오늘날 경영환경의 변화에 따라 정부 또는 많은 산업의 기업들이 PMO 를 도입하여 실행하고 있다. 이에 각 산업별 PMO 의 효과적인 도입과 운영을 할 수 있는 방안을 제시하고자 1991 년부터 2007 년까지 선행연구자들이 정의한 주요 기능을 통합하여 IT, 금융, 건설산업 분야 PMO 의 주요 기능과 비교한 결과 각 산업의 PMO 주요 기능 수행비중 및 공통성, 차이점을 도출하였다. 또한, Ayyagari & Henry & Puvis 의 3 가지 가치 영역을 기준으로 각 산업별 PMO 가치 영역 비중을 분석한 결과 주요 가치 영역 및 비중을 분석하였다. 그 결과 PMO 의 효과적인 도입과 운영을 할 수 있는 방안을 제시 할 수 있었으며, 향후 연구에서는 좀 더 다양한 산업군과 폭넓은 사례를 연구하여 다양한 산업별 PMO 의 현황을 파악, 각 산업별 특성에 맞는 역할 및 기능에 대해 가이드를 제시하여 보다 효율적인 PMO 제도 정착의 기준을 마련할 수 있을 것이다.

PMO(Project Management Office)는 프로젝트 수행을 일관성 있게 관리하는 조직으로 프로젝트의 효율성을 극대화하고자 수행 초기부터 전체적인 일정을 계획하고 관리하며, 프로젝트의 성공적 수행을 도모한다. 본 논문에서는 실제 IT 프로젝트를 수행한 사람들을 대상으로 설문조사를 실시하여 첫째, 프로젝트 성과에 영향을 주는 PMO의 핵심 기능을 5가지로 정의하고 둘째, PMO가 조직의 성과에 기여하는 영역을 경쟁가치모형1)을 이용하여 4가지 모델로 분류하였다. 셋째, 프로젝트 성과에 영향을 미치는 PMO 기능을 통계적으로 분석하여 도출하였다. 연구결과로 한국은 PMO 기능 중에 프로젝트를 통해 알게 된 교훈이나 지식을 관리하는 학습영역은 조직의 성과에 긍정적인 영향을 미치고 있지만 프로젝트에 대한 통제 및 보고, 표준화 된 관리 방법론은 성과에 기여하지 못하고 있음을 확인하였다. 향후 본 연구를 통해 PMO가 조직에서 성공적으로 도입되기 위해서 수행해야 할 주요 역할을 명확히 함으로서 프로젝트 관리 수준을 향상시키고 프로젝트 수행에 PMO를 효과적으로 활용하고자 한다.

According to Electronic Times(2012. 1. 3), "PMO was introduced from 1950s in the USA and as of 2010, PMO participated in 84% of project ordered by public and private sector." And Ministry of public administration and security announced that the Ministry will organize Task Force for arranging "standard for introduction and operation of PMO" for support of project implementation and strengthening specialty of ordering organization, and then, actively launch the Task Force from February, 2012. Thus, necessity of PMO is regarded as natural in some aspect but thesis for doctoral degree written by Kim Gi-yeong(2007) suggested, "performance of several projects begun at the same time cannot be interpreted as high according to whether PMO team exists or not." Martin et al.(2005) asserted, "according to whether PMO team exists or not, but there is no significant difference in other factor." In the contradictory situation, it is necessary to perform more various approaches for performance and necessity of PMO in the academic aspect.

PMO(Project Management Office)는 해당 영역의 프로젝트를 조정된 중앙 통제 방식으로 관리하기 위하여 필요한 다양한 책임을 배정받은 조직, 부서나 주체를 말하며, 프로젝트 관리 지원 기능을 제공하는 일부터 직접적인 프로젝트 관리에 이르기까지 다양한 책임을 지니고 있다. 본 논문에서는 PMO 제도 도입에 따른 성공적인 공공 정보화 사업 완수를 위해 우리나라 PMO 관련 현 법제도 현황을 선행 연구자들에 따른 PMO 기능 분석 종합 자료와 미국의 표준화된 프로젝트 관리 프로세스인 PMBOK(Project Management Body of Knowledge) 관리 지식 영역 프로세스를 적용해 우리나라 현 법제도의 적합성을 비교 분석하였다. 연구 결과로 공공 정보화 사업에서 PMO 제도를 도입함에 있어 우리나라 현 법제도가 공공 정보화 사업의 품질을 높이는데 보완되어야 할 영역들이 요구되었다. 향후 본 연구를 통해 공공 정보화 사업의 PMO 제도 도입 시 법적 제도화와 전문성을 제고하여 성공적인 사업 수행에 도움이 되도록 하고자 한다.

The purpose of PMO (Project Management Office) systems implementation in public sectors is to prevent the potential risks of IT projects with the project management for the electronic government, and to improve the quality of the project. As a leading country in software areas, PMO systems will play an important role to lead the best smart electronic government in the global world. This study suggested an operating model of PMO systems in public sectors in advance to use the PMO systems in public sectors by conducting a research investigating the key organizational role as the major factor which affects the behavioral intention of PMO systems implementation. We tested a hypothesis that Effort Expectancy factors and Facilitating Condition among the interested party groups will influence the Behavioral Intention of PMO systems implementation, and the result have given no difference to the Control Effect among the interested party groups. This study have shown that the interested party groups have common recognition about the Behavioral Intention of PMO systems implementation in the public sectors.

