Social Impact Assessment of Introduction of Best Available Technology in Marine Industrial Facilities (해양산업시설 적용 가능한 최적기술 도입의 사회영향평가)

  • The social impact of hazardous and noxious substances from marine industrial facilities was evaluated, and implications for the application of social impact assessment items and methods required in the process of setting technology-based effluent limitations were derived. The scope of the study was based on marine industrial facilities in Incheon Metropolitan City. The analysis results are as follows. First, the impact on companies and industries was evaluated as "great," but large companies had little impact on operating profit losses, bankruptcy possibilities, and employment losses, while small and medium-sized companies had a large impact. Second, the impact on the community and economy was evaluated as "less," but it is judged that careful policy intervention is needed because the impact of fishing producers, local tourism workers, and the region can be concentrated and large. Third, it is judged that items and methods for calculating social loss costs and social benefits can be usefully applied in the method of setting technology-based effluent limitations.

  • The present paper relates to an integration power system combining tidal power generation and ocean current power generation, and more particularly, to an integration power system combining a tidal power plant and two ocean current power parks, which is capable of increasing the operating rate of power facilities and efficiently generating electrical energy by using incoming seawater into the lake through turbine generators of a tidal power plant or fast flow of seawater discharged to a sea side through sluice gates of a tidal power dam. It is shown that the integration power system is a new promising ocean power system and the ocean current turbine generators in the ocean current power parks of the integration power system are smaller in size and larger in power generation capacity compared with the tidal current turbine generators in the ocean.

A Study on the Evaluation Indicators for the Establishment of Marine Fisheries Safety Education Facilities (해양수산안전 교육시설 설립을 위한 입지평가요인 도출에 관한 연구)

  • In this study, an expert survey was conducted using the Delphi technique to select items and indicators for evaluation before installing educational facilities in the marine fisheries safety field, in which the educational infrastructure gap between regions is wide. Seven indicators were selected as geographic, social, and administrative factors. In order to objectively evaluate each indicator, evaluation indicators that could be evaluated using public data such as the "Comprehensive National Balanced Development Information System" and "National Statistical Portal" were developed. The Analytic Hierarchy Process (AHP) method was applied to select the weight for each indicator, resulting in 10 most important influencing factors on the selection of the location of educational facilities of the Marine Fisheries Safety Education Facilities: the distribution of marine officers, access to high-speed railways, the number of small ships less than 5 tons, access to highways interchange, the distribution of fishing boats, the close relationship of related industries, the planned new port, the distribution of commercial ports, the number of marine leisure riders, and the availability of long-term land leases in local government councils. The location evaluation index of marine and fishery safety education facilities developed in this study can be used to evaluate each region using national public data, and has the advantage of enabling objective evaluation. Therefore, it is judged that this evaluation index can be used to verify the feasibility of installing marine fisheries safety education facilities as well as other marine-related facilities.

  • The purpose of this article is to introduce ocean energy and its application. In recent years, the energy consumption and requirement of fossil resources are increased due to the advanced life style. But, the amount of fossil fuels have limitation. Also, it is difficult to construct new large power plant facilities for the production of electric energy. Therefore, the necessities to study and to find out other energy resources are increased more and more. In the ocean, the efforts of using tide, wave, tidal current and thermal energy are should be attempt. To satisfy the needs, corporation is required among the government, research institute, university and company.

A Study on Facilities Planning for Recreational Fishing Complexes (바다낚시복합타운 시설계획에 관한 연구)

  • This paper suggests facility planning ideas for recreational fishing complexes suitable for family anglers. Existing recreational fishing parks are only equipped with facilities for angling. There are many needs for recreational fishing complexes in coastal fishing villages that include not only angling facilities but also various marine leisure and sports facilities. In this paper we suggest concepts for recreational fishing complexes and define four types of complexes in terms of facilities planning. These four types of complexes are: 1) suburban leisure sports, 2) suburban healing and relaxation, 3) penturban experience and activities, and 4) penturban culture and recreation. Then we propose facility composition in detail for each type. Also we suggest site selection criteria for the village complex, facility infrastructure planning ideas, and leisure facilities (elementary and specialized) for recreational fishing complexes.

