This paper describes basic plans for the development of a radioactive waste disposal facility with the introduction of Nuclear Power Plants (NPPs) for Kenya. The specific objective of this study was to estimate the total projected waste volumes of low- and intermediate-level radioactive waste (LILW) expected to be generated from the Kenyan nuclear power programme. The facility is expected to accommodate LILW to be generated from operation and decommissioning of nuclear power plants for a period of 50 years. An on-site storage capacity of 700 $m^3$ at nuclear power plant sites and a final disposal repository facility of more than 7,000 $m^3$ capacity were derived by considering Korean nuclear power programme radioactive waste generation data, including Kori, Hanbit, and APR 1400 nuclear reactor data. The repository program is best suited to be introduced roughly 10 years after reactor operation. This study is important as an initial implementation of a national LILW disposal program for Kenya and other newcomer countries interested in nuclear power technology.

Since the inception of nuclear power as a commercial energy source, safety has been recognized as a prime consideration in the design, construction, operation, maintenance, and decommissioning of nuclear power plants. The release of radioactivity to the environment requires the failure of multiple safety systems and the breach of three physical barriers: fuel cladding, the reactor cooling system, and containment. In this study, nuclear reactor containment pressurization has been modeled in a large break-loss of coolant accident (LB-LOCA) by programming single-cell and multicell models in MATLAB. First, containment has been considered as a control volume (single-cell model). In addition, spray operation has been added to this model. In the second step, the single-cell model has been developed into a multicell model to consider the effects of the nodalization and spatial location of cells in the containment pressurization in comparison with the single-cell model. In the third step, the accident has been simulated using the CONTAIN 2.0 code. Finally, Bushehr nuclear power plant (BNPP) containment has been considered as a case study. The results of BNPP containment pressurization due to LB-LOCA have been compared between models, final safety analysis report, and CONTAIN code's results.
고리1호기의 영구정지 이후 해체공정에 대해 관심이 집중되고 있다. 방사선관리구역 내부 방사화구조물의 해체는 2026년 이후 본격적으로 진행될 예정이다. 원자로와 내부구조물은 원자력발전소의 구조물 중 가장 높은 수준의 방사능을 갖고 있으며 1차측의 대표적인 중량물로, 절단해체 과정에서 방사선학적 측면과 산업안전 측면에서 주의가 요구된다. 효율적인 해체 폐기물 관리를 달성하기 위해 원자로와 내부구조물의 절단해체공정에 대한 연구가 수행되었다. 방사화 평가결과 내부구조물의 노심 측면부와 상/하부의 일부는 중준위 폐기물로 평가되었고 이외의 구성품은 저준위로 평가되었다. 상대적으로 방사화가 많이 되고 복잡한 형상을 갖는 내부구조물의 경우 작업자의 피폭을 저감하기 위해 수중에서 다양한 절단방법을 통해 원격절단하는 방안이 제안되었고, 절단물은 약 19개의 극저준위/저준위 포장용기와 9개의 중준위 포장용기에 적재될 것으로 예상되었다. 방사화 평가결과 원자로의 노심 측면부는 저준위 폐기물로 평가되었고 이외의 부분은 극저준위 또는 자체처분수준의 폐기물로 확인되었다. 상대적으로 방사화가 적게 된 원자로의 경우 열적절단 방법을 사용해 현재위치에서 인양하며 공기중에서 원격절단하는 방안이 제안되었고, 절단물은 약 42개의 극저준위/저준위 포장용기에 적재될 것으로 예상되었다.
