A Policy Suggestion for the Adaptation of Climate Change in Korea (우리나라의 기후변화 대응방안에 관한 정책 제언)

  • The purpose of this study is to describe the roles of carbon dioxide in the climate change, and carbon dioxide reduction policies in some countries. In addition, ways to cope with climate change in Korea are also discussed. Currently, global temperatures are rising due to the carbon dioxide produced by human beings. Global temperatures will rise approximately $6^{\circ}C$ until 2100 if we emit carbon dioxide at a present rate. Temperature rise will affect the terrestrial and oceanic resources, and ultimately influence the socio-economic structures including political stability. Most of the carbon dioxide comes from fossil fuels. Therefore, it is urgent to reduce the use of energy, which comes from fossil fuels. Solving the climate change due to the increases in carbon dioxide is a global problem. Korea should participate in the international community and cooperate with each other in order to reduce the carbon dioxide concentration. No policy was announced for the reduction of carbon dioxide so far. Korea should make a policy for the reduction of carbon dioxide in a specific year compared to that of certain standard year such as 1990 or 2005. Making policy should be based on the scientific result of the amount of carbon dioxide emitted and absorbed. Germanwatch announced the Climate Change Performance Index (CCPI) in order to evaluate an effort to reduce the carbon dioxide for 56 countries which emits 90 % of global carbon dioxide. Ranking for Korea is 51 among 56 countries. This clearly indicates that the appropriate carbon dioxide reduction has not been exercised yet in Korea. Researchers have a moral responsibility to provide updated new ideas and knowledges regarding climate change. Politicians should have a sharp insight to judge the ideas provided by researchers. People need an ethics to reduce the carbon dioxide in every day's life. Scientific research should not be influenced by stress caused by external budget and negative impact of capitalism. Science should be based on the pure curiosity.

A Study on the providing urban planing information in the homepage of local governments (지방자치단체 홈페이지의 도시계획정보 제공실태 평가를 위한 지표개발 연구)

  • With the rapid development of information and communication technologies(ICTs) and internet technology and the explosive increasing of internet users, we can find almost every municipal information of local governments by visiting the home page without visiting the city hall personally. And in the case of urban planning information they provide many kinds of information to inform the policy and results of urban planning to citizens The differences of urban planning information from other municipal information, at first many information of urban planning should be presented as spatial data, so we have to provide the geographic information with internet GIS, and second to realize bottom-up decision making process the exchanging of information between citizen and government should be adopted as bulletin board system(BBS) and an questionnaire in internet In this paper I evaluated the sites of urban planning information in the homepage of local governments by many index. the index are composed with 4 categories 20 items on information providing, 3 categories 12 items on communication, and 2 categories 8 items on internet GIS. And as a result I introduce some high scored sites at each category, and propose that we have to recognize the internet as the technological media to broaden the opportunities for the community people to participate in the policy-making in reference to their political demands.

A Study on Factors Affecting Work Ability in Korean Workers

  • Objective: The purpose of this study was to evaluate Korean workers' work ability and to identify its contributing factors. Background: In order for Korea to overcome the phenomena of becoming an aged society, older adults must participate in the workforce to balance out the population; workers' work ability must also be maintained. In addition, influential factors in employees' capabilities and degrees of importance thereof should be identified in advance to maintain work ability. Method: The Work Ability Index (WAI) questionnaire was completed by 5,708 Korean workers. Survey questionnaire consisted items of current work ability, physical and mental demands of the job, numbers of diseases, work impairment due to diseases, sick leaves, work ability in 2 years and mental resources. Results: Results indicated that work ability and length of service increased with age. It was also found that employees in administrative positions had greater work ability than site workers, workers directly managed by a supervisor had greater work ability than workers in cooperative firms, and workers who performed intellectual tasks had greater work ability than workers who performed physical labor. Job stress was additionally observed to contribute towards overall work ability. And musculoskeletal disorders (MSDs) were found to negatively affect work ability. Conclusion: The strongest determining factors in the work ability of Korean workers were stress level and mental state. Therefore, when the WAI is used to assess Korean workers, the weighting of WAI items pertaining to physical and mental abilities should be adjusted accordingly to account for these factors. Application: The result is expected to suggest that workers maintain work ability in an aged society.

