Satisfaction with Health Care in North Korea: A Study of North Korean Refugees in China (중국내 북한이탈주민을 통해 본 북한의료이용 만족도)

  • The aim of the study was to examine levels of satisfaction with health care in North Korea and to identify factors associated with it using a convenience sample of North Korean refugees in China. Data from the 2004 Survey of Health Seeking Behavior of North Korean Households conducted by the Center for Refugee and Disaster Response, Johns Hopkins Bloomberg School of Public Health were used. The study subjects were 273 North Korean refugees whose length of stay in China was less than 3 months. Factor analysis was used to extract factor dimensions from the 12 satisfaction items. Bivariate (t test and ANOVA) and multiple regression analyses were used in examining factors associated with satisfaction with health care use in North Korea Overall, satisfaction level was low ($2.36{\pm}0.36$, score range: 1-5). Of the three-factor dimensions, physician skills scored the highest $(2.93{\pm}0.36)$, followed by drug availability $(2.51{\pm}0.07)$ and general cleanliness $(1.66{\pm}0.55)$. In the multiple regression analysis, having a usual source of care was significantly associated with patient satisfaction. Respondents who identified primary care (section) doctors as their usual source of care tended to be less satisfied than those with the city or county hospital as their usual source of care. County residents tended to report a lower degree of satisfaction with general cleanliness than city residents. Among socioeconomic characteristics, the number of household assets positively predicted satisfaction with drug availability. North Korean residents appear to be dissatisfied with their medical care. It may reflect some inadequacies in the North's universal health care system to meet the healthcare needs of its people.

  • Geographic information and surveying products are a momentous national infrastructure since it is an essential basis for land management and environmental preservation. Hence, it is necessary to set up a systematic plan and countermeasure for the upcoming unification of Korea. Otherwise there would be tremendous confusion and it will cause enormous expenses to establish the national surveying and geographical information standard. In order to show the vision of policies preparing for the unification of North and South Korea, we analyzed the case of Germany and the current status of surveying and Geographical Information in South and North Korea by taking the internet investigation, having a seminar, interviewing experts, and visiting related organizations. First of all, we should predict the change of surveying circumstances after the reunification and establish a plan that unifies laws, systems, and surveying standards of North and South Korea. We need to modify the datum point and unify the surveying product of South and North Korea in World Geodetic System. To accomplish these goals, we must make the map of Korean peninsula and neighboring nations, especially urban area of North Korea. It is considered that National Geographic Information Institute should take a major role in the unification of Korea. With these active preparations and plans, we will achieve the goals of establishing the reinforced surveying policy and minimizing the reunification expenses.

Review of Slope Criteria and Forestland Restoration Plan in North Korea (북한의 산림복원계획과 기준 경사도 고찰)

  • The objectives of this study were to establish the slope criteria and analyze the forest land restoration plan in North Korea. Reviewing the literature of the countries, the relationships among the climate, erosion controls, and slope criteria with forest restoration programmes, implemented were analyzed. Comparison of forest land management policies was conducted between South and North Korea. The soil erosion controls using biological barriers were at $15{\sim}20^{\circ}$slopes in arid climate regions and $25{\sim}30^{\circ}$ in humid climate regions. In the case of South Korea, an afforestation policy from the "Act on Clearance Project of Slash-and Burn Agriculture" of 1966 was enforced on mountains with slope greater than $20^{\circ}$, however, at present, the "Marginal Cropping Land Policy" recommends cropping lands with slope bigger than $8.5^{\circ}$ to forest land. In 1961, in "Land Reclamation of One Million Hectare", North Korea reclaimed additional cropping lands with slope bigger than $8.5^{\circ}$, and currently, the "Act on Forestry" states to enforce reforestation with slope bigger than $20^{\circ}$. This study recommends that South Korea aids for forest land restoration in North Korea based on the different stages of their development on reconciliation and cooperation between South and North Korea.

