Evaluation of MUF uncertainty based on GUM method for benchmark bulk handling facility

  • The Republic of Korea is performing independent national inspections under the IAEA's State System of Accounting for and Control (SSAC), and developing an evaluation methodology for the material unaccounted for (MUF) to reinforce capabilities with the purpose of assessment for the accounting system of the facility handling bulk nuclear materials. In relation to this, a new approach for MUF evaluation was proposed in this study based on the guide to the expression of uncertainty in measurement (GUM). Both the conventional MUF evaluation method and the GUM method were applied to a hypothetical list of inventory items including material balance. Considering the ease of uncertainty propagation according to the GUM, it was assumed that independent uncertainty factors correspond to random factors, while correlated uncertainty factors correspond to systematic factors. The total MUF uncertainties were similar for both methods; however, it was verified that some uncertainties were affected by the measurement procedure in the GUM method. Furthermore, the GUM method was found to be more conducive to conducting a factor analysis for the MUF uncertainty. It was therefore concluded that application of the GUM approach could be beneficial in cases of national safeguard inspections where factor analysis is required for MUF assessment.

An Analysis of Constraints on Pyroprocessing Technology Development in ROK Under the US Nonproliferation Policy

  • Since 1997, the Republic of Korea (ROK) has been developing pyro-processing (Pyro) technology to reduce the disposal burden of high-level radioactive waste by recycling spent nuclear fuel (SNF). Compared to plutonium and uranium extraction process, Korean Pyro technology has relatively excellent proliferation resistance that cannot separate pure plutonium owing to its intrinsic characteristics. Regarding Pyro technology development of ROK, the Bush administration considered that Pyro is not reprocessing under the Global Nuclear Energy Partnership, whereas the Obama administration considered that Pyro is subject to reprocessing. However, the Bush and Obama administrations did not allow ROK to conduct full Pyro activities using SNF, even though ROK had faithfully complied with international nonproliferation obligations. This is because the US nuclear nonproliferation policy to prevent the spread of sensitive technologies, such as enrichment and reprocessing, has a strong effect on ROK, unlike Japan, on a bilateral level beyond the NPT regime for non-proliferation of nuclear weapons.

Trends on U.S. Cyber Security Event Notifications and its Implications

  • When cyber attacks are discovered in nuclear facilities, licensees are required to notify regulatory organizations for quick action. This also helps regulatory organizations to strengthen regulatory capabilities for cyber security. Currently the U.S. issued the final draft rule for Cyber Security Event Notifications. Domestic regulatory activities being at an early stage for cyber security need to implement law for Cyber Security Event Notifications. Since the current laws are focused on the aspect of safety, they are in need of more specific laws for cyber security.
