From early 2000, many researchers in the groundwater and soil environment remediation project tried to calculate the pollution level and pollution remediation cost and reflect it in the design. In addition, by identifying the movement characteristics of oil pollutants in the underground environment, many researchers tried to derive design factors necessary for pollution purification. However, although the test should be conducted in an area contaminated with oil, the toxicity and risk are too great for testing by deliberately leaking pollutants that are harmful to the human body. And as oil-contaminated areas are promoted by military units such as returned US military bases, there is a limit to access by the general public. In addition, since the indoor simulation test and the field application test have been carried out separately from each other, it was difficult to compare and review various simulation tests Therefore, in this study, PITT (Partitioning Interwell Tracer Test) and analysis methods were specifically presented through actual tests so that field workers could easily use them with the help of the military base and the Korea Rural Community Corporation Soil Environment Restoration Team. However, in order to directly reflect the distribution tracer test results in the pollution remediation design, it is necessary to reduce the analysis errors by comparing the analysis results of the existing soil pollution survey, physical exploration, and numerical modeling. In addition, it is judged to be cautious in the analysis because errors can easily occur due to various factors such as the type of oil at the polluted site, the hydraulic conductivity of the aquifer, and the skill of the researcher.

In oder to develop a decision supporting system for oil spill response, the prototype of pollution response support system which has integrated oil spill prediction system and pollution risk prediction system has developed for Incheon-Daesan area. Spill prediction system calculates oil spill aspects based on real-time wind data and real-time water flow and the residual volume of spilt oil and spread pattern are calculated considering the characteristic of spilt oil. In this study, real-time data is created from results of real-time meteorological forecasting model(National Institute of Environmental Research) using ftp, real-time tidal currents datasets are built using CHARRY(Current by Harmonic Response to the Reference Yardstick) model and real-time wind-driven currents are calculated applying the correlation function between wind and wind-driven currents. In order to model the feature which is spilt oil spreading according to real-time water flow is weathered, the decrease ratio by oil kinds was used. These real-time data and real-time prediction information have been integrated with ESI(Environmental Sensitivity Index) and response resources and then these are provided using GIS as a whole system to make the response strategy.

Once oil has spilled, oil spill responders use a variety of countermeasures to reduce the adverse effects of spilled oil on the environment. Mechanical methods of containment and recovery are preferred as the first response when the use of other methods fail or are ineffective. In these cases, the application of oil dispersants shall be use only as a last resort. While effectiveness of dispersants in removing oil form the sea surface is proven, the use of dispersants is controlled in almost all countries due to the toxicity of their active agents and the dispersed oil on the marine environment. However, according to reports, after dispersant application, no significant toxicity to fish or shrimp was observed in the field-collected samples. Moreover, the results also indicate that dispersant-oil mixtures are generally no more toxic to the aquatic test species than oil alone. During the Deepwater Horizon Incident, dispersants were applied to floating oil and injected into the oil plume at depth. These decisions were carefully considered by state and federal agencies, as well as BP, to prevent as much oil as possible from reaching sensitive shoreline habitats. Net Environmental Benefit Analysis for dispersant use assumed that dispersants appear to prevent long-term contamination resulting absence of oil in the substrate and will benefit marine wildlife by decreasing the risk of significant contamination to feathers or fur. Further study to use dispersants with scientific baseline is needed for our maritime environment which consistently threaten huge oil spill incidents occurrence.
In Korea for 20 years(1993-2012), total number and average annual number of oil spills were 6,608 cases and total volume and average annual volume of oils spilt were $57,328k{\ell}$ and nearly $2,866k{\ell}/year$, respectively. The annual number of oil spills and annual amount of oil spilt tended to decrease with the lapse of year in Korea. As oil transportation worldwide continues to increase, many communities are at risk of oil spill disasters and must anticipate and prepare for them. Factors that influence oil spill consequences are myriad and rage from the biophysical to the social. In this paper, we analysed the emergency response systems and recovery apparatuses for oil spill accident in marine and proposed a developed oil diffusion apparatus which can be used to initial response stage by crew, and to extend golden times. This system can be minimized casualties for rescued people in disaster.

