A Study on Improved Emergency Management System - Focused on Response to Diffusion of Oil Spilled in Marine - (재난안전관리 체계 개선 방안 연구 - 해양오일유출 확산방지기술 중심으로 -)

  • In Korea for 20 years(1993-2012), total number and average annual number of oil spills were 6,608 cases and total volume and average annual volume of oils spilt were $57,328k{\ell}$ and nearly $2,866k{\ell}/year$, respectively. The annual number of oil spills and annual amount of oil spilt tended to decrease with the lapse of year in Korea. As oil transportation worldwide continues to increase, many communities are at risk of oil spill disasters and must anticipate and prepare for them. Factors that influence oil spill consequences are myriad and rage from the biophysical to the social. In this paper, we analysed the emergency response systems and recovery apparatuses for oil spill accident in marine and proposed a developed oil diffusion apparatus which can be used to initial response stage by crew, and to extend golden times. This system can be minimized casualties for rescued people in disaster.

A Study on the Evaluation of Oil-adsorption Characteristics and Policy Guideline of Oil Snare (오일스네어에 대한 오일 흡착기준 정립 및 고시방향 연구)

  • In South Korea, the enact of Korean Coast Guard Act-1 manages physical and chemical oil-dispersants. Oil snare, which is made of polypropylene, is newly added to the aforementioned act, and it has advantage on the ease of recovery compare to other adsorbents. This study synthesized bunker B-oil with diesel-oil and bunker C-oil to perform an adsorption test based on three samples which were manufactured in South Korea. As a result, adsorption test revealed 5.2 g/g more adsorption than the previous results from the act. Additional toluene test revealed that all the samples satisfied 90.0%, however coloured samples could release its pigment on the marine environment. Thus, colorless samples are recommended on the risk management of marine accidents. The study on the basic direction of the calculation of the test items and the standard value for the quality control of the oil snare was also carried out.

Comparative Efficacy of 5 Anesthetic Agents in the Glass Catfish Kryptopterus vitreolus (유리메기(Kryptopterus vitreolus)에 대한 최적 마취제 선정을 위한 연구)

  • We investigated the anesthetic effects of MS-222 (tricaine methanesulfonate), clove oil, 2-phenoxyethanol, $NaHCO_3$, lidocaine-HCl and lidocaine-$HCl/NaHCO_3$ in the glass catfish Kryptopterus vitreolus. Based on the efficacy criteria of complete anesthetic induction from 60 s to 120 s, recovery within 300 s, the lowest effective concentrations at $24^{\circ}C$ were determined to be 60 ppm (induction $82.8{\pm}17.6s$, recovery $80.2{\pm}34.7s$) for MS-222, 40 ppm (induction $70.5{\pm}8.2s$, recovery $83.4{\pm}17.7s$) for clove oil, 250 ppm (induction $64.3{\pm}24.0s$, recovery $62.8{\pm}15.6s$) for 2-phenoxyethanol, 300 ppm (induction $127.3{\pm}13.3s$, recovery $107.5{\pm}4.8s$) for lidocaine-HCl and 200/100 ppm (induction $81.2{\pm}17.2s$, recovery $98.3{\pm}19.7s$) for lidocaine-$HCl/NaHCO_3$. Thus, 200/100 ppm of lidocaine-$HCl/NaHCO_3$ was found to be an effective anesthetic agent.

Ten Years' Monitoring of Intertidal Macroalgal Vegetation of Hyogo Prefecture, Northwestern Coast of Honshu, Japan to Assess the Impact of the Nakhodka Oil Spill

  • In order to understand the impact of the heavy-oil pollution by the 1997 Nakhodka oil spill on the intertidal macroalgal vegetation, we have been monitoring succession in the intertidal flora since 1997 at Oh-ura, Takno, and Imago-Ura Cove, Kasumi in Hyogo Prefecture, northwestern coast of Honshu, Japan. We employed two different monitoring methods: 1) The percent cover of macro-algae (seaweeds) in 1 x 1 m quadrats along 450 m intertidal transects parallel to the shoreline were assessed and recorded by photographic imaging until 2002, and for 30-40 m transects of the most heavily polluted areas in 2004 and 2006; 2) The percent cover of macro-algae in 0.5 x 0.5 m quadrats along a transect line perpendicular to the shore were recorded and all macrophytes within the quadrat were completely removed to record the wet weight of each taxon (1997-2006). Based on the monitoring data, we conclude that the high intertidal zone at Imago-ura, where a large part of the stranded oil accumulated, suffered the heaviest damage and experienced the slowest recovery. In addition, although the original status of macroalgal vegetation before the impact was not well-documented, it appeared that recovery from the damage caused by the oil pollution required four to five years.