A Content Analysis of International News in the North Korean Newspapers: The Relationships Between Foreign Policy of the Labor Party and Propaganda of Foreign Affairs (북한신문의 국제뉴스 내용분석: 당 대외정책과 국제정세선전의 관계를 중심으로)

  • This research analyzes contents of international news in the North Korean newspapers to examine the relationships between foreign policy of the labor party and propaganda of foreign affairs. The results show that international news of the Rodong shinmun and Minjoo Chosun as the ideological apparatus reflects the recent changes of foreign policy of the Kim Jung-Il regime, aiming at the successful control and mobilization of the people. However, the coverage difference between two newspapers has not been found, which means that the press control of the state is routinized. The relationships between political power and the press in North Korea has been discussed from the perspective of international communication.

  • In North-East Asia, Port traffic in Asia-North America sea route has been rapidly increasing due to economic growth in China and ASEAN. Furthermore, the major shipping companies directly call at northern chinese ports like Qingdao, Dalian and Tianjin without passing through Korean ports on Asia-North America sea route. To acquire a port traffic and develop a hub port, governments in North-East Asia have intensively invested in the development of port. Therefore, Busan new port and Gwangyang port have been developed in Korea. According to the medium-long term development planning, the port should give a enormous budget investment for the port facilities construction. So the inaccurate estimation may lead to the unreasonable port development policy. Firstly, based on the estimation of Chiang Bong-Gyu & Yang Hang Jin(2005), this study gave a comparison with the estimation of Ministry of Maritime Affairs and Fisheries(2001) and OSC/Glori(2005). Secondly, taking into account the influence factors for port traffic, this study made an estimation of port traffic for Busan new port. On the basis of this estimation, this study is compared with the estimation of Ministry of Maritime Affairs and Fisheries(2001) and OSC/Glori(2005). In conclusion, in case of the development of Busan new port, based on the estimation of Ministry of Maritime Affairs and Fisheries(2001), this study should the high possibility that the Busan new port will be serious lack of the port facilities in the year of 2011. And according to the OSC/Glori(2005)'s estimation result, there is a lack of the port facilities, though we have modified the port investment plan.

Comparison of North Korea's Military Strategy before and after Nuclear Arming (핵무장 전.후 북한의 대남 군사전략 비교)

  • After successful nuclear tests Pakistan launched a more severe surprise attack toward India than before. It is highly possible that North Korea will adopt this Pakistan military strategy if it is armed with nuclear weapons. The North Korean forces armed, with nuclear bombs could make double its war capability through strengthening aggressive force structure and come into effect on blocking reinforcement of the US forces at the initial phase of war time. Therefore we may regard that Pyongyang's nuclear arming is a major one of various factors which increase possibility of waging a conventional warfare or a nuclear war. North Korea's high self-confidence after nuclear arming will heighten tension on the Korean Peninsula via aggressive military threat or terror toward South Korea, and endeavor to accomplish its political purpose via low-intensity conflicts. For instance, nuclear arming of the Pyongyang regime enforces the North Korean forces to invade the Northern Limit Line(NLL), provoke naval battles at the West Sea, and occupy one or two among the Five Islands at the West Sea. In that case, the South Korean forces will be faced with a serious dilemma. In order to recapture the islands, Seoul should be ready for escalating a war. However it is hard to imagine that South Korea fights with North Korea armed with nuclear weapons. This paper concludes that the Pyongyang regime after nuclear arming strongly tends to occupy superiority of military strategy and wage military provocations on the Korean Peninsula.

Subjectivity about North Korean refugee : A Q-methodology Approach (북한이탈주민에 관한 주관성 연구 : Q방법론적 접근)

  • The purpose of this study is to analyze the cognizance of North Korean refugee by applying Q methodology, as well as to provide preliminary data for improving North Korean refugee's image. The study process let P sample, the study participants, use Q-sorting methodology to sort Q sample, which is composed of statements. 18 participants sorted 32 statements and 3 types of North Korean refugee cognizance were produced as a result. Those types are 1(N=8), 2(N=6), and 3(N=4), which are type favorable, type whereas negative stereotypical, and type neutralist. Favorable types agreed to ensure North Korean refugee groups' rights as a general protection, whereas negative stereotypical types had strong discrimination and prejudice towards North Korean refugee groups due to lack of related knowledge. Furthermore, neutralist types showed an objection to negative stereotypes against North Korean refugee, but they did not entirely agree to North Korean refugee either. It is necessary to develop a detailed strategy to improve the social image of North Korean refugee.

