This paper presents a study on the fuzzy based approach for the safety assessment of human body under ELF electric and magnetic(EM) field considering power system states. The analysis of ELF EM field based on quasi-static method is introduced. UP to the present, the analysis of ELF EM field has been conducted with the consideration of one transmission line, or a power line model only In this paper, however, the power system is included to model the expected and/or unexpected uncertainty caused by the load fluctuation and parameter changes and the states are classified into two types, normal state resulting from normal operation and emergency state from outages. In order to analyze the uncertainty in the normal state, the Monte Carlo Simulation, a statistic approach was introduced and line current and bus voltage distribution are calculated by a contingency analysis method, in the emergency state. To access the safety of human body, the approach based on fuzzy linguistic variable is adopted to overcome the shortcomings of the assessment by a crisp set concept. In order to validate the usefulness of the approach suggested herein, the case study using a sample system with 765(kV) was done. The results are presented and discussed.
This paper presents a brief survey of current methodology available for quantitative risk assessment of environmental carcinogens. Four current models for low-dose extrapolation are reviewed. Current problems and controversies and possible options in doing quantitative risk assessments based on chronic animal studies are discussed.
In generally speaking, the purpose of Environmental Impact Assessment(EIA) is to give the environment its due place in the decision-making process by clearly ealuating the environmental consequence of a proposed activity before action is taken. The introduction of conventional EIA is to be seen as an end product of a very long evolutionary process, starting with rudimentary but evolving pollution control measures for air, water, noise, land and chemicals, each governed by separate, and separately administered pieces of legislation. In EIA process, the measures of status, scoping, proposed mitigation and communication have not been very quantitative in their significancy. Of course, the determinations have uncertainity in the implications for significant impacts. To improve the determination of significant impacts, some more comprehensive methodologies of EIA has been proposed with the concepts of risk analysis in the proposed projects. The concepts of risk analysis has been introduced to the expression of human health impairment due to environmental pollutants since the early 1980's. The risk analysis being meant by the statistical significance of impact has a process quantitatively considering uncertainities and importances of ecological systems and human health as well. The process of risk analysis shows assessment, doseresponse in toxicity, exposure assessment and risk characterization. With the risk assessment, it could be suggested for the proper measurements against their anticipated risk in the EIA. This paper deals the priciples developing process and application of the risk-based analysis in EIA.

Power supply system of electric railway has a diversity of safety problems since it should supply high electric power to the trains moving high speed with a lot of passengers on board. This paper provides a risk assessment approach to safety management of the electric railway facilities. Construction of database from field accident information, risk assessment and management of the risk are carried out systematically to ensure the safety. The risk assessment includes hazard identification, cause analysis by FTA(Fault Tree Analysis), consequence analysis by EVA(Event Tree Analysis), and loss analysis. In terms of the severity and the probability of the accidents deduced by these analyses, the risk of the accidents is assessed by using a risk matrix designed for electric railway facilities. Based on the risk assessment, possible risk mitigation options are identified and evaluated by analyzing their impact on the risk reduction and their cost benefit ratio. The long-term safety of the electric railway facilities can be ensured by renewal of the risk assessment and the risk mitigation option analysis with continuous accident database update. The proposed approach is applied to the electric railway facilities of Korean railway based on the accident data from 2002 to 2008.

