Open access is a paradigm whereby the electronic versions of scholarly publications are made freely accessible without any restrictions. It is actively promoted globally and is also promoted domestically in accordance with this global trend. However, there is a growing need to evaluate existing activities and to seek policies for the steady spread of open access. This study examines the necessity of switching to a national repository from existing institutional repositories through policy direction analysis of open repositories. We examined domestic open access policies by analysing various overseas cases and the situation in South Korea. Finally, we determined the validity of investment in a national repository by analysing its social and economic impacts using the modified Solow-Swan model. The main parameters for applying the modified Solow-Swan model were estimated, and the domestic research and development expenditure was predicted via a regression method. Then, we applied a range of rate of returns to research and development (10% to 50%) to various scenarios and examined the effects of increasing accessibility and efficiency by 1% to 10%. We found that the implementation of a national open access repository in South Korea would have a substantial impact (to the tune of 147 billion won), without considering the potential costs of such a repository. Based on the estimates of the social and economic impact of a national repository, the implementation of a national open access repository in South Korea is economically viable. Besides having beneficial social and economic impacts, a national repository is expected to enhance awareness of open access among Korean researchers and institutions.

The paper investigates open access (OA) self archiving policies of different Open Access Repositories (OARs) of COAPI (Coalition of Open Access Policy Institutions) founder members as reported in June 2011 (i.e. a total of 22 members against a total of 46 COPAI members as reported by Open Biomed (http://openbiomed.info/2011/08/coapi-cats/). The paper consulted three databases (OpenDOAR, ROAR and ROARMAP) in order to evaluate twenty-two (22) COAPI-members OARs self archiving policy documentations and highlights of some progress on issues so far. After analyzing policy documentations, key findings have been highlighted and common practices have been suggested in line with global recommendations and best practice guidelines at national and international levels for strengthening national research systems. The paper has implications for administrators, funding agencies, policy makers and professional librarians in devising institute specific self archiving policies for their own organization.

오픈액세스 리포지터리는 법적, 경제적, 기술적 장벽 없이 전 세계 이용자 누구라도 자유롭게 무료로 정보에 접근할 수 있도록 생산자와 이용자가 정보를 공유할 수 있는 지식정보 저장소를 의미한다. 본 연구에서는 기관 리포지터리(dCollection, DSpace@MIT)와 주제별 리포지터리(arXiv, PubMed Central)로 구분하여 각 리포지터리에서 제공하는 기능분석과 비교를 실시하였고 분석된 자료를 기초로 이용자 중심의 사용성 평가를 실시하였다． 정보에 대한 자유로운 접근과 공유가 중요시 되는 웹 2.0시대라 불리고 있는 현 시점에서, 오픈액세스 리포지터리에 대한 사용성 평가를 실시함으로서 향후 구축되는 리포지터리 개발에 기초자료가 될 수 있다는 점에서 그 의의가 있다고 할 수 있다.

본 연구는 오픈액세스 출판지원 서비스 플랫폼인 AccessON 학술지 리포지터리 인터페이스 중 관리자 인터페이스의 사용성 평가를 통해 오픈액세스 출판지원 서비스 플랫폼의 개선방안을 모색하고자 하는 연구이다. 인터페이스의 사용경험 응답 수집, 이를 통한 이슈 및 개선점 도출, 타 오픈액세스 출판지원 서비스 플랫폼을 위한 제안사항 분석 및 도출이라는 세 가지 연구 질문에 대한 응답을 위해 오픈액세스 출판 및 사용성 평가에 관련된 각종 문헌과 사례같은 선행연구를 검토하였으며, 설문조사와 포커스그룹 인터뷰를 통해 관리자 인터페이스 사용경험에 대한 응답을 수집하였다. 이를 종합하여 AccessON 학술지 리포지터리 인터페이스의 사용성 평가 결과를 각종 수치정보를 통해 제시할 수 있었다. 사용성 평가의 결과는 AccessON 학술지 리포지터리 관리자 인터페이스의 이슈 및 개선점을 제안가능하게 하였으며 최종적으로 이후 개발될 오픈액세스 학술출판지원 서비스 플랫폼을 위한 제안사항을 도출할 수 있었다.

본 연구는 국내 도서관에서의 오픈액세스 지식정보저장소 구축을 위한 기초연구를 목적으로 수행되었다. 기관에서 구축한 지식정보저장소는 개별기관 소속 교수나 연구자에 의해 생산된 지식정보자원을 오픈액세스 패러다임에 기초하여 수집, 관리, 배포, 보존하기 위한 새로운 개념이다. 이에 지식정보저장소의 필요성, 역할, 구성요소, 구축 장애요인 등을 고찰한 후 SHERPA, Dspace, eDoc Server, dCollection 등 국내외의 대표적인 사례를 살펴보았다. 또한 지식정보저장소 구축 모형 및 이를 성공적으로 구현하기 위한 고려사항을 참여집단별로 제안하였다.

