본 논문은 한국 도시 정책에서 그 중요성이 확대되고 있는 '공동체' 개념을 탐구 문제로 설정하여 심문한다. 이를 위해 서울의 한 '공동체 텃밭' 프로그램 장소에서 일반 시민 참여자들과 시민사회 단체들이 공동체라는 개념을 어떻게 이해하고, 사용하며, 실천하는지를 조사하여 비교, 분석한다. 신푸코주의적 '통치성' 관점을 통해 공동체 중심의 정책 프로그램과 신자유주의 사이의 담론-수행적 연관성을 분석하지만, 결정론적 해석을 지양하기 위해 '아래로부터의 통치성' 또한 본 논문에서 중요하게 여겨진다. 이와 같은 통치성에 대한 '절충적' 이해를 바탕으로, 본 논문은 일반 시민과 시민사회 활동가 사이의 공동체에 대한 경합적 간극을 암시할 법한 경험적 발견들을 기술한다. 구체적으로, 일반 시민 참여자들은 공동체를 장소 중심으로 새롭게 나타나는 공통적이고 구체적인 실천적 사항의 결과물로 이해하고 일상적으로 수행하지만, 시민사회 단체들의 목적론적 정책 담론 속에서 공동체는 특정 시민주체를 배양하기 위한 사회-공간적 통치 기술로 짜여 있는 것으로 보인다. 이들이 주창하는 공동체는 신자유주의가 유발한 각종 사회, 경제, 공간적 문제의 해결책으로 그려지는 동시에, 신자유주의적 도시 정책과 적극적 연대 관계에 놓여있는 것으로도 보인다. 이것은 모순적 신자유주의적 도시정책이 만들어낸 틈에 적극 개입하여 대안적 해결책을 찾는 유의미한 시도로 판단되지만, 일반인들의 일상적 실천 결실과 시민사회 운동 사이의 간극은 도시 공동체 정책의 잠재적 위협 요소가 될 수 있을 것으로도 여겨진다. 이 같은 논의를 바탕으로, 본 논문은 긍정적인 것으로 당연시되는 공동체 활성화 정책에 대한 면밀한 분석을 요구하고, 일상적 실천의 결실과 정책적 기대 사이에 생성되는 긴장 관계가 없는지 반추하는 것이 그 분석의 한 가지 방법이 될 수 있다는 점도 강조한다.

인터넷을 이용한 GIS 기술은 급속히 발전하고 있으며, 이에 따라 일반인의 GIS 사용도 보편화되고 있다. 한편 지방자치단체의 정보화는 전자정부의 구현이라는 목표아래 공공정보에 대한 대시민 정보서비스의 필요성이 강조되면서 각 업무부서별로 각종 정보를 제공하는 홈페이지의 구축이 급격히 증가하고 있는 실정이다. 그러나 공공정보를 공간과 연계하여 제공하는 사례는 매우 제한적이다. 본 연구는 서울시를 사례로 공공 및 민간부분에서의 인터넷 GIS를 이용한 지역정보 제공 사례분석, 해외도시의 지역정보 제공 사례분석 및 지역정보로 제공될 필요가 있는 업무분석을 통하여 인터넷 GIS를 이용한 지역정보 제공전략을 제시하였다.

Purpose - The purpose of current study is to investigate the determinants of quality of life in Chungbuk province using Korean longitudinal study aging data. Design/methodology/approach - This study used quality of life and perceived healthiness as the dependent variables. This study selected perceived healthiness, economic participation, annual travel frequency, religion, and fellowship as the independent variables to account for quality of life. For the data analysis, this study implemented econometric analysis, which includes ordinary least square, one-way fixed effect, and feasible generalized least square. Findings - Perceived healthiness positively affected quality of life. Also, quality of life is positively influenced by economic participation and annual travel frequency. However, religion and fellowship appeared as non-significant attribute to account for quality of life. The results also present that perceived healthiness is positively influenced by economic participation, annual travel frequency, and fellowship. Research implications or Originality - Given the results, this offers the implication for the senior citizen welfare policy. This study also produced policy implication for local community.