Primary Dermal Irritation Study of Lemon Grass (Cymbopogon citratus) Essential Oil in Rabbits (토끼에서 레몬그라스(Cymbopogon citratus) 정유의 일차피부자극시험)

  • The present study was carried out to investigate the skin irritation potential of lemon grass essential oil in rabbits. A volume of 0.5 ml of test article was applied to intact and abraded skins, respectively, for 24 h in 6 healthy male New Zealand White rabbits. Parameters measured during 72 h observation period were mortality, clinical signs, body weight changes, and local irritation. All rabbits showed severe edema at both 24 h and 72 h after the application of test article. These animals also showed very slight to severe erythema and/or slight eschar formation at both 24 h and 72 h. The edema and erythema induced by lemon grass essential oil were recovered on day 7 of additional 11-day recovery period, but the eschar formation was not recovered at the end of recovery period. On the other hands, there were no treatment-related adverse effects on clinical sign, body weight and gross finding in rabbits. Based on these results, it was concluded that a single dermal application of the undiluted lemon grass essential oil caused very slight to severe edema, erythema and eschar formation in rabbits and showed a primary irritation index score of 5.63 indicating severe irritation. The results of this study strongly suggest that lemon grass essential oil should be used with care and in highly diluted forms especially when directly applied to the skin.

Industrial Utilization and Function of Omega Fatty Acid and Their Content Variation in Perilla (들깨 오메가 지방산의 기능과 함량변이 및 이용)

  • The n-3 family fatty acids containing ${\alpha}$-linolenic acid(18:3, ALA) have been known as physiological activation materials such as inhibitory effects on the incidence of hyper-tension, coronary heart disease and cancers as well as the control of senilc dementia. Although a lot of ALA(about $63\%$) are contained in perilla oil, it has not been commercialized yet because the purification technique of the ALA has not been well established. The procedure of purification of ALA from perilla oil was saponified with 1 N-KOH /ethanol and then saturated and low level unsaturated fatty acids were removed by low-temperature crystallization method. The concentrated unsaturated fatty acids (containing about $75\%$ ALA) went down through the silver nitrate-impregnated silica column chromatography for separation of high purity of ALA. The results obtained we Fraction B, C and D contained ALA more than $85.5\%$(recovery, >$88.9\%,\;95.4\%$(recovery, >$54.4\%$) and $99.9\%$(recovery, >$31.5\%$) in purity, respectively. Seed oil content of the tested varieties were ranged from 34.8 to $54.1\%$ with $45.3\%$ of varietal means. The major omega fatty acids contained in the oil were oleic acid(n-9) $15.2\%$, linoleic acid(n-6) $13.9\%$ and linolenic acid(n-3) $63.1\%$ in the mean value. Varietal variation of n-9, 6 and 3 fatty acids ranged of $9.5\~21.4\%,\;9.1\~20.4\%$ and $50.6\~70.5\%$ respectively. Unsaturated fatty acid were averaged $92.2\%$ of seed oil in fatty acid composition. The ratios of n-6 to n-3 ranged of $0.13\~0.34\%$($0.22\%$ in mean value). The highest n-3 fatty acid variety was Yecheonjong being $70.5\%$. The lowest variety in ratios of n-6 to n-3 was Goseongjong being $0.13\%$. Oil content showed positive correlation with stearic acid and linolenic acid, while the negative correlation with oil content and linoleic acid. On the other hand, A significant negative correlation were showed between linolnic acid and the ratios n-6/n-3 fatty acid, saturated fatty acid. Saturated fatty acid was highly correlated with unsaturated fatty acid negatively being $r= -0.723^{**}$.

Physical and Mental Health of Disaster Victims: A Comparative Study on Typhoon and Oil Spill Disasters

  • Objectives: The purpose of this study was to compare the physical and mental health status of disaster victims according to disaster types, such as a typhoon disaster and an oil spill disaster, and to suggest adequate health care services for them. Methods: A total of 484 people who suffered disasters were selected for this study, and data were collected from July to August, 2008. The data-set for this study included 286 victims of typhoon disasters in Jeju and Jeollanamdo district in South Korea, and 198 victims of the oil spill disaster in Taean. Physical health status was measured using revised Patient Health Questionnaire and mental health status was measured using the Korean version of 'Post-traumatic Diagnostic Scale'. Results: According to the comparative analyses of typhoon disaster victims and oil spill disaster victims, poorer physical health outcomes were shown among the oil spill disaster victims when compared to the typhoon disaster victims. Also, the oil spill disaster victims showed symptoms of depression, anxiety, and post-traumatic stress disorder, at rates higher than those found among the typhoon disaster victims. Conclusions: These findings suggest that there is a need to provide adequate physical and mental health-related care services for oil spill disaster victims. The seriousness of oil spill disaster should be realized and reconsidered in developing recovery strategies and disaster preparedness for physical and mental health services.

