Comparative Analysis on Cloud and On-Premises Environments for High-Resolution Agricultural Climate Data Processing (고해상도 농업 기후 자료 처리를 위한 클라우드와 온프레미스 비교 분석)

  • The usefulness of processing and analysis systems of GIS-based agricultural climate data is affected by the reliability and availability of computing infrastructures such as cloud, on-premises, and hybrid. Cloud technology has grown in popularity. However, various reference cases accumulated over the years of operational experiences point out important features that make on-premises technology compatible with cloud technology. Both cloud and on-premises technologies have their advantages and disadvantages in terms of operational time and cost, reliability, and security depending on cases of applications. In this study, we have described characteristics of four general computing platforms including cloud, on-premises with hardware-level virtualization, on-premises with operating system-level virtualization and hybrid environments, and compared them in terms of advantages and disadvantages when a huge amount of GIS-based agricultural climate data were stored and processed to provide public services of agro-meteorological and climate information at high spatial and temporal resolutions. It was found that migrating high-resolution agricultural climate data to public cloud would not be reasonable due to high cost for storing a large amount data that may be of no use in the future. Therefore, we recommended hybrid systems that the on-premises and the cloud environments are combined for data storage and backup systems that incur a major cost, and data analysis, processing and presentation that need operational flexibility, respectively.

An Experience of Living Lab as Energy Transition Experiment: The Case of Urban Living Lab for Mini-PV System in Seong-Dae-Gol, Seoul, KOREA (에너지전환 실험의 장으로서 한국 리빙랩의 경험: 성대골의 도시지역 미니태양광 사례를 중심으로)

  • Recently, interest in energy tranisition is rising. Energy transition requires active participation and cooperation of diverse stakeholders, including users / citizens, in that it requires not only changes in technological factors but also changes and coordination of various social factors. Living labs are attracting attention as one of the ways to do this. This article is a detailed analysis of the activities of the mini-PV living lab in the urban area from 2016 to 2017 at the Seoul, Sung Dae Goal. Through the Living Lab, mini PV DIY products, backup centers, local financial services, and the development of a variety of education and training strategies have been achieved. These activities and achievements were analyzed through questions raised on strategic, tactical, and operational levels, as well as through multi-level perspective and interaction between initiative, regime, and niche. In conclusion, this living lab activity confirmed the possibility of a 'transition lap' to solve social problems such as sustainability of energy production and utilization. In particular, it gained remarkable results in terms of the operational leves of transition management governance, that is, transition experiment, and it was also remarkable in that it was the initiative of citizens. However, it did not proceed without difficulty. In particular, structural problems such as the conflict between the flexibility inherent in living lab and the bureaucratic rigidity of the financial support organization have appeared. There was also a limitation that there was no 'transition field' on the strategic level necessary to replicate and expand strategic niches while spreading the knowledge gained from the transition experiment, forming the vision of transition.

  • The conventional telemetry system of Korean low-earth orbiting satellites has certain limitations in accommodating various missions. As the payload becomes complex, it requires very complicated operational concepts in terms of telemetry. With the current design, the telemetry formats have to be rebuilt whenever new payloads or operation concepts are involved, and many constraints in operation shall be produced due to the lacks of its flexibility. As the capability and performance of a satellite have been improved, the communication structure of the satellite should be improved to gather more telemetry data. For the efficiency of data handling, it is necessary to change the grid based telemetry system in which the downlink interval and types for telemetry was limited. Comparing the fixed data map such as grid type, the packet based telemetry system can be operated as flexible and various types of packet can be designed such as the dump packet and the event packet. The sequence of the packets can be modified or newly defined to manage the massive satellite state of health data. In this paper, a new strategy for the telemetry development partially derived from PUS (Packet Utilization Standard) of European Space Agency, which provides enhanced features for the accommodation of payloads & operational requirements, is presented.

A Method for Developing Items to Assess Earth Science Creativity (지구과학 창의력 평가 문항 개발 방법에 관한 연구)

  • This study suggests methods of assessing scientific creativity and developing items, which can be achieved when both earth science knowledge and general creativity are applied at the same time. According to the results of this study, the cognitive ability gaps between creativity and scientific creativity were clearly defined by the terms' operational definition. Four factors in the Subcategory Of Scientific Creativity-fluency, flexibility, elaboration, and originality-were selected, and the possibility of developing items out of these factors was discovered. The operational definitions of the four factors were given and the criteria for assessment and scoring were set. The validity, reliability, discrimination, and difficulty, which were the conditions required for the assessment instruments, were verified through three field trials of inputting the assessment instruments for scientific creativity. The assessment instruments were composed of 8 items with 2items for each factor. The average item fitness index obtained was 0.99, Cronbach , the item inter-consistency was 0.79,the inter-rater reliability of each item was 0.78, the inter-rater reliability of each factor was 0.75, the item discrimination power was 0.19, and the item difficulty was 0.00. Because the results were within the permitted limit of the conditions required for assessment instruments, the assessment instruments developed for scientific creativity in this study can be said to be very favorable.