Effect of Using Smartphones for Tele-rehabilitation on Head Position and Neck Dysfunction in Workers with Visual Display Terminal Syndromes (스마트폰을 이용한 원격 재활이 영상표시단말기 작업자의 머리 위치 및 목 기능장애에 미치는 영향)

  • Purpose: The purpose of this study was to assess the effect of using smartphones for tele-rehabilitation on head position and neck dysfunction in workers with visual display terminal (VDT) syndromes over a four-week period. Methods: Sixteen VDT workers volunteered to participate in stretch exercise and posture education sessions. The subjects were divided into three groups as follows: five subjects in the visit group (VSG), six subjects in the video group (VEG), and five subjects in tele-rehabilitation group (TG). The subjects in all the groups performed the exercises three days per week for four weeks. Cranial rotation angle (CRA), craniovertebral angle (CVA) measurement, and neck disability index (NDI) tests were performed before and four weeks after the intervention. Results: No significant difference in the CRA and CVA variables was found among groups. No significant difference in the CRA variable was found within each group. A significant difference in the CRA variable was found in the VSG after the four-week intervention. No significant difference in NDI was found among the groups. The NDIs among all the groups were significantly decreased after the intervention when compared with the NDIs measured before the intervention. Conclusion: The use of smartphones in the tele-rehabilitation of VDT workers with neck pain was found to be as effective on neck function as the conventional intervention method. The tele-rehabilitation of VDT workers with neck dysfunctions may be presented as an alternative way.

Is the SIS 3.0 Valid for Use at a Rehabilitation Setting in Korea for Patients with Stroke?

  • Purpose: The purpose of this study was to assess psychometric properties of the Korean version of the Stroke Impact Scale 3.0 (K-SIS 3.0) in patients with stroke. Methods: Patients with stroke longer than 3 months were invited to participate in the study at specialized rehabilitation centers in Busan. Information on patients was collected using Mini-Mental State Examination (MMSE), Modified Bathel Index (MBI), Beck Depression Index (BDI), WHODAS 2.0-12 item, and K-SIS. Floor and ceiling effects of each domain of K-SIS were examined. The internal consistency of each domain of the K-SIS was calculated using Cronbach's ${\alpha}$. Correlation between K-SIS and each scale was assessed using Spearman's correlation coefficient. Results: Ninety subjects participated in the study. The K-SIS was found to have excellent internal consistency (Cronbach's ${\alpha}=0.93$). Each domain of the consistency ranged from 0.86 to 0.94, except the emotion (${\alpha}=0.51$). Significant correlations were observed between MMSE and domains of memory and thinking, and communication (r=0.48 and 0.52 respectively). BDI was negatively related to domains of emotion, ADL, mobility, and participation (r=-0.43, -0.49, -0.52 and -0.33 respectively). Specific daily activity (MBI) and general functioning (WHODAS 2.0) were also found to be closely related to the domains of ADL, mobility, and participation (ranging from r=-0.41 to r=-0.59). No ceiling and floor effect was observed. Conclusion: Excellent reliability and validity of K-SIS were obtained in the study and it could be suggested that K-SIS may be used for patients with stroke for collection of information on functioning in the clinical context.

Effects of Mahuang for Weight Loss in Healthy Adults : A Double-Blind, Controlled, Randomized, Clinical Trial (마황복용이 성인의 체중감소에 미치는 영향에 대한 이중맹검 임상연구)

  • Objectives : To provide an objective assessment of the effectiveness for weight loss of Mahuang. Methods : Effects were assessed by measuring changes in body weight, body mass index (BMI), body fat (kg, %),body muscle, and abdominal f3t ratio. The subjects of this study were healthy adults who agreed to participate in this study. Eligibility requirements include age between 20 and 50 and BMI more than 18.5 kg/m2. One hundred subjects were randomly assigned to two groups (control and Mahuang group) in a double-blind manner. Mahuang group subjects took 8g of Mahuang capsule/day for two weeks; control subjects took the same amount of indistinguishable placebo. We analyzed the body weight, body mass index, body fat, abdominal fat, body muscle and BMR (basal metabolic rate) before and after the study. Result After two weeks of clinical trial, body weight and BMI decreased in both groups, but the Mahuang group showed more significant decrease. On body fat, the Mahuang group showed significant decrease. while it increased in the placebo group. Although body muscle, body fat ratio and basic metabolic rate showed differences between the two groups, there was no statistical significance. Conclusion : It is suggested that intake of Mahuang may induce weight loss and body f3f decrease in healthy adults.

