  • Design-Build, one contractor is responsible for both the design and construction, has become more popular since the government framed the policy on how to activate the design-build projects in 1996. The reality is, however, there are many problems encounted on Contractor Selection Method for Public Design-Build Projects. The purpose of this paper is to improve the problems, no way to meet the goal(value) the owners expect from the design-build projects, for instance, not fully reflecting the characteristics of projects and owners intention, not systematical enough to judge if bidders could carry out the contract. This study will insist we introduce Best Value Procurement, which is being commonly used in some advanced countries recently, so that we would properly select the contractor suitable for Best Value concept which totally depends on the owners, types of work and specified conditions. Furthermore, by passing through the Two-Step Procedures following Pre-qualification in Best Value Procurement, we expect it lighten the bidders' burden for proposal and the owners' complicate bid administration.

Perception of Hygiene Education and Food Safety Knowledge among New Restaurant Owners -Focused in Gyeongnam Area- (일반음식점 신규영업자의 위생교육에 대한 인식 및 위생지식 조사 -경남지역을 중심으로-)

  • The Purpose of this research was to assess food safety knowledge and perceptions on hygiene education among new owners of restaurant in Gyeongnam area. In the questionnaire survey to 462 new owners of the necessity of hygiene education, more than half of them(56.3%) answered ‘Needed’ while ‘So so(29.2%)’ and ‘No need(14.1%)’ were also not a few. For the questionnaire asked what educational area was most beneficial, ‘Restaurant management and service(53%)’ was the most selected followed by ‘Food safety management and briefing on relevant food safety regulations(20.1%)’, ‘Tax management(12.8%)’ and ‘Food culture and menu development(11.7%)’. According to evaluation on new owners’ food safety knowledge, total average score was turned out to 6.83(out of total score of 15), less than 50% of average correct answers, it signified the demand for quantitative and qualitative improvement on hygiene education. To view the three areas’ evaluation score, characteristics of foodborne illness(2.56 points, out of total 5 points) and general hygiene management(2.54 points) marked more than 50% of correct answers while critical control points marked only 1.73 points, the lowest score.

Financial Literacy, Network Competency, and SMEs Financial Performance: The Moderating Role of Market Orientation

  • Research on SMEs highlights their limited resources and the influential role of SMEs' owners/managers. In this respect, scholars stressed the importance of different capabilities possessed by owners/managers of SMEs in developing a competitive position and enhancing firm performance. This study intended to examine the direct influence of two fundamental capabilities: financial literacy and networking competency possessed by owners/managers of SMEs in China and the United Arab Emirate (UAE) on SMEs' financial performance. In addition, this research tested the moderating impact of market orientation. The quantitative research method was employed by administering structured questionnaires. A total of 150 and 120 questionnaires were collected from owners/managers of SMEs in China and UAE. Structural equation modeling was used for data analysis using Smart-Pls. Findings revealed that SMEs' financial performance was positively related to maintaining financial literacy and networking competency in both samples. Further, market orientation was found to strengthen the positive impact of financial literacy and networking competency on SMEs' financial performance in China. However, market orientation had a significant moderating impact only on the relationship between networking and the financial performance of SMEs in the UAE. This paper ends with providing a set of concluding remarks, recommendations, and potential areas of further research.

Secure and Efficient Privacy-Preserving Identity-Based Batch Public Auditing with Proxy Processing

  • With delegating proxy to process data before outsourcing, data owners in restricted access could enjoy flexible and powerful cloud storage service for productivity, but still confront with data integrity breach. Identity-based data auditing as a critical technology, could address this security concern efficiently and eliminate complicated owners' public key certificates management issue. Recently, Yu et al. proposed an Identity-Based Public Auditing for Dynamic Outsourced Data with Proxy Processing (https://doi.org/10.3837/tiis.2017.10.019). It aims to offer identity-based, privacy-preserving and batch auditing for multiple owners' data on different clouds, while allowing proxy processing. In this article, we first demonstrate this scheme is insecure in the sense that malicious cloud could pass integrity auditing without original data. Additionally, clouds and owners are able to recover proxy's private key and thus impersonate it to forge tags for any data. Secondly, we propose an improved scheme with provable security in the random oracle model, to achieve desirable secure identity based privacy-preserving batch public auditing with proxy processing. Thirdly, based on theoretical analysis and performance simulation, our scheme shows better efficiency over existing identity-based auditing scheme with proxy processing on single owner and single cloud effort, which will benefit secure big data storage if extrapolating in real application.

