Development assistance plays an important role in contributing to the development process of Cambodia. The top bilateral donors, China, Japan, and Korea provide ODA to Cambodia in different characteristics and from different perspectives. This study tries to pull out some implications for Cambodia as recipient and for donors in order to achieve the development of Cambodia's economy-effectively by using the ODA. As a viewpoint, ODA structure emphasizes the intention of donors, either for their self-interest and benefit or for achieving MDGs. China's ODA to Cambodia seems to distort the ODA allocation by other donors with unconditional loans or loans with conditionality focusing only on infrastructure. Cambodia benefits from the better infrastructure, but it has to pay the price set by China, even for concessional loans. The driving interests of Japan and Korea are more influenced by their national policy goals and the expected perceptions of their voters. The aid projects should at least catch the attention of national media or win obvious and unbiased support from the suffering people in the recipient countries.

This paper aims to identify the most effective mode of development finance flows for the economic growth of middle-income developing and least developed countries, separately. It also attempts to confirm whether governance has any significant role in the causal relationship between development finance flows and economic growth. Policymakers in each developing country should select the most effective modality of development finance inflows among the different modalities (such as Official Development Assistance (ODA) grants, Official Development Assistance (ODA) loans, FDI, and international personal remittances) and expand it for their economic growth. Dynamic panel regression models were used on 48 least developed countries and 89 middle-income developing countries, respectively, during the Millennium Development Era: 2000-2015. The empirical analysis results show that ODA grants and remittances were most effective in promoting economic growth for least developed countries, while FDI was most effective for middle-income developing countries. These findings were not affected by the status of governance of the individual country.

코로나 19 팬데믹으로 인하여 보건의료분야 공적개발원조(ODA)의 중요성이 강조되고 있다. ODA 사업으로 지원된 의료기기의 운영관리, 유지보수에 대한 사후관리, 이를 실현하기 위한 직종별 차별화된 교육훈련 제공이 필요하다. 본 연구에서는 효과적인 의료기기 사후관리, 운영관리를 위해 직종(사용자와 유지보수자)간 교육훈련 성취도의 차이분석을 t-test 검증을 통해 분석하였다. 분석결과, 의료기기 사용자와 유지보수자 간 중점관리 대상 의료기기 6종류의 사용법과 관리방법(Q5), 각 의료기기의 사용 매뉴얼 이해(Q6)에서는 집단 간 차이가 있는 것으로 분석되었지만, 교육의 필요성, 목적, 강사에 대한 만족도 및 직종 간 커뮤니케이션의 필요성에서는 차이가 없는 것으로 분석되었다.

This study aimed to suggest an alternative income generation (AIG) for local artisanal fisheries communities in the southern coastal area of Bangladesh, which is vulnerable to climate change. To analyze the problems of local artisanal fisheries caused by climate change, field surveys and in-depth interviews with fishermen and government officials were conducted. Livelihood risk factor (LRF) in the marine fishing sector included reduction of fishing days and fish production and damage to fishing vessels and fishing gear due to cyclone and sea-level rise. LRF in the aquaculture sector included cultured fish escape, reduction of aquaculture production, and water pollution due to Monsoon flood. A common challenge for two sectors was high interest rate on commercial loans. Small-scale tank aquaculture is recommended as AIG for securing income of artisanal fisheries communities. In the early stages of dissemination of small-scale tank aquaculture technology, it is necessary to prevent fishermen from struggling to repay high-interest rate loans through technology transfer and facility support by official development assistance. The aquaculture training center, along with the technical education, will also contribute toward expansion of local distribution network and marketing support to establish a value chain for local artisanal fisheries communities.

본 논문은 한국의 공적개발원조(ODA)의 효과를 원조기관 설립법의 목적달성 여부에 기반을 두고 평가하였다. 구체적인 평가의 기준은 설립법의 목적을 가장 잘 나타낼 수 있는 수원국의 1인당 국내총생산(GDP) 성장과 공여국인 한국의 수출 및 해외직접투자(FDI) 증진을 기준으로 하여 평가하였다. 또한 수원국을 지역, 소득수준 및 경제적 자유도별로 구분하여 원조의 효과를 평가하였다. 한국국제협력단(KOICA)의 양자 간 무상원조(bilateral grants)와 대외경제협력기금(EDCF)의 양자 간 유상원조를 1990~2003년 사이의 163개 수혜국을 대상으로 실증적 분석을 실시하였다. 그 결과 한국의 공적개발원조는 수원국의 1인당 GDP 성장에 통계적으로 유의한 영향을 미쳤다는 근거를 발견하지 못하였다. 해외직접투자에 있어서는 공적개발원조가 전 기간에 걸쳐서 수원국에서 한국의 해외직접투자를 증진시켰다. 수출에 있어서는 2000~03년 기간을 제외하고 공적개발원조가 수원국에서 한국의 수출을 증진시킨 것으로 나타났다. 이러한 결과를 바탕으로 앞으로의 한국의 공적개발원조정책 수립에 참고가 될 권고를 하였다. 먼저, 수원국의 수를 집중과 선택의 원칙에 따라서 줄이고, 공적원조의 규모를 확대하고, 다른 원조공여국 및 국제개발원조기구와의 공동협력원조를 증진하여야 한다. 둘째, 원조의 목적과 원조자원의 배분기준을 명확하게 규명하고, 이를 구체화하는 집행지침이 마련되어야 할 것이다. 셋째, 원조의 질적 향상을 위하여, 각 수원국별로 유 무상 원조를 아우르는 하나의 조화된 중기원조사업계획을 수립하여 집행한다. 끝으로, 원조기관은 개별적인 원조사업에 대한 사전 사후 평가기준과 사업집행의 점검 감독 기준과 절차를 마련하여 준수하도록 하여야 한다.
