Promoting Effectiveness of Occupational Health and Safely Education Program (산업안전보건교육 실효성 제고방안에 관한 연구)

  • Immediate responsibilities for occupational health and safety (OHS) management reside in business proprietors and supervisors whose voluntary participation in OHS educational programs, not legal sanctions, may thus lead to safe and pleasant work environments. This study investigates how to promote the effectiveness of OHS educational programs to draw voluntary participations in such programs in Korea To this end, drawbacks of current practices in OHS education are first analyzed, and then OHS related policies in advanced countries in the area of disaster prevention such as United States and Germany, are also scrutinized. Based on the preliminary investigations, the following propositions are made to lay out the foundation for promoting effective OHS educational programs in Korea: improvement of government regulations, revitalizing job training initiatives, on-site OHS education, compensation and incentive programs for OHS education. These propositions may also facilitate the deployment of disaster prevention activities across the organization and prevent various occupational disorders (for example, musculoskeletal disorders). This study emphasizes that monolithic OHS education systems led by regulatory agencies may not be efficient to ensure healthy and safe work environments. Globally competitive OHS educational systems may be established only when they are based on the health and safety requirements specified by proprietors and workers.

Silent Microbleeds and Old Hematomas in Spontaneous Cerebral Hemorrhages

  • Objective : The authors studied the risk factors of silent cerebral microbleeds (MBs) and old hematomas (OHs) and their association with concurrent magnetic resonance (MR) imaging findings in the patients of intracerebral hemorrhages (ICHs). Methods : From April 2002 to June 2007, we retrospectively studied 234 patients of primary hemorrhagic stroke. All patients were evaluated with computed tomography (CT) and 3.0-tesla MR imaging studies within the first week of admission. MBs and OHs were assessed by using $T2^{\ast}$-weighted gradient-echo (GRE) MR imaging. The patients were divided into 2 groups, depending on whether or not they had two GRE lesions of chronic hemorrhages. A correlation between MBs and OHs lesions were also statistically tested. Lacunes and white matter and periventricular hyperintensities (WMHs, PVHs) were checked by T1- and T2-weighted spin-echo and fluid attenuated inversion recovery sequences. Variables on the clinical and laboratory data and MR imaging abnormalities were compared between both groups with or without MBs and OHs. Results : MBs were observed in 186 (79.5%) patients and a total of 46 OHs were detected in 45 (19.2%) patients. MBs (39.6%), OHs (80.4%), and ICHs (69.7%) were most commonly located in the ganglionic/thalamic region. Both MBs and OHs groups were more frequently related to chronic hypertension and advanced WMHs and PVHs. The prevalence and number of MBs were more closely associated with OHs groups than non-OH patients. Conclusion : This study clearly demonstrated the presence of MBs and OHs and their correlation with hypertension and cerebral white matter microangiopathy in the ICHs patients. Topographic correlation between the three lesions (MBs, OHs, and ICHs) was also noted in the deep thalamo-basal location.

Effects of Opuntia humifusa Seed Powder on Serum Lipid Profile in Ovariectomized Rats

  • Opuntia humifusa contains high levels of antioxidants including vitamin C, flavonoids and polyphenols, which may provide beneficial effects such as hypolipidemic activity and the reduction of atherosclerosis in postmenopausal women. This study was conducted to determine if the intake of O. humifusa seeds powder (OHS) regulates lipid concentrations, glutamate-oxaloacetate transaminase (GOT), and glutamate-pyruvate transaminase (GPT) in the serum of ovariectomized rats. Sprague-Dawley female rats were randomly assigned to either a sham-operated group (Sham) or one of the following four ovariectomy (OVX) subgroups: OVX with vehicle (OVX), OVX with 100, 200, and 500 mg/kg/day OHS (OHS100, OHS200, OHS500). Daily oral administration of OHS was initiated one week after ovariectomy and continued for seven weeks. Upon completion of treatments, organs were weighed and GOT, GPT, total cholesterol (TC), low-density lipoprotein cholesterol (LDL-C) and high-density lipoprotein cholesterol (HDL-C) levels were determined enzymatically. No significant differences in feed intake and organ index were observed among the groups. Significant decreases in GPT, TC and LDL-C (p<0.05) were observed in all of the OHS groups (OHS100, 200 and 500), while no significant changes in HDL-C were observed. In addition, the OHS200 and OHS500 treatment groups exhibited a lower level of serum GOT compared to the OVX group. These results indicate that supplementation with O. humifusa seeds could induce favorable changes in serum lipoprotein and lipid profiles, which frequently worsen with inadequate estrogen availability.