Laryngeal silicone stent as a treatment option for laryngeal paralysis in dogs: a preliminary study of 6 cases

  • Background: Laryngeal paralysis is a common idiopathic degenerative neurological disease in older medium-to-large breed dogs, with surgical correction of the obstruction being the treatment of choice. Objectives: This study evaluated the use of laryngeal silicone stents to treat canine laryngeal paralysis in dogs where classic surgical treatment was not accepted by the owners. Methods: Dogs diagnosed with laryngeal paralysis, for which the owners refused arytenoid lateralization surgery as a first-line treatment, were treated with laryngeal silicone stents. Results: Six dogs with bilateral laryngeal paralysis were included in the study. All dogs showed improvement in clinical signs immediately after the procedure. No clinical signs or radiographic changes were noted in four out of six dogs in the follow-up visit performed 1 wk later. One dog was suspected of aspirating water while drinking, but the signs disappeared after repositioning the stent. Another dog had a relapse of stridor due to caudal migration of the stent. This dog underwent arytenoid lateralization surgery because larger stents are not commercially available. At the time of writing, between seven and 13 mon after stent placement, no significant incidents have occurred in four dogs, and all owners report a satisfactory quality of life. Conclusions: Laryngeal silicone stenting is an interesting alternative for treating dogs with acquired laryngeal paralysis when the owners refuse classic arytenoid lateralization surgery. Furthermore, stent placement can be a temporary solution to stabilize these dogs until a permanent surgical treatment can be performed.

A CBR-BASED COST PREDICTION MODEL FOR THE DESIGN PHASE OF PUBLIC MULTI-FAMILY HOUSING CONSTRUCTION PROJECTS

  • Korean public owners who order public multi-family housing construction projects have yet to gain access to a model for predicting construction cost. For this reason, their construction cost prediction is mainly dependent upon historic data and experience. In this paper, a cost-prediction model based on Case-Based Reasoning (CBR) in the design phase of public multi-family housing construction projects was developed. The developed model can determine the total construction cost by estimating the different Building, Civil, Mechanical, Electronic and Telecommunication, and Landscaping work costs. Model validation showed an accuracy of 97.56%, confirming the model's excellent viability. The developed model can thus be used to predict the construction cost to be shouldered by public owners before the design is completed. Moreover, any change orders during the design phase can be immediately applied to the model, and various construction costs by design alternative can be verified using this model. Therefore, it is expected that public owners can exercise effective design management by using the developed cost prediction model. The use of such an effective cost prediction model can enable the owners to accurately determine in advance the construction cost and prevent increase or decrease in cost arising from the design changes in the design phase, such as change order. The model can also prevent the untoward increase in the duration of the design phase as it can effectively control unnecessary change orders.

Examining Bandwagon Effects on the Adoption of Kiosks for the Restaurant Owners (외식업체의 무인주문결제 키오스크 도입 의도 : 프랜차이즈 마케팅과 밴드왜건 효과)

  • Purpose: This study empirically examines the bandwagon effects on the adoption of Kiosks for the restaurants' owners. Utilizing Davis (1989)'s Technology Acceptance Model as a framework, this study contributes to the literature by adding a bandwagon effect variable. Bandwagon effect has been studied extensively on the consumer marketing domain in terms of end-user behavior, but not on the business owners' willingness to invest on the new technology. Research design, data, and methodology: Davis (1989)' Technology Acceptance Model with added a bandwagon effect variable was set as a theoretical model. Data was collected via survey instrument from restaurants' owners who purchased or are considering a Kiosk. Structural Equation Modeling was used to empirically test the proposed model. Results: Results show that bandwagon effect is indirectly affecting to the adoption of Kiosks via perceived usefulness, trustworthiness, and interests. The bandwagon effects are NOT directly affecting the adoption of Kiosks. Conclusion: The findings suggest that buyers of Kiosks as storeowners (not end users) consider buying them after storeowners check perceived interests and trustworthiness from others. Thus, there could be a practical implication that it is important to illustrate perceived interests for the business to the storeowners when marketing new technology.

