Estimating Willingness to Pay for Biodiversity Conservation in Mt. Jiri: Focusing on Visitors to Mt. Jiri (지리산의 생물다양성 보전에 대한 지불의사 추정: 지리산 방문객을 대상으로)

  • While the expansion of protected areas in accordance with Korea's National Biodiversity Strategy contributions to the conservation of biological diversity, it incurs economic losses and poses threats to the livelihoods of local residents. Payment for ecosystem services (PES) compensates local residents for their economic damages in a sustainable manner. To assess feasibility of PES, there is a need to estimate the general public's benefits from biodiversity conservation in protected areas. This study attempted to estimate visitors' willingness to pay (WTP) for biodiversity conservation in Mt. Jiri using the contingent valuation method (CVM). The WTP of respondents for the expansion of protected areas to increase biodiversity conservation was estimated at 16,103 KRW per household per year and this equates to a total of 316.8 billion KRW for all the households in Korea. The higher a respondent's age, education level and household income level, the more willing he or she is to pay for biodiversity conservation. Likewise, respondents who are aware of Mt. Jiri's designation as an Ecosystem and Landscape Conservation Area are more willing to pay for biodiversity conservation. Moreover, the higher the importance placed on biodiversity conservation policy, the higher the willingness to pay for biodiversity conservation. To enhance the feasibility of PES schemes, it is necessary to improve the general public's knowledge and awareness of biodiversity by providing opportunities for education and more information on biodiversity and biodiversity policies.

A Study on the Refresher Training of Physical Therapist in Gwangju and Jeonnam

  • Purpose: The current study seeks to examine the continuing education of physical therapist in Gwangju, Jeonnam. Methods: A survey was conducted during the continuing education of physical therapist held in Gwangju in 2015 with 297 participants. The survey questionnaire consisted of 13 questions on characteristics of physical therapist, 7 questions on the level of satisfaction with continuing education, 11 questions regarding the need for continuing education, and 8 questions concerning how to improve continuing education. Results: As for the level of satisfaction with the content of continuing education, the survey results indicated that there were significant differences across respondents' age and career period. Regarding the level of satisfaction with the environment in which continuing education was provided; significant differences were observed across respondents' age, education, marital status, monthly pay, career period, and service period. Regarding the level of satisfaction with the expense in which continuing education was provided; significant differences were observed across respondents' sex, age, education, marital status, dependent family, monthly pay, career period, and position. In terms of the level of satisfaction with the operation method in which continuing education was carried out, there were significant differences across respondents' age, education, and career period. Conclusion: The survey found the level of satisfaction with continuing education to be average among physical therapist in Gwangju and Jeonnam. In addition, as for ways to take continuing education courses for those who have never taken it, online education was mentioned the most. Therefore, there is a need for advertising online continuing education.

A study on factors affecting the job satisfaction of dental hygienists in Gwangju (광주광역시 치과위생사의 직무만족도에 영향을 주는 요인에 대한 연구)

  • Objectives : This study was to examine factors affecting the job satisfaction of dental hygienists. Methods : The subjects in this study were dental hygienists who worked at dental hospitals, dental clinics and general hospitals in the city of Gwangju. A survey was conducted by mail from January 2 to March 2, 2007. Out of the collected data, 208 answer sheets were analyzed. Results : 1. The dental hygienists investigated got a mean of 3.20 on job satisfaction. Among the job satisfaction factors, relationship with patients ranked highest(3.79), followed by relationship with colleagues(3.62), working environments(3.39), future prospects(3.30), professional status (2.89), pay(2.82) and required workload(2.58). 2. Regarding links between general characteristics and job satisfaction, the older dental hygienists were more satisfied with professional status, pay, required workload and relationship with patients. By marital status, the married dental hygienists expressed better satisfaction at professional status than the unmarried ones. By education, those who were receiving college education or received the same or higher education were more gratified than the junior college graduates. By the total length of career, the dental hygienists whose length of career was longer were more gratified with professional status, future prospects and relationship with patients. By workplace, the dental hospital workers were more satisfied with working environments, and the general hospital employees were more gratified with pay. The dental hospital employees were better satisfied with future prospects as well. As to the impact of the length of career at the current workplace, there was a tendency that those who worked at their current workplaces for a longer time expressed better satisfaction with professional status, pay and relationship with patients. By monthly mean income, the larger income earners had a tendency to be better gratified with professional status, pay and relationship with patients. 3. The general characteristics that were selected as independent variables were identified as the factors that exercised an influence on the job satisfaction of the dental hygienists and made an about 14.0% prediction of it. Out of those factors, the total length of career and monthly mean income had a statistically significant impact on that. Conclusions : The above-mentioned findings suggested that out of the seven job satisfaction components, they gave the lowest marks to satisfaction level with pay. As a result of making a multiple regression analysis, it's found that job satisfaction was under the influence of the total length of career and monthly mean income. Therefore there should be an improvement in the pay system in order to boost the job satisfaction of dental hygienists, and they should be paid properly in accordance with total length of career.