본 연구는 국가오픈액세스플랫폼(AccessON)의 개인 연구저작물 리포지터리인 Self Archiving과 학회의 Journal Repository 서비스의 경제적 가치측정을 목적으로 수행되었다. 문헌조사와 서비스 수혜자 및 관계자 15명과의 심층면담, 국내 연구자 1,313명을 대상으로 한 설문조사를 토대로 가치 측정에 필요한 데이터를 수집하였다. Self Archiving의 가치는 시간가치법을 적용하여 연구자 개인의 연간 절감 시간가치를 측정하였다. 국내 연구자들의 실제 학술활동에 기반하여 연구자 시간당 인건비, 국내생산 OA 논문 편수 등과 같은 요소들을 측정한 후, 연도별 이용 목표치를 토대로 총 수요를 추정하여 총 가치를 산출하였다. Journal Repository는 시장유추법을 적용하여, 상용 서비스의 객단가를 분석하고 이를 토대로 절감비용을 산출하였다. 분석결과, 총 사업기간 8년 동안 Self Archiving의 가치는 1억 450만 원, Journal Repository는 312억 원으로 산출되었다. 두 서비스의 총 가치는 8년간 총 313.5억 원, 연평균 390억 원으로 추정되었다. OA 환경 구축을 위한 핵심 전략인 개인 및 학회 리포지터리 서비스의 경제적 가치를 핵심 수혜자 관점에서 실증적으로 추정했다는 데서 본 연구의 의의를 찾을 수 있다.

본 연구는 세계의 실 운용중인 리포지터리 중 성공 사례들을 조사하고 그것의 실태와 운영정책을 분석하여 향후의 성공적인 리포지터리 구축과 운영시 유용한 전략적 토대를 마련하고자 하였다. 본 연구의 목적을 달성하기 위해 리포지터리의 성공 사례는 CSIC에서 제공하는 Ranking Web of World Repositories의 Top 10과 JISC에서 지원하는 Registry of Open Access Repositories을 통해 선정되었다. 성공적인 리포지터리의 운영정책 및 관련 자료는 주로 해당 사이트를 통해 수집하였고 큰 범주에서 주제 리포지터리와 기관 리포지터리로 나누었다. 운영정책은 운영 및 지원정책, 수집정책, 관리정책, 배포 및 이용활성화정책, 장기보존 정책, 기술정책, 그리고 저작권 정책으로 구분하여 분석하였다. 또한 성공적인 주제 리포지터리와 기관 리포지터리의 운영정책의 차이 및 국내와 국외 리포지터리간의 차이점도 살펴보았다.

This paper discusses awareness of institutional repositories and open access publishing among faculty members in Annamalai University, Tamil Nadu, India. The authors distributed 200 questionnaires among the faculty members in Annamalai University. Out of 200 questionnaires, 160 responses (80.00%) were received from faculty members. The respondents mentioned the motivating factors while using an institutional repository and indicated the benefits, constraints and strategies to develop open access in publications. It is evident from the table that more than 95% among the average of the faculty members confirm the benefits of open access in publications. 150 (93.75%) of faculty members have awareness, 6 (3.75%) have no idea and 4 (2.50%) state no opinion about awareness of institutional repository and open access publishing.

본 연구는 우리나라의 개방형 기관 리포지터리 확산을 위해 리포지터리 수용의 영향요인을 분석하고자 한 것이다. 데이터 수집을 위해 개방형 기관 리포지터리 수용기관과 비수용기관을 대상으로 질문조사를 진행하였고 질문지는 수정된 기술확산 통합모델을 적용하여 구성하였다. 기술확산 통합모델은 혁신이나 기술이 특정 요인이나 계기를 통해서 사회전반에 확산되는 일련의 과정을 설명하는 이론이다. 분석결과, 개방형 기관 리포지터리 수용을 결정하는 주요한 영향요인에는 사회적 특성이 가장 많은 영향을 끼치는 것으로 나타났고 다음으로 기관의 특성, 혁신저항특성, 시스템 특성의 순으로 나타났다. 본 연구는 우리나라 리포지터리 확산과 활성화를 위한 정책 수립의 기초적인 자료를 제공할 것이다.

오픈액세스 정책은 각 기관의 오픈액세스 프로젝트의 성공적 수행을 위해 매우 중요하다. 본 논문은 대학의 오픈액세스 정책수립시 규정되어야 할 요소들을 제안하기 위하여 수행되었다. 이를 위하여 국내 세 개 대학의 기관리포지토리 운영 정책과 ROARMAP에 등록된 대학의 오픈액세스 정책문서를 분석한 뒤 대학의 오픈액세스 정책 수립시 규정되어야 할 요소들을 제안하였다. 제안된 요소영역은 크게 제출자료영역, 제출시기, 제출자, 저작권, 요구수준, 예외, 이용, 오픈액세스 방법, 지원 등 9개영역이며 이들 각 영역에 대한 세부사항들 30개를 제안하였다.
