환태평양 시대의 부산항 물류산업 합리화 (The Rationalization of PDM in Pusan Port for the Period of Round Pacific Area)

  • The most change in this century is supposed to be declination of ideology, and block of world economy. Addition to down full of cold war atmosphere around Northeast Asia, not only economic and social mood in this region is dramatically changed, but also it gave birth to the block of Northeast economy that accerlated new hub of world economy. According to dramatic change of economic surroundings the dynamic potential of growth in this region will be guided to enlarge inter-regional trade and increase volume of trade, thus suggests to grow steadily transportation. cargos in this region will have to arrange the system of delivery and inner transportation, accessary facilities, inter-regional harbors if North America and EC has connected easily. As have accerlated GATT and UR represented multilateralism and regionalism, it has regulated to increase trades of region due to relief of the trade barrier through specific areas has agreed with separately. The flow of regionalism of world economy has appeared to realize EC and NAFTA centered U.S.A, and also has presented to free trade region or one-size market agreement in Asia as APEC, EAEG in Malaysia, and etc. In defense to this block and internationalism of world economy, Pusan has to come forward to the hub of Northeast others has proposed a project to dominate the Northeast, Economy Association Agreement as Far East comprehensive development project in USSR, Hunchun development project in NK, and East Sea development project in PRC, Niigate regional development in Japan, Duman River development project in NK, and East Sea development project in Korea. As this exercise has proceed, Pusan also have arranged development strategy definitely and prepared provisions systematically. Engaging to participate center of delivery system is meant to be completed complex functions, namely the transfer storage processing & assembly function of international commodity. Pusan has ability to be terminal point of TSR. it had been connected to EC as the biggest economy block and TKR as complex transportation root to Far East, it would be the center of inground and seabase delivery terminal to Rotterdom as the biggest container pier and major piers to North-East and South East Asia. In order to provide a Role of 21 century's internationalization, Pusan has appealed to participate in management information research and development connected to Pohang-Ulsan-Changwon-Masan, and has utilized efficiently the resources such as man, material, money and information.

인천경제자유구역 국제중재센터 설립 및 운영방안 (A Study on Establishment and Operation of International Arbitration Center within Incheon Free Economic Zone)

  • Northeast Asia is increasingly making a transition to distinctive and crucial region in the 21st Century and growing into one of world's top three economic spheres along with the EU and NAFTA. In 2003, Korean government announced the Northeast Asian economic hub country plan as an important agenda. As a means of coping with the changing global environment, Korean government designated Incheon in 2003 as the country's first Free Economic Zone ahead of Busan and Gwangyang Bay in the south of the country because Incheon has a geographical advantage linking North America and Europe with Incheon International Airport and Incheon Seaport. The purpose of this paper is to make research on establishment and operation of an arbitral body entitled ${\ulcorner}International Arbitration Center{\lrcorner}$ (IAC) within Incheon Free Economic Zone(IFEZ). For the purpose of this, the writer in this paper, reviewed the necessity of the IAC's establishment and its legal basis as well as the role and function of the Center. Also, the writer presented plans for how to operate the IAC and how to cooperate with the key arbitral organizations of foreign countries for the settlement promotion of commercial disputes including trade and investment. With development of the IFEZ, world-renowned enterprises will invest in the Incheon economic bloc and conduct economic activities, business operation, marketing, logistics, financing, etc. In this connection, diverse types of commercial disputes are expected to occur between foreign companies entering the IFEZ and Korean firms. In this connection, the Korean Commercial Arbitration Board(KCAB) has been operating its liaison office in the IFEZ since 2004. However, in view of the increasing arbitration demand, the IAC should be set up in the IFEZ in the near future by the positive support of the government in the respect of both administration and finance because the free economic zone-related law provides for the installation of arbitration organization. For the success of the IAC, the Center will have to provide not only good quality of arbitral services that can satisfy arbitration parties but also need to conduct researches and make efforts so that arbitration can be utilized well in the IFEZ. If the IFEZ can provide advantageous business environments to those multinational enterprises intending to the Incheon economic bloc, the IAC will also contribute to the settlement of commercial disputes arising from the Gaeseong Industrial Complex in North Korea in view of the geographical advantage and logistic benefit of the IFEZ. Finally, this paper also suggests a new model for a joint dispute resolution system by the initiative of Korean government and Korean arbitral organizations for the settlement of commercial disputes within Northeast Asia, for which the CAMCA(Commercial Arbitration and Mediation Center for the Americas) of NAFTA can be a good example.

