After the Sea Prince oil spill accident in 1995, the korean government has taken a measure to establish an emergency response system and equip clean-up capacity against large spill, major contents of which are as follows: First, Korea Marine Pollution Response Corporation has been established as a non-government organization for recovery of spilled oil in order to improve private response capabilities. Second, clean-up equipments, such as large clean-up vessels and oil fences for the open sea operation has been expanded. Third, a national contingency plan on the large spill accidents has been established compliance with the provisions of Article 6 of the OPRC 1990. However, there exist some problems in the national response system, such as clearly roles definition between government and private agencies; propel amendment of the Marine Pollution Prevention Act to incorporate major contents of the OPRC 1990; and training and exercises of clean-up personnel. With the above problems in mind, this paper reviews the current issues on the national oil pollution response system and recommends policy-making to tackle to those problems.

It is necessary to develop the one stop system in order to protect our marine environment rapidly from oil spill accident. The purpose of this study is to develop real time database for oil spill prediction modeling and implement real time prediction modelling with ESI and server-client GIS based user interface. The existing oil spill prediction model cannot provide one stop information system for public and government who should protect sea from oil spill accident. The development of multi user based information system permits integrated handling of real time meteorological data from external ftp. A server-client GIS based model is integrated on the basis of real time database and ESI map to provide the result of the oil spill prediction model. End users can access through the client interface and request analysis such as oil spill prediction and GIS functions on the network as their own purpose.

Recently , our govermment makes effort to prevent oil pollutin at sea. However, we still remain vulnerable to oil spills near the borders it shares with China, Japan and Russia due to legal and administrative impedements associated with cross-boundary spill response activity. For a reasonalbel domestic implementation of the International Conventions related oil pollution , our government has already accepted several Conventions such as SOLA 74 , MARPOL 73/78, STCW 78, CLC 69 and FC 71 except an International Convention on Oil Pollution Preparedness, Response and Co-operation, 1990. Therefore, this paper explores comprehesive legal structure applicable for future domestic legislation of international preparedness , response and co-operation on the base of the Convention, 1990. And also preliminary legal researches are to be done for earlier acceptance of the Convention, 1990. Consequently it is necessary to prepare natinal contigency plan and bilateral or multilateral agreements for oil pollution preparedness and response with adjacent natinos prior to acceptance of the Convention . In addition , it is also necessary that neighboring nations must take action to facilitate cross-boundary activities by responders providing responder immunity protection and by removing potential impediments to response activities by appropriate law and other requirements such as customs , immigration , and safety training.

The purpose of this study was to establish an assessment method for the estimation of the pollution risk by oil spill accidents. Various oil spill patterns were calculated based on past accidents in the study area and these results were analyzed statistically. Then the risk probability, the oil arrival time, risk range, and so on were calculated. These calculations were performed for sub area sectors, fisheries and aquaculture farms, based on information about environmentally sensitive resources. Finally, the risk to each sub area sector was assessed by comparing the calculated results. These consequences indicated the objective and general risks of oil spill accidents and the result of this method will be made more appropriate by integrating real time risk predictions.

유류오염사고 시 피해보상을 둘러싸고 가해자와 피해자간에 복잡한 사회적 문제를 유발할 수 있다는 점에서 오늘날 각국은 사고의 방지와 사고 후 보상대책에 다각적인 노력을 기울이고 있다. 본 연구는 국내 외 유류오염사고 시 피해자에 대한 충분한 보상방법이 강구되어 야 한다는 관점에서 유류오염방지법제의 개선 발전방향을 제시하고 선주책임상호 보험조합 (P&I Club) 과 국제기금 (IOPC Fund)으로부터 피해 배상 보상을 받기 위한 제도적인 연을 살펴보고, 주요 유류오염 사고의 손해배상 보상 관련 쟁점을 조사 분석하여 손해배상을 최대한 보장할 수 있는 방안을 도출하고자 한다. 그리고 기름유출 규모별 지원체계와 복구방안 유류오염손해 배상 보상청구에 있어서 개선방안 및 정책 대안을 제시하고자 한다.

While overall input of oil into the sea has actually declined over the years 1975-92, major spills have regularly occurred in certain locations which have had serious effects upon local environments and hence caused public outcry. The purpose of this paper is to suggest the scheme for maximizing the compensation for oil pollution, which can be adopted in Korea, by analysing the mandatory 1969 Civil Liability Convention(CLC), the 1971 Fund Convention and two voluntary schemes (TOVALOP andCRISTAL). The paper examines the major subjects which are as follows : major pollution incidents and international response, the present situation of oil pollution in Korea, the role of flag of convenience tankers in oil pollution, the mode of oil pollution damages and tanker owner's liability, international compensation system fer oil pollution, Korean compensation system for oil pollution damage, and its problems to be tackled.

2007년 12월 7일 HEBEI SPIRIT호 기름유출 사고로 인해 형성된 타르볼이 12월 27일부터 서남해역에 유입되기 시작하였다. 유입된 타르볼은 해경을 중심으로 한 방제세력에 의해 해상 및 해안에서 제거되었으며, 해상 및 해안에 있어서 각각 0.345톤 및 1,739톤의 타르볼이 수거되었다. 서남해역 타르볼 방제에 동원된 방제인력은 약 2만 5천명의 자원봉사자를 포함하여 총 9만 7천명으로 파악되고 있다. 본 연구에서는 뜰채나 그물 등 서남해권내의 해상과 해안에 유입된 타르볼의 방제에 실제적으로 사용되었던 방제방법들을 소개하였다.