Willingness to Pay for Residential Water on Drought Conditions (가뭄시 가정용수에 대한 소비자 지불의사)

  • This Research analyzes the consumers' willingness to pay(WTP) for residential water on severe drought condition. The 7 large cities and 32 chronicle drought regions have been selected for this research survey. Results show that the consumers of large cities, which are relatively rich, think water quality is more important than quantity, but the consumers of 32 chronicle drought regions expressed just opposite. Dichotomous choice and open-ended questionnaire are mixed for the survey and Tobit model is applied in the analysis. As we expected, the higher the education level, the number of household member, and the income, the higher the WTP. When there is 25% reduction of supply, the WTP is about $2 per month. Contrary to the expectation, WTP is just slightly increased for 50% of water supply reduction. This is because of the resistance of tax as well as the limited actual experiences of water shortage so, they underestimated it. In any cases, actual WTP for actual water shortage is much higher than this result. More effective water supply and distribution schedule must be ready as a national and local level to prepare severe drought in the near future. Consumers are willing to pay higher price than the current level for water security. Water distributional system should be reconsidered and alternative source of water also be prepared.

The Dividend on Purchase and Revolving Funds System of Fisheries Cooperatives (수협의 이용고배당과 회전출자제도)

  • The paper examines the dividend on purchase and revolving funds system of fisheries cooperatives, and discusses how to reform the current revolving funds system. In general, there are two types of dividend that fisheries cooperatives pay to their members : (1) dividend on capital and (2) dividend on purchase or patronage dividend. During the last 5 years from 1990 to 1994, the rate of total dividend ranged from 7.5% to 8.6%. The average rate of dividend on capital and dividend on purchase are 7.3% and 0.5%, respectively. On average, the level of dividend on capital is almost 15 times as high as that of dividend on purchase. Since the dividend on purchase is supposed to be reinvested into capital by the Articles of the cooperatives, it is paid only if there are additional funds available after the payment of dividend on capital and is regarded as the secondary type of dividend. For this reason, even though most of fisheries cooperatives pay the dividend on capital, only a small number of cooperatives pay the patronage dividend. This means that most of cooperatives cannot materialize the managerial function of dividend on purchase to improve their operational efficiency under the current system of revolving funds. Therefore, the paper suggests that in the long run, the system of revolving funds should be reformed in the way that revolving funds could serve to complement equity capital for only a fixed time, after which they are repaid to members.

The comparison of household health care expenditure and income elasticity by ability to pay levels. (지불능력에 따른 가계지출 보건의료비의 차이와 소득탄력도 비교)

  • The purpose of this paper is to compare the amount of household health expenditures (HHE) and the proportion of health care expenditure to the household expenditure by ability to pay(ATP) levels. This study has focused on the influence of household ATP on HHE, estimating elasticity of health care expenditures for different ATP groups. For the empirical analysis, the Urban Households Survey Data of 2002 have been used. Our principal findings show that HHE are sensitive to changes in household ATP levels and that the group which is most responsive to changes in A TP level is the lower ATP group. These suggest that as households have less ATP, households with lower ATP reduce expenditures on health care in a proportional manner than those with higher ATP.