National Oil Pollution Response System : Current Issues and Policy Recommendation (우리나라 기름오염방제제도의 문제점과 개선방안)

  • After the Sea Prince oil spill accident in 1995, the korean government has taken a measure to establish an emergency response system and equip clean-up capacity against large spill, major contents of which are as follows: First, Korea Marine Pollution Response Corporation has been established as a non-government organization for recovery of spilled oil in order to improve private response capabilities. Second, clean-up equipments, such as large clean-up vessels and oil fences for the open sea operation has been expanded. Third, a national contingency plan on the large spill accidents has been established compliance with the provisions of Article 6 of the OPRC 1990. However, there exist some problems in the national response system, such as clearly roles definition between government and private agencies; propel amendment of the Marine Pollution Prevention Act to incorporate major contents of the OPRC 1990; and training and exercises of clean-up personnel. With the above problems in mind, this paper reviews the current issues on the national oil pollution response system and recommends policy-making to tackle to those problems.

Recovery Effect of Blending Oil on Skin Barrier Damaged by Atopic Dermatitis (아토피피부염의 손상된 피부장벽에 대한 혼합오일의 회복 효과)

  • Purpose: The purpose of this study was to evaluate the effect of a mixture of ARL oils, Agastache rugosa, Rosemarinu officinalis, and Lavandula angustifolia on atopic dermatitis (AD) model on NC/Nga mice. Methods: Twenty-four, 6 week-NC/Nga mice were assigned to a control group (C, n=8), an AD-induced group (E, n=8), and an ARL oil-treated group (E, n=8) that had two treatments per day for 6 days. Epidermis thickness, total amount of collagen and expression of TGF-${\beta}$ in the AD induced mice were measured. Results: The ARL oil-treated group showed a significantly decreased epidermis thickness, and a greater amount of collagen and expression of TGF-${\beta}$ compared with the AD-induced group. Conclusison: ARL oil may be a putative resources for care or treatment of AD in the view of nursing intervention.

Analysis of Surface Displacement of Oil Sands Region in Alberta, Canada Using Sentinel-1 SAR Time Series Images (Sentinel-1 SAR 시계열 영상을 이용한 캐나다 앨버타 오일샌드 지역의 지표변위 분석)

  • SAGD (Steam-Assisted Gravity Drainage) method is widely used for oil recovery in oil sands regions. The SAGD operation causes surface displacement, which can affect the stability of oil recovery plants and trigger various geological disasters. Therefore, it isimportant to monitor the surface displacement due to SAGD in the oil sands region. In this study, the surface displacement due to SAGD operations of the Athabasca oil sands region in Alberta, Canada, was observed by applying Permanent Scatterer Interferometric Synthetic Aperture Radar (PSInSAR) technique to the Sentinel-1 time series SAR data acquired from 2016 to 2021. We also investigated the construction and expansion of SAGD facilitiesfrom Landsat-7/8 time seriesimages, from which the characteristics of the surface displacement according to the oil production activity of SAGD were analyzed. Uplift rates of 0.3-2.5 cm/yr in the direction of line of sight were observed over the SAGDs and their vicinity, whereas subsidence rates of -0.3--0.6 cm/yr were observed in areas more than several kilometers away from the SAGDs and not affected by oil recovery activities. Through the analysis of Landsat-7/8 images, we could confirm that the SAGDs operating after 2012 and showing high oil production activity caused uplift rates greater than 1.6 cm/yr due to the subsurface steam injection. Meanwhile, very small uplift rates of several mm per year occurred over SAGDs which have been operated for a longer period of time and show relatively low oil production activity. This was probably due to the compression of reservoir sandstone due to continuous oil recovery. The subsidence observed in areas except for the SAGDs and their vicinity estimated to be a gradual land subsidence caused by melting of the permafrost. Considering the subsidence, it was expected that the uplift due to SAGD operation would be greater than that observed by the PSInSAR. The results of this study confirm that the PSInSAR can be used as an effective means for evaluating productivity and stability of SAGD in the extreme cold regions.