광양만권의 패키징산업화 구현 방안 (Packing Industry Realize Plan of Gwang Yang Bay)

  • For the selection of attraction industry of foreign investment in the free trade zone of Gwang Yang Bay, an overall consideration should be made considering aspects such as the industry development strategy of Gwang Yang Bay and the regional industry development strategy of the local government. For Gwang Yang Bay to grown into the E-Hub Port of Northeast Asia, the development of the back zone of should be accelerated. There is a need to offer custom made incentives for the core businesses. Packaging is a field of combined science and a future industry. Packaging industry, which has close association with regional industry and regional college's research human resources, should be combined with design and set up a packaging industry complex.

  • Many seafood processing and export companies are scattered in Pusan area. Most of them has experienced hardships, because of physical distribution and sanitary costs, rent costs and Non-tariff barriers. GamCheon One-Stop Seafood Export Complex (GOSEC) is considered as the project which is necessary to establish GamCheon port as the seafood trade hub of Northeast Asia. GOSEC is to build the processing and export complex for seafood export. It applies to small and medium seafood export company. This paper aims to examine the economic benefit which could be derived from the construction of GOSEC. It reviews the quantifiable benefits of companies which wants to move into GOSEC. It also shows the results of questionnaire carried out to find the characteristics of potential GOSEC tenants.

군산항 배후단지의 로지스틱스 전략 (A Study on the Logistics Strategies in Kunsan Port's Hinterland)

  • The purpose of this study is to consolidate the position of Kunsan Port as a Hub-port in Northeast asian region with the development of Kunsan port's hinterland. To accomplish the purpose, this paper firstly reviews the concept and function of port's hinterland literally. Next, We attempt to grasps the trends of port logistics service in this region, and to cope with this trends, study the previous researches of logistics platform(LP). Based upon the study, We find out the main factors of improving efficiency in port logistics, and build the model of logistics strategy with such factors as (1) Environment (2) Marketing (3) Logistics Chain and (4) Logistics community. And in order to applicate the model, we analyze the current situation of Kunsan port and port's hinterland. Finally, we provide the logistics strategies in Kunsan port's hinterland.

  • When comparing the port management type between the both countries, there are some differences at some aspects. And also Korea is to move forward a hub port and logistics center in Northeast Asia while Japan is to pursue providing the port logistics service necessary for the Japanese economy. Major findings and implications are as follows. First, Port authority system should be extended to Gwangyang and Pyeongtaek port step by step. Second, any port which did not introducing a port authority system should enhance cooperating with its own local administration. Third, a port marketing strategy must be established and implemented by a port authority.

  • 동북아 물류허브의 건설이 국가전략으로 들어서면서 물류분야에 대한 관심이 제고되자, 환황해권을 배경으로 한 해공복합운송에 대한 관심도 고조되고 있다. 해공복합운송은 항공운송의 신속성과 해상운송의 저렴성을 결합한 틈새시장으로서의 성격을 갖는 것이다. 따라서 현재 진행되고 있는 해공복합운송의 향후 가능성을 확인하는 것은 중요한 연구과제 중 하나이다. 본 연구는 이러한 문제의식 하에서 환황해권 해상복합운송의 향후 발전 가능성을 경쟁력 측면, 장래수요 측면, 그리고 기술조건 및 수송환경의 변화 측면에서 검토하였다. 그 결과, 경쟁력 측면에서는 시간이나 비용 등 모두에서 현재 상태에서는 충분한 경쟁력이 있고, 장래수요 측면에서도 지속성의 여지는 있으나, 기술조건의 변화나 수송환경의 변화측면에서 안정성은 높지 않은 것을 확인하였다. 특히 항공기술의 발전에 따른 중소도시직항형태의 항공환경 변화, 중국 항공사를 겨냥한 국제 항공사들의 전략적 제휴 등은 해공복합운송의 향후 발전에 중요한 위협요인이 될 것으로 분석하였다. 이에 본 연구는 향후 해공복합운송의 발전을 위해 현재 진행되고 있는 환적화물 중심의 해공복합운송이 부가가치창출형 해공복합운송으로 발전되어 수요의 안정성을 높이고, 또 더 나아가 동북아 SCM 허브형 해공복합운송을 지향함으로써 수요창조형으로의 비전을 가져야 함을 향후 대안으로 제시하였다.