Background: Due to increased interest in animal welfare, there is now a need for a comprehensive assessment protocol to be used in intensive pig farming systems. There are two current welfare assessment protocols for pigs: Welfare Quality$^{(R)}$ Assessment Protocols (applicable in the Europe Union), that mostly focuses on animal-based measures, and the Swine Welfare Assurance Program (applicable in the United States), that mostly focuses on management- and environment-based measures. In certain cases, however, animal-based measures might not be adequate for properly assessing pig welfare status. Similarly, welfare assessment that relies only on environment- and management-based measures might not represent the actual welfare status of pigs. Therefore, the objective of this paper was to develop a new welfare protocol by integrating animal-, environment-, and management-based measures. The background for selection of certain welfare criteria and modification of the scoring systems from existing welfare assessment protocols are described. Methods: The developed pig welfare assessment protocol consists of 17 criteria that are related to four main principles of welfare (good feeding, good housing, good health, and appropriate behavior). Good feeding, good housing, and good health were assessed using a 3-point scale: 0 (good welfare), 1 (moderate welfare), and 2 (poor welfare). In certain cases, only a 2-point scale was used: 0 (certain condition is present) or 2 (certain condition is absent). Appropriate behavior was assessed by scan sampling of positive and negative social behaviors based on qualitative behavior assessment and human-animal relationship tests. Results: Modification of the body condition score into a 3-point scale revealed pigs with a moderate body condition (score 1). Moreover, additional criteria such as feed quality confirmed that farms had moderate (score 1) or poor feed quality (score 2), especially those farms located in a high relative humidity region. Conclusions: The developed protocol can be utilized to assess welfare status in an intensive pig farming system. Although further improvements are still needed, this study is a first step in developing a pig welfare assessment protocol that combines animal-, environment-, and management-based measures.

Recently ship safety regulations are being reinforced to improve maritime safety and to prevent maritime pollution by International Maritime Organization. It means that the regulation is becoming more proactive rather than reactive. In the mean time, design philosophy is also moving from rule based design to performance and simulation based design. In this paper, a study on practical application of the damage safety assessment system is carried out. The damage stability and the survivability of a cargo ship that was designed based on current regulation is investigated using performance based design tools in order to improve the safety of the design and verify the performance of the developed damage safety assessment system. To do this, damage scenarios is established and the characteristics and geometry the cargo ship is modeled. A new design alternative is proposed with small change in the internal arrangement based on safety evaluation results of the current design.

The importance of common life safety is getting growth with modern society progress. This paper shows the extended way of assessment of danger that outcomes better result than the previous assessment based on crime frequency assessment. The assessment of this paper involves time, illusion degree, floating population and the personal condition. The evidence theory is not beneficial when the number of component increases, the assessment is more complex than before. This research solves the problem through the fuzzy theory adoption. This paper shows more advanced result that can express better danger awareness and get the adjective expression.

This paper presents the computer program for station reliability assessment. The developed program is based on Monte-Carlo simulation using system state transition sampling, which has the merit of rapid assessment compared to state duration sampling. One of the contributions of this paper is introduction of exclusiveness among events, which makes non-exponential probabilistic distribution be utilized in modeling repair time. The developed program is applied to well-blown sample system, and its assessment results are listed in this paper to show the reliability of the program.

This paper presents an efficient algorithm for the estimation of damage location and severity in structure using Probabilistic Neural Network (PNN). Artificial neural network has been being used for damage assessment by many researchers, but there are still some barriers that must be overcome to improve its accuracy and efficiency. The major problems with the conventional neural network are the necessity of many training data for neural network learning and ambiguity in the relation of neural network architecture with convergence of solution. In this paper, PNN is used as a pattern classifier to overcome those problems in the conventional neural network. The basic idea of damage assessment algorithm proposed in this paper is that modal characteristics from a damaged structure are compared with the training patterns which represent the damage in specific element to determine how close it is to training patterns in terms of the probability from PNN. The training pattern that gives a maximum probability implies that the element used in producing the training pattern is considered as a damaged one. The proposed damage assessment algorithm using PNN is applied to a 2-span continuous beam model structure to verify the algorithm.

According to the Article 4(Confirmity Assessment)of the Electrotechnical Regulation, Confirmity Assessment for the Electrotechnical Regulation decides confirmity of Electrotechnical Regulation; whether to satisfy performances and requirements(determined from Electrotechnical Regulation). It evaluates technical requirements, new technology and standards. However, it does not evaluate technical content stated from Electrotechnical Regulation & Conformity Criteria. From Confirmity Assessment, the technology will be decided whether to fulfill performances and technical requirements. Which is predetermined by contents related to Electrotechnical Regulation. Test standards and test conditions will be overlooked to determine its performances and technical requirements for safety. This paper will show that, studies have been done to determine the guideline for Confirmity Assessment, which is evaluated from performances and technical requirements associated with Confirmity Assessment of electrical installation for new technology of wireless power transfer.