  • 본 논문에서는 직선 및 곡선구간에서 구동력을 필요로 하는 LCD 패널 생산라인의 이송장비인 OHS 시스템에 적용이 가능한 횡자속 선형전동기의 제어에 관하여 기술한다. OHS 시스템은 클린룸 내에서 이송대차가 천장에 레일과 함께 설치되어 장거리의 직선 및 곡선 이송경로를 가지는 LCD 패널 물류 이송장치이다. 기존 선형전동기들은 그 구조상 곡선구간 구동원으로 적용하기 어렵고, 장거리 이송용으로 사용하기에 상당한 가격적인 부담이 발생된다. 따라서 본 논문에서는 상대적으로 다른 선형전동기와 비교하여 가격적인 부담이 적고, 곡선구간에서 구동력을 발휘할 수 있는 횡자속 선형전동기를 OHS 시스템에 적용하고, 선형전동기의 곡선구간에서의 출력특성을 분석하며, 이동자의 위치검출 방법 및 제어 알고리즘을 제안한다. 제안한 방법은 실제 제작된 OHS 실험장치를 통하여 제어특성을 검증한다.

A Call for Action to Improve Occupational Health and Safety in Ghana and a Critical Look at the Existing Legal Requirement and Legislation

  • Occupational health and safety (OHS) is a broad field of professional practice, which involves specialists from different disciplines including but not limited to engineers, occupational health physicians, physical and biological scientists, economists, and statisticians. The preventive systems required to ensure workers are protected from injuries and illnesses dwell heavily on engineers; however, the extent to which the engineer can go regarding planning and implementing preventive measures is dependent on specific legal requirements, leadership commitment from the company, organization, and nation. The objective of this paper is to identify the areas of opportunities for improvements in OHS management in Ghana with regard to the nation's legal requirements, commitment of the Ghana government, and Ghanaian leadership as well as appropriate structuring of Ghanaian institutions responsible for monitoring and managing OHS in Ghana. This paper identified Ghana's fragmented legal requirements concerning OHS, which are under different jurisdictions with unclear responsibilities and accountabilities. The paper also highlights the training needs of Ghanaian academic institutions regarding OHS. Among other recommendations made including structuring of Ghanaian institutions to manage OHS in line with the ILO-OSH 2001, this paper aligns the recommendations with the articles and elements of International Labour Organization convention number 155 and OHSAS 18001 elements.

Development of OHS System Driven by Linear Motor for Automatic Transfer of LCD Panels (선형전동기를 적용한 LCD 패널 자동반송용 순환궤도차량 시스템 개발)

  • The authors investigated an overhead shuttle (OHS) system for automatic transferring the liquid crystal display (LCD) panels. The constructed tracks of OHS system include the linear and curve regions and have been installed on the ceiling to transfer the cassette of LCD glass along the closed-loop and open-loop tracks. In this study, the OHS system was implemented by a proposed linear motor to solve encoder installation and the system cost problems of the long distance transfer system. In addition, we utilized a new algorithm of the position detection and a new control algorithm for driving linear motor. The newly developed control algorithm was demonstrated from both a computer simulation and an experimentation, indicating that the highly reliable and speedy transfer system can enhance the LCD panel productivity of commercial OHS system.

The Interplay Between Supervisor Safety Support and Occupational Health and Safety Vulnerability on Work Injury

  • Background: Workers exposed to hazards without adequate protections are at greater risk of injury and illness. Supervisor activities have also been associated with injury risk. We examined the interplay between supervisor safety support and occupational health and safety (OHS) vulnerability on workplace injury and illness. Methods: A survey was administered to 2,390 workers employed for more than 15 hrs/week in workplaces with at least five employees who had a direct supervisor. We examined the combined effects of hazard exposure with inadequate protection (OHS vulnerability) and supervisor support on workplace injury and illness, using additive interactions in log-binomial regression models. Results: OHS vulnerability and lack of supervisor support independently increased the likelihood of physical injuries at work. Crude and adjusted models showed that the risk of physical injury was at least 3.5 times higher among those experiencing both OHS vulnerability and a lack of supervisor support than individuals without OHS vulnerability and with a supportive direct supervisor. Workers who experienced vulnerability were at less risk if they had a supervisor who was supportive. Conclusion: In workplaces where workers experience one or more types of OHS vulnerability, having a supportive supervisor may play an important role in reducing the risk of injury and protecting workers.

