Numerical Simulations of Water Circulation and Pollutant Transport near a Coastal Area of Wolsung NPPs (월성원전 연안역 해수유동 및 오염물 이동 수치실험)

  • Numerical simulations were performed to evaluate the dispersion characteristics of the pollutant around a Wolsung coastal area at located nuclear power plants. Numerical experiments by using EFDC(Environmental Fluid Dynamics Code) showed good agreements by comparison with the time series and harmonic analysis of the tidal elevations. The released pollutants moved in north direction at flood tide and in south direction at ebb tide. The calculated salinity and temperatures showed good agreements with the observed results by NFRDI(National Fisheries Research & Development Institute). The water circulation due to the variations of the temperature, salinity and tidal components were analyzed to estimate the dispersion characteristics of the pollutant.

  • Russia's push in the Asia-Pacific region stems from its interests that have the national, regional and global dimensions. In their turn, the aims of this policy are civilizational, geopolitical, economic and prospective, with a long-term outlook. In the course of their achievement, cooperation with Northeast Asia's countries will play one of the key roles owing to the factors of geographic proximity, Northeast Asia's economic potential, risk hedging and a growing influence Northeast Asia exerts upon the global development. A new cooperation paradigm between Russia and the states of Northeast Asia should be based upon establishing and cementing self-reproducing ties. This is the central aim of Russian initiatives in relations, with Japan, the Republic of Korea, Democratic People's Republic of Korea, Mongolia and China. However, numerous obstacles ranging from Russia's absence in the regional free trade agreements and supply-production chains of value-added production to the permanent international instability generated by Pyongyang's missile-nuclear developments hamper the practical implementation of this task. Realizing the necessity to give an additional impetus to this new cooperative paradigm, Russia has to develop directions with an apparent consolidating effect. The most promising may be the establishment of a permanent security forum based upon Northeast Asia Peace and Security Mechanism chaired by the Russian Federation. The urgency of this measure and its expected support stem from the necessity to strengthen security in Northeast Asia, a task neither the US-led hub-and-spoke system nor ASE-AN-led multilateral dialogue venues have been able to resolve. The issues addressed at the security forum must include the unification of approaches to North Korean nuclear issue and producing a document specifying actions of the claimants on the disputed maritime territories in the "direct contact" situations. At the expert level, Russia has elaborated on the idea to establish such a forum outlining the spectrum of the key directions of cooperation. With the urgency in the establishment of this dialogue venue, its agenda has to be coordinated with the agendas of the existing security systems presented by the US alliances and the ASE-AN-led multilateral negotiations. The practical implementation of this initiative will strengthen security in Northeast Asia as its challenges will be resolved in the pre-emptive way based on coordinated approaches. Therefore, Russia as the Eurasian state will be one of the role players in the advent of the Asian century.

  • The application of 4th Industrial Revolution technologies in the defense sector is accelerating, leading to the rapid incorporation of information and communication technologies (ICT) into military systems. The biggest threat to these ICT-based military systems is an electromagnetic pulse (EMP) attack, which can result from nuclear explosions or EMP bombs. North Korea's ongoing nuclear advancements and EMP bomb capabilities pose a critical threat, necessitating South Korea's preparedness for such attacks to ensure the effective operation of its ICT-based military systems. Despite this urgency, the South Korean military currently lacks comprehensive standards for EMP protection, relying only on the design criteria for EMP protection facilities for buildings. This gap highlights the absence of sufficient legal and regulatory measures and the lack of focused research to develop EMP protection performance standards for safeguarding military systems. Therefore, this paper aims to analyze existing EMP protection performance standards and relevant laws and regulations. It proposes improvements and establishes necessary standards to enhance the EMP resilience of military facilities and equipment.

"Maintenance"-mode feedback and the host galaxies of radio-AGN

  • There exists strong evidence supporting the co-evolution of central supermassive black holes and their host galaxies; however it is still under debate how such a relation comes about and whether it is relevant for all or only a subset of galaxies. An important mechanism connecting AGN to their host galaxies is AGN feedback, potentially heating up or even expelling gas from galaxies. AGN feedback may hence be responsible for the eventual quenching of star formation and halting of galaxy growth. A rich multi-wavelength dataset ranging from the X-ray regime (Chandra), to far-IR (Herschel), and radio (WSRT) is available for the North Ecliptic Pole field, most notably surveyed by the AKARI infrared space telescope, covering a total area on the sky of 5.4 sq. degrees. We investigate the star-formation properties and possible signatures of radio feedback mechanisms in the host galaxies of 237 radio-AGN below redshift z=2 and at a radio 1.4 GHz flux density limit of 0.1 mJy. Using broadband SED modeling, the nuclear and host galaxy components of these sources are studied simultaneously as a function of their radio luminosity. Here we present results concerning the AGN content of the radio sources in this field, while offering evidence supporting a "maintenance" type of feedback from powerful radio-jets.

