Our Scholarly 'Pivot To Asia'

  • During the Obama administration, America made a shift in its foreign policies to re-focus on Asia. The strategy, known as 'Pivot to Asia', was used to contain a rising China. In this editorial note, I appropriate the geopolitical term to call for a scholarly refocus on Asia (and the broader Asia Pacific region). JCEA started as an area journal. While it has become more technology-focused and less geographically-bounded in its coverage of topics, the journal recognizes the centrality of the region's political economy and technological forces in setting (and upsetting) global norms and rules. The Asia Pacific contains the world's freest economies as well as the most oppressive regimes. It breeds both technology giants and laggards. As new geopolitical tensions loom, it is where the digital iron curtain is drawn, and where the vice and virtue of innovations debated. Social scientists in the English world, who lend extensively on European and American cases, can benefit from studying the Asia Pacific by testing whether and how local experience conforms to or confronts with universal theories. Very likely, western-centric norms and models become morphed and entangled in the grounded local particularity, reflecting many shades of this diverse place. In my arguments below, I highlight the Asia Pacific as a site of contradiction, as well as a site of contention and negotiation. My emphasis is that regional particularity holds the key to answer concurrent debates in the West concerning governance and accountability in the digital age.

  • In accordance with the promotional strategy of the 'simultaneously occurring and high-level comprehensive FTA that Korean government made clear in the FTA promotion roadmap in 2003, it has already entered into FTA with 22 countries such as Chile, Singapore, EU, MERCOSUR, ASEAN and the like but is progressing or promoting the negotiation about FTA. It is necessary to make efforts to lift all sorts of non-tariff barriers that put restrictions on the import of China with the promotion of the lowering of customs duties in the negotiation of FTA between Korea and China. It is anticipated that imports will be expanded in the manufacturing field as well as agricultural products with the efforts to improve the business management environment of Korean firms within China. Therefore, it is a very important task to make efforts to prevent the roundabout trade made via China by reinforcing the standard and criterion for the origin of country in the Korea China FTA.

A Study on the Key Issues of International Investment in FTA Negotiations (FTA 투자분야의 주요 쟁점 및 협상 방향에 관한 연구)

  • International investment has been gaining the importance in the economic growth, employment and technological spillover for many countries at the time of unrestrained flow of the production resources, inter alia, the capital. International investment is prerequisite for Korea to overcome its resource-scarcity. This paper studied some contentious issues of international investment and attempted to suggest negotiating position for Korea on future FTAs. We have made theoretical research of the issues and derived common denominators from four previous FTAs which Korea has concluded. Based on both theories and evidences, we suggest that Korea be ready to have more open attitude for incoming international investment, that is, foreign direct investment(FDI) in future FTA negotiations although Korea should have rather flexible strategy on international investment issues, on the basis of the reciprocity.

Japan's FTA Policy and Economic Effect of FTA (일본의 FTA정책과 경제적 효과)

  • This study extensively investigated Japan's FTA strategy and plan of FTA policy and analyzed the economic effect caused by it. In the analysis of economic effect using world economical model shows not only positive economic effect in home country but also to the foreign country. Recently, Japan's bilateral relation with Korea and China is getting worse, not in a friendly way. Consequently Japan's future FTA negotiation will be expected to be focused on the East-Asia region. In other words, Japan expressed assistance for the purpose of communication, stability and prosperity in the East-Asia and will seek individual economic cooperation with each East-Asia country trying to reinforce the stand of Japan. This means that Japan is trying to improve the relation with Korea and China in the other way because it cannot change the relation with Korea and China on its own. That is to say, It can be interpreted as Japan is trying to reinforce the economic cooperation with other East-Asia countries for the realization of East Asia community rather than directly negotiating with Korea or China.