A Study on the Index to Evaluate the Homepage of Local Governments on the Scope of the Urban Planning Information (지방자치단체 홈페이지에서 도시계획관련 정보의 제공 실태 분석연구)

  • With the rapid development of information and communication technologies(ICTs) and the explosive increasing of inter net users, we can find municipal information in Internet Homepage of local governments without visiting City Hall. And most part of municipal information are related with urban planning and geographic information. In this paper 1try to propose the index to evaluate the sites of urban planning information in the homepage of local governments which are classified 3 Groups. The first group is called information providing and composed with 4 categories and 20 items. The second Group is Communication between local government and citizens with 3 categories (12 items). And the third Group is Internet GIS with 2 categories (8 items). And 1 propose that we have to recognize the internet as the technological media to broaden the opportunities for the community people to participate in the policy-making in reference to their political demands.

Comparison of Effectiveness on Hospital-based Skill Training in Level 2 Emergency Medical Technician (2급 응급구조사 병원임상실습교육 효과 비교)

  • This study is analysis of the effectiveness and satisfaction index of hospital-based skill training (HST) in level 2 emergency medical technicians. The purpose of this study is to provide basic data for the effective operation. The survey carried out to 70 level 2 emergency medical technicians who participate in HST from July 29 to August 22 in 2013. From the study, self evaluated operation skills scale were 3.09 before training and 3.80 after training. It showed statistically significant enhancements. satisfaction index were 3.80. appopriate education periods were (1~2) weeks (64.3%). the longer the time had been since their training completion, the higher education satisfaction. The multilateral studies on problems and needs of HST and development of training programs that includes hospital training monitoring are necessary.

A Study on The Correlation of Skin Character Between Mother and Daughter Pairs (모녀간 피부 특성의 상관관계에 대한 연구)

  • Objectives: It is well known that genetic factors and environmental factors play major role in aging skin. In general, son and daughter take after their parents in appearance. But comparability of skin properties in Korean family has not been well estimated. So we evaluated the correlation of skin properties in Korean mother-daughter pairs. Methods: 10 couples of mother and daughter pair(n=20) participate in this study. Mothers and daughters were aged $50.6{\pm}2.459$ and $23.8{\pm}2.15$ years, respectively. Skin moisture, sebum, skin color and elasticity is measured using non-invasive method : Corneometer CM825, Sebumeter(MPA580), Mexameter MX18, Cutometer MPA580. Statistical analysis program we used is Minitab 14 Korea. Results: The Skin moisture of mother group was significantly higher than daughter group. And skin elasticity(R2) of the daughter group was significantly higher than mother group. In the results of correlation analysis between mother and daughter pairs, skin elasticity(R2) had high positive correlation(r=0.729, p=0.026). But skin moisture, sebum, melanin index, erythema index and skin elasticity(R5) did not be confirmed a significant correlation. Conclusions: Skin elasticity(R2) is the only factor that showed high positive correlation significantly in mother and daughter pairs. Mother and daughter share the genetic factors and environmental factors that influence skin aging. So, mother's aging pattern will be a good guide for anti-aging of daughters.

Retrospective analysis of the effects of non-communicable diseases on periodontitis treatment outcomes

  • Purpose: We retrospectively analysed patients' dental and periodontal status according to the presence of non-communicable diseases (NCDs) and the effects of NCDs on periodontal treatment outcomes. Factors influencing disease recurrence were investigated using decision tree analysis. Methods: We analysed the records of patients who visited the Department of Periodontology, Pusan National University Dental Hospital from June 2014 to October 2019. As baseline subjects, 1,362 patients with periodontitis and who underwent full-mouth periodontal examinations before periodontal treatment were selected. Among them, 321 patients who underwent periodontal examinations after the completion of periodontal treatment and 143 who continued to participate in regular maintenance were followed-up. Results: Forty-three percent of patients had a NCD. Patients without NCDs had more residual teeth and lower sum of the number of total decayed, missing, filled teeths (DMFT) scores. There was no difference in periodontal status according to NCD status. Patients with a NCD showed significant changes in the plaque index after periodontal treatment. The decision tree model analysis demonstrated that osteoporosis affected the recurrence of periodontitis. Conclusions: The number of residual teeth and DMFT index differed according to the presence of NCDs. Patients with osteoporosis require particular attention to prevent periodontitis recurrence.