Seismological Interpretation of the North Korean Nuclear Explosion Tests and Cheonanham Submersion (북한 핵실험과 천암함 침몰의 지진학적 분석)

  • 북한 지난 2006년 2009년에 두차례 핵실험을 실시하였다. 이 핵실험은 한국, 일본, 중국에 위치한 지진관측소에 높은 신호대 잡음비를 보이며 관측이 되었다. 북한 핵실험의 지진파형 자료를 분석하여 북한 핵실험 특성 파악을 수행한다. 또한 지역지진파의 전파 경로별 변화 특성을 살펴본다. 한반도의 경우, 동해의 지각구조가 급격하게 변화하므로 동해를 가로지는 경로상에 급격한 지역지진파 변화가 관측된다. 이러한 지역지진파의 경로별 변화로 인해 관측소별 판정에 있어 어려움을 야기한다. 여러 관측소 자료를 종합 분석하는 핵실험 탐지 방법을 제시하며, 이를 북한 핵실험에 적용한다. 과거 구소련과 미국의 핵실험 자료와의 차이점을 살펴보고, 북한 핵실험의 탐지의 효율성을 위해 고려해야 할 사항에 대하여 토론한다. 과거 두 번의 북한 핵실험의 특징인 스펙트럼상의 모서리주파수 부근 에너지 강화 현상이 강하게 관측되며, P파의 상대적 강화 현상이 관측된다. 또한 2010년 천안함 침몰사건에 대하여 지진학적 기법을 활용하여 천암한 침몰 원인에 대하여 추정한다. 침몰 사건시간대에 기록된 지진파형 기록을 수집하여 분석한다. 3개의 관측소 지진파형 자료가 분석에 활용된다. 지진파의 분석을 통해 진앙위치를 추정하며, 지진파형에 드러난 특성을 통해 천암함 침몰과의 연관성을 유추한다. 또한, 지진파 진폭과 주파수 특성을 통해 진원 특성과 침몰 원인등을 추정한다.

Xi Jinping's Visit to South Korea and Its Implications (시진핑(習近平) 국가주석의 방한과 한·중 미래 전략적 협력 동반자 관계)

  • On July 3~4, 2014, the Chinese President Xi Jinping's state visit to Seoul might be seen as a step on the path toward strategic outcomes for both country. For South Korea, Seoul shrewdly retains some degree of self-reliance by balancing between ROK-China strategic cooperative partnership relationship and ROK-US alliance. For China, Beijing appears to put its interests on the Korean Peninsula increasingly within China's larger geopolitical influence. To what extent can ROK-China relationship maintain futuristic strategic cooperative partnership between them? As we observed joint press communiques of the Chinese President Xi Jinping's state visit on July 3, 2014, four agendas of bilateral relationship between Seoul and Beijing can be identified: intractable rivalry between the two great powers, North Korea nuclear issues, disparities of their displeasure with Japan denying the past wrongdoing and enhancing its military capabilities and Chinese imposing of its core interests on its Korea policy. With these evolving strategic environments, however, China and the ROK appear justifiably be pleased with the state of their relations: their strategic cooperative partnership is the cornerstone of peace and prosperity in the Asia-Pacific or Indo-Pacific region and continues to grow broader and deeper.

Phylogenetic Relationships of Soranthera ulvoidea (Chordariaceae, Phaeophyceae) on the Basis of Morphology and Molecular Data

  • The brown algal family Chordariaceae sensu lato is a focus of taxonomy because recent studies suggest a broad concept of the family, including genera formerly classified in the Dictyosiphonales. Using morphology, plastid rbcL and nrDNA ITS sequences, we evaluated relationships of the monotyic genus Soranthera (S. ulvoidea), which has been classified in the Punctariaceae. The species occurs in Bering Sea and Aleutian Islands, Alaska to Baja California. Thalli are globose to lobed, hollow, 3-5 cm in diameter, and covered with evenly distributed sori. However, two forms within the species are recognized: f. ulvoidea for globose forms and f. difformis for lobed forms. Plastid rbcL and nuclear ITS region sequences were newly determined in samples of S. ulvoidea from the Pacific coast of the North America. We found little variations in the ITS sequences among samples of S. ulvoidea from five different locations and in the rbcL region from two different locations. These results do not support previous classification of f. ulvoidea and f. difformis within the species. All analyses of our rbcL sequence dataset show that Soranthera was placed in the Chordariaceae s.l., but more related to Botrytella than Punctaria and Asperococcus.

