국제 해양환경안전 이슈와 정책레짐 변화 (International Ocean Issues and Policy Regime)

  • 과거 해양자유와 개방적 자원사용 레짐은 오늘날 해양관리와 공유자원관리 레짐으로 변화하였다. 해양생물자원, 해양광물자원, 해양공간, 해로 등 해양자원은 경합성은 강하나 배제성은 약한 공유자원적 특성을 가지기 때문에 이를 방치하면 공유의 비극이 발생하며 따라서 합리적 해양관리가 필요하다. 주요한 국제 해양이슈는 해양오염 연안관리, 해수면상승, 어자원관리, 포경, 해양관할권, 심해저광물자원, 군사적 해양안보, 해적활동, 생태적 환경안보 등이 있으며, 이들에 대한 견고하고 지속적인 정책레짐이 형성되어 왔다. 이 논문은 오늘날 해양패러다임이 변화함에 따라 등장한 국제적 해양환경안전 이슈들과, 이를 해결하기 위한 정책레짐의 형성, 그리고 향후 바람직한 정책레짐 형성과제 등에 대해 국제정치학 또는 국제정책형성론적 시각에서 거시적으로 고찰하는데 그 목적이 있다.

미세플라스틱의 개념과 해양에서의 발생, 이동, 생물영향 및 관리대책 (The Concept of Microplastics and their Occurrence, Transport, Biological Effects, and Management Methods in the Ocean)

  • Objectives: This study aims to investigate the concept of microplastics and their occurrence, transport, biological effects, and management methods in the ocean. Methods: I reviewed articles on microplastics in the ocean by using the Google Scholar database. Results: Plastic litter has been reported as a ubiquitous pollutant in the ocean due to the extensive consumption of plastics and the mismanagement of plastic wastes. Microplastics are generally defined as synthetic polymer particles <5 mm in size. Microplastics generated from the degradation of plastic litter are currently a serious global concern since they spread easily all over the ocean, transfer to different tissues inside contaminated animals, and even across different trophic levels inside the food web. An additional concern is the ability of microplastics to adsorb organic and inorganic pollutants and subsequently release them into the ocean. Thus, alternatives to reduce microplastics in the ocean are discussed. Conclusions: This paper summarizes the concept of microplastics and their behavior in the ocean and suggests management methods for microplastics in support of a cleaner ocean.

A Study on the Management Efficiency Effect Factor of Korean Ocean Carriers

  • In this study, the current state of management efficiency of ocean carriers in Korea and the factors affecting them were analyzed. The purpose of this research is to enhance global competitiveness of ocean carriers by presenting suggestions that can improve management efficiency based on the analysis results. The measurement of management efficiency was made using the DEA model. The results of testing the adequacy of the input and output variables used are as follows. Appropriate inputs are total assets, cost of goods sold, charter expenses, sales and general management expenses, and interest expenses. Appropriate variables are sales, operating income, and operating cash flow. According to the analysis results of the DEA model by these variables, inefficient carriers (78%) are nearly four times more than efficient carriers(22%). However, container carriers have the most improved management efficiency compared to 2016 and 2017. According to the panel regression analysis, the charter rate has the greatest negative impact on efficiency (CRS), and the debt rate has a significant negative impact. Thus, it appears that reducing the charter size and the debt-to-sale rate facilitate improvement of the management efficiency of ocean carriers. Additionally, the pre-sales tax return rate, value added rate, total asset turnover rate, and the scale variable and interest coverage rate have a positive (+) effect. Thus ocean carriers should restore their global competitiveness by improving management efficiency by securing stable cargoes increasing sales profitability from the cost management perspective, increasing productivity, and enhancing the efficiency of their total assets through efficient fleet management.

종합해양과학기지 구축 및 활용의 경제성 분석 (An Economic Feasibility Study for Construction and Use of Korea Ocean Research Stations)

  • Korea ocean research stations manage the weather and environmental data collected from coastal and ocean areas to provide short-term and long-term ocean forecasts. The purpose of this paper is to analyze and quantify economic benefits of the ocean research stations with sensors to observe physical, chemical, and biological data. The construction and operation of an integrated ocean observation station is expected to reduce uncertainty about ocean and coastal areas and to improve the quality of ocean forecasts. The economic benefits are mainly come from improved search and rescue operations, ocean pollution management, yellow dust management, and improved productivity in ocean-related industries. In addition, an input-output analysis is performed to evaluate the economic impacts of ocean research stations nationwide. The analysis shows that the system can contribute to industries such as fishing, maritime and air cargo, medical and health care.

