As the academic publishing environment evolves rapidly and the open science paradigm emerges, the demand for efficient and transparent peer review is growing. This study outlines efforts to actively introduce advanced concepts in scholarly communication into the submission and review system. AccessON Peer Review Management System Plus (ACOMS+), developed and operated by the Korea Institute of Science and Technology Information, is an online submission and peer review system that aims for open science. This study provides an overview of ACOMS+ and presents its four main features: open peer review, open access publishing and self-archiving, online quantitative/qualitative evaluation, and peer reviewer invitation. The directions for further developing ACOMS+ to fully support open science are also discussed. ACOMS+ is the first system in Korea to introduce the open peer review process and is distinguished as a system that supports open access publishing and digital transformation of academic journals. Furthermore, ACOMS+ is expected to contribute to the advancement of the academic publishing environment through the increasing shift toward open access publishing, transparent peer review, and open science.

Can we use the open innovation paradigm in Korean economy? Can Korea move from imitative national innovation system to Creative national innovation system without open innovation paradigm? We are looking for preliminary answers about these questions. In this paper, first of all, we review the theoretical factors of open innovation originated from professor Chesbrough, try to find out the limit of the theory, and propose the possibility of extending of open innovation from company to industrial sector, region and cluster, and national innovation system. We also review the user innovation models from Von Hippel and open business models. Second, we review the Korea open innovation cases according to the categories like as company, sector, cluster and regional innovation system, and national innovation system. Third, we prepose the theoretical and realistic implications, and next research agenda about Korea open innovation.

개방형동료심사는 투고된 학술논문을 투명하게 심사할 목적으로 심사자의 신원, 심사의견, 심사결과를 저자를 포함한 일반 독자에게 공개하는 심사 방식이다. 개방형동료심사 인식에 관한 선행연구가 진행되었지만, 국내 과학기술 분야 학술지 편집담당자 관점에서 이러한 인식을 조사하고 분석한 연구는 찾아볼 수 없었다. 구체적으로, 학술지 편집위원의 개방형동료심사 적용 의향, 적용 시기 및 새로운 심사 방식을 채택할 때 예상되는 도전과 기회, 개방형동료심사 지원을 위한 투고심사시스템 요구사항에 관한 조사 및 분석은 부족한 실정이다. 이에 본 논문은 개방형동료심사에 대한 학술지 편집담당자의 인식을 조사하고 이러한 심사를 편리하게 지원하는 투고심사시스템의 핵심적인 요구사항을 이해하기 위해, 설문문항 준비, 설문조사 실시, 응답 결과를 분석하였다. 또한, 일부 과학기술 학술지 편집위원장을 대상으로 개방형동료심사에 관한 표적집단인터뷰를 수행하였다. 이후, 개방형동료심사 인식에 관한 본 연구의 분석 결과, 표적집단인터뷰 결과 및 국외 유사 설문조사 사례를 비교, 분석하고 시사점을 도출하였다. 본 연구 결과는 국내 학술단체에서 새로운 논문심사 방식의 정책 수립 및 시행, 투고심사시스템의 개방형동료심사를 위한 기능 탑재 및 선택 등의 의사결정에 도움이 될 것으로 기대된다.

오픈 과학으로 진화하는 학문 생태계 속에서 개방형 동료심사는 학술 커뮤니케이션의 투명성과 개방성을 강화하는 방안으로 주목받고 있다. 본 연구는 개방형 동료심사를 도입한 오픈액세스 학술지 118건을 대상으로 개방형 동료심사 제도 구성요소의 채택 현황과 출판사 유형, 국가·대륙별, 언어별, 학문 분야별 특성을 살펴보았다. 개방형 동료심사는 심사 보고서 또는 심사 전 논고를 공개하거나 저자와 심사자의 신원을 상호 간에 공개하는 등 다양한 방식으로 구현되었다. 또한 학문 분야별로 채택된 구성요소 간에 차이를 발견할 수 있었다. 출판사 유형별 비중이 큰 상업 출판사가 대체로 많이 채택한 것으로 나타났으며, 주로 유럽에 속하는 국가에서 영어로 발행되는 현황이다. 분야별로 살펴보면, 전통적으로 개방적인 학술 커뮤니케이션을 지향하는 의약학, 자연과학 분야에서 더욱 활발한 개방형 동료심사 제도를 찾아볼 수 있었던 반면, 복합학, 인문학 분야에서는 소수의 학술지를 찾아볼 수 있다. 이를 통해 개방형 동료심사 제도의 학술지 채택 현황을 파악할 수 있으며, 개방형 동료심사제도 채택에 따른 학술 커뮤니티의 특성에 대한 이해를 높일 수 있다.

In mid 1980s, open education arrived in Korea. It was influenced by the educational reforms implemented in American primary schools. Currently, the Ministry of Education is appealing to teachers for their active involvement in educational reform by using open education methodology. Often teachers in Korea complain that they do not know what to do or how to change in order to practice the open education. It is time to review the state of open education in Korea and the United States. This paper contains the following segments: 0) Introduction, 1) Beginning of open education, 2) A brief history of open education in Korea, 3) The current status of open education in the United States, 4) A glance at open mathematics classroom in Korea, 5) Lessons from the review, and 6) Conclusion.