A Change of U.S. Ballistic Missile Defense Strategy (미국 탄도미사일방어 전략의 변화)

  • The United States has built a missile defense system from the Cold War era, but since the end of the Cold War era, there have been many changes in international situation and threats. The forces of power divided between the United States and the Soviet Union have become increasingly threatened by China's willingness to expand its external influence, declaration of strong Russia and North Korea and Iran's nuclear armament and advanced ballistic missile technology. In response to this threat change, the Missile Defense Agency(MDA) has established strategies and policies, but its parent law has not been revised. United States changed to the FY2017 National Defense Authorization Act (FY2017 NDAA) including changed missile defense strategy. In this paper, I check US ballistic missile defense strategies included in the FY2017 NDAA and compare what changes have been made in existing strategies.

Unveiling the Diversity of Hydnum in the Republic of Korea with One New Species, Hydnum paucispinum

  • Hydnum is a genus of ectomycorrhizal fungi belonging to the Hydnaceae family. It is widely distributed across different regions of the world, including North America, Europe, and Asia; however, some of them showed disjunct distributions. In recent years, with the integration of molecular techniques, the taxonomy and classification of Hydnum have undergone several revisions and advancements. However, these changes have not yet been applied in the Republic of Korea. In this study, we conducted an integrated analysis combining the morphological and molecular analyses of 30 specimens collected over a period of approximately 10 years in the Republic of Korea. For molecular analysis, the sequence data of the internal transcribed spacer (ITS) region, the large subunit of nuclear ribosomal RNA gene (nrLSU), and a portion of translation elongation factor 1-a (TEF1) were employed as molecular markers. Through this study, we identified eight species that had previously not been reported to occur in the Republic of Korea, including one new species, Hydnum paucispinum. A taxonomic key and detailed descriptions of the eight Hydnum species are provided in this study.

Directions in Promoting Independence in Operational Control (전시작전통제권 단독 행사 추진의 방향)

  • Former ministers of national defense and foreign affairs, intellectuals such as former and incumbent professors, and various NGO groups are demanding the South Korean government to stop promoting independence in operational control which is currently held by the United States Armed Forces in Korea commander. Although the Korea should exercise operational control independently in the future, orientation on the direction which should be taken under consideration in promoting this transfer should be assumed. First of all, South Korea must sufficiently examine the criticisms and dissenting opinions, and reflect them in promoting independence in operational control. From now on, the South Korean government should reflect the opinions of experts in operational control, and must promote the transfer with national consensus. Unilateral enforcement of the transfer may cause serious errors and aggravate conflicts Second, ROKA's exercise of independence in operational control should take place only after gaining restraint on North Korea's attack against the South, and the issues on nuclear weapons and weapons of mass destruction(WMD) has been resolved, and a peace regime has been reached. Furthermore, exercise of independence in wartime operational control should be promoted only if there is a guarantee that international trust and the military collaboration will be restored to a level beyond the present state. Third, the USFK and the Korean-US alliance is providing South Korea with national security, not to mention tremendous diplomatical, and economical benefits However, if the alliance between the two countries become weakened due to the exercise of the independence in operational control, we might suffer a great deal of loss. Even though reasonable justification and external independence may be gained through promoting independence in operational control, it should be promoted in a longitudinal manner because national security problems and conflicts may be intensified, and there is no actual profit in doing so. Fourth, if the Korean-US alliance becomes weakened and therefore the United States decides to discuss eastern-asia strategies, North Korea deterrence strategies, and Japanese rearmament issues with other neighboring countries, South Korea may become diplomatically isolated and a subordinate to surrounding countries, destroying the independence we have now instead of restoring it Therefore searching for means to reinforce international trust and collaboration between South Korea and the United States, and leaving ROKA’s independence in operational control as a long term objective would be a more realistic method.
