Recognition of Chinese Automobile License Plates (중국 자동차 번호판 인식)

  • We implement automobile license plates recognition system. These days automobile license plate recognition systems are widely used for tracing stolen cars. managing parking facilities, ticketing speeding cars, and so on. Recognition systems largely consist of three parts plates extraction, segments extraction, and segment recognition. For plates extraction, we measure the degree of inclination of plate. We use filters that extract only the horizontal components of the front of an automobile to measure the degree of inclination. For segment extraction, we trace the change of the number of blocks that consist solely of foreground pixels or background pixels as the horizontal scanning line moves along upward. For recognition of each individual letter or digit, we devise a variant of template matching method, called comparative template matching. Through experiments, we show that comparative template matching is less prone misled by noises and exhibits higher performance compared to the traditional method of template matching or histogram based recognition.

Distortion Invariant Vehicle License Plate Extraction and Recognition Algorithm (왜곡 불변 차량 번호판 검출 및 인식 알고리즘)

  • Automatic vehicle license plate recognition technology is widely used in gate control and parking control of vehicles, and police enforcement of illegal vehicles. However inherent geometric information of the license plate can be transformed in the vehicle images due to the slant and the sunlight or lighting environment. In this paper, a distortion invariant vehicle license plate extraction and recognition algorithm is proposed. First, a binary image reserving clean character strokes can be achieved by using a DoG filter. A plate area can be extracted by using the location of consecutive digit numbers that reserves distortion invariant characteristic. License plate is recognized by using neural networks after geometric distortion correction and image enhancement. The simulation results of the proposed algorithm show that the accuracy is 98.4% and the average speed is 0.05 seconds in the recognition of 6,200 vehicle images that are obtained by using commercial LPR system.

The Simulation of Runoff Reduction by the Storage Type of Zermeable Concrete Block Paving on Andong Maskdance Festival Square (저류형 투수블록 설치를 통한 안동국제탈춤광장 유출량 저감효과 모의)

  • Ihe purpose of this study is to evaluate the effects the storage type of permeable concrete block paving (ST-PCBP) have on runoff reduction and infiltration increasement at Andong Maskdance Festival Square. This was accomplished using the NRCS-curve number method over the last 10 years. Two different scenarios were developed in this study for low impact development (LID) design. For the $1^{st}$ scenario, the walking path and parking lot were install using the ST-PCBP and runoff from the inline skating rink ($3,808m^2$) and lawn ($11,191m^2$) were routed to the ST-PCBP, but the rooftop runoff flowed into the storm water drainage system. For the $2^{nd}$ scenario, one of the non-structural BMPs, disconnected impervious surface (DIS), was applied so additional runoff from rooftop would enter the ST-PCBP. It was determined that ST-PCBP could significantly reduce surface runoff from the study area and increase infiltration with 71% and 88% of surface runoff reduction and 151% and 215% of infiltration increasement for scenarios 1 and 2, respectively. The effect of LID in the $2^{nd}$ scenario was better than the $1^{st}$ scenario, therefore DIS in conjunction with ST-PCBP could be a more cost-effective LID application.

The Survey and Analysis of Public Infrastructures in Korean Rural Areas (농촌 공공기반시설 현황 조사 및 문제점 분석)

  • This investigation aims to provide basic data for rural village planning and rehabilitation planning. Public infrastructures of forty selected villages have been surveyed. Provision of facilities, user satisfaction, perceived problems, and conditions of maintenance have been surveyed for three classified types of infrastructures; 1) public utility spaces such as community hall, and parking lots, 2) public production infrastructures such as warehouses, and irrigation facilities, and 3) public infrastructures for living environments such as roads, water supply, and sewage system. All twenty smaller villages (ki-cho-ma-ul) had problems of poor conditions and insufficient spaces with community halls. Most of the smaller villages suffered from lack of public production infrastructures, or had problems of insufficient spaces and poor maintenance conditions. They also lacked good access roads with adequate right of ways. Only three villages were provided with sewage systems. In the twenty larger villages (myun-bo-ma-ul), though public utility spaces were provided for most of them (as an example, sixteen villages had welfare centers), they were not large enough and they were maintained in poor condition too. On the one hand twelve of the larger villages had farm machine service centers, only a few villages were equipped with warehouses. Many more public infrastructures for living environments were found in larger villages. However, only a few villages had pollution control facilities. Multidimensional scaling revealed groups of distinctive characteristics, in terms of public infrastructures, among smaller villages. It did not show any noticeable distinctions among larger villages.

  • Pilotis are support columns that lift a building above the ground. Thus, they can elevate the lowest floor to the secondfloor level and, in Korea, are used to leav a parking area below multifamily housing. However, if there is a fire in the piloti area, the cars and main entrance door are wrapped in flames. Due to the inflammability of the materials, the combustion of the cars and insulation at the ceiling of the pilotis, having a high heat release rate, can quickly destroy the front entrance of the building and spread heat, flames and a poisonous gas to the stairs and elevator pit. Therefore, the fire can quickly spread to the whole building, putting the lives of the residents in danger. This study was an in-depth accidental case study of the "Uijeongbu Fire Accident" that killed 5 residents and injured 139 others. The study identified the relationships between the fire at the piloti structure of multifamily housing and the vulnerability of this structure and its inherent weaknesses.

