A network traffic prediction model of smart substation based on IGSA-WNN

  • The network traffic prediction of a smart substation is key in strengthening its system security protection. To improve the performance of its traffic prediction, in this paper, we propose an improved gravitational search algorithm (IGSA), then introduce the IGSA into a wavelet neural network (WNN), iteratively optimize the initial connection weighting, scalability factor, and shift factor, and establish a smart substation network traffic prediction model based on the IGSA-WNN. A comparative analysis of the experimental results shows that the performance of the IGSA-WNN-based prediction model further improves the convergence velocity and prediction accuracy, and that the proposed model solves the deficiency issues of the original WNN, such as slow convergence velocity and ease of falling into a locally optimal solution; thus, it is a better smart substation network traffic prediction model.

  • Multinational enterprises(MNEs) try to strengthen their global innovative capabilities by incorporating the foreign subsidiaries' knowledge bases. Foreign subsidiaries play an important role in MNEs' knowledge creation activities. This study develops a strategy model that strengthening the knowledge creation capabilities of Korean firms' foreign subsidiaries. Four strengthening strategy types are derived from three research areas related with center of excellence, subsidiary strategic roles, and knowledge creation capabilities. The strategies that strengthen knowledge creation capabilities are including organizational culture and autonomy reinforcing strategy, subsidiary's absorptive capacity reinforcing strategy, local environment management strategy, and network building strategy. Strategic fit conditions which support the success of each strategy type are also discussed.

  • Breaking away from the blind faith of internal military security network, current military security demands strengthening measure on the H/W, controlling measure against information communications within the military, strengthening measure on the linkage point of the military and universal internal networks, legal supplementation, sucurity management ofn the military facilities from outsourcing services supporting the military. By analyzing the danger of military organizations hacking and real hacking cases, policy establishment for strengthening the security on military network hacking, legal supplementation and controlling measure for the outsourcing services are the pragmatic counter measures against military security hacking considering the peculiarities of military rather than the application of physical containment linked with information communications technology on the H/W safety measures.

  • This paper is to introduce recent collaborative activities in agricultural weather information services among institutions in Korea as well as key concepts for understanding agrometeorological services. KMA and RDA have agreed upon the establishment of the Joint Committee for Agrometeorolgy at national level to strengthen the national agrometeorological services in data collection, information production, research, and services to end-users of agrometeorological information in Korea. Several on-going joint projects in agrometeorology by RDA/KMA are introduced in brief. The projects being developed are : Strengthening of the Joint Committee of agrometeorology, Extension of observation network for agricultural weather, Production of the detailed agrometeorological information based on numerical weather forecasts, Development of seasonal and interannual weather forecasts for agricultural applications, Information network system for supporting agrometeorological research, and Improvement of agrometeorological information services at national and regional level. Strengthening of programs for the education and training of agrometeorologists will be impending responsibilities of the government. The government must consider establishment of organizations dedicated to and in charge of national agrometeorological services to end-users. RDA and KMA should play a major role to obtain this goal, based on a close cooperation with universities, scientific societies, and other relevant institutions. If this plan is successful, major infrastructures and services in agrometeorology shall be established in the next 5 years, and we can contribute to regional and global societies through sharing experiences and know-hows.

Experimental study on identification of stiffness change in a concrete frame experiencing damage and retrofit

  • This paper describes an experimental study on structural health monitoring of a 1:3-scaled one-story concrete frame subjected to seismic damage and retrofit. The structure is tested on a shaking table by exerting successively enhanced earthquake excitations until severe damage, and then retrofitted using fiber-reinforced polymers (FRP). The modal properties of the tested structure at trifling, moderate, severe damage and strengthening stages are measured by subjecting it to a small-amplitude white-noise excitation after each earthquake attack. Making use of the measured global modal frequencies and a validated finite element model of the tested structure, a neural network method is developed to quantitatively identify the stiffness reduction due to damage and the stiffness enhancement due to strengthening. The identification results are compared with 'true' damage severities that are defined and determined based on visual inspection and local impact testing. It is shown that by the use of FRP retrofit, the stiffness of the severely damaged structure can be recovered to the level as in the trifling damage stage.

  • An article is devoted to developing the concept of inter-territorial collaboration in the context of strengthening its economic security. This concept is based on the study of international experience and successful OTG functioning in Ukraine. The idea includes directions, forms, tools, procedures, and financial sources for joint projects that strengthen territorial associations' economic security. The research consists of assessing the state of economic development of territorial communities and forms of their cooperation with other territorial communities. Analysis, synthesis, induction, and deduction are the main methods of scientific knowledge used to summarize statistical information, normative and legal support, and global experience of cooperation of territorial communities. The study results include the main areas of cooperation of territorial communities in Ukraine, including long-term collaboration. The study also contains successful examples of collaboration between different territorial communities, applying practical aspects and tools to form effective interaction. The main points of discussion concern various forms of interaction between territorial communities, which allow achieving the economic goal more quickly and effectively.

