average of domestic government securities was above 50 percent of the total government debt. Estimated results showed domestic government debt securities has a positive and significant effect to economic growth. Official development assistance (ODA) has a negative effect to economic growth. Other variables such as the gross fixed capital formation and receipt of remittance have positive and significant effect, total imports and government expenditure have negative and significant effect against economic growth.

  • The secondhand market in Korea has been showing steady growth. However, the number of fraud cases and the amount of damages from fraudulent activities in secondhand transactions are also increasing. As of 2021, the size of the secondhand market reached 24 trillion won, but the total amount of fraud-related damages reached 360.6 billion won. In order to prevent fraud between individuals, secondhand trading platforms have implemented a safety payment system. However, new types of fraud methods exploiting the safety payment system have emerged, undermining the security of secondhand transaction safety payments. In this study, we aim to utilize text mining to examine the current state of the safety payment system in secondhand transactions and propose improvement measures by analyzing the system through text mining and network analysis.

  • Mobile is expanding beyond just a content consumption tool to an exclusive platform role. Mobile content refers to the services of companies using mobile devices. The advantage is that it can analyze the user's behavior in real-time, increasing satisfaction according to preference. On the other hand, the disadvantage is that minors can easily make paid payments due to a convenient online payment environment. Be careful not to be exposed to provocative media without using a content unauthorized theft platform. In addition, it is necessary to find ways to increase the net function of the mobile content platform and reduce the dysfunction.

A Comparison of Determinants of International Remittance in Developed and Developing Countries (해외 송금 결정 요인: 개도국과 선진국의 비교 분석)

  • International remittances play a crucial role in the economic management of each country, especially in developing countries. Its functions are diverse, including procurement of foreign currency, serving as a cushion for the balance of payments and foreign exchange reserves by reducing the adverse external shocks, driving economic growth, easing the gap between the rich and the poor, and maintaining macroeconomic stability. However, previous studies on remittances have mainly focused on macro-and micro-economic aspects to analyze the determinants. Therefore, this study attempts to identify the determinants of remittances in 122 countries over the past 25 years from macroeconomic and educational aspects as well as institutional qualities. In addition, given the fact that almost all of the world's top 10 recipient countries in terms of GDP and total remittance size are developing countries, developed and developing countries are separated and analyzed for comparison, assuming that there may be a difference between the two groups. Results show that the coefficients of developed and developing countries are different in four areas: Control of Corruption (CC), Rule of Law (RL), Voice and Accountability (VA), and Regulatory Quality (RQ) among the six institutional variables of interest in this study. These results implicate that even the same institutions and policies should be applied and implemented differently depending on the circumstances of each country. In addition, as suggested by the World Bank, policymakers in all countries should double their policy efforts to lower the costs of remittance and improve access to the financial system for immigrants or dispatched workers to ensure a steady inflow of remittances.

A Legal Review on the Warranty Charges Clauses of the WTO Customs Valuation Agreement and the Korean Customs Act (관세평가협정과 관세법상 하자보증비용에 관한 연구)

  • Recently, Korean customs authorities have attempted to impose customs duties on the warranty charges paid by Korean subsidiaries ("the taxpayers") of multinational corporations to their overseas headquarters, or their affiliates, as indirect payment of the price actually paid or payable for imported goods and services, and the taxpayers' complaints have been steadily increasing. The key issue of Korean Supreme Court decision, 2018Du56619, revolves around opposing interpretations of the Korea Customs Act and the WTO's Customs Valuation Agreement in determining who is responsible for paying duties levied on warranty charges. The Supreme Court's ruling was consistent with its previous interpretations of the WTO agreement on customs valuations. The Supreme Court ruled in favor of the plaintiff, a Korean subsidiary, stating that the overseas corporate headquarters' payments of warranty charges to Korean dealers are made on behalf of the Korean subsidiary, which is ultimately responsible for covering warranty charges. Thus, the Korean subsidiary's settlement of the warranty charges to their Korean dealers through the overseas headquarters is effectively the same as a direct payment to the dealers. Therefore, the Korean subsidiary performed warranty services on its liability and account. As such, the court ruled that warranty charges should not include tariffs on the indirect payment for warranty services in such cases. This paper presents the comparative legal implications for the warranty charge clauses in the WTO agreement and the Korean Customs Act and analyzes the Supreme Court's decisions.

  • Various construction bonds and warranties critically burden the general contractor. Also, sporadic or cumulative delays of progress payment by the owner can further trap the contractor in a financial quagmire. Facing the possibility of cash flow deficiency and callous response from the banks, most construction firms may become financially incapable of market competition, and attractive project tenders become a bidding game among few deep-pocket players. The downside of such market environment is that the depth of pocket, rather than that of professional competency dictates the choice of market winners. In Taiwan, this has been a potential crisis to the construction industry after the financial crisis which started out since 2008. To encounter this problem, this research will examine the means to better manage the construction industry. Essentially, a credit guarantee system (CGS) is the prime solution to strengthen a bank's confidence in any particular construction firm. Thus establishing a national platform which evaluates and rewards a construction firm's overall credibility is pivotal, and this third-party rated credit can help a bank to render a loan more wisely. Finally, this paper will propose the ideal operating schemes of construction-specific CGS in Taiwan and a credit scoring prototype model for construction industry, as reference for the government and banks, respectively.

  • Purpose: Various policies continue to be strengthened to develop Micro, Small and Medium Enterprises (MSMEs), which have a strategic role in the economy through the pillars of corporatization, capacity and financing to support strong and inclusive economic growth. Efforts to transform MSMEs marketing strategies are undertaken through eco-friendly digitalization to increase resilience and more productive and innovative capacity. Research design, data and methodology: This research is an exploratory qualitative approach taken to investigate the transformation of eco-friendly marketing strategies for MSMEs to increase competitiveness at the global level. The samples obtained were 425 MSMEs assisted by the DKI Jakarta, Bali, Java, Borneo, and Sumatera. The data collection technique used non-probability sampling (snowball sampling). Data is analyzed through collection, reduction, analysis, validity testing, presentation and conclusion. Results: This research shows the transformation of eco-friendly digital-based MSME marketing strategies occurred through four stages, namely production and institutional activities, expanding market share, digitalization and financing, and export market access. Conclusions: Eco-friendly digital transformation allows MSMEs competencies to be refined to improve business processes and business competitiveness at the international level. The contribution of this marketing strategy transformation is expanding MSMEs access to financial institutions (fintech), marketplaces, and QRIS (QR Code Indonesian Standard) digital payments.

Adoption of Mobile Peer-to-Peer Payment: Enabling Role of Substitution and Social Aspects

  • Despite the growing amount of mobile peer-to-peer (P2P) payment applications available on mobile app stores, these applications are still in their infancy and have yet to see mass adoption. This study aims to explore the factors that influence the adoption of such mobile P2P payment applications by using a large-scale data set based on the tracking of users' actual mobile application usage behavior. Our main findings reveal that the duration of each session that users use of traditional bank application has a significant relationship with their adoption of mobile P2P payment applications. In addition, we explore the social aspect of such mobile P2P payment applications by analyzing their social network applications usage and found that the amount of social network service applications used and usage duration positively impacted one's adoption of mobile P2P payment applications. These findings have important theoretical and practical implications for stakeholders of mobile P2P payment solution providers as well as intermediaries/banks who provide their own payment applications to their customers.
