Software Climate Change and its Disruptive Weather: A Potential Shift from "Software Engineering" to Vibrant/Dynamic Softology

  • Like natural climate change on the planet earth, the climate in software development environments is also changing (fast). Like the natural weather, the software environment is also disruptive. As the climate experts alert and suggest taking necessary measures to overcome certain challenges to make this earth a safer and comfortable living place, likewise this article also alerts the relevant stakeholders of software craftsmanship about the dynamic challenges that traditional Software Engineering (SE) with purely "Engineering mind-set" is not capable to respond. Hence, some new thoughts to overcome such challenges are shared. Fundamentally, based on the historical evidences, this article presents the authors' observation about continuous shift from traditional "Engineering-based" software development approaches to disruptive approaches - "Vibrant Softology". The authors see the cause of this shift as disruptive transformational force, which is so powerful that it is uncontrollably diminishing the "Engineering-based" approach from software development environments. The authors align it with climate change analogy. Based on this analogy, the authors feel the need to theoretically re-coin the notion of SE to some new term; perhaps Vibrant/Dynamic Softology (VS or DS). Hence, the authors suggest "a new (disruptive and dynamic) way of thinking is required to develop software". It is worth mentioning that the purpose of article and this new theory is not to disparage the notion of software engineering altogether, rather the aim is to highlight the importance of transformation from SE to its next level (perhaps VS/DS) due to the emerging needs in the software craftsmanship environment.

CIPP평가모형을 적용한 신규 간호사 입문교육 만족도에 관한 연구: 일 학교법인 산하 대학병원을 중심으로 (A Study on Satisfaction of New Nurse Orientation Program Applying CIPP Evaluation Model Focusing on Affiliated Hospitals of an Educational Foundation in South Korea.)

  • 본 연구는 신규 간호사를 대상으로 신규 간호사 입문 교육의 학습 환경을 구성하는 요인들에 대한 학습자 인식과 만족도에 미치는 영향을 분석하여 입문 교육 효과를 높이기 위한 설계 및 운영 시사점을 제공하기 위한 것이다. 연구를 위해 CIPP 평가모형을 적용하여 수도권 일 학교법인 산하 5개 병원 공동 신규 간호사 입문 연수 참가자 452명을 대상으로 설문하였다. 분석 결과, CIPP 평가모형에 따라 6개의 요인이 도출되었으며, 각 요인에 대한 학습자의 인식 수준은 '간호직 선배경력 경험', '과정 운영', '병원 소개', '일체감', '유용성', '교육요구 수준' 순으로 도출되었다. 또한, 만족도에 유의한 영향을 미치는 요인은 '과정 운영', '유용성', '일체감', '병원 소개' 순으로 나타났다. 본 연구를 통해서 신규 간호사 입문교육 설계 및 운영 시 조직일체감 및 간호직 확신감을 증진하고 제공 과목들의 개인적 활용도를 높임으로써 신규 간호사 입문교육 효과를 향상할 필요성이 도출되었다.

  • 본 연구에서는 문헌고찰을 통해 생태계와 공간정보생태계 모형 개발을 위한 기본 요건을 도출한 후에 이를 전제로 공간정보산업을 중심으로 공간정보생태계 모형을 개발 제시하였다. 다음으로, 국내 공간정보산업 발전이 미진한 근본적 원인이 생태계가 비활성화되어 효율적이지 못한 데 있으므로, 향후 공간정보생태계를 활성화하는 데 필요한 관련 기관들의 역할을 논의하였다. 특히 국내 공간정보생태계 활동주체의 대표 격이라고 할 수 있는 대한지적공사가 공익성과 사익성을 동시에 추구하는 이중적인 기관특성을 유지한 채, 미래지향적인 역할과 기능 재정립을 통해 생태계의 타 구성주체와 상호협력하면서 함께 발전하는 공진화 전략 대안을 4가지로 요약해 제안하였다.

가상기업의 성과요인에 관한 연구 (A Study on the Influence Factors for Virtual Enterprise)

  • Globalization changes in market structures and consumer needs, as well as technology innovations force organizations to adopt new structures and collaborative networks to cope with rapidly changing environments. These Collaborative Networks are based on the Idea of virtual enterprise. A virtual enterprise(VE) is a temporary alliance of globally distributed independent enterprises that share core competencies and computer networks. This paper presents a proposal for a methodology to measure a key factor of success and risk First of all, we chose thirty experts' defines on virtual enterprise, fifteen are academic specialist and other fifteen are from industry. For this study we define twenty two factors determining VE's success and seventeen factors determining VE's risk using by Delphi method. And we built the influence model on virtual enterprise. A research model was established according to preceeding research and consensus on experts then the revised model of key factors on virtual enterprise. This survey was based on the Analytical Hierarchy Process (AHP). AHP is an approach to decision making that involves structuring multiple choice criteria into a hierarchy, the assessing the relative important of these criteria, comparing alternative for each criteria, and determining an overall ranking of the alternatives. A model was constructed as 3 level hierarchy. The hierarches are organizational, strategic, technical criteria. for success model on VE has 22 factors and 17 factors for risk model. They are selected by all 30 experts. 14 copies among 30 copies distributed to carry out on the Analytical Hierarchy Process (AHP). Consistency ratio confirm high validity and reliability of instrument and support theoretical model. The results of this study are summarized as follows. (1) This study presented success on VE influenced strategic criteria, and essential factor is Creating a value. Risk on VE influenced strategic criteria, and essential factor is Outcome/Distribution. (2) Its enable that ranking the criteria influence on VE. These are supported VE management and using guideline of VE.