Today, the times of knowledge-intelligence made changes of the ordinary life of citizens society, and also changed greatly the circumstance of leadership in the military. The times of knowledge-intelligence changed the circumstances of national security and the features of warfares, and also make affecting decisively to senses and style of new who were servicing in the military. In order to response effectively against the changes of those leadership circumstances, senior level leadership should be understand in depth human psychology and battlefield circumstances in the dimension of policies and strategies, and should be executed their leadership. In this thesis, I reviewed the concept and vision of senior level leadership theories and cases about traits and roles In addition, I suggested development options for senior level leadership such as (1) high charactenstics and professionalism, (2)educational center of military for advanced democratic citizen and leadership, (3)execution of leadership in psychological leadership, (4)development of leadership needed in the battlefield Finally, the current military senior level leadership should be changed from one-side and authority style to the change-orientated style, which could believe and participate by themselves.

본 연구는 최근 국립공원을 찾는 사람들이 많아짐에 따라 국립공원 관리의 정책 방향을 검토·결정하는데 필요한 국립공원 이용·보전 관리에 대한 시민의 여론을 확인하고자 진행하였다. 지금까지 국립공원 이용 및 인식과 관련한 설문 조사, 빅데이터 분석 등이 수행됐으나 공원 관리의 쟁점 사항 및 이용에 관한 조사 문항 등이 부족하며 조사 대상이 탐방객으로 국한되는 등의 한계가 있었다. 따라서 시민들의 국립공원 이용과 현재 운영되고 있는 제도에 대한 인식을 확인하기 위해 일반 시민을 대상으로 설문 조사를 진행하였다. 연구결과 탐방객을 상대로 진행된 선행연구들과는 달리 일반 시민들은 고지대 탐방보다는 저지대 탐방을 선호하는 결과가 나타났다. 또한 국립공원에서는 산정부 탐방 금지 정책에 대해 일반 시민들은 현재의 정책을 유지하거나 탐방예약제를 소폭 도입하는 것을 선호하는 것으로 나타났다. 그리고 탐방예약제를 이용해본 시민들의 비율도 매우 적은 것으로 나타났다. 도출된 결과를 바탕으로 탐방객과 일반 시민의 차이점을 고찰하고 공원 관리 원칙과 방향성의 변화, 국민의식과 탐방형태의 변화에 따른 정책여건을 전망하였다.

정보화의 진전과 함께 정보운용능력을 경계로 하는 소외구조도 구체화되고 있다. 정보격차를 중심으로 생산되는 이러한 구조는 도시 저소득층, 장애인, 노년층, 그리고 이주노동자 등을 정보빈곤집단(information poor)으로 재생산하면서 그 소외와 차별의 구조에 더욱 고착되고 있다. 이 연구는 이러한 정보소외의 문제를 장애인들의 삶을 통하여 고찰해 보았다. 오랫동안 사회적 편견으로 인하여 공식적 정보서비스와의 원활한 접촉이 어려웠던 장애인들에 대한 질적 연구를 바탕으로 계층을 경계로 나타나는 정보격차의 문제를 조망하고, 공공도서관을 비롯한 공공정보서비스의 지향을 모색해 보고자 하였다. 구체적으로 다섯 명의 지체장애인들을 대상으로 그들이 일상에서 직면하는 고민과 그에 대한 대처방식을 살펴보고, 그 과정에서 발생하는 정보소외의 양상을 파악해 보았다.

The paper discusses a novel educational initiative in e-commerce pedagogy where students work on an e-government project. The paper describes a two-semester joint e-government project conducted by the town of Amherst, NY, and the State University of New York at Buffalo. During the first semester, students in a graduate e-commerce course in the School of Management were instructed to identify and analyze management issues valuable for small or middle size local government. In the second semster graduate students from the Department of Computer Science and Engineering designed and implemented prototypes of three e-government portals: an on-line action site for governmental procurement (E-Procurement), a portal for reservation of community recreation facilities (E-Recreation), and a portal for online dog registration (E-DogRegistration) combining a central registry of dog owners with distributed veterinarian databases. The objective of this initiative is twofold. First, it saves the local government resources by eliminating duplication of services and by using students as developers. Second, it provides students with real life hands-on experience. The paper discusses both the technical issues involved in the implementation of the project, and the management issues that need to be taken into account to enhance the e-commerce experience for the ordinary citizen and local governments.