  • Manufacturing environment is getting characterized by unstable market demand,short product life cycle and timebased competition. For adapting this environment,machine tools have to be further versatile functionally in order to reduce part's set-up time. Unlike existing manufacturing systems mainly to focus on part flow, it is important to control tool flow using fast tool change device and tool delivery device in parallel machines consisting of versatile machine tools, because complete operations on a part can be performed on one machine tool in a single machine set-up. In this paper, under dynamic tool allocation strategy to share tools among machine tools, we propose a real-time tool allocation and operation esequence model with an objective of minimizing flow time using autonomy and negotiation of agents in parallel machines

  • Like in other trade negotiations covering comprehensive sectors, it is reported that KOREA-US FTA tried so-called 'package deal' at the last minutes, when telecom services sector was positioned at the forefront and expected to partly play a role in buffering US' market-opening pressure on other sectors. Before everything else, Korean negotiators had to enhance the value of foreign ownership deregulation in telecom services sector as a leverage in the course of KOREA-US FTA negotiations. In addition, since foreign ownership change, if any, is highly sensitive issue either politically or policy-wise, it seems very difficult to find a breakthrough. Focusing on foreign ownership regulation in telecom services sector, this paper seeks how Korea has developed its strategic reasoning for negotiations and evaluates the outcomes of KOREA-US FTA negotiations.

  • The Ministry of Education. Science and Technology had revised the 'The professional Engineers Act' in 2007 in order to enhance the efficiency of the professional engineers. The Ministry also had adopted "The International Professional Engineer Registration System which included APEC engineer and EMF international professional engineer and has worked on various MRA of professional engineer and has worked on various MRA of professional engineers through FTA with USA, Singapore. EU, Canada and Australia etc. The Ministry will participate in the negotiation meeting For MRA of professional engineers with Singapore in coming November and also will negotiate positively MRA of professional engineers with USA upon the ratification of National Assembly.

  • 이동통신 망에서 효율적으로 멀티미디어 서비스를 전송하는 것은 차세대 이동통신 시스템 개발을 위한 중요한 이슈이다. 특히, 셀 부하와 무선 링크의 에러율 때문에 멀티미디어 서비스의 전송 동안 QoS 저하가 발생한다면, 전송 지연 및 패킷 손실에 의하여 QoS를 보장할 수 없으므로, 멀티미디어 서비스의 연속성을 유지하기 위한 QoS 보장 기술이 필요하다. 본 논문은 이동통신 시스템에서 멀티미디어 서비스의 QoS를 보장하기 위한 방법을 제안한다. 멀티미디어 서비스의 전송 중 QoS 보장하기 위한 방안을 제안하고 각 모듈간의 상관관계를 갖는 순서도를 기술한다.

  • The focus of this paper is the determines of asymmetric cooperation between the European Union(and EC) and the Democratic People's Republic of Korea(DPRK). By analyzing the varying degree of cooperation and conflict by the EU and the DPRK, it argues that the outcomes of the asymmetric cooperation and conflict can be fully explained by the domestic and international variables.

Leisure Constraints and Negotiation based on the Marital Status in Career Women (직장여성의 결혼에 따른 여가제약과 여가제약협상)

  • The purpose of this study was to explore leisure constraints and the strategies to overcome leisure constraints of career women, and to examine the difference in leisure constraints and leisure constraints negotiation strategies between married and unmarried career women. In Seoul, a total of 440 career women selected using the cluster quota sampling method participated in the current study. Finally, 433 responded data with the exception of 7 unreliable surveys were employed for the analyses such as frequency, exploratory factor, reliability analysis, and t-test. Main findings were as follows; First, six factors including interpersonal, intrapersonal, time, expense and information, environmental, and physical constraints were extracted for career women. Environment and time commonly constrained their participation in leisure activities the most. Second, five factors including skill acquisition, finding alternative activity, control intensity, finding partners, and financial and time management strategies were extracted for them. Third, there were the differences in time and physical constraints between two groups and married career women's constraints were higher than singles. Finally, there was the difference in skill acquisition strategy and married career women's it was higher than the other group.