Ideological Tendency and Assessment of the Government Policy through Reporting South-North Korea Issue: Comparative Analysis of Editorials under Kim Young-Sam and Kim Dae-Jung Administrations (언론의 남북문제 보도에 나타난 이데올로기적 성향과 정부 정책 평가: 김영삼 정부와 김대중 정부 시기의 사설 비교 분석)

  • This study focuses those periods of Kim Young-Sam and Kim Dae-Jung administration. This study tries to analyze any change in terms of ideological tendency and report attitude on the assessment of the government policy in the Korean newspapers from Kim Young-Sam to Kim Dae-Jung administration. Although these two civilian regimes were born after long periods of military dictatorship, there are many distinguished differences dividing these two. Kim Young-Sam could succeed through joining with the establishment of the power, while Kim Dae-Jung was elected as President through the horizontal shift of the power, opposition party becoming ruling party. Their power base was different. Another big difference is their North Korea policy. Kim Young-Sam administration's policy was conservative, while Kim Dae-Jung administration's policy was liberal. This study selected four Korean newspapers that represent each aspect of ideological spectrum in Korean media, and focused on the editorials of each paper as major analysis base. The four papers are Dong-a Ilbo, Chosun Ilbo, JoongAng Ilbo, and Hankyoreh. The study concludes that in terms of the report attitude on the assessment of the government policy, Dong-a, Chosun, JoongAng were more critical under Kim Dae-Jung administration than Kim Young-Sam administration. And Hankyoreh became more supportive of Kim Dae-Jung policy. In terms of the ideological tendency, four newspapers altogether did not change their ideological color regardless of the change in the administration. However conservative color became thinner( Dong-a, Chosun, JoongAng) and liberal color became thicker(Hankyoreh) a little under Kim Dae-Jung administration than Kim Young-Sam administration. Each newspaper tried to show their ideological tendency clearly in order to influence on government policy.

Natural Environmental Protection System in North Korea-Economic and Legal Perspectives (북한의 「자연보호구법」을 중심으로 한 자연환경보호제도 고찰 -경제분석의 한계)

  • Natural environmental protection system in North Korea is rarely understood mainly because of lack of information in scientific and legislative fields. Legislation is very important to achieve goal for protected areas, which are described in "Natural Protected Area Law(NPAL)". Cabinet of North Korea has authorities to lead the Central Agency for Land and Environment Conservation(CALEC). Designation and managements of natural protected areas are regarded as CALEC and local governments responsibilities. There are many differences between South and North Korea. Especially legislation system has many differences. North Korea's Labor Party is superior to the Government and Labor Party's order has at least the same authority to regulate and manage the national policy and means. With NPAL, CALEC organizes the national plan for natural protected area and regulate the activities of the Agencies for Land and Environment Conservation in the aspects of action plan, budget and other resources. For the reunification in the future, legislation system of North Korea should be understood.

  • The promotion of economic exchange and cooperation between North and South Korea is significant in two ways. First, the pursuit of economic interest can lead gradually to the unification of the national economies. Second, economic relations can serve as the first stride toward political reunification. There are, however, many difficulties in conceiving a strategy for economic cooperation between North and South Korea because of their differences in ideology and socio-economic system. Under these circumstances, a bid by either the North or the South to consider its specific ideology or socio-economic system absolute and to impose them on the other side would inevitably lead to confrontation and collision and deepen the division of the country. Therefore, steps to expand and develop economic and technological cooperation and comprehensive exchanges between the North and the South, with due regard to the development of bilateral relations, are in full accord with the interests of the both sides. It is clear that North Korea's changing attitude toward its environmental conditions is neither a policy of opening nor an ideological shift toward pragmatism, as has occurred in the Eastern European countries. Instead, it is a temporary tactic for breaking out of the economic stagnation caused by its rigid economic structure. In this light, we must.