Top-executives Compensation: The Role of Corporate Ownership Structure in Japan

  • This paper explores the impact of corporate control, measured by ownership structure, on top-executives' compensation in Japan. According to agency theory, the pay-performance link is expected to be affected by the firm's ownership structure. Using a sample of 4,411 firm-year observations (401 firms for the 11-years period from 2001 to 2011) for Japanese non-financial firms publicly traded on the first section and second section of the Tokyo Stock Exchange (TSE), this study demonstrates that institutional ownership (both financial and corporate) is negatively related to the level of executives' compensation. Such finding is in line with efficient monitoring hypothesis which claims that the presence of institutional shareholders provides direct monitoring over managers, limits managerial self-dealing and curves the increase in top-executives pay. On the other hand, the results also show that managerial ownership is positively related to their compensation which supports managerial power theory hypothesis, i.e. management-controlled firms are more likely to extract more compensation from the business than other firms. Overall, this study confirms that corporate control has significant impact on cash compensation paid to Japanese top-executives after controlling the conventional pay-performance relationship.

  • In this study of estimating the benefits of environmental materials, the CVM method used in environmental economics was applied to estimate the value of pedestrian environment improvement. After finding the Willingness To Pay (WTP) level of residents through CVM, this study attempts to calculate quantitative benefits from the pedestrian environment improvement. In this study, a survey targeting the inhabitants in Seongbuk-gu adjacent to a business area was carried out for pedestrian environment improvement considering form of payment, willingness to pay and such by establishing and showing several virtual scenarios depicting a quiet and comfortable pedestrian environment. As a result, the willingness to pay level of the Seongbuk-gu residents was 627 won of surcharge for pedestrian environment improvement per month. Additionally, the annual total benefits by pedestrian environment improvement was estimated within a range from 1,247,516,820 won to 286,305,110 won.

Lessons From Healthcare Providers' Attitudes Toward Pay-for-performance: What Should Purchasers Consider in Designing and Implementing a Successful Program?

  • We conducted a systematic review to summarize providers' attitudes toward pay-for-performance (P4P), focusing on their general attitudes, the effects of P4P, their favorable design and implementation methods, and concerns. An electronic search was performed in PubMed and Scopus using selected keywords including P4P. Two reviewers screened target articles using titles and abstract review and then read the full version of the screened articles for the final selections. In addition, one reference of screened articles and one unpublished report were also included. Therefore, 14 articles were included in this study. Healthcare providers' attitudes on P4P were summarized in two ways. First, we gathered their general attitudes and opinions regarding the effects of P4P. Second, we rearranged their opinions regarding desirable P4P design and implementation methods, as well as their concerns. This study showed the possibility that some healthcare providers still have a low level of awareness about P4P and might prefer voluntary participation in P4P. In addition, they felt that adequate quality indicators and additional support for implementation of P4P would be needed. Most healthcare providers also had serious concerns that P4P would induce unintended consequences. In order to conduct successful implementation of P4P, purchaser should make more efforts such as increasing providers' level of awareness about P4P, providing technical and educational support, reducing their burden, developing a cooperative relationship with providers, developing more accurate quality measures, and minimizing the unintended consequences.

Perception of Food Labeling and Purchase of Food: The Moderating Effect of Food Risk Perception (식품표시에 대한 소비자 인식과 식품 구입: 식품위해 인식의 조절효과를 중심으로)

  • This study examined the influence of perceptions of food risk and food labeling on the purchase of labeled food items and the intention to pay higher prices for safe food. Data were obtained from the Korea Rural Economic Institute's Consumer Behavior Survey for Food 2020. The analysis focused on the responses of 6,355 consumers, all of whom were mainly responsible for food purchases. The analysis investigated the moderating effect of food risk perception on the relationship between food labeling perception and the purchase of labeled food. Regarding the purchase of labeled food, statistically significant effects were noted for gender, educational level, perception of food labeling, and perception of food risk; however, the interaction effect of perceptions of food labeling and food risk was not statistically significant. With regard to the intention to pay higher prices for safe food, except for age, statistically significant effects were observed for gender, educational level, food expenditure, perception of food labeling, and perception of food risk; moreover, the interaction effect of perceptions of food labeling and food risk was significant. The results indicate that consumers reporting low food labeling perception and low purchase of labeled food were most vulnerable regarding food safety; therefore, it is necessary to provide such consumers with food label provision methods and specified education programs.
