  • Nuclear Power Plants (NPPs) are the most protected facilities among all critical infrastructures (CIs). In addition to physical security, cyber security becomes a significant concern for NPPs since swift digitalization and overreliance on computer-based systems in the facility operations transformed NPPs into targets for cyber/physical attacks. Despite technical competencies, humans are still the central component of a resilient NPP to develop an effective nuclear security culture. Turkey is one of the newcomers in the nuclear energy industry, and Turkish Akkuyu NPP has a unique model owned by an international consortium. Since Turkey has limited experience in nuclear energy industry, specific multinational and multicultural characteristics of Turkish Akkuyu NPP also requires further research in terms of the Facility's prospective nuclear security. Yet, the link between "national cultures" and "nuclear security" is underestimated in nuclear security studies. By relying on Hofstede's national culture framework, our research aims to address this gap and explore possible implications of cross-national cultural differences on nuclear security. To cope with security challenges in the age of hybrid threats, we propose a security management model which addresses the need for cyber-physical security integration to cultivate a robust nuclear security culture in a multicultural working environment.

  • This paper conducts a qualitative policy analysis of current challenges to safety culture and security culture in Southeast Asia and emerging best practices in Northeast Asia that are aimed at strengthening both cultures. It analyses lessons, including strengths and limitations, that can be derived from Northeast Asian states, given the long history of nuclear energy in South Korea, China and Japan. It identifies and examines best practices from Northeast Asia's Nuclear Security Centres of Excellence in terms of boosting nuclear security culture and their relevance for Southeast Asia. The paper accentuates the important role of the State in adopting policy and regulatory frameworks and in institutionalising nuclear education and training programmes to deepen the safety-security cultures. Best practices in and challenges to developing a nuclear safety culture and a security culture in East Asia are examined using three frameworks of analysis (i) a comprehensive nuclear policy framework; (ii) a proactive and independent regulatory body; and (iii) holistic nuclear education and training programmes. The paper argues that Southeast Asian states interested in harnessing nuclear energy and/or utilising radioactive sources for non-power applications must develop a comprehensive policy framework on developing safety and security cultures, a proactive regulatory body, and holistic nuclear training programmes that cover both technical and human factors. Such measures are crucial in order to mitigate human errors that may lead to radiological accidents and nuclear security crises. Key lessons from Japan, South Korea and China such as best practices and challenges can inform policy recommendations for Southeast Asia in enhancing safety-security cultures.

  • Within five years of Kim Jong-un's rise to power, North Korea conducted four nuclear tests and launched the Hwasong-15, an intercontinental ballistic missile (ICBM), in 2017, declaring the completion of its nuclear forces. During the period when Kim Jong-un completed nuclear forces to maintain the regime, foreign policy factors of the United States, China, Russia, and South Korea drove North Korea's accelerated nuclear development. The main motivating factors were the hostile policies and external threats as security factors. The completion of nuclear forces is also the result of the interplay of domestic political factors, normative factors, and hereditary factors. North Korea has been developing nuclear weapons and missiles for the survival of its regime. To achieve lasting peace on the Korean Peninsula, a new modus vivendi must be sought. It is necessary to set the ultimate goal of North Korea's complete denuclearization and engage in strategic thinking for a realistic and effective phased approach.

  • Research reactors are typically well-suited for outreach activities at different levels. However, unplanned seeking to increase the utilization of a research reactor may result in weakening the nuclear security of this facility. Research reactor staff might be in shortage of a functional nuclear security culture; specifically, there might be a conviction that the necessities of research can be given the priority over consistence with security procedural requirements. Research reactors are usually parts of bigger institutes or research labs of different activities. Moreover, the employments of research reactors are usually with the purpose that easy entry to the reactor premises is fundamental. So, they could be co-situated in places with different sorts of activities, mostly under similar security arrangements. The co-area of research reactor offices among different kinds of research labs introduces explicit security issues, the effects of which should be viewed as when building up a nuclear security framework. Notwithstanding potential security vulnerabilities presented in the design, research reactors frequently have devices kept promptly accessible to encourage research and education. The accessibility of these sorts of hardware could be used by an authorized person to commit an unapproved activity or cause harm. This paper aims to present insights to compromise contradicting conditions in new research reactors in which both enhancing utilization and ensuring security are satisfied.

  • The conflict between Iran and Israel has been a major source of instability and security threats in the Middle East. This study analyzes the historical background and modern aspects of the Israel-Iran conflict, examining its root causes, nuclear issues, proxy wars, cyber warfare, economic sanctions, and the role of the United States. The research employs qualitative methods, including literature review and case analysis, using various sources such as academic papers, government reports, and media articles. The findings suggest that the conflict is deeply rooted in historical, religious, and political factors, and has escalated since the 1979 Iranian Revolution. The study highlights the need for dialogue, negotiation, and international mediation to resolve the conflict and maintain regional stability. The Israel-Iran conflict also provides valuable lessons for addressing the North Korean nuclear issue, emphasizing the importance of dialogue, international cooperation, and confidence-building measures.