해양지리정보체계의 관리방안 연구 (A Study on Management of Marine Geographic Information System)

  • GIS (geographic information system) is a relatively new tool in the coastal and ocean area management toolbox, but its uses and functionality are quickly being recognized. GIS can help identity potential threats to coastal and ocean resources and evaluate alternative land-use and management practices. The application of GIS to coastal and ocean issues continues to grow as the general use of GIS matures. GIS software and technicians with the skills to apply GIS are now commonplace at federal, state and local government agencies as well as many NGOs and the private sector. However, these applications were focused on their special purposes. Therefore, we describe the management strategy of marine GIS and its components. The results of this study can be used as the fundamental guideline for the coastal and ocean management and sustainable development.

  • 최근, 효율적인 위성자료처리시스템의 개발을 위해 고성능 컴퓨팅, 클라우스 서비스, 데브옵스 방법론 등의 정보기술(information technology; IT)을 활용하는 연구가 활발히 진행되고 있다. 해양의 장단기 변화를 관측하여 해양재해 재난 예측 및 어장환경 관리를 지원하기 위해 정지궤도해양관측위성-II(Geostationary Ocean Color Imager II; GOCI-II)이 2019년 3월 발사될 예정이며, 자료 수신/처리/저장/배포를 위한 지상시스템(GOCI-II Ground Segment; G2GS)이 해양위성센터에서 설계되고 있다. G2GS는 자료수신(data acquisition subsystem; DAS), 자료보정(data correction subsystem; DCS), 정밀보정(precision correction subsystem; PCS), 자료처리(ocean data processing subsystem; ODPS), 자료관리(data management subsystem; DMS), 운영및품질관리(operation & quality management subsystem ; OQMS) 등 6개의 서브시스템으로 구성되어 있다. G2GS를 이용하여 GOCI-II로부터 생산된 해양 분석 자료를 유관기관 및 일반 사용자에게 실시간으로 제공할 수 있을 것이라 기대하고 있다.

지식창조, 혁신을 위한 블루오션 전략과 트리즈의 전술적 활용 (Utilizing Blue Ocean Strategy and Business TRIZ Tactics for Knowledge Creation and Innovation)

  • This paper describes the Blue Ocean Strategy and Business TRIZ (Russian Theory of Inventive Problem Solving) Tactics as one method for knowledge creation and innovation. The opening new market avoiding keen competition is very popular recently and is not just prosper, but survival problem. As one new strategy for finding new market, the Blue Ocean Strategy gives the big blueprint for new market, but has no enough tools to make more concrete ideas. In this paper, we suggest using the Strategy Campus and other tools in the Blue Ocean Strategy at initial stage and then, compensating the TRIZ principles to make more concrete ideas for new market as tactics. We applied it to find the new market for conventional newspaper industry and EBS (Education Broadcast System) management innovation in Korea as case studies and got better results comparing to using only the Blue Ocean Strategy.

  • There are two purposes for the marine structures used for fossil fuel: transporting huge amounts of crude oil and petroleum products and producing petroleum resources on the ocean in an isolated operational environment. Both types of structures are exposed to dangerous situations by sea conditions. Such marine structures are greatly affected by ocean climate conditions and its changes. Because of such ocean climate changes, it has been necessary to monitor marine structures. This research discusses the difficulties with adopting a new methodology based on a ubiquitous sensor network and develops an optimized sensor network management system design for a marine structure.

  • The prediction of the dynamic behaviors of buoyant water discharges into a large volume of water bodies, the flows of water accompanying the density differences due to temperature differences and sometimes also to salinity differences, have attracted great concern over several decades. Heated water surface discharges from power plants and freshwater discharges in estuaries are typical examples of the buoyant flows. (omitted)