인천항 항만하역 재해분석에 관한 연구 (- A Study on Analysis of Cargo Handling Disaster In Incheon Port -)

  • Port, one of nation's key infrastructures, is a point of road and sea transports meeting. As a key base of inter-modal transportation systems, the port is of ever increasing importance for realizing nation's vision of making Korea as an economic and logistics hub in the Northeast Asia. At present, Korean ports handle 99.7% of gross trade volumes in Korea, which requires considerable attention on its safety issues. However, due to the critical characteristics of the port and insufficient attention paid to it, the port industry meets more disasters compared to other industries. Therefore, this paper tries to analyze the disasters happened at the port to have better understanding on its reasons, further to use as learned lessons to prevent from potential disasters that may arise at the port.

한국형 부가가치물류클러스터 모형에 관한 연구 (Model of Korean Value-added Logistics Cluster)

  • "물류산업"은 장래 우리나라의 새로운 성장산업의 하나로 인식되고 있다. 그간 우리나라는 중국화물의 환적거점으로 기능을 하였으나, 최근 중국 자체항만의 성장으로 대형선단이 중국으로 이동하고 있다. 결과적으로 한국의 물류중심의 입지가 위기를 맞고 있다. 이러한 시점에서 물류혁신과 국제경쟁력 강화를 위해 새로운 전략이 필요하게 되었고, 본 연구에서는 "부가가치물류클러스터"를 새로운 전략으로 제안하고 있다. 특히 본 연구는 한국의 입지적 산업적 장점을 극대화할 수 있는 한국형 부가가치물류클러스터를 제안하고 있다. 추가적으로 한국 항만이 동북아 물류거점으로 성장할 수 있도록 한국형 부가가치물류클러스터 모형이 제안되었다. 클러스터 구성요소, 물류산업과 타 산업 간의 연관성 분석과 같은 다양한 분석과정이 한국형 부가가치물류클러스터 모형을 개발하기 위해 단계별로 시행되었다. 또한 한국형 부가가치물류클러스터 모형을 물동량 감소로 최근 위기를 맞고 있는 광양항에 적용하였다.

한.일간 항만관리 형태의 비교분석 (Comparative Analysis on Port Management Type between Korea and Japan)

  • 한국과 일본은 가장 가까운 이웃 나라이면서 한국은 일본의 식민지를 거친 경험을 갖고 있어 항만관리제도에 있어서도 일본의 영향을 가장 많이 받았다고 할 수 있다. 양국의 항만관리 형태를 비교해 보면 정부기관에 의한 항만관리형태와 기업성을 가미한 항만공사제를 채택하고 있는 점은 같으나 그 관리주체와 성격에 있어서는 다른 점을 알 수 있다. 또한 항만이 지향하는 목표와 기능면에서도 상이하다. 본 논문에서의 시사점은 다음과 같다. 첫째, 현재 부산항과 인천항에만 시행하고 있는 항만공사제도를 광양항과 평택당진항으로 확대시행 할 것과 둘째, 항만공사제도를 시행하고 있지 아니한 항만에도 지자체와의 협력체제를 강화할 것 셋째, 항만공사가 주체가 되어 국제허브항으로의 발전에 필요한 마켓팅전략을 수립 시행해야 한다는 것이다.