International construction contracts to Korean construction companies have been dramatically increased over the 48 years (Contract received worth 65.2 billion dollars in 2013). Especially, the plant construction sector has achieved about 61% among the 65.2 billion dollars. Under this trend, in order to ensure plant construction's competitiveness, 'standard classification' is an important area for systematic management. However, these standards in the plant construction are not widely utilized yet, in comparison with civil and building sectors. Therefore, in this research, a higher level of standard classifications is proposed for various types of power plants from a PMO's (Project Management Office) perspective. This study also provides a comparative analysis outlining different features and common components based on various types of power plants.

Information system development projects are increasingly enlarging in size and are becoming more complex in the development environment. The traditional approaches for the development of information system, however, haven't shown the expected performances in the management for them and many researchers have been trying to find a new approach for overcoming this challenges. And one of the new approaches is the PMO and it is introduced to solve the problems of project management and the related organizational, technical, and administrative problems. This study attempted to find the efficient information system establishment plan. In particular, this study wants to research the practicality of PMO and the detailed utilization plans. As a result, this study proposes the structure of project implementation, the requirements, the direction of the basic system design, the scope of system development, and the budgeting for the systems. It is expected to contribute the successful implementation of the project.

This paper aims to provide some unique insights into the verification of organisational innovation diffusion through empirically identifying the major factors determining the level of organisational innovation diffusion. The paper presents a two-stage sequential mixed method analysis: structural equation modelling analysis and regression analysis. A questionnaire survey was administrated to a sample of 223 organisations operating in Saudi Arabia. The results suggest that participative culture and, technology availability and implementation would intensify organisational climate for innovation. The results revealed compelling evidence in support of the moderating role of technology on the relationship between country socio-culture and organisational climate for innovation. Equally important, organisational innovation characteristics could play a crucial role in the intention to adopt a particular innovation. Specifically, maintaining Saudi Arabian top management's status quo is an obstacle to organisational innovation diffusion. This paper expands and improves upon the current understanding of how organisational innovation diffusion, in particular the Project Management Office (PMO), can be accelerated. By focusing on the critical factors within the conceptual model, the paper depicts the crucial role of certain factors that could leverage improved organisational innovation diffusion outcomes.

After the revision of the Software Promotion Act, small and medium-sized enterprises (SMEs) with little experience in e-government projects began to participate in public projects. Accordingly, the government introduced the public Project Management Office (PMO) in July 2013 to reduce the risks and secure the quality of informatization business, and the public PMO is still spreading. However, the public PMO service currently experiences sluggish business, such as low-priced orders, due to cut-throat competition, and thus needs improvement plans. In this research, we establish a research model for quality factors of public PMO services that can be considered for the improvement plans, measure and evaluate quality factors based on the model, and then analyze the impact of service quality on customer satisfaction and customer loyalty. For that, we measure quality factors using the SERVPERF model for those who have used public PMO services, establish a structural equation research model, and empirically analyze and evaluate the impact of quality factors. Lastly, we suggest improvement plans and implications for public PMO services.

본 연구의 목적은 PMO의 기능들이 프로젝트 성과에 미치는 직접 효과와 프로젝트 관리 프로세스의 수행을 통한 간접 효과를 PLS 경로모형을 통해 파악하는데 있다. 또한, PMO 역량 및 최고 경영진의 지원에 따른 프로젝트 성과의 차이의 상호 효과 및 그 효과의 크기를 찾고자 한다. 본 연구에서는 방법론 제공, 행정적 지원, 교육 및 훈련, 자원 관리, 지식 관리를 통하여 형성되는 PMO기능과 통합, 범위, 시간, 비용, 품질, HR, 커뮤니케이션, 위험, 자원조달 등을 통하여 형성되는 프로젝트 관리과정을 측정하기 위하여 2차 요인 모형(second-order construct model)으로 연구 모형을 검증하였다. 본 연구에서 각 1차 요인(first-order construct)은 반영지표를 이용하여 분석 하였으며, 2차 요인은 조형지표를 이용하여 분석하였기에, 반영지표와 조형지표가 모두 포함되어있는 모형 분석에 용이한 자료처리 도구인 PLS를 이용하였다. 본 연구의 설문대상은 PMO의 지원 하에서 프로젝트를 수행해 본 경험이 있는 프로젝트관리자나 프로젝트 리더와 같은 전문가 집단으로 한정하여 온라인 설문조사를 실시하였다. 분석 결과, PMO 기능 및 프로젝트 관리과정 모두 프로젝트 성과에 유의한 영향을 미치는 것으로 확인되었다. 또한 PMO기능을 수행할 때, PMO역량에 따라 프로젝트 성과에 유의한 차이가 존재함이 확인되었다. 따라서 경영진들은 프로젝트 수행 시 프로젝트 성과에 긍정적 영향을 미치는 PMO의 설립을 적극적으로 검토해야 한다. 또한 PMO의 역량에 따라 프로젝트 성과에 차이가 발생하므로 프로젝트를 관리하는 PMO에 충분한 권한을 부여하고 경영진의 지원을 신속하게 함으로써 프로젝트를 성공적으로 수행할 수 있을 것이다.