피어리뷰(Peer Review)는 17세기 학술지가 만들어진 이래 오늘날까지 가장 널리 사용되는 논문의 질적인 수준과 학술지 게재 여부를 판단하는 전통적인 평가도구이다. 그러나 피어리뷰의 과정에서 발생되는 공정성 저해와 학술출판 분야에서 오픈 액세스 (OA, Open Access) 저널이 계속적으로 증가하는 디지털 미디어 시대에서 소수의 전문가가 검증하는 피어리뷰 시스템에 관한 불만들이 제기되면서 현 피어리뷰 시스템의 새로운 대안으로 오픈 피어리뷰(Open Peer Review)가 제시되기도 하였다. 이에 본 연구에서는 피어리뷰의 이론적 배경을 살펴보고 이를 토대로 새로운 대안으로 떠오르고 있는 오픈피어리뷰의 평가도구로써의 활용가능성에 대하여 살펴보고자 한다.

본 연구는 대표적인 OPR(Open Peer Review) 플랫폼인 F1000Research에서 사회과학분야의 논문 585건을 대상으로 개방형 동료 심사 결과를 분석하고 피인용, 알트메트릭스와 어떠한 관련성을 보이는지 확인하였다. 더불어 논문의 활용이 피인용에 미치는 영향 관계 내에서 심사 점수가 조절효과(Moderating effect)를 나타내는지 검증함으로써, OPR 환경에서 고품질로 평가된 논문이 피인용을 촉진할 수 있는지 확인하였다. 분석 결과 첫 번째, 승인과 조건부 승인된 논문 그룹 간에 피인용 횟수에 유의미한 차이가 나타나지 않았지만, 환산된 심사 점수와 피인용 횟수는 유의한 정(+)의 상관성(r= 0.40 ~ 0.60)을 나타냈다. 두번째, 심사 점수는 알트메트릭스와도 약한 상관성을 나타내 심사자의 품질 평가 결과는 피인용과 사회적 영향을 약하게 예측할 수 있는 것으로 분석되었다. 마지막으로 심사 점수는 논문의 활용을 피인용으로 이어지게 하는데 유의한 양의 방향의 조절효과 (B=1.69, P < 0.01)를 수행하며, 조건부 효과 검사 결과 가장 고품질로 평가된 논문 집단에서 가장 큰 효과(B=11.32, 95% CI [10.57, 12.08])를 나타내는 것으로 검증되었다. 따라서 공개된 심사 결과는 연구자들의 우수 논문 선별을 도와 인용을 유도하는데 도움을 줄 수 있는 것으로 파악되었다.

This study reviews the institutional frameworks of Open Source software and develops the stylized facts of Open Source software innovation. Open Source software have to solve two difficult problems for encouraging innovation. First, the source code of Open Source software program should be open and freely distributed and it is very difficult for developers to appropriate the results of their investments. Second, as Open Source software development process is characterized by the participation of communities of developers, it is not easy to coordinate and manipulate the development process. These difficulties of developing Open Source Software have been solved by the particular incentive schemes and coordinating mechanisms. This study reviews the study on the motivation of Open Source software development and the mechanisms which coordinate innovation process of Open Source software with peer review and meritocracy, and how these characteristics promote innovation in Open Source software communities.

Recently, several open source codes for computational fluid dynamics (CFD) have been introduced and are spreading fast. Our group has chosen the OpenFOAM as a platform to develop our own in-house code. In this brief review, we would like to share the information on the codes and what we have experienced so far. We introduce several features of OpenFOAM, which include the performance compared with commercial packages, estimation for current user population, and our own prospect for future improvement in performance and growth in user population. In addition, we briefly introduce our experience gained in embedding the level set method into the OpenFOAM.

연구자는 연구 결과를 논문의 형태로 작성하여 학회에 투고하고 투고된 논문은 심사자의 면밀한 심사를 받은 뒤 학계에 공개되어 학문의 발전에 쓰인다. 이렇듯 심사 과정에 의해 연구 결과가 학계에 알려질지 결정되기 때문에 적절한 심사 시스템에 대해 많은 논의가 이루어지고 있다. 본 논문에서는 현재 심사 시스템에서 발생하고 있는 문제점들을 살펴보고 이에 대한 해결책으로 블록체인 기반 공개 논문 심사 시스템을 제안한다. 제안하는 시스템은 기존의 시스템과 다르게 개방적인 심사 구조를 가지며 투명성을 통해 공정하고 깊이 있는 평가를 보장한다. 동시에 블록체인을 사용함으로써 발생할 수 있는 프라이버시, 용량 문제에 대한 해결책을 제공한다. 최종적으로 제안하는 심사 시스템을 구현하여 결과를 보인다.
