In modern manufacturing practice it is sometimes necessary to send products to another country for special processing which cannot be performed inside the territory of the zone and Outward Processing(OP) covers such situation. What's more, process and Rules of Origin(RoO) of OP is implicated in Korea' Free Trade Agreement(Korea-Singapore, Korea-EFTA and Korea-Asean FTA) because of the goods to be producted in Kaesong Industrial Complex. Thus, In this paper analyse a implication of OP's process and RoO focused on the two fold : (1) provide an overview of the objectives, types, effects of Outward Processing described in customs law and FTA provisions of EU and Korea; (2) present a comparative analysis of EU and Korean rules; (3) offer an appropriate proposal to Korea-EU FTA negotiation.

In the environment of protectionism and bilateral trade agreements, Korea has promoted the conclusion of FTAs for its export-oriented trading policy, and 16 FTAs have entered into force at present. The main goal of this paper is to introduce the ISI system and its benefits and to extend the preferential rule of origin regime by using the Integrated Sourcing Initiative in the U.S. Code of Federal Regulations. The ISI illustrates with impressive clarity the fact that it considered as a tool of expanding the geographic limit of states and maximizing the global sourcing strategy of multinational corporations, allowing the developing countries to gain access to the market of developed ones that avoid the complexity and costs of many rules of origin regimes. This paper utilizes the literature research and analyzes a case study of FTAs which have adopted the ISI system. In conclusion, it presents several implications of additional measures to satisfy rules of origin in Korea's existing FTAs relating to the global supply chain strategy.

본 연구에서는 실명(loss of eyesight)의 원인 질병중 하나인 녹내장의 진행과 진단 등의 의료 정보제공을 목적으로 양방향 곡선 전개 방식을 이용하여 망막 영상에서 시신경 원판(optic disk)의 경계를 검출하는 방법을 제안한다. 정확한 경계 검출의 위하여 텍스처 병합(texture synthesis)기반의 이미지 인페인팅 방법으로 시신경 원판 위를 지나는 혈관을 제거하고 전처리 과정에서 발생하는 잡음제거와 경계의 보존을 위해 비등방성 확산 필터링(anisotropic diffusion filtering)을 행한다. 혈관이 제거된 망막 영상에서 시신경 원판의 경계 검출은 양방향 곡선 방식으로 검출한다. 실험 결과에서, 제안한 알고리즘은 복잡한 망막영상에도 효율적으로 시신경 원판을 검출한다는 것을 보여준다.

From isothermal and cyclic oxidation tests on thermomechanically treated Ti-5%Al, Ti47%Al-4%Cr, and Ti-48%Al-2%Cr-2%Nb alloys at 800, 900, 1000℃ in air, it was found that Ti-48%Al-2%Cr-2%Nb and Ti-47%Al-4%Cr had the best and the worst oxidation resistance, respectively. The oxide scales consisted primarily of TiO₂and Al₂O₃, with and without a small amount of dissolved Cr and 7b ions, depending on the alloy composition. These ions were slightly enriched inside the inner oxide layer, and strongly enriched around the scale-matrix interface. The outer TiO₂-rich layer was formed by the outward diffusion of Ti ions, while the inner (TiO₂+A1₂O₃,) mixed layer was formed by the inward transport of oxygen. The outward movement of Al ions farmed the intermediate Al₂O₃-rich Iayer, above talc prepared alloys.

본 논문에서는 물체의 경계나 형태 추출을 위하여 레벨 세트 이론을 바탕으로 한 새로운 곡선 전개방법을 제안한다. 특히 전처리 과정에서 잡음의 효과적 처리를 위하여 기존의 필터 방식들이 가지는 단점인 경계 부분의 bluning 현상을 줄이고 정확한 에지 위치를 보존할 수 있는 비등방성 확산 필터(anisotropic diffusion filter)를 사용한다. 기존의 레벨 세트 방식이 수축이나 팽창 중 단지 한가지의 방식만 적용되어지는 반면, 제안한 방법은 물체의 경계 추출시 팽창과 수축이 통시에 가능하므로 특히 초기 곡선이 여러 물체에 걸쳐져 있는 경우에도 정확한 형태 추출이 가능하였다. 아울러 초기 곡선의 설정이 위치나 형태에 거의 제한을 받지 않기 때문에 추출을 원하는 영역이 아주 조금만 포함되어 있어도 정화한 형태 추출이 가능하였다.

본 논문은 실명(loss of eyesight)의 원인 중 하나인 녹내장의 진행과 진단 등의 의료 정보제공을 목적으로 양방향 곡선 전개 방식을 이용하여 망막 영상에서 시신경 원판(optic disk)의 경계를 검출하는 방법을 제안한다. 정확한 경계 검출을 위하여 PDE 기반의 Image inpainting 방법으로 시신경 원판 위를 지나는 혈관을 제거하고 전처리 과정에서 발생하는 잡음제거와 경계의 보존을 위해 비등방성 필터링(anisotropic filtering)을 행한다. 혈관이 제거된 망막 영상에서 시신경 원판의 경계 검출은 초기 곡선에 강인한 양방향 곡선 방식으로 검출한다. 실험결과, 제안한 방법이 전체영상의 블러링 현상뿐만 아니라 시신경 원판 경계의 블러링 현상을 줄일 수 있었고, 기존의 방법에 비하여 정확한 경계를 검출할 수 있었다.

According as society looks graying trend gradually, more shaped system that can achieve measuring health-state of old people more harmoniously construction required in field of old people's welfare and medical treatment. Health-state is measured by two methods of contact and non-contact. The first, for example measurement of blood pressure or electrocardiogram, requires that measuring equipments are attached on human body but the second, for example X-Ray or MRI, is not. But both of methods are have some of defect, for example attaching equipments, needing of the special equipments or the necessary time, etc. Therefore desirable method of monitoring system must have minimum interrupt about daily life. This study suggest the system that can monitor the user, especially old people's outward aging and health-state by use the PAN TILTER and CCD camera.

Recently, the smart sensors and USN (Ubiquitous Sensor Network) technologies are emerging. Smart sensors add the capability of storing local temporary data, processing instant operations, transmitting information outward, to the simple sensing devices. The USN is a wireless network of sensor/smart sensors that can collect data anywhere anytime and exchange the data within the network. In this research, case studies are performed on the smart sensors and USN applications. The cases were grouped in four categories, domestic private, domestic public, foreign private, and foreign public. Based on that survey, promising applications will be proposed and developed to be implemented to the next generation high-speed EMU.

독일의 무역제도는 독일 대외경제법과 대외경제법 시행령을 근간으로 하여 이루어지고 있는데 EU의 지침에 영향을 받고 있다. 독일의 전자무역과 관련한 시스템 구축여건은 아직 열악한 상황에 있다. 이것은 독일의 전자무역시스템 구축이 EU 역내 회원국들의 전자무역시스템 구축과 연관되어 있기 때문에 발생하는 문제라고 본다. 그렇지만 현재로서는 전자무역 시스템 구축을 위한 노력이 다각적으로 이루어지고 있기 때문에 우려할 문제는 아니라고 본다. 독일의 전자무역 관련 법제는 EU와 연계되어 제정 또는 개정되고 있는 실정이다. 그러므로 우리나라가 독일과의 교역을 증대시키기 위해서는 독일 무역시장에 대한 다각적이고도 체계적인 연구를 하여 독일과 직접 전자무역을 하거나 계획을 갖고 있는 관계자들에게 정보를 제공하여 이해를 증진시킬 때 그 효과가 극대화 할 것이라고 본다.