The Effect of Opuntia humifusa Seed Extracts on Platelet Aggregation and Serum Lipid Level in Ovariectomized Rats (천년초 씨 추출물이 난소를 절제한 흰쥐의 혈소판 응집과 혈청 내 지질 조성에 미치는 영향)

  • Postmenopausal women are at an increased risk of developing coronary artery disease, primarily due to dyslipidemia that accompanies the loss of estrogen secretion. This study was performed to investigate the effects of Opuntia humifusa seed extracts on blood flow and serum lipid level in ovariectomized rats. Twenty-eight 9-week old female Sprague-Dawley rats were randomly assigned to four groups as sham-operated rats (SHAM), ovariectomized rats (OVX-CON), and ovariectomized rats that were treated with Opuntia humifusa seed extracts (OVX-OHS 2% and OVX-OHS 6%). The diets were fed to the rats for 7 weeks after operation. Serum total cholesterol and triglyceride contents decreased in the SHAM group compared to the OVX-CON group. Seven weeks of feeding of Opuntia humifusa seed extracts resulted in significant (p<0.05) lowering of serum triglyceride and a decreasing tendency in total cholesterol levels. The level of HDL-cholesterol in serum increased significantly by feeding diets containing the 2% and 6% Opuntia humifusa seed hot-water extract (p<0.05). Blood passage times were shorter in the Opuntia humifusa seed extract-supplemented groups than in the untreated group (OVX-CON). The platelet aggregation ability was lower in groups treated with Opuntia humifusa seed extracts than in the OVX-CON group. These results suggest that Opuntia humifusa seed extracts may have benefits in improving metabolic syndrome in menopausal women.

  • The "fourth industrial revolution" (FIR) is an age of advanced technology based on information and communication. FIR has a more powerful impact on the economy than in the past. However, the prospects for the labor environment are uncertain. The purpose of this study is to anticipate and prepare for occupational health and safety (OHS) issues. In FIR, nonstandard employment will be common. As a result, it is difficult to receive OHS services and compensation. Excessive trust in new technologies can lead to large-scale or new forms of accidents. Global business networks will cause destruction of workers' biorhythms, some cancers, overwork, and task complexity. The social disconnection because of an independent work will be a risk for worker's mental health. The union bonds will weaken, and it will be difficult to apply standardized OHS regulations to multinational enterprises. To cope with the new OHS issues, we need to establish new concepts of "decent work" and standardize regulations, which apply to enterprises in each country, develop public health as an OHS service, monitor emerging OHS events and networks among independent workers, and nurture experts who are responsible for new OHS issues.

Preventive Occupational Health and Safety Expense Estimation Method based on Fatality Statistics and Progress Model (중대재해발생률 및 진도관리모델을 고려한 공사진척도별 적정 안전보건관리비 산정기법)

  • The safety nature of construction industry differs from that of manufacturing sector. For instance, accident risk level dramatically varies at each phase of construction process. Korean Occupational and Health Safety Act has been regulated OHS expense and it contributed reducing accident risk and enhancing safety culture for many years. However, although current regulation guides to use OHS expense proportionate to construction progress, it still allows late use of the expense. This study was conducted for the purpose of presenting methods of estimating a step-by-step OHS expense rate required at each construction phase. In order to do provide proper OHS expense schedule, it analysed accident risk of each construction phase by sorting out 1439 cases of construction site fatality reports, and proposed a method of generating appropriate OHS expense scheme according to its construction work progress characteristics. Both linear and sigmoidal S-curve model were used for the analysis, and the latter generally requires earlier use of OHS expense. By comparing the estimated OHS expense use schedule with current criteria, more than 27%p early use of OHS expense is required for the prevention of accident.
