An Operational Concept for Information Systems: A Case of the D Information Resource Management Information System (정보시스템 운영개념 연구: D정보자원관리시스템 사례)

  • This study analyzed an operational concept for the D Information Resource Management Information System (DIRMIS) to manage any IT resources effectively in defense area. We first deduced the concept of the information resource management (IRM) for defense area from the literature review, and we suggested a guideline, which has used in defense area, of the documentation for the operational concept description (OCD). Moreover, we developed the operational concept for the DIRMIS following the guideline. Especially, this study is a practical approach for suggesting of a case, and the share of accumulated cases will contribute to advance in System Integration (SI) industry as well as academic research.

  • Operational Concept Descriptions or Document(OCD) shall be developed to understand stakeholder's desire for to-be-delivered system. But there is little study on methodology of OCD generation and many developers do not understand importance of OCD in Korea. According to Nicole Roberts' industry(18 U.S. companies and organizations) survey, only 30% of system development projects had OCD, too. Researchers and developers have opposing views regarding the generation of an OCD. Many researchers believe that the development and use of operational concepts at the start of large projects is essential. Alternatively, developers may view the OCD as a burden to the development process rather than an enabler due to the extensive documentation requirement. In this paper a couple of OCD guidelines were investigated to clarify how to build a CONOPS effectively and what to include. Finally, OCD for rotorcraft based Personal Air Vehicle System(PAVS) was developed as a case study. In the future, a template for generating OCD appropriate to Korean environment could be proposed.

Research on a Conceptual Model of Architecture Framework for Simulation based Acquisition (SBA를 위한 아키텍처 프레임워크 개념모델에 관한 연구)

  • Simulation-based acquisition(SBA) is a new acquisition paradigm to deliver combat systems cheaper, faster, and better. ROK MND adopts the vision of SBA and is pushing ahead with dramatic reform. However, ROK MND does not develop the SBA architecture framework which facilitates the reuse of tools and techniques and data software code and algorithms among participants of collaborative environments. In this paper, we propose a conceptual Model of architecture framework for SBA. To do so, we analyse acquisition process of MND and propose the to-be operational view that describes fundamental concept for how Government, Industry, and Academia can collaborate and share information more effectively throughout the acquisition process. Furthermore, we identify the tools and techniques that supports the operational nodes, and propose technical view and all view, too. technical view compose of set of standards that can ensure interoperability among tools, techniques and data, and all view provide an overarching description of the architecture.