Since trees in the city are green assets that create a healthy environment for the city, systematic management of trees improves urban ecosystem services. The sporadic urban tree information centered on the site is vast, and it is difficult to manage the data, so efforts to increase efficiency are needed. This paper summarizes tree data inventory based on data constructed by Seoul Green Trust activists and constructs and discloses online database maps using Tableau Software. In order to verify the utilization of the map, we divided into consumer and supplier aspects to collect various opinions and reflect feedback to implement tree database maps for each area and species of Seoul Forest. As a result, the utilization value of tree database in urban parks was presented. The technical significance of this study is to systematically record the process of constructing and implementing a dashboard directly using the Mapbox platform and Tableau Software in the field of landscaping for the first time in Korea. In addition, the implications and supplements of landscape information were derived by collecting user opinions on the results. This can be used as an exploratory basis in the process of developing online-based services such as web and apps by utilizing landscaping tree information in the future. Although the visualization database currently constructed has limitations that ordinary users cannot interact in both directions because it utilizes business intelligence tools in terms of service provision it has affirmed both the database construction and its usability in web public format. In the future it is essential to investigate the assets of the trees in the city park and to build a database as a public asset of the city. The survey participants positively recognized that information is intuitively presented based on the map and responded that it is necessary to provide information on the overall urban assets such as small parks and roadside trees by using open source maps in the future.

본고는 전주 시민들의 활동에 대한 체험 및 관찰 보고이다. 이를 위해 시민들의 당대사이자 '작은 사람들(kleine Leute)'의 일상사(Alltagsgeschichite)를 보여주는 일기, 단체카톡방, 메모, 인터뷰 등 텍스트 또는 본디지털(born-digital) 자료를 활용하였다. 이들 시민 모임은 독서모임이자, 등산, 영화 같은 취미도 함께 즐기고 있다. 회원은 평범한 동네 사람들이다. 한 팀은 최명희(崔明姬)의 《혼불》을 약 1년 반 동안 읽으면서 답사를 겸하였고, 또 한 팀은 '공유지(commons)'를 주제로 몇 권의 책을 읽으며 답사, 전시나 영화를 함께 보고 누렸다. 본문은 모두 세 부분 구성하였다. 첫째, 지역민의 일상사를 살필 수 있는 방법과 관점을 살펴보았다. 이를 위해 일상사의 전망과 이론의 가능성을 포착한 포이케르트(Detlev Peukert)와 뤼트케(Alf Lüdtke), 하부정치에 통찰력을 제공한 스콧(James C. Scot)의 견해를 검토하였다. 전주 시민들의 활동을 관찰할 수 있는 일상사 연구의 관점과 방법을 찾기 위해서였다. 이를 토대로, 둘째, 《혼불》 모임의 경험을 살폈다. 코비드(Covid)19와 대결하는 시기에 이루어진 《혼불》 읽기는 강렬한 지역성과 연관되어 시작했다. '지역이 낳은 위대한 작가'에 대한 비판이 불편했던 마음을 내려놓으면서, 회원들의 비판의식은 《혼불》 3권 이후 드러나고 6권 이후 두드러졌다. 특정한 형태의 공감(상심, Betroffenheit)에 고착되기보다 역동성을 택하는 시민들의 자기의식(고집, 아집, Eigensinn)의 성격을 보여주는 것으로 보였다. 지역사의 서술과 연구에서 맞닥뜨릴 난점이자 희망을 동시에 보여주었다고 생각한다. 셋째, 공유지를 주제로 모인 시민들을 관찰하였다. 이 모임은 전주 지역 시민들의 하부정치(infra-politics) 역량의 실제와 축적 과정을 보여주었다. 공유지 읽기는 《혼불》에 비해 지역 시민으로서의 '마음 고생'을 겪지 않았다. 그보다 사유 재산의 이데올로기 속에서 살면서도, 모임이 진행됨에 따라 공유지에 대한 인식이 정교해지고 주체적으로 이슈와 논의를 서로 공유하였고, 그 실천과 문제의식을 통해 풍부한 은닉 대본(hidden transcript)을 축적해갔다. 현대의 일상은 자본주의 시대와 떼어서 생각하기 어렵다. 더 근본적으로 인간이 즐기거나 고통을 당하는 것은 일상 속에서, 지금 여기에서이다. 모든 역사는 지금 여기 있는 내 몸을 거친다. 이것이 일상사의 보편성이다. 일상을 살면서 동시에 비판의 거리를 유지하는 것은 일상사를 만드는 시민의 역량에 달려 있다.
