Workflow Interruptions and Failed Action Regulation in Surgery Personnel

  • Background: Workflow interruptions during surgery may cause a threat to patient's safety. Workflow interruptions were tested to predict failure in action regulation that in turn predicts near-accidents in surgery and related health care. Methods: One-hundred-and-thirty-three theater nurses and physicians from eight Swiss hospitals participated in a cross-sectional questionnaire survey. The study participation rate was 43%. Results: Structural equation modeling confirmed an indirect path from workflow interruptions through cognitive failure in action regulation on near-accidents (p < 0.05). The indirect path was stronger for workflow interruptions by malfunctions and task organizational blockages compared with workflow interruptions that were caused by persons. The indirect path remained meaningful when individual differences in conscientiousness and compliance with safety regulations were controlled. Conclusion: Task interruptions caused by malfunction and organizational constraints are likely to trigger errors in surgery. Work redesign is recommended to reduce workflow interruptions by malfunction and regulatory constraints.

Local-Generator-Based Virtual Power Plant Operation Algorithm Considering Operation Time

  • A virtual power plant (VPP) is a system that virtually integrates power resources based on the VPP participating customer (VPC) unit and operates as a power plant. When VPP operators manage resources to maximize their benefits, load reduction instructions may focus on more responsive VPCs, or those producing high profitability, by using VPC resources with high operation efficiency. VPCs may thus encounter imbalance problems during operation. This imbalance in operation time would bring more participation for some VPCs, causing potential degradation of their resources. Such an operation strategy would be not preferable for VPP operators in managing the relationship with VPCs. This issue impedes both continual VPC participation and economical and reliable VPP operation in the long term. An operation algorithm is therefore proposed that considers the operation time of VPC generators for mandatory reduction of power resource consumption. The algorithm is based on constraints of daily and annual operation times when VPP operators of local generators perform capacity-market power transactions. The algorithm maximizes the operator benefit through VPP operations. The algorithm implements a penalty parameter for imbalances in operation times spent by VPC generators in fulfilling their obligations. An evaluation was conducted on VPP operational effects by applying the algorithm to the Korean power market.

혁신 중학교 과학 수업 사례를 통해 본 구조가 학생과 교사의 행위성에 미치는 영향: 정책과 실천에 대한 시사점 (Examining How Structures Shape Teacher and Student Agency in Science Classrooms in an Innovative Middle School: Implications for Policy and Practice)

  • Conducted as an ethnographic examination of science teaching and learning in an Innovative Middle School in Korea, this study employs sociocultural theory to examine how structures afford and limit student participation in an innovative school designed to promote student-centered learning. Data includes teacher and student interviews, student responses to a questionnaire, classroom observations, and analysis of video recordings of ten lessons in two in two 8th grade science classes. Using structure|agency dialectic theory, we identify and describe some structures that afford and limit teacher and student agency at the micro (science classrooms), meso (school), and macro (Korean society) levels to raise some questions about current reform measures, such as innovation schools, that seek to position classroom teachers as agents for change in science education reform in Korea. Findings suggest that while teachers and school administrators play an essential role in structuring learning opportunities at the meso and micro levels, they have limited agency to address structural constraints originating at the macro-level, which can negatively impact teaching and learning in the science classroom. We offer implications for policy and practice and argue the need for more qualitative research, informed by sociocultural theory, to inform science education reform efforts in Korea.

네트워크 동적 참여 기반의 효율적인 피어-투-피어 웹 캐슁 모델 (An Efficient Peer-to-Peer Web Caching Model with the Dynamic Participation of Peers)

  • P2P(peer-to-peer) 웹 캐슁 모델은 서버 쪽에 집중되는 트래픽을 완화시킴으로써 전통적인 웹 캐슁 모델을 보완할 수 있다는 측면에서 최근에 활발히 연구되어 왔다. P2P 웹 캐슁은 클라이언트들의 로컬 캐쉬를 활용하여 부가적인 인프라의 추가없이 캐쉬 공간이 확대되는 효과를 얻을 수 있지만, 각 클라이언트들은 독립된 피어로서의 자율성(autonomy)을 가지므로 이러한 자율성의 제한을 최소화해야한다. 본 논문에서는 피어의 자율적인 동적 참여와 로컬 캐슁 전략을 보장하여 시스템의 실행 가능성(feasibility)을 높인 환경에서 효율적인 디렉토리 기반 P2P 웹 캐슁 시스템을 제안하였다 제안하는 P2P 웹 캐슁 시스템은 동적인 P2P 네트워크 상에서의 오브젝트의 lifetime을 예상하여 이를 이웃 선택(neighbor selection)과 저장 공간 관리(storage management)에 적용하였다. 시스템의 성능 평가를 위하여 클라이언트의 http 요청 로그 데이터셋을 이용하여 트레이스 기반(trace-driven) 시뮬레이션을 수행하였다. 시뮬레이션 결과를 통하여 제안하는 시스템이 기존의 시스템에 비하여 주어진 동일한 환경에서 더 높은 정확성과 더 적은 리디렉션 실패(redirection failure)를 가짐을 확인하였다.