An Exploratory Study on Stress Coping of Small Business Owners: Focus on Korean Retail Distributors

  • Purpose: This study aims to comprehensively analyze what small business owners experience in relation to stressors, consequences, coping methods, and situational factors. Research design, data and methodology: In this study, qualitative research methodology was used to conduct in-depth interviews with 15 small business owners who started franchise convenience stores, and classify stressors and consequences, coping methods, and situational factors based on the transactional theory of stress. Results: The results of this study are as follows. First, stressors were classified into challenge stressor and hindrance stressor. Second, stress coping methods were classified into problem-focused and emotion-focused coping methods. Among them, SBOs mainly used problem-focused coping methods. Third, consequences were classified into physiological, emotional, and behavioral tension. Lastly, the moderating factorsin the process of stress coping were resilience, social support, and positive traits. Conclusion: Theoretically, the stressors and coping methods that small business owners experience during the start-up process were confirmed from an integrated theoretical perspective. Practically, building trust relationships with SBOs and providing realistic job introductions are required at the head office level, and on the individual side, efforts are required to strike an appropriate balance between behavioral and emotional stress coping and to form a consensus with family members.

Proposed Color Scheme with Feng Shui Significance - Focused on the Bonmyeonggung of business owners - (전통풍수의 상징적 의미를 체용(體用)한 간판 배색 제안 - 사업주의 본명궁을 중심으로 -)

  • The purpose of this study is to propose a new direction for color schemes of city signages to provide psychological stability to business owners and improve business value. Types of city sign color schemes and Feng Shui awareness of business owners were examined. Color schemes for signs were proposed, reflecting city landscape colors, color perception theory, and the Feng Shui Sangsaeng Sanggeuk theory. Results of the study can be summarized as follows. First, in order to secure colorscape quality of existing city buildings, signs should be small and consist of only three or fewer colors. Second, existing signage colors and the Feng Shui ideas of business owners have something in common with the five traditional cardinal colors. Thus, it can be interpreted that Feng Shui ideas are deeply rooted in the color use awareness of the Korean people. Third, background colors of signages can reflect the idea of innate Sangsaeng according to the Bonmyeonggung of business owners. The concept of acquired Sanggeuk can also be applied to other design elements such as characters. Fourth, as a second choice according to the function of sign, city landscape or preference of business owner, etc., the background color can remain a color of Sangsaeng, while other design elements such as characters can use a color scheme corresponding to Bihwasaek. Fifth, signs can create a statement and stand out using lightness contrast or saturation contrast theories. A variety of sign color schemes are also possible just by altering the lightness and saturation levels.

A Study on Perception and Needs of Urban Park Users on Off-Leash Recreation Area (도시 공원이용자들의 애견전용공간 계획에 대한 인식 및 요구도 연구)

  • The recent increase in the number of dogs in high-density urban environments causes conflicts between dog owners and non-dog owners and the access of dogs to urban parks has been controversial among park users. A lack of exercise and socialization, however, can cause canine behavior problems such as aggression and hyperactivity which are potential dangers to people and there has increased demand for a place where people and their dogs can interact and exercise together. In many developed countries, off-leash recreation areas (OLRA) are considered as safe and effective places that dogs can exercise, play, and socialize with other dogs while reducing conflicts between dog owners and other park users. This study aimed to review the issue of dogs' access to public parks and to examine the perception of park users on OLRA to provide insights and guidelines in establishing OLRA in Korea. The survey respondents, even non-dog owners, perceived that it is necessary to provide a separate space for dogs from other park users by providing OLRAs in urban parks and showed the willingness to use. Most of dog owners consider their dogs as companions or family members and feel the lack of places to exercise their dogs. As local government plays a major role in urban animal management which emerge as a social issue at present, more active interventions of municipalities are necessary to support various needs and activities of park users. An experimental OLRAs based on community participations would be a meaningful starting point to effective urban animal management.
