This paper is concerned with the deployment of core technologies for automotive steel sheets, based on the structural change of global market. The main tasks of automotive industry are to ensure the energy consumption, environmental regulations, and driving safety. With social and legal requirements, this study analyzes the market creation processes with technological innovations for hot rolled, cold rolled and galvanized steel sheets during the 20th century. It has been proven that the leading country in the steel industry was also that in the automotive. The purchaser-supplier relations of sheet materials are then patternized in the regional markets of the United States and Japan, who share nearly 50% of market in the world. According to the paradigm shift of globalization, the balance of power in Porter's 5 forces has been moved to the buyers', and both industries pursue Win-Win strategies such as the PNGV(Partnership for a New Generation of Vehicles ) and design-in system with the competition.

Market-oriented networks support various tasks in the market domain. We analyze trends in structural changes of such networks to adapt to preferences in general market movements. This analysis is different from conventional ones that focus on specific technologies. Instead, we focus on the paradigm shift of network technology from connectivity functionalities to platforms supporting business domains for direct modeling. Moreover, we analyze current development efforts of technologies based on popular and realistic solutions such as FIWARE, 5GinFIRE, IBN, IDN, and HNSP. Remarkably, we detail HNSP as an open research and development platform to experiment with business models and enable co-building with developers. We observe a clear paradigm shift of communications technology from a closed to an open job-shop style.

21세기의 행정은 급속도로 변화하고 있다. 정보사회의 고도화를 통해 제시되고 있는 유비쿼터스 기반의 재구성은 정보지식사회로의 패러다임 환경 변화를 반영하고 있다. 공공부문에서의 행정조직의 재구조화(restructuring)와 조직혁신(organization reengineering)을 통해 행정서비스를 개선시키려는 시도도 역시 지속되고 있다. 이에 본 연구에서는 지금까지 추진되어 온 전자정부의 진행과정을 정리해보고, 진단과 성과 측정을 위한 시론적 접근을 시도하고 있다. 이는 앞으로 대두될 미래의 전자정부가 지속성을 유지하기 위한 차원에서 점검이 필요하다. 또한 향후 보다 분석적 연구를 통해 전자정부에 관한 명확하고 다양한 성과관리 및 평가가 이루어져야 할 것이다.