  • The modern ports have become multi-functionalized and network-centralized over time. Recently the development of industry in the land behind the port area has become very important for port itself. Furthermore, the port functions as a finance center and an integrated function of the main bank of the world. It will be necessary for Inchon port to pursue the policy for building itself as a hub center for logistics integration and building network in the region of Northern-East Asia and Seoul Capital City area in order for Inchon port to support and develop various industries through utilizing each aspect of the industrial complex in these areas. By doing this, it will act as a policy for strengthening competiveness for Inchon port. The sharp increase of cargo movement from rapidly developing Industries in China will become a good opportunity for strengthening the competitiveness of Inchon port. However, considering the characteristics of the ports competitiveness, this policy must quickly overcome the difficulties of Inchon port.

AHP Analysis Research to Improve the Busan Port Ship Supplies Industry (부산항 선용품산업의 개선을 위한 AHP 분석 연구)

  • The current situation of ports and related industries is transitioning from quantitative growth in increased cargo volume and expansion of port facilities to qualitative growth in the role of ports through the creation of high value-added. Ports are now recognized as playing an important role in economic growth and development by generating high value-added, not just by increasing the amount of cargo and expanding port facilities. This study evaluated the importance of factors affecting the improvement of the Busan Port's marine equipment industry by using the Analytic Hierarchy Process(AHP) to derive the priority of improvement measures by factor and evaluate the importance of factors affecting the marine equipment industry. The factors that should be considered when selecting improvement measures for the marine equipment industry were selected as four factors: strengthening price competitiveness, increasing government and local government interest, strengthening promotion, and establishing a global network. The main sub-factors were composed of eight detailed evaluation factors by selecting two factors for each layer. The analysis was designed by dividing the factor hierarchy for selecting improvement measures for the marine equipment industry into three levels and creating survey questions for pairwise comparison. The priority of the analysis results using AHP showed that the factor with the highest priority was strengthening price competitiveness, followed by increasing government and local government interest, establishing a global network, and strengthening promotion. According to the analysis results for the second-level sub-factors, among the factors for strengthening price competitiveness, low distribution costs and storage costs were considered most important, followed by avoiding excessive competition among marine equipment companies. Among the factors for increasing government and local government interest, improving customs procedures and tariff refund procedures were considered most important, followed by strengthening incentives from the government and Busan City. Among the factors for establishing a global network, promoting large-scale marine equipment companies was considered most important, followed by actively participating in international marine equipment-related associations. Among the factors for strengthening promotion, active use of the Internet was considered most important, followed by holding domestic and international exhibitions. Based on this study, we hope to help activate Busan Port's market by enhancing its competitiveness through revitalizing its marine equipment industry, generating water traffic, and creating new value-added.

Analysis of Iran's Air Defense Network and Implications for the Development of South Korea's Air Defense Network

  • This study analyzes the current status and prospects of Iran's air defense network, focusing on the Russian-made S-300 system, and derives implications for the development of South Korea's air defense network. Iran's air defense network exhibits strengths such as long-range detection and interception capabilities, multi-target processing, high-altitude interception, and electronic warfare response. However, it also reveals weaknesses, including lack of mobility, difficulty in detecting low-altitude targets, obsolescence, training level of operating personnel, and vulnerability to electronic warfare. Real-world cases confirm these weaknesses, making the system susceptible to enemy evasion tactics, swarm drone attacks, and electronic warfare. Drawing from Iran's case, South Korea should establish a multi-layered defense system, strengthen low-altitude air defense and electronic warfare capabilities, foster the domestic defense industry for technological self-reliance, and enhance international cooperation. By addressing these aspects, South Korea can establish a robust air defense network and firmly protect its national security. Future research should aim to secure and analyze materials from the Iranian perspective for a more objective evaluation of Iran's air defense network and continuously track Iran's efforts to improve its air defense network and the trend of strengthening drone forces to predict changes in the Middle East security situation.

Pareto fronts-driven Multi-Objective Cuckoo Search for 5G Network Optimization

  • 5G network optimization problem is a challenging optimization problem in the practical engineering applications. In this paper, to tackle this issue, Pareto fronts-driven Multi-Objective Cuckoo Search (PMOCS) is proposed based on Cuckoo Search. Firstly, the original global search manner is upgraded to a new form, which is aimed to strengthening the convergence. Then, the original local search manner is modified to highlight the diversity. To test the overall performance of PMOCS, PMOCS is test on three test suits against several classical comparison methods. Experimental results demonstrate that PMOCS exhibits outstanding performance. Further experiments on the 5G network optimization problem indicates that PMOCS is promising compared with other methods.
