Effective and quick methods that are easy to carry out even by hand, or easy to be programmed by hand-held calculators are needed for assessing the sizes of contrasts of unreplicated $2^P$ factorial designs. Moreover, they have the advantage to use the original numerical measurements which makes the analysis easier to explain. Basically, Lenth (1989) is one of the most familiar of such quick and powerful methods. Later on, Aboukalam (2001) proposes under constant effects an alternative sophisticated method to Lenth's method. The proposed method is the supreme from two considerable powers. The first utmost indicates less inflation deficiency while the other utmost indicates less shrinkage deficiency. Also under constant effects, Al-Shiha (2006) introduces an alternative quick method which is less shrinkage deficiency while the inflation deficiency is the same. If effects are random, Aboukalam (2005) introduces an alternative quick method in which the first power is favored as long as the second power is within a small margin. In the spirit of quickness and fixed effects, this article adds another method which is supreme from the two considerable powers. The method is based on a one step of the scale-part of a suggested M-estimate for location. Explicitly, we suggest adapting the skipped median (ASKM) estimate. Critical values of ASKM-method, for several sample sizes often used, are empirically computed.
There have been many efforts to prevent accidents in Korea for the last 25 years. Many measures in the area of hardware sciences including electrical, mechanical, chemical engineering, etc. were applied to eliminate or at least reduce causes of accidents. However, the accidents rate has not been reduced much despite of these measures. This research aimed to find real causes of these accidents and to suggest a comprehensive model that can mainly be applied to industrial fields to find potential or existence of human errors during the pre-installation stage or after an accident. We tried to explain sequences of an operator's information process that might cause human errors on one hand, and life cycle stages of facilities involved when human errors occur on the other hand. With this comprehensive model presented in this research, one can follow up the sequence of human errors caused by operators. Further, errors made at the design stage which could be a main cause of accidents can be tracked. It is recommended that this comprehensive model should be used to prevent human errors in industrial fields since safety personnel can easily find out errors or error potentials through the life cycle stages of manmachine facilities.
AS A SOCIETY, we are in conflict with ourselves about the cost of health care. 1 On one hand, we want the best care possible, regardless of cost. On the other hand, we are not willing to pay the cost of the care we want. Our conflict parallels a flaw in the medical marketplace. An essential condition for achieving an equilibrium between cost and value is that the two must be connected through decisions. When people decide what products and services (goods) they want, they must not only see the value they will receive, but they mast also be responsible for the costs. Because of a variety of features of the medical marketplace-most notably third-party coverage, third-party advice, and uncertainty about outcomes-the required connection between value and cost is severed. The result is what we see. One side of our collective mind demands more services while the other side cries that costs are too high. Resolving our conflict will require connecting value to cost. An essential step in accomplishing this will be to incorporate costs in practice policies. 1 As controversial as that thought might seem (the great majority of practice policies currently do not take costs into account except in the most rudimentary way), arriving at the conclusion is the easy part. A more difficult issue is how to implement the goal of connecting value to cost. Suppose we agree that, in principle, costs should be considered when practice policies are designed, and that an activity should be recommended and covered only if its health outcomes (benefits minus hanns) are deemed to be worth its costs. The next questions are, Who should do the deeming? What should the deemers be asked?
Back muscles play an important role in protecting the spine. Epidemiological studies have shown that loads imposed on the human spine during daily living play a significant role in the onset of low back pain. No previous study has attempted to correlate the response of the trunk musculature with the type of external load. The purpose of this study was to use surface electromyography (EMG) to quantify the relative demands placed on the back muscles while lifting loads in one hand. Forty asymptomatic, twenty year-old subjects stood while lifting loads of 10% of body weight(BW) unilaterally. All EMG data were normalized to a percentage of the EMG voltage produced during no-load standing(%EMG). Our major analysis involved a paired t-test for repeated measures. Of particular note was the fact that the ipsilateral 10% of BW condition produced statistically less % EMG change than did the contralateral 10% of the condition.
This paper describes two kinds of personal hand-held electronic devices to enhance marine leisure safety. The one is Radar response-type safety device triggering by the pulse signal from a commercial 9GHz-band Radar to provide quick search and rescue with combined civilian-government-military fleets. The other one is M-RFID (Marine Radio Frequency IDentification) based safety electronic device using 900MHz Tx/Rx with spread spectrum frequency hopping and GPS. Through the field tests at sea using Korea Coast Guard's warship the operating performances are verified. Further plan for practical use of each device was also discussed.

