시장의 니즈(Needs)에 기반 한 일종의 기술기획 프로세스로서, 시장이나 제품의 요구사항을 충족시키기 위해 필요한 기술적 대안들을 규명, 선택 및 개발할 수 있도록 도와주며, 미래에 요구되는 성능목표(Performance Target)와 이의 달성을 위해 필요한 활동이나 기술대안을 시간축에 따라 표현하는 기술로드맵의 개념을 구체적으로 살펴보고, 문헌조사와 사례연구 등을 바탕으로 다양한 기준으로기술 로드맵의 분류 및 활용사례를 분석한다. 또한 기술로드맵 작성절차에 대해서도 자세히 논의한다.

This paper addresses the issue of increasing the effectiveness of national IT R&D planning through the adoption of the technology roadmapping process. As a needs-driven technology Planning tool, technology roadmapping can help identify and select technology alternatives to meet a set of market needs. Thus, it allows increasingly limited R&D investments to be used more efficiently. From this point of view, the Ministry of Information and Communication is considering introducing technology roadmapping to support its annual technology planning activity. In this contribution we explore how a technology roadmap could be integrated into IT technology planning and suggest some guidelines to successful technology roadmapping, on the basis of literature review, case survey and our experience, for organizations due to employ the roadmapping process in the future.

새로운 혁신활동에 대응하기 위해서는 혁신의 사회적 맥락과 사용자의 잠재적 니즈를 파악하여 기술과 사회를 동시에 구성하는 노력이 필요하다. 사용자 경험 활용, 사회 기술기획 등으로 표현되는 '수요 구체화' 활동이 효과적으로 이루어져야 새로운 궤적을 형성하는 탈추격 혁신을 수행할 수 있고 사회 문제를 해결할 수 있기 때문이다. 리빙랩(Living Lab)은 사용자가 혁신활동에 능동적으로 참여하는 "사용자 주도형 혁신" 모델로서 최근 유럽을 중심으로 부각되고 있다. 본 연구는 사용자 주도형 혁신모델로서 리빙랩의 이론적 논의와 주요 사례를 살펴보고 우리나라에서의 적용 가능성을 탐색하였다. 리빙랩은 특정 공간 또는 지역에서 최종 사용자들이 적극적으로 참여해 문제를 해결하는 개방형 혁신모델로 지역사회의 문제 해결력을 증대함과 동시에 새로운 사회 기술시스템을 구현하기 위한 선구적 활동이다. 더 나아가 리빙랩은 탈추격 혁신, 수요지향적 혁신, 지역혁신, 사회문제 해결형 혁신, 생태계 형성 지원, 사회 기술시스템 전환 등 최근에 등장하고 있는 혁신정책의 패러다임 변화를 반영한 정책 수단으로서 우리 사회의 변화를 탐색할 수 있는 기반이 된다.