Standard Classification System of Marine Research Facility and Equipment for an Integrated Management (통합관리를 위한 해양연구시설·장비 표준분류체계)

  • As multidisciplinary marine research is actively conducted, various types of marine research facilities and equipment are purchased every year. However, among marine research facilities and equipment, it is difficult to classify and manage various types of field observation equipment used for environmental data collection and sample collection under the current national research facility and equipment standard classification system. In the case of Korea Institute of Ocean Science and Technology, about 30% of research facilities and equipment are unclassified and not properly managed. In this study, marine research facilities and equipment are classified into 7 middle and 36 sub-classes according to their characteristics. It is proposed to add a large classification group called 'Environmental Observation/Analysis Equipment', to the national research facility equipment standard classification system. In addition, it is proposed to classify the equipment operated in the laboratory among marine research facilities and equipment according to the existing national research facility equipment standard classification system. Through this, it is expected that all of Korea's marine-related research facilities and equipment can be systematically classified and managed effectively.

  • Recently, the interest in marine leisure activities has been growing rapidly with the work-life balance trend. In response to this demand, the Korean government is supporting fostering and revitalizing the relevant industries and facilities. In particular, a marina has been making efforts to change itself into a resort with multiple amenities instead of a simple mooring facility. However, the facilities in a marina for the transport of marine leisure equipment mostly consist of cranes and boat-lifts using ropes, which can result in incidents such as damage and accidents during lifting or movement. This paper proposes the equipment and support system for the safe transportation of marine leisure ships. Aluminum transport equipment was designed by performing a structural analysis to achieve a lighter weight than the existing steel products. In addition, a safety support system with alarms for tilting or obstacles and a slope monitoring system was developed to enhance the safety during operation and transportation. The safety support system developed in this study was implemented and installed in the transport system, and verified through commissioning on land.

Evaluation and Numerical Model of Hydraulic Resistance by Hanging Aquaculture Facilities (수하식 양식시설에 의한 운수저항의 평가와 수치모형)

  • A numerical model of hydraulic resistance by hanging aquaculture facilities is developed and applied to a model basin and a field. A drag stress term formulated by the quadratic law of drag force is introduced Tn the equations of motion for a two-dimensional depth-averaged flow. In the model basin, numerical experiments ave tarried out for the various shape of obstructions, string density and layout of facilities etc.. The flow pattern around the facilities is affected sensitively by the density of string and the layout of facilities. On the other hand, the velocity decay due to the hanging oyster aquaculture facilities is observed in Kamak bay, where the maximum velcocity decay rate is $25\%$ in spring tide. The model is also applied to the field, Kamak bay. The velocity decay rate in the model is comparable with the field measurement data. The velocity decreases around the down-stream area of the facilities, .hut it increases in the other region. The water elevation decreases during the flood and it increases during the ebb.

The Hydro-Environmental Characteristics of Port Facilities around the Sea of Cheju Island (제주해역 항만시설물의 수리환경적 특성에 관한 연구)

  • In order to effective manage the construction, disaster prevention plan and the harbor tranquility control, meteorological and sea-state characteristics around Cheju Island have been analyzed. Using results and damage examples of the port facilities under severe sea conditions, a reasonable construction control plan considering the regional characteristics of the sea-state and winds was proposed. That is, in northern part of Cheju Island, the construction work is affected mainly by the winter storms, while the typhoon mainly affects the southern part port facilities during summer to Autumn. Considering their typical characteristics, it is strongly suggested that the main construction work should be carried out during April to July in the northern part, and it should be made during October to next July in the southern part of the island. A permeable TTP mounded breakwater was constructed to protect severe waves as a temporal structure under the long-term development plan in Sogipo port. The transmission characteristics of the structure was discussed using the experimental results. The results show that the transmission coefficient $K_{t}$ is over 20% of incident waves, which cause many problems in the cargo handling in relation to harbor tranquility. In conclusion, this kind of permeable structure can be used only as a temporal structure for the disaster prevention under the construction process. It causes many problems in harbor tranquility if it is used as a permanent harbor structures.s.
