Analysis of Radio Spectrum Policy for the Creative Usage of Radio Waves (창의적 전파이용을 위한 전파정책 분석)

  • With the rapid development of radio technologies, there have been actively researching the convergence between radio technology and other industry as well as wireless communications itself. In this paper, we investigate the paradigm shift of radio policy as radio technologies such as small cells and cognitive radio advance, and analyze the directions of spectrum policy and radio technology to promote the creative use of radio waves. In particular, we propose the spectrum policy for the expansion of open spectrum policy, technology development of interference management, and restructuring of the Korean radio law.

  • The restricted network or the unbalanced distribution of spectrum is causing the problems of lack of spectrum resources and deterioration of the service quality. In addition, the existing centralized radio sharing method has not been a fundamental solution for radio sharing and is inefficient in terms of cost, convenience, and security. In this paper, we propose a blockchain-based spectrum sharing as a low-cost, trustworthy, high-efficiency platform that can distribute and share spectrum resources, and propose policies to realize this. In the spectrum sharing platform, spectrum information about Wi-Fi AP and LTE mobile hotspot is registered in the blockchain, and spectrum sharers and users can conclude peer-to-peer spectrum sharing contract quickly and efficiently through smart contract. The pay for the shared spectrum resources and reward for spectrum quality management open platform ecosystem to activate the circulation-sharing and it can provide a convenient and efficient public wireless infrastructure.

  • Many researches on the usage of shared spectrum have continuously been carried out to solve the recent frequency shortage problem and to use efficiently the spectrum without interference. Also, exponential mobile data growth and the solutions needed to address this challenge are parallel key objectives addressed in many countries. Spectrum policy innovation to meet this challenge is the ASA/LSA (Authorized Shared Access/Licensed Shared Access), which is the best access model to employ the small cell technology to meet this mobile traffic growth. Because 3.5 GHz bands is considered as the ASA/LSA frequency, in this paper, we propose the SAM(Spectrum Access Model) in 3~4 GHz bands to estimate the available ASA/LSA bands and to open more free spectrum. These results are utilized as the data to develop the SAM for the small cell and the open frequency in future.

Demand survey of spectrum information and a study on plan for disclosing spectrum information to the public (전파정보 수요조사와 개방 방안 연구)

  • As ICT industrial paradigm changes and wireless communication services evolve, demands on spectrum information are soaring. We conducted demand survey of experts and public in general on spectrum information and prioritized what we should disclose. And we looked into overseas cases and analyzed their policy, the current status, exceptions for opening spectrum information. In this paper, we suggested a direction on how to make spectrum information public in Korea. Also, we made a proposal to establish management system and legislation for opening spectrum information.

A Legal Framework for Improving Patient Safety in Korea (환자안전 관련 법의 구조와 현황)

  • This paper reviewed structure and current status of laws related to patient safety using patient safety law matrix to promote systematic approach in legal system of patient safety. Laws related to patient safety can be divided into three areas: laws for preventing; laws for knowing about; and laws for responding. In the case of Korea, gaps are especially prominent in the areas of laws for knowing about and responding. Patient safety law which will be enacted in July 2016 will fill the gap in the area of laws for knowing about. This law will be comprehensive law, covering the full spectrum of laws related to patient safety. However, after reviewing current patient safety law in Korea, the following drawbacks were identified: absence of code for grasping the current patient safety level; absence of code for mandatory reporting in patient safety reporting system; and absence of code for privilege about patient safety work product. Furthermore we need wider discussions about covering issues of open disclosure, apology law, coroners system, and complaint management system in patient safety law.

Trend Analysis of Medical Care Utilization among People with Autistic Spectrum Disorder Using National Health Insurance Data (자폐성장애인의 의료이용 경향분석 및 시사점 : 국민건강보험자료를 이용한 융복합적 접근)

  • The purpose of this study was to estimate the current status and trends of healthcare utilization among people with ASD. Using National Health Insurance open database, from 2010 to 2017. We analyzed the treatment prevalence for people with ASD, the pattern of healthcare utilization, the difference in medical care utilization according to age, and the type and location of main medical institutions. The main results of the study are as follows: First, the medical utilization has been continuously increasing from 2010 to 2017. The total amount of medical utilization is increased by 50% in 2017 compared to 2010, and the treatment prevalence was estimated to be 79.1% in 2017 and medical uses for the next three years is also increasing. Second, the pattern of medical care utilization varied widely according to age, especially after 20 years of age. Third, the types of medical institutions that were mainly used were 45.6% in the medical clinic and 35.9% in Seoul. The results of this study can be used as a minimum reference point of evaluating the effectiveness of government policy on future autistic disorders. However, further studies are required to increase the prevalence of treatment for autistic patients and to find out the difference in medical use according to age.