문제중심학습에서 교수와 학생의 역할 (Role of tutor and student in Problem Based Learning)

  • Basic science teaching and clinical education should be integrated whenever appropriate, and the development of skills, values, and attitudes which are emphasized to the same extent as the acquisition of knowledge in nursing. Problem-based learning provides a students-centered learning environment and encourages an inquisitive style of learning. The purpose of this paper is to review and comment the role of tutors and students on problem-based learning. The use of problem-based learning places a high demand on faculty members' time and support. The role of tutors in Problem-based learning focuses primarily on issues of developing and teaching the curriculum and on organizational implementation and institutionalization. Tutors are an integral part of course planning. Tutors serve as a constant source of feedback on student needs and concerns to the course director and constitute an informal steering committee while the course is in progress. Tutors write cases, develop student evaluation methods, recommend resources, suggest modifications in lectures and laboratories. Students have a limited amount of time available to study what is traditionally defined as the core content of nursing. But, the role of students in Problem-based learning would be active, independent learners and problem-solvers rather than passive recipients of information. Students using a deep level approach attempt to integrate what they learn with what they already know, to understand the meaning underlying the material to be learned, and to look for explanations rather than facts. Students are encouraged, with appropriate guidance, to define their own learning goals, to select appropriate experiences to achieve these goals, and to be responsible for assessing their own learning progress. Problem-based learning is more flexible and meaningful, by encouraging student interaction, and by having a better emotional climate than the conventional learning.

공공기관의 유형별 효율성 평가와 비효율성 원인의 규명에 관한 연구 (Efficiency Rating by Types of Public Institutions and Identification of Inefficiency Sources)

  • In recent years, attention to the high debt ratio in public institutions has pushed the government to make efforts in reducing the debt ratio. However, in order to stimulate the economy, the government needs drastically innovative measures that reduce debt by improving efficiency rather than moderate approaches that focus solely on debt reduction. Despite this need, no study has yet systematically analyzed the overall efficiency of domestic public institutions and identified the source of inefficiencies in each public entity. Therefore, largely two research questions are examined. First, this study compares the efficiency levels by types of public institutions. Second, this study identifies the cause of inefficiencies in each public institution and proposes directions for improving efficiency. Based on a 5-year data of 302 public institutions published in public business information systems and organizational websites from 2009 to 2013, Data Envelopment Analysis (DEA) was performed. The input variables include the number of employees and total costs while the output variables include sales and net income. Reflecting the characteristics of public institutions, the input-oriented CCR model and input-oriented BCC model were utilized. Analysis results are as follows. First, market-oriented public institutions showed the highest efficiency while fund management quasi-governmental agencies showed the highest inefficiency. Second, scale efficiency score was measured by applying the CCR model and the BCC model on the organizations with the lowest efficiency level, fund management quasi-governmental agencies. Based on these analysis results, the source of inefficiency and detailed directions for improvement were proposed for Decision Making Units (DMUs) with low CCR and BCC scores.

정보자원관리 기법 개발에 관한 연구 (A Study on the Development of Information Resources Management Techniques)

  • 본 연구는 최근 정보화에 따른 사회 전반적인 체제의 변화와 그에 수반되는 제 현사으로 인하여, 정보가 모든 생산의 근본요소로 작용하고 있는 기업체의 정보자원관리에 효율성을 제고시키기 위하여 새로운 기법 개발과 그 활용모형을 제시하는데 그 목적이 있다. 기업활동을 유리하게 전개하여 기업이 목표로 하는 성과나 이익을 극대화시키기 위해서는 유동적인 국내외의 기업환경 변화와 그에 따른 경제동향, 기술동향 및 신기술 추세, 신제품의 출현과 시장성 등이 정확하게 파악되어야 함이 선행조건이다. 이러한 움직임은 각종 형태의 정보자원을 수집, 가공, 분석, 저장, 변형하여 생산현장에서 직접적인 의사결정의 요소로 할용할 때 가능하게 된다. 이와 같은 목적을 달성하기 위한 주요 연구내용으로는 정보사회의 발달에 따른 기업환경 분석, 정보관리의 의의와 필요성 및 정보자원관리의 구성요소와 체계분석 등의 이론적 측면과, 실제 기업체의 정보자원관리 현황파악을 통한 정보자원관리 부서의 기능과 역할 방향 및 정보자원관리 기법과 교육모형을 제시함으로써 그 실제적인 적용 가능성을 연구하고 있다.

