Quantitative risk analysis of industrial incidents occurring on overseas tuna fishing vessels (다랑어 원양어선에서 발생하는 산업재해에 대한 정량적 위험성 분석)

  • This study quantitatively analyzes risks of industrial incidents to fisher on overseas tuna purse seiners and long liners. A Bayesian network is employed to analyze 478 cases of industrial incidents, comprising 401 cases from purse seiners and 77 cases from long liners, reported from 2019 to 2022. The highest risk of industrial incidents on purse seiners is attributed to diseases. Excluding diseases, risks are the highest during fishing: 5.31 times higher during catch handling, 2.05 times higher during maintenance, and 2.38 times higher during loading and unloading. The risk of industrial incidents caused by the hull is 9.50 times higher than those caused by fishing gear, 4.59 times higher than those caused by machinery, and 3.61 times higher than those caused by the caught fish. Among the types of industrial incidents, slips are the highest: 2.58 times higher than industrial incidents caused by being bump, 3.74 times higher than those caused by hit, and 3.94 times higher than those caused by imbalance and overexertion. For long liners, most industrial incidents are concentrated in diseases, with dental, musculoskeletal, skin, and respiratory diseases being the primary types of industrial incidents identified. This study aims to propose reduction measures for reducing the high-risk form of industrial incidents, specifically slips, and to present health management strategies for preventing diseases among fisher on overseas tuna fishing vessels. By addressing these aspects, this study seeks to contribute to the safety and sustainability of the overseas tuna fishing industry.

An analysis of the causality between international oil price and skipjack tuna price (국제 유가 변동과 원양선망어업 가다랑어 가격 간의 인과성 분석)

  • The aim of this study is to analyze the relationship between international oil price as a fuel cost in overseas fisheries and skipjack tuna price as a part of main products in overseas fisheries using monthly time series data from 2008 to 2017. The study also tried to analyze the change of fishing profits by fuel cost. For a time series analysis, this study conducted both the unit-root test for stability of data and the Johansen cointegration test for long-term equilibrium relations among variables. In addition, it used not only the Granger causality test to examine interactions among variables, but also the Vector Auto Regressive (VAR) model to estimate statistical impacts among variables used in the model. Results of this study are as follows. First, each data on variables was not found to be stationary from the ADF unit-root test and long-term equilibrium relations among variables were not found from a Johansen cointegration test. Second, the Granger causality test showed that the international oil prices would directly cause changes in skipjack tuna prices. Third, the VAR model indicated that the posterior t-2 period change of international oil price would have an statistically significant effect on changes of skipjack tuna prices. Finally, fishing profits from skipjack would be decreased by 0.06% if the fuel cost increases by 1%.

A Study on the Overseas Investment of Fisheries under the 200 Nautical Miles System (200해리 제도와 어업합작투자에 관한 소고)

  • The international marine system was plunged into the age of divided occupation with the adoption of the United Nations Convention on Law of the Sea in April, 1982. The exclusive economic zone of 200 Nautical miles set up by the Convention confirms the assertions of many coastal states whose fishing industries are not well-developed. However, it is unfavorable to the countries whose fisheries are being carried on in deep-sea, because the coastal state has sovereign rights to conserve and manage living resources in it. Under the circumstances the Korean deep-sea fisheries had to find ways out of the difficulties. The ways may be divided into two ways, namely, licensed fishing and joint-venture fishing. The former type becomes unfavorable to foveign fisheries because of decreasing quarts, rising fees and remunerations. The latter type properly meets the wishes of countries concerned and has some merits. However, there is a possibility of bearing the risk in case of investment in developing countries. The insurance system is effective to make up for the loss from the risk, although not perfect. The deep-sea fisheries depressed now by accumulated difficulties need more financial support from the Goverment for the active promotion of overseas joint-venture.

  • This study analyzes patent trends regarding farming-related technologies such as breeding or nursery technology, production systems, and new cultivation methods in order to provide objective patent information about the trends of R&D on marine products' proliferation or farming. Presently, in Korea, we try to secure marine living resources through the formation of artificial resources instead of environmental improvement policy or resource management policy. However, this is not about eliminating the causes of marine environment destruction but just the policy for improvement, so it is needed to revise the related policy with more ultimate measures. And it is necessary to develop technology that can secure the rights by integrating patent application strategies from the stage of R&D for medicine that can be utilized in chief farming countries and provide intensive support for the research centering around strategic varieties for farming in each region as well as strategic national farming varieties afterwards. Also, the analysis shows that it is urgent to make applications overseas based on domestic applications in order to develop technology that can be commercialized in not just Korean but overseas market as well.

