  • Under the premise of unbalanced development between urban and rural areas, this study raised criticism that the balanced national development policies in South Korea, which had been promoted in earnest after 'the Participatory Government' has adversely deepened the development gap between urban and rural areas by promoting the development of urban. In the meantime, the agricultural economy that supported the rural economy has gradually collapsed after reckless market opening, and due to the balanced national development policy focusing on urban infrastructure construction, rural areas are facing a crisis of 'depopulation' and 'regional extinction.' For this reason, many local governments have recently recognized the public values of agriculture and have introduced 'agrarian basic income' for the sustainability of agriculture. However, there is a limit to overcoming the crisis in rural areas because the population of farmers among rural residents is only 25%. Therefore, this study proposes the necessity of introducing the basic income for rural residents as a new paradigm for balanced development between urban and rural areas beyond the existing policy limits, based on surveys of opinions of residents living in Chungchengnam-do, South Korea and experts on the introduction of 'basic income for rural residents' in the future.

  • The global apple processing industry generates millions of tons of apple pomace (AP) annually, leading to significant environmental challenges owing to improper disposal methods, such as landfilling, which releases methane and other contaminants. This mini-review provides a concise overview of the strategies for the upcycling and circular resource utilization of AP. Upcycling strategies for AP can contribute to environmental protection through carbon reduction and resource circulation using existing resources in new methods instead of new materials. Additionally, this review presents the potential of AP as a raw material for food, pharmaceuticals, and cosmetics while examining the technical, economic, and environmental challenges and necessary improvements for its optimal use. Overall, the upcycling of AP offers a valuable opportunity to improve waste management and promote efficient resource utilization.

  • The purpose of this study is to establish a new rural development policy system based on the unit of a community organizations. This study is to complement or replace the existing rural development system which is based on the unit of rural villages. The communalism which is the core concept of traditional rural villages has been weakened or destroyed. Especially, economic, social and spatial communalism of a rural villages has been weakened rapidly in the process of industralization and urbanization for the last 50 years. This means that strong communalism inside rural villages and neighborhood independence from each others among rural villages are already weakened. Rural villages no longer represent rural area, unlikely the hypothesis policy makers have been used to set up rural development policies. Advanced countries like EU and Japan are well known to have a rural development policy based on the units of social organizations in the rural area. These policies have been on the main stream in the era of local decentralization. Rural resident's organization made rural site's development plan using local assets and submitted to the public sector. Then the public sector examine its value and possibilities as a rural development projects. And public sector finalize the decision on subsidy grant. These policy patterns are already introduced partly in the field of urban development programme as well as rural development programme. It is time to apply those policies more widely and to examine more systematically.