종합적 질 관리 (TQM)를 위한 프로세스 분석 방법 -의약품 실체를 중심으로- (An Integrative Way of Process Analysis for Better Total Quality Management: Focusing on Drug Entity)

  • Total quality management has been a focus of concern in recent years since some dissatisfaction with the results from implementation of quality assurance programs in the U.S. Many managerial methodologies and innovation guidelines from academic disciplines have been applied to promote TQM programs in the health field. This paper consists of two folds of aspects: firstly to examine TQM's managerial philosophy by comparing with the newly introduced managerial concepts in Business Reengineering; and then to introduce a method for an integrative way of process analysis, Entity Life-Cycle Diagram (ELCD) modeling. The analysis method was compared with Process Map, which is a well-known method for BR applications. To show effectiveness of ELCD modeling, a case of application was introduced using 'drug' as a target entity. With having TQM issues in mind, the result was reflected in designing Entity Relation Diagrams. The results of ELCD modeling turn out to be helpful in designing database related to quality monitoring, in that many monitoring check points can be identified in a systematic way and that queries cross-sectional over organizational boundaries can be generated with a consistent view focusing on the drug use as a single process. Full evaluation of the analysis method remains to be studied until the completion of the information system under construction. But as long as TQM is based on a process-oriented view and needs supports from information system, ELCD can be one of the appropriate choice as a tool for the process analysis.

해군 리더와 윤리 (Navy Leaders and Ethics)

  • A series of immoral conducts are repeatedly occurring by some commanders and high-ranking officers in the ROK navy. They are seriously compromising not only harmony and solidarity of the organization, but also pride and morale of members of the service. They seem to be results of the fragile ethical background of the service as well as of failures in military education and training on ethics. This paper sees backgrounds of weak ethical foundations of the navy as follows: the enduring legacies of cultural factors, such as the toxic military culture of the Japanese colonization, dark side of mariners' traditions, the sea-aversive Confucian culture, and unique characteristics in any small organization or society, etc... This paper also suggests the current ethnic systems of the navy are primarily based on responsive measures against misdeeds, rather than fundamental prescriptions for immoral behaviors, in the absence of ethical instrument for warriors. The paper also emphasizes the importance of developing character-based leadership, founded on, above all, respects for human integrity and strong sense of honor. Moreover, the importance of accountability in charging the command, as advocated by the US navy, is also stressed in order to establish a more robust ethic ground within the navy. Based on these analyses, the author proposes that in order to become a stronger and healthier fighting force, the navy needs to make continuous command efforts and organizational innovations to improve ethic principle and moral standard of the service, to strengthen ethics of naval leaders by a robust system of ethical education and training programs, and ultimately to solidify a navy culture in which moral passions and energies are spreading over.

대학도서관의 자원공유의 장벽에 대한 이해관계자 분석 (A Stakeholder Analysis for Understanding Barriers to Resource Sharing)

  • 전통적인 상호대차와 원문복사 서비스와 같은 도구를 통해 이용자의 정보요구를 충족시키는 것은 제한적이며 보다 심층적인 자원공유의 필요성이 제기되고 있다. 본 연구는 정보공유에 관련된 선행 연구를 분석을 통해 장애요인을 도출하고 정보공유와 관련된 이해관계자에 대한 분석을 제공하고 있다. 자원공유의 활성화와 관련하여 가장 중요한 이해관계자라고 여겨지는 사서의 인식을 보다 구체적으로 이해하기 위해 국내 대학에서 자원공유 관련서비스를 담당하는 실무사서 6명과의 면담을 수행하였다. 면담을 통해 규모가 큰 대학이 반드시 자원공유에 적극적이고 활발하게 서비스를 하고 있지는 않다는 것을 알 수 있었다. 무엇보다 자원공유에 대한 도서관간의 문화적 차이 그리고 담당 사서들의 태도에서 큰 간격이 있었다. 특히 연구에 대한 협소한 정의와 기관 규모의 불균형으로 인한 업무 폭주에 대한 부정적인 인식이 있었다. 전반적으로 자원공유를 새로운 차원에서 활성화시킬 수 있는 적극성이나 비전을 발견하기는 어려웠지만 자원공유 관련 서비스가 도서관에서 중요한 서비스로 인식되고 있고 담당자의 관심과 태도에 따라 발전의 가능성이 있다는 것을 알 수 있었다. 자원공유의 활성화, 보다 심층적이고 부가가치적인 자원공유 서비스를 창출하려면 먼저 사서들의 적극적인 개입이 요구되고 이를 위해 지역별, 주제별 사서 커뮤니티의 활성화가 필요하다.