  • A sports center fire in Jecheon that caused 29 deaths and 40 injuries was analyzed based on initial response and management in order to investigate the causes of the casualties. The aspects of initial response included delay of reporting 119, not being guided to the exit for the body scrubber on the $2^{nd}$ floor for escape, opening the fire doors of the exits on the $1^{st}$ floor and $3^{rd}$ floor, not closing the fire door of the main stairs on the $3^{rd}$ floor, and not doing an emergency broadcast. The management aspects included closing the alarm valve of the sprinkler system on the $1^{st}$ floor, starting-stop of the fire pump controller, neglecting leakage of water and electricity between the false ceiling and ceiling in the parking lot, hiding the exit light in the ladies bathroom lounge on the $2^{nd}$ floor and piling up things in the exit, neglecting the button of an automatic door on the $2^{nd}$ floor, conventional fire safety management, insufficient inspection of fire equipment, and not working fire shutters and smoke exhaust windows.

A Study on Recognition of New Car License Plates Using Morphological Characteristics and a Fuzzy ART Algorithm (형태학적 특징과 퍼지 ART 알고리즘을 이용한 신 차량 번호판 인식에 관한 연구)

  • Cars attaching new license plates are increasing after introducing the new format of car license plate in Korea. Therefore, a car new license plate recognition system is required for various fields using automatic recognition of car license plates, automatic parking management systems and arrest of criminal or missing vehicles. In this paper, we proposed an intelligent new car license plate recognition method for the various fields. The proposed method is as follows. First of all, an acquired color image from a surveillance camera is converted to a gray level image and binarized by block binarization method. Second, noises of the binarized image removed by morphological characteristics of cars and then license plate area is extracted. Third, individual characters are extracted from the extracted license plate area using Grassfire algorithm. lastly, the extracted characters are learned and recognized by a fuzzy ART algorithm for final car license plate recognition. In the experiment using 100 car images, we could see that the proposed method is efficient.

  • Cars that are currently available to the operator to ensure convenience and safety for electronics devices now on the market supply is developed. The current car black box of electronics service, parking, is to help when reversing. The black box is necessary at the time of the accident. After-market through a lot of these are advertised. However, these products are known only to the rear or the front of the picture, as well, at the time of driving, the accident and the front left and right lateral images of the boundary of the car can not be confirmed. Electronics devices on the market, but they can not give this problem solving. In this paper, we propose these to the algorithm-around view of the driver's operation of the vehicle after the car sideways, left and right of the room with integrated video Black Box is designed to provide.

Importance-Performance Analysis of Multiplex Cinema Attributes (멀티플랙스 영화관 선택속성의 중요도-성취도 분석)

  • This research aims to analyze the importance-performance among multiplex cinema selection attributes. Therefore, we collected data for visitors who visited the multiplex cinema and want to watch movies. Of the various multiplex cinema selection attributes, four factors were deduced that includes: major services, human services, physical environment, auxiliary services using exploratory factor analysis. In the quadrant I, the area of 'Concentrate Here' was 'diversity of screening time', 'diversity of movie genre', 'convenience of mobile app use', 'size and convenience of parking facility'. In the quadrant II, 'Keep up the Good Work' area was 'convenience of website booking', 'discounts through card partnerships', 'employee friendliness', 'accurate employee information delivery', 'comfortable seating', 'screen size', 'cinematic sound quality', and 'convenience of traffic' etc. The quadrant III, 'Low Priority' appeared to be 'membership system', 'tidiness of staff attire', 'resting space for waiting time', 'accessibility to the neighboring area', 'diversity of the snack corner', and 'overall cleanliness' etc. The quadrant IV, 'Possible Overkill' was 'appropriateness of the auditorium temperature' and 'service proficiency'.

Development of a Safe Manipulator for Positioning a Kiosk Panel (키오스크 패널의 위치 조절을 위한 안전 머니퓰레이터 개발)

  • Kiosks are widely used in drive-thru systems in parking lots or on the highway to provide various services to drivers. However, the driver must stop at an exact location to access the kiosk, since its panel is fixed. In order to improve the kiosk accessibility, in this study we developed a manipulator that can adjust the position of the kiosk panel. The number of active joints was minimized to lower the cost, whereas a parallelogram mechanism and passive joints were adopted to increase its convenience for the users. Furthermore, a safety mechanism using springs and a cam was designed to ensure the safety of the user in the case of an emergency. The performance of the position controller and the safety mechanism were verified through various tests. In addition, the proposed collision reaction strategy improved the safety performance of the kiosk system.