  • This study aimed to establish the public interest functions of fisheries and fishing villages, which is intended to help introduce and expand the public-purpose direct payment system in the fisheries sector. Firstly, this study looked at trends related to the public interest functions of domestic and foreign cases in similar fields in order to get implications for establishing public service functions in fisheries and fishing villages. Secondly, three criteria were defined for establishing the public interest functions of fisheries and fishing villages. Thirdly, the public interest functions of fisheries and fishing villages were defined through prior research, analysis of overseas cases, and consultation with experts in the fields of fisheries and fishing villages. As a result, the six public interest functions and the 14 detailed functions were defined. Finally, this study established a direction for preserving and improving the public interest functions of fisheries and fishing villages, and presented strategies for achieving them.

  • In 1970, direct overseas investment in Korean fisheries started to sell the frozen marine products to Singapore with establishing local subsidiary. Direct overseas investment in China has carried out since Korea and China established diplomat relationship in 1992. the former day, The Korea invested indirectly in China via Hong Kong. It has reported that 253 local subsidiaries applied to China government permit at the end of 2004. The results will make a decision on whether to invest continuously. The results of actual proof analysis has announced that a successful investment of fishery company is mainly influenced in its own government policy. Many advantages of tax and administration for foreign company in China have been changed and vanished comparing to the beginning time of entering china. So. it is imperative for Korean government to take measures to changing policy of Chinese government. The early days, investment of fishery company is type of resources and abundant resources will affect succeeding investment. Nowadays, the type of the investment is the production oriented investment. And then many direct investment linked the production oriented investment have been conducted in many area in China. So. the production oriented investment will affect logistics and successful investment in China. And, The factor of Market potential in Market Factors in the middle of changing market oriented investment will conclude whether to invest. As the china exchange system changed from the fixed exchange system to the fluctuating exchange system. Risk of exchange rate will affect corporate's parent business. The local risk (regulation of import and export, remittance) will affect succeeding investment of corporate's parent.

  • The world views the sea newly for the supplementation of the limited land resources and extension of the national territory especially the sea is changing from the period of the free availability to that of the sea control y the coastal nations in step with the announcement of the marine laws in November 16.1994. Therefore Korea is changing strang fisheries nation the fact is that korea cannot effectively cope with changing fisheries situation and various fisheries difficulties because the fisheries policy system is dispersed to each parts of the government. Therefore I tried to present a theoretical basis by studying in the fisheries administration organization. The vision of Ministry of Maritime Affairs and Fisheries is as follow: a coastal fishery must be able to reproduction change of fishery structure must be able to raising fishery consumption of fishery must be able to improvement live of fishing village must be able to betterment overseas fishing grounds must have to security.   • The purpose of this study is to understand the phenomenon of agricultural management transfer and to present a plan to activate Korean management transfer through institutional consideration. To this end, the domestic and overseas agricultural management transfer system was identified, and an appropriate institutional plan for the country was sought. There are six ways to activate the management transfer system proposed in this study. First, establishment of an agricultural management transfer agency, second, training and utilization of management transfer experts, third, establishment of an agricultural succession certification support institution, fourth, operation of specialized training courses for management transfer, fifth, (local government) linked operation of a farming support center, sixth, agricultural management transfer legislation and securing of budgets. The above agricultural management transfer system is expected to contribute to the advancement of management transfer activation.

  • This paper presents the new developmental direction for fisheries policy in Korea. Korea is changing strang fisheries nation, the fact is that korea cannot effectively cope with changing fisheries situation and various fisheries difficulties, because the fisheries policy system is dispersed to each parts of the government.   • The subject of this study is limited to the market of producting and the analyzed the change of the supply structures, but the wide range of the study also contains the relationship present movement of consumption and the supply stuctures. To put it concretely, the present movement of the structre and the development of the market of producting are examined with the fisheries processing firms. The factors which dominate the structure of fisheries processing are; first, fisheries products as raw materials of processing; second, man-power; third, processing facilities and techniques; forth, a market where the products will be consumed. In particular, the conditions of supply of raw materials which are major factor have been worse and worse due to exhaustion of marine resources and so the capacity of fisheries production has been reduced. Furthermore, the conditions of manpower also are in trouble. Under the conditons, raw materials are imported largely and many companies try to make overseas enpansion for cheap manpower and raw materials. Particulaly, the relationship between consumption market and the structure of processing in a place of producton is analyzed newly. I try to show new logic that demands of consumption market are reflected strongerly to production with the development of consumption market and the rights of decision on the choice of raw materials and a processing item have been handed over to consumption market. In a word, I try to examined closely the new supply structure of fisheries products and the structure of consumption market through the analysis of the structure of processing in a place of production.