우리나라를 포함한 많은 국가들에서 향후 원전 해체로 저준위폐기물이 대량으로 발생할 전망이다. 본 논문에서는 미국의 저준위방사성폐기물 처분 관련 규제 기준을 분석하고, 특히 원자력발전소의 운영 및 해체를 포함하는 전주기에서 발생하는 폐기물의 처분 옵션을 확장하는 방안으로 사용되고 있는 저준위방사성폐기물의 블랜딩에 대해 검토하였다. 2007년 미국 NRC는 미국 저준위폐기물 관리 프로그램에 대한 전략분석 결과, 방사선위험도와 성능평가에 기반한 새로운 저준위폐기물 관리 규제의 필요성을 제기하였는데, 특히 방사성핵종 농도가 다른 폐기물의 블랜딩을 처분에 대한 옵션을 다양화할 수 있는 안전한 방안으로 제시하였다. NRC는 블랜딩을 처분에 적합하도록 방사성핵종의 농도가 다른 저준위폐기물을 비교적 균일하게 혼합(mixing)하는 것으로 정의하였다. 2015년 2월 농도 평균과 포장에 대한 NRC BTP의 개정판으로 공표된 블랜딩에 대한 구체적인 기술요건을 분석하였고 국내 해체폐기물에 대한 적용 방안도 예시하였다. 대량으로 발생할 해체폐기물에 대해 블랜딩과 농도평균을 적용하면 처분 효율성을 향상시킬 수 있다. 바이오쉴드 콘크리트에 대한 농도평균 적용에 대해 예시하였다.

Recent efforts to develop a common standard for nuclear power plants (NPPs) with the aim of creating (1) a digital environment for a better understanding of NPPs life-cycle management aspect and (2) engineering data interoperability by using existing standards among different unspecified project participants (e.g., owners/operators, engineers, contractors, equipment suppliers) during plants' life cycle process (EPC, O&M, and decommissioning). In order to meet this goal, there is a need for formulating a standardized high-level physical breakdown structure (PBS) for NPPs project management office (PMO). However, high-level PBS must be comprehensive enough and able to represent the different types of plants and the new trends of technologies in the industry. This has triggered the need for addressing the issues of the recent operational NPPs and future technologies' ramification for evaluating the changes in the NPPs physical components in terms of structure, system, and component (SSC) configuration. In this context, this ongoing study examines the recent conventional NPPs and technological trends in the development of future NPPs facilities. New reactor models regarding the overlap of variant issues of nuclear technology were explored. Finally, issues on PBS for project management are explored by the examination of the configuration of NPPs primary system. The primary systems' configuration of different reactor models is assessed in order to clarify the need for analyzing the new trends in nuclear technology and to formulate a common high-level PBS. Findings and implications are discussed for further studies.
In accordance with the growing trend of decommissioning nuclear facilities, research on the cutting process is actively proceeding worldwide. In general, a thermal cutting process, such as plasma cutting is applied to decommissioning a nuclear reactor pressure vessel (RPV). Plasma cutting has the advantage of removing the radioactive materials and being able to cut thick materials. However, when operating under water, the molten metal remains in the cut plane and re-solidifies. Hence, cutting is not entirely accomplished. For these environmental reasons, it is difficult to cut thick metal. The contact arc metal cutting (CAMC) process can be used to cut thick metal under water. CAMC is a process that cuts metal using a plate-shaped electrode based on a high-current arc plasma heat source. During the cutting process, high-pressure water is sprayed from the electrode to remove the molten metal, known as rinsing. As the CAMC is conducted without using a shielding gas, such as Argon, the electrode is consumed during the process. In this study, CAMC is introduced as a method for dismantling nuclear vessels and the relationship between the metal removal and electrode consumption is investigated according to the cutting conditions.