Strong downslope windstorms often occur in the Liguria Region. This part of North-Western Italy is characterised by an almost continuous mountain range along its West-East axis consisting of Maritime Alps and Apennines, which separate the Padan Plain to the North from the Mediterranean Sea to the South. Along this mountain range many valleys occur, frequently perpendicular to the mountain range axis, where strong gap flows sometimes develop from the top of the mountains ridge to the sea. In the framework of the European projects "Wind and Ports" and "Wind, Ports, and Sea", an anemometric monitoring network made up of 15 (ultra)sonic anemometric stations and 2 LiDARs has been realised in the three main commercial ports of Liguria. Thanks to this network two investigations are herein carried out. First, the wind climatology and the main statistical parameters of one Liguria valley have been studied through the analysis of the measurements taken along a period of 4 years by the anemometer placed at its southern exit. Then, the main characteristics of two strong gap flows that occurred in two distinct valley of Liguria are examined. Both these studies focus, on the one hand, on the climatological and meteorological characterisation of the downslope wind events and, on the other hand, on their most relevant quantities that can affect wind engineering problems.

As offshore activities move into deeper ocean, conventional fixed-base platforms drastically increase in size and cost, One of alternatives available is a guyed tower, in which environmental loads are supported by guylines instead of structural members. The guying system of the guyed tower is designed on one hand to be stiff enough to limit the structural displacement in normal operations, but on the other hand to be soft enough to permit large slow sways during the presence of design-level storms. This compliancy provides an efficient means of withstanding harsh environment so that the disproportionate increase in size of deep water platforms can be kept to a rational limit. Novel configurations contain always some degrees of potential risks mainly due to the lack of experience. The most critical hazard inherent to a guyed tower may be the pullout of anchor piles. Once it happens, the guyline fails to function and it may eventually lead to the total collapse of the system. It is the aim of this paper to discuss and quantify the anchor-pullout risk of a guyed tower. A stochastic analysis is made for evaluating the first-upcrossing probability of the tension acting on anchor piles over the uplift capacity. Nonlinearities involved in the mooring stiffness and hydrodynamics are taken into account by using time-domain analysis. A simplified two dimensional dynamic model is developed to exemplify the underlying concept. Real hurricane data in the Gulf of Mexico spanning over 70 years are incorporated in a numerical example of which result clearly indicates highly potential risk of anchor pullout.
Coolant mixing under natural circulation flow regime constitutes a key parameter that may play a role in the course of an accidental transient in a nuclear pressurized water reactor. This issue has motivated some experimental investigations carried out within the OECD/NEA PKL projects. The aim was to assess the coolant mixing phenomenon in the reactor pressure vessel downcomer and the core lower plenum under several asymmetric steady and unsteady flow conditions, and to provide experimental data for code validations. Former studies addressed the mixing phenomenon using, on the one hand, one-dimensional computational approaches with cross flows that are not fully validated under transient conditions and, on the other hand, expensive computational fluid dynamic tools that are not always justified for large-scale macroscopic phenomena. In the current framework, an unsteady coolant mixing experiment carried out in the Rossendorf coolant mixing test facility is simulated using the three-dimensional porous media capabilities of the thermal-hydraulic system CATHARE code. The current study allows highlighting the current capabilities of these codes and their suitability for reproducing the main phenomena occurring during asymmetric transient natural circulation mixing conditions.
Flexor digitorum profundus (FDP) tears in adolescents appear as avulsion tears in the FDP tendon, whereas longitudinal tears are very rare. Moreover, there has been only one reported case of intratendinous fibroma occurring in the flexor tendon of a finger. A longitudinal tear of the flexor profundus tendon associated with an intratendinous fibroma has not been previously reported. We report one case of a longitudinal partial tear accompanied by an intratendinous fibroma at the FDP tendon of the left middle finger after a hyperextension injury caused by the impact of a baseball. Given the rarity of longitudinal flexor tendon tears in adolescents, in such cases, the possibility of an underlying pathology should be considered.
Research on damage detection methods in structures began a few decades ago with the introduction of methods based on structural vibration frequencies, which, of course, continues to this day. The value of important structures, on the one hand, and the countless maintenance costs on the other hand, have led researchers to always try to identify more accurate methods to diagnose damage to structures in the early stages. Among these, one of the most important and widely used methods in damage detection is the use of time-frequency representations. By using time-frequency representations, it is possible to process signals simultaneously in the time and frequency domains. In this research, the Short-Time Fourier transform, a known time-frequency function, has been used to process signals and identify the system. Besides, a new damage index has been introduced to identify damages in concrete piers of bridges. The proposed method has relatively simple calculations. To evaluate the method, the finite element model of an existing concrete bridge was created using as-built details. Based on the results, the method identifies the damages with high accuracy.
