A Study of Legislation for The Offshore Support Business Revitalization - Focusing on the amendment of Maritime Transport Act - (해양플랜트 지원사업 활성화를 위한 입법론적 연구 - 해운법 개정을 중심으로 -)

  • This paper considered the concept and characteristic OSV operation business for support the offshore plant and suggested amendment Maritime Transportation Laws, legislative proposals to solve the legal absence and to develop offshore service industry. Because Maritime Transportation Laws specialized for the carriage of passenger and goods by sea is not perfectly covered with Offshore support business in Korea. So it is necessary to make an explicit amendments for the article of Maritime Transportation Laws that founds absence of the law with the definition of terms to correspond related existed regulation reflected on the characteristic offshore support business by using OSV to develop offshore plant industry including support, service, supply, transportation etc. I expect that this paper will be a basic study to make a government policy, law, regulation to activate Offshore Service Industry in the future.

A development of video-complex remote monitoring system for offshore plant (영상복합형 해양플랜트 원격 관제 시스템 개발)

  • An offshore plant needs costly maintenance and has difficulty coping with various accidents coming from the exposure to the environmental threats such as typhoons, tidal waves and etc., in addition to the artificial ones such as fire, collision of ships and etc. In this paper, we develop the video-complex remote monitoring system for an offshore plant, using AtoN AIS and multi-stage database to monitor an offshore plant and solve those problems. The system handles real time video cameras to collect and monitor images on an offshore plant. So, users can be exactly and quickly aware of the information on various situations with the monitoring application based on ENC.

  • The study aims to supplement facility management plan and safety regulations & standard of oil pipeline by searching and reviewing related regulation & standard inside and outside of the country. Korean regulation & standard is reviewed based on harbor and fishery design standard of the ministry of maritime affairs and fisheries, general technology standard of oil pipeline safety regulation, gas excavation construction and safety maintenance indicator of Korea gas corporation. Global regulation & standard is reviewed based on U.S standard inspection for offshore pipeline and Europe/Mexico standard inspection for offshore pipeline. The contents of offshore pipeline installation is inserted into pipeline sector for objected facilities of safety inspection regulation & standard and, the standard of safety inspection for offshore pipeline is newly presented into pipeline maintenance part of the planning facilities management with its inspection period and method.

Angiospermic Plant Diversity of Southeast Offshore Islands in Bangladesh

  • A total of 680 angiosperm plant species under 433 genera of 115 families have been recorded from the Southeast offshore Islands of Bangladesh including Nijhum Dwip, Hatiya, Sandwip, Kutubdia, Maheshkhali, Sonadia and Saint Martin's. Magnoliopsida is represented by 92 families, 344 genera and 546 species, whereas Liliopsida is represented by 23 families, 89 genera and 134 species. Habit analysis shows that herbs, shrubs, trees and climbers were represented by 331, 117, 169 and 63 species respectively. The plant diversity of the southeast offshore islands is under great risk because of many threats including natural and manmade. The aims of the present study are investigation, accumulation and documentation of the angiosperm plants of the area.

Development of a Batch-mode-based Comparison System for 3D Piping CAD Models of Offshore Plants (Aveva Marine과 SmartMarine 3D간의 해양 플랜트 3D 배관 CAD 모델의 배치모드 기반 비교 시스템 개발)

  • When a plant owner requests plant 3D CAD models in the format that a shipbuilding company does not use, the shipyard manually re-models plant 3D CAD models according to the owner's requirement. Therefore, it is important to develop a technology to compare the re-modeled plant 3D CAD models with original ones and to quantitatively evaluate similarity between two models. In the previous study, we developed a graphic user interface (GUI)-based comparison system where a user evaluates similarity between original and re-modeled plant 3D CAD models for piping design at the level of unit. However, an offshore plant consists of thousands of units and thus a system which compares several plant 3D CAD models at unit-level without human intervention is necessary. For this, we developed a new batch model comparison system which automatically evaluates similarity of several unit-level plant 3D CAD models using an extensible markup language (XML) file storing file location and name data about a set of plant 3D CAD models. This paper suggests system configuration of a batch-mode-based comparison system and discusses its core functions. For the verification of the developed system, comparison experiments for offshore plant 3D piping CAD models using the system were performed. From the experiments, we confirmed that similarities for several plant 3D CAD models at unit-level were evaluated without human intervention.

  • There are 474 species of native vascular plant distributed in offshore islands in Shandong Province, which belong to 262 genera and 82 families. The distribution types of genera of seed plant were classified into 15 types. Temperate characteristic is dominant in the flora of offshore islands and tropical characteristic ranks secondary. Therefore, some islands play the role of stepping islands. Furthermore, 98.85% of the total genera are monotypic or bitypic which shows the offshore habitat heterogeneity in Shandong Province.

  • The O&M (Operation and Maintenance) phase of offshore plants with a long life cycle requires heavy charges and more efforts than the construction phase, and the occurrence of an accident of an offshore plant causes catastrophic damage. So previous studies have focused on design for reliability, and recently many studies have dealt with a maintenance system to prevent unexpected failures. Nowadays due to the emerging ICTs (Information Communication Technologies) and sensor technologies, it is possible to send health monitoring information of important equipment to administrator of an offshore plant in real time, which leads to having much concern on condition based maintenance policy or predictive maintenance. In this study, we have reviewed previous studies associated with condition-based maintenance of offshore plants, and introduced the approaches predicting failures of the compressor which is one of essential mechanical devices in LNG FPSO.

Nowadays due to the emerging ICTs (Information Communication Technologies) and sensor technologies, it is possible to gather the status data of equipment and send health monitoring data to administrator of an offshore plant in a real time way, which leads to having much concern on the condition based maintenance policy. In this study, we have reviewed previous studies associated with CBM (Condition-Based Maintenance) of offshore plants, and introduced an algorithm predicting the next failure time of the compressor which is one of essential mechanical devices in LNG FPSO (Liquefied Natural Gas Floating Production Storage and Offloading vessel). To develop the algorithm, continuous time Markov model is applied based on gathered vibration data.

  • This study describes a method for analyzing log data generated in a process using process mining techniques. A system for collecting and analyzing a large amount of log data generated in the process of manufacturing an offshore plant piping material was constructed. The analyzed data was visualized through various methods. Through the analysis of the process model, it was evaluated whether the process performance was correctly input. Through the pattern analysis of the log data, it is possible to check beforehand whether the problem process occurred. In addition, we analyzed the process performance data of partner companies and identified the load of their processes. These data can be used as reference data for pipe production allocation. Real-time decision-making is required to cope with the various variances that arise in offshore plant production. To do this, we have built a system that can analyze the log data of real - time system and make decisions.

  • A reliable test of offshore plant hold a key post in offshore engineering technology. The offshore self-supporting of process module design and basic design technology needs engineering verification based on the reliable test. And also reliable verification test data is very important. Therefore, verification test system for offshore installation simulation is necessary. This paper explains design of data acquisition system and control system based on the parameter of measured and controlled variable which is for establishing offshore installation simulation system.