Ocean energy in Indian coasts and islands for sustainability-A roadmap for future

  • Limited quantity and non-uniform distribution of fossil fuel over the world, along with the environmental concerns of increasing $CO_2$ emissions, indicate that gradual and planned switchover to the sustainable energy sources is the need of the day. Ocean energy is well-distributed over the coasts, abundant, renewable and available in the form of wave energy, tidal energy and thermal energy. India has gathered precious experience from the pilot plants utilizing these methods over the last few years. One of the main constraints is deemed to be the grid connectivity. Time has come to transform this limitation into opportunity. Ocean power can be a very suitable option for the coastal belts and the islands. Implementation of this concept would require large-scale industry participation along with favourable government policies in the coming years. This article attempts a review of the ocean energy initiatives in India and proposes a roadmap for the future.

  • This paper presents a unique approach to scheme a demand response (DR) program in the electricity market from a customer-oriented perspective, which is based on the analytic hierarchy process (AHP). The proposed program is designed as an incentive-based program (IBP) considering Korea power systems with the cost-based generation pool (CBP). And the proposed DR program has the objective to maximize social welfare corresponding customers‘ participation and the constraints including incentive payments, the specific load curtailment conditions and reserve-margin criterion. A test system for the case study is used to demonstrate the usefulness and applicability of the proposed approach, and the load profiles with the proposed DR program are obtained. The results show not only the revenue attributable to the avoided costs but also enhancement of system reliability.

최소 자산제약 및 인플레이션을 고려한 자산 할당에 관한 연구 (Optimal Asset Allocation with Minimum Performance and Inflation Risk)

  • We investigate the dynamic asset allocation problem under inflation risk when the wealth of an investor is constrained with minimum requirements. To capture the investor's risk preference, the CRRA utility function is considered and he maximizes his expected utility at predetermined date of the refund by participation in the financial market. The financial market is supposed to consist of three kinds of financial instruments which are a risk free asset, a risky asset, and an index bond. The role of an index bond is managing inflation risk represented by price process. The optimal wealth and the optimal asset allocation are derived explicitly by using the method to get the European call option pricing formula. From the numerical results, it is confirmed that the investments on index bond is high when the investor's wealth level is low. However, as his wealth increases, the investments on index bond decreases and he invests on risky asset more. Furthermore, the minimum wealth constraint induces lower investment on risky asset but the effect of the constraints is reduced as the wealth level increases.

Institutional Improvement of Irrigation Management System in Korea

  • There are two major operation and management (O & M) systems in Korea, one by the Korea Agricultural and Rural Infrastructure Corporation (KARICO), a government corporation, and the other by non-KARICO, which includes Irrigation associations (IAs) and individual farmers under the supervision of city or county authorities. Main issues and constraints in the irrigation facility management are: (1) The dual system of the irrigation water management system; management by KARICO and that by IAs, and (2) From the commencement of KAICO in 2000, farmers were exempted from water charge. This is opposite to the international trend, which follows' user pay principle: Main specific strategies to improve irrigation management system are: (1) Introduction of water metering for water charge as well as water conservation, (2) Adoption of demand-oriented irrigation rather than supply-oriented to reduce waste of water, (3) To augment farmer's participation by forming water user associations, (4) To maintain consistency of government policy, (5) To promote roles of local governments, and (6) To reestablish the role of KARICO.

Optimal shape of LCVA for vibration control of structures subjected to along wind excitation

  • In this study, a procedure to design an optimal LCVA that maximizes the equivalent damping ratio added to the primary structure subjected to along-wind excitation is proposed. That design procedure does not only consider the natural frequency and damping ratio of the LCVA, but also the proportion of the U-shaped liquid, which is closely related to the participation ratio of the liquid mass in inertial force. In addition, constraints to ensure the U-shape of the liquid are considered in the design process, so that suboptimal solutions that violate the optimal tuning law partly are adopted as a candidate of the optimal LCVA. The proposed design procedure of the LCVA is applied to the control of the 76-story benchmark building, and the optimal proportions of the liquid shape under various design conditions are compared.

전력계통의 최적 발전기기동정지계획 산법에 관한 연구 (A Study on the Optimal Unit Commitment Algorithm for Electric Power Systems)

  • This paper proposes a new optimal unit commitment algorithm for the rational operation of electric power systems. Especially, the algorithm is improved by considering transmission line capacity limits and load forecasting uncertainty with the consideration of the participation factors of each units, so that the method becomes more reliable and flexible one. The transmission losses are considered by using updated penalty factors obtained from the constant matrixes of the fast decoupled load flow method, the system loads are distributed at each buses, and the several necessary operational constraints are also considered for the purpose of presenting a more practicable scheme. Finally, the effectiveness of the proposed algorithm has been demonstrated by applying to the 23-bus model system.