This paper proposed a Deep Neural Network Model system utilizing Keras for predicting air pollution risk of the cardiovascular disease through the effect of each component of air on the harmful virus using past air information, with analyzing 18,000 data sets of the Seoul Open Data Plaza. By experiments, the model performed tasks with higher accuracy when using methods of sigmoid, binary_crossentropy, adam, and accuracy through 3 hidden layers with each 8 nodes, resulting in 88.92% accuracy. It is meaningful in that any respiratory disease can utilize the risk prediction system if there are data on the effects of each component of air pollution and fine dust on oil-borne diseases. It can be further developed to provide useful information to companies that produce masks and air purification products.
The purpose of this study was to analyze the risk and vulnerability of marine accidents based on statistical data on marine accidents at Ulsan Port, which has the largest amount of liquid cargo in Korea. It was found to be quite vulnerable to the risk of marine accidents, environmental damage, and vulnerability to environmental pollution accidents. Based on analysis results, marine accident scenarios and accident response strategies were prepared. Additionally, as a response strategy to prepare for large-scale marine pollution accidents at Ulsan Port, it is necessary to establish control equipment and infrastructure, as well as establish a control center to integrate marine accident safety functions. In particular, in the case of liquid cargo specialized ports such as Ulsan Port, considering the size of the cargo volume and the frequency of marine pollution accidents, it is urgent to build professional safety management institutions, which should make the port safer.

When oil tankers, large passenger ships and cargo ships sink under the sea owing to various maritime accidents, the residual cargo oil or fuel oil in the such vessels could pose direct risk to factor for the marine environment and it require safe and rapid removal. Although domestic and foreign salvage companies are adopting various recovery methods and technologies with customizations according to each site during recovery operations studies on reasonable assessment modules for the operation process are relatively insufficient. In this study, the data from trapped-oil recovery operations performed at different site conditions were collected and analyzed in order to designed an operation assessment module, define the operational process steps in terms of preparation, implementation and completion, and derive key factors for each detailed process. Subsequently, the module was designed in such a way as to construct performance indicators to assess these key factors. In order to exclude subjective opinions from the assessment as much as possible, the assessment each item was constructed with indicators based on data that could be evaluated quantitatively and its usefulness was verified by applying the module to the trapped-oil recovery operation cases. We expect this the method and the technology assessment module for the trapped-oil recovery operation on sunken vessels will help to verify the adequacy of the trapped-oil recovery such operation before or after. Furthermore, it is expected that the continuous accumulation of assessment data and feedback from past or future operation cases will contribute toward enhancing the overall safety, efficiency and field applicability of trapped-oil recovery operation.
해양유류오염사고 유출유 피해 위험도 산정을 위한 평가기법을 연구하였다. 본 연구의 위해도 평가에서는 과거 사고 사례에 근거하여 선정한 사고 해역에 대하여 여러 경우의 유출유 확산을 계산하고, 계산 결과를 통계 분석하여 유출유의 피해 가능성, 도달시간, 피해 규모 둥을 산정한다. 유출유의 피해 가능성, 도달시간, 피해규모는 환경민감자원 현황에 근거한 해역별 해안 및 어장 양식장을 대상으로 산정하며, 각 해역별 피해 정도를 비교함으로써 해역별 위해도를 산정한다. 이러한 결과는 특정 유류오염사고에 대한 보다 객관적이고 종합적인 피해 위험을 제시할 수 있으며, 실시간 피해 위험 예측과 연계하여 보다 타당성 있는 유류오염사고 위해도 평가 결과를 제시할 수 있다.

Carbon Capture and Storage (CCS) technology mitigates the emission amount of carbon dioxide into the atmosphere and can reduce green house effect which causes the climate change. Deep saline aquifer or obsolete oil/gas storage etc. in the marine geological structure are considered as the candidates for the storage. The injection and storage relating technology have been interested in the global society, however the adverse effect caused by leakage from the system failure. Even the safety level of the CCS is very high and there is almost no possibility to leak but, still the risk to marine ecosystem of the high concentrated carbon dioxide exposure is not verified. The present study introduces the system and environmental risk assessment methods. The feature, event and process approach can be a good starting point and we found the some possibility from the fault tree analysis for evaluation. From the FEP analysis, we drove the possible scenario which we need to concentrate on the construction and operation stages.
Related incidents and accidents are frequent after 2000 years, such as the outbreak of the Taian peninsula crude oil spillage and Gumi hydrofluoric acid leakage accident. In the wake of such environmental pollution accidents, Consensus has been formed to enact legislation on liability for the compensation of environmental pollution in 2014 and the rescue, and has been in force since January 2016. Therefore, in the domestic insurance industry, the introduced environmental liability insurance system needs to be managed through the standardization formula of a new insurance model for managing the environmental risk. This study has been carried out by the emergence of a safe insurance model with a risky nature of the risk type, which is one of the services of the knowledge base. The verification of the six assurance media on the occurrence of environmental pollution such as chemical, waste, marine, soil, etc. is expressed through semantic interoperability through this possible ontology. The insurance model was designed and presented by deducing the relationship between the amount of money and the amount of money that was written in the area of existing expertise, In order to exclude the possible consequences, the concept of abstract is conceptualized in the form of a customer, and a plan for the future development of an ontology-based decision support system is proposed to reduce the cost and resources consumed every year.