원전 해체 시 원자력설비는 안전하게 해체되어야 한다. 고리 1호기나 월성 1호기와 같은 노후화된 원전의 경우 곧 원전 해체를 계획하고 있는 대상 원전이지만, 이 원전들의 가동 중단 후 해체 시 선원항 평가 기준, 제염 및 해체 기술 등의 독자적인 국내 기술 확보는 미흡한 실정이다. 본 연구의 목적은 원전 선원항 평가 기술 중 하나로 In-Situ 기법을 이용하여 대형 원전 기기를 직접 측정하여 측정대상체에 대한 선원항 평가방법을 개발하는 것이다. 원자로 헤드를 별도의 해체 없이 이동형 감마핵종분석기를 이용하여 직접 측정법으로 분석하고 간접 측정을 병행하여 측정 결과를 보완하였다. 그리고, 표면오염시료는 방사화학분석을 수행하였다. 분석 결과를 확장하여 원자로의 핵종 재고량을 계산하였다. 본 연구 결과를 토대로 각 핵종별 방사능량 변화에 따라 해체 시점을 결정할 수 있으며, 원전 해체 시 작업자의 피폭 저감에 도움이 될 것으로 기대한다.
In the dismantling process of a reactor coolant system (RCS) piping, a radiation protection plan should be established to minimize the radiation exposure doses of dismantling workers. Hence, it is necessary to estimate the individual effective dose in the RCS piping dismantling process when decommissioning a nuclear power plant. In this study, the radiation exposure doses of the dismantling workers at different positions was estimated using the MicroShield dose assessment program based on the NUREG/CR-1595 report. The individual effective dose, which is the sum of the effective dose to each tissue considering the working time, was used to estimate the radiation exposure dose. The estimations of the simulation results for all RCS piping dismantling tasks satisfied the dose limits prescribed by the ICRP-60 report. In dismantling the RCS piping of the Kori-1 or Wolsong-1 units in South Korea, the estimation and reduction method for the radiation exposure dose, and the simulated results of this study can be used to implement the radiation safety for optimal dismantling by providing information on the radiation exposure doses of the dismantling workers.
The Fukushima accident is characterized by the fact that three reactors at the same site experienced reactor vessel failure and the accident resulted in significant radiological release to the environment, which was about 1/10 of the Chernobyl releases. The safe removal of fuel debris in the reactor vessel and Primary Containment Vessel (PCV) and treatment of huge amount of contaminated water are the major issues for the decommissioning in coming decades. Discussions on the new researches efforts being carried out in the area of investigation of the end state of fuel debris and Boling Water reactor (BWR) specific core melt progression, development of technologies for the mitigation of radiological releases to comply with the strengthened safety requirement set after the Fukushima accident are discussed.
영구정지후 해체가 계획된 고리 1호기 원자력발전소는 해체과정에서 다양한 종류의 방사성폐기물이 대량으로 발생될 것으로 예상되고 있으며, 이 중 원자로 및 내부구조물은 방사능 수치가 높으므로 1차측에서 적절한 크기와 중량으로 해체된다. 고리 1호기 해체시 원자로 및 내부구조물에서 발생되는 방사성폐기물에 대하여 기존 폐기물의 자체처분 현황 및 법적 제한 사항 분석 등을 통해 적절하고 효율적인 처분방법을 마련하는 것은 중요한 사안일 것으로 판단된다. 원자로 및 내부구조물에서 발생되는 폐기물은 중준위에서부터 자체처분까지 다양한 준위의 폐기물들이 발생되며, 이 중 자체처분 준위에 해당되는 폐기물은 방사화 평가 결과, 원자로 상부 헤드와 상부 헤드 인슐레이션에서 발생되는 것으로 나타났다. 본 논문에서는 방사화 평가 결과를 바탕으로 자체처분 준위에 해당되는 폐기물을 자체처분 평가 코드인 RESRAD-RECYCLE 코드를 사용하여 자체처분 안전성 평가를 수행하였다. 대상 폐기물의 자체처분 시나리오를 선정하고 자체처분시 개인 및 집단별 최대선량을 계산하여 국내 원자력안전법에서 규정하는 자체처분 기준 제한치의 만족 여부를 판단하였다. 평가 결과, 전체적으로 상당히 낮은 결과값을 보이며 기준 제한치를 만족하는 결과를 나타내었으며, 핵종별 자체처분 허용농도를 도출하였다.