The Development of the ±80kV 60MW HVDC System in Korea

  • HVDC transmission systems can be configured in many ways to take into account cost, flexibility and operational requirements. [1] For long-distance transmission, HVDC systems may be less expensive and suffer lower electrical losses. For underwater power cables, HVDC avoids the heavy currents required to charge and discharge the cable capacitance of each cycle. For shorter distances, the higher cost of DC conversion equipment compared to an AC system may still be warranted, due to other benefits of direct current links. HVDC allows power transmission between unsynchronized AC transmission systems. Since the power flow through an HVDC link can be controlled independently of the phase angle between the source and the load, it can stabilize a network against disturbances due to rapid changes in power. HVDC also allows the transfer of power between grid systems running at different frequencies, such as 50 Hz and 60 Hz. This improves the stability and economy of each grid, by allowing the exchange of power between incompatible networks. This paper proposed to establish Korean HVDC technology through a cooperative agreement between KEPCO and LSIS in 2010. During the first stage (2012), a design of the ${\pm}80kV$ 60MW HVDC bipole system was created by both KEPCO and LSIS. The HVDC system was constructed and an operation test was completed in December 2012. During the second stage, the pole#2 system was fully replaced with components that LSIS had recently developed. LSIS also successfully completed the operation test. (2014.3)

  • Trucking is the most frequently used mode for freight movement due to relatively lower shipping costs and its operational flexibility. However, truck traffic can contribute to serious safety problems where they occupy high percentage of the total traffic. Heavy truck crashes arc more likely to result in serious injuries and fatalities than are crashes involving light vehicles. Therefore, safety issues for truck traffic are very significant both for public agencies and for general travelers. The objective of our study is to find truck-involved accident patterns according to traffic conditions and main factors as well as to find the most critical factor through conventional statistical techniques. A vailable data were obtained from TASAS (Traffic Accident Surveillance and Analysis System). Once critical factors are identified, effective and efficient truck management strategies can be discussed.

  • To build autonomous agents who can make a decision on behalf of humans in time-critical complex environments, the formulation of operational knowledge base could be essential. This paper proposes the methodology of how to formulate the knowledge base and evaluates it in a practical application domain. We analyze threat data received from the multiple sensors of Aircraft Survivability Equipment(ASE) for Korean helicopters, and integrate the threat data into the inductive model through compilation technique which extracts features of the threat data and relations among them. The compiled protocols of state-action rules can be implemented as the brain of the ASE. They can reduce the amounts of reasoning, and endow the autonomous agents with reactivity and flexibility. We report experimental results that demonstrate the distinctive and predictive patterns of threats in simulated battlefield settings, and show the potential of compilation methods for the successful detection of threat systems.

  • The Supervisory Control and Data Acquisition Systems (SCADA) system provides monitoring, data gathering, analysis, and control of the equipment used to manage most infrastructure. The SCADA Network is implemented in a various manner for larger utilities, and multiple types of protocol and communication interfaces are used to network the control center to remote sites. The existing SCADA equipment and protocols were designed and implemented with availability and efficiency, and as a result security was not a consideration. So, performance, reliability, flexibility and safety of SCADA systems are robust, while the security of these systems is often weak. This makes some SCADA networks potentially vulnerable to disruption of service, process redirection, or manipulation of operational data that could result in public safety concerns and/or serious disruptions to the infrastructure. To reduce the risks, therefore, there is a need to have a security device such as cipher devices or cryptographic modules for security solutions. In this paper we develop an embedded cipher device for the SCADA equipment. This paper presents a cipher device designed to improve the security of its networks, especially in the serial communication.

A Strategy for Adopting Server Virtualization in the Public Sector: NIPA Computer Center

  • Many public organizations have been adopting and operating various servers. These servers run on Windows, Unix, and Linux operating systems that generally use less than 10% of their capacity. For migrating a public organization to cloud computing, we must first virtualize the server environment. This article proposes a strategy for server virtualization that the National IT Industry Promotion Agency (NIPA) has done and describes the effects of a public organization migrating to cloud computing. The NIPA Computer Center planned an effective virtualization migration on various servers. This project of virtualization migration was conducted with the existing policy of separate x86 servers and Unix servers. There are three popular approaches to server virtualization: a virtual machine model, a paravirtual machine model, and virtualization at the operating system layer. We selected a VMware solution that uses the virtual machine model. We selected servers for virtualization in the following manner. Servers were chosen that had the highest rate of service usage and CPU usage and had been operating for five years or more. However, we excluded servers that require 80% or greater rates of CPU usage. After adopting the server virtualization technique, we consolidated 32 servers into 3 servers. Virtualization is a technology that can provide benefits in these areas: server consolidation and optimization, infrastructure cost reduction and improved operational flexibility, and implementation of a dual computing environment.

Evaluation of SELECT Model for the Quality Prediction of Water Released from Stratified Reservoir (성층화된 저수지의 방류수 수질예측을 위한 SELECT 모델의 적용성 검토)

  • The quality of water released from a stratified reservoir is dependent on various factors such as the location and shape of intake facility, structure of reservoir stratification, profile of water quality constituent, and withdrawal flux. Sometimes, selective withdrawal capabilities can provide the operational flexibility to meet the water quality demands both in-reservoir and downstream. The objective of this study was to evaluate the performance of a one-dimensional reservoir selective withdrawal model (SELECT) as a tool for supporting downstream water quality management for Daecheong and Imha reservoirs. The simulated water quality variables including water temperature, dissolved oxygen (DO), conductivity, turbidity were compared with the field data measured in tailwater. The model showed fairly satisfactory results and high reliability in simulating observations. The coefficients of determinant between simulated and observed turbidity values were 0.93 and 0.95 for Daecheong and Imha reservoirs, respectively. The outflow water quality was significantly influenced by water intake level under fully stratified condition, while the effect of intake amount was minor. In conclusion, the SELECT is simple but effective tool for supporting downstream water quality prediction and management for both reservoirs.
