Numerical simulation of flow around two circular cylinders in various arrangements

  • The results of flow feature around two circular cylinders in various arrangements are carried out using two-dimensional simulation at Reynolds number of 200. In this work, time-averaged fluid force acting on the upstream and downstream cylinders were calculated for staggered angle ${\alpha}=0{\sim}90^{\circ}$ in the range of L/D = 1.1~5, where ${\alpha}$ is the angle between the free-stream flow and the line connecting the centers of the cylinders, L is centre-to-centre distance and D is cylinder diameter. The dependence of magnitudes and trends of fluid force coefficient on the spacing ratio L/D and ${\alpha}$ are discussed. In all arrangements of two cylinders, tandem arrangement (${\alpha}=0^{\circ}$) is the case produced a minimum drag coefficient for downstream cylinder. Moreover, the locations of separation and stagnation points or pressure coefficient on surface of the cylinder were examined.   • Recently, the hybrid system combining fuel cell and gas turbine has drawn much attention owing to its high efficiency and ultra low emission. It is now on the verge of world wide development and various system configurations have been proposed. A national project funded by Korean government has also been initiated to develop a pressurized hybrid system. This work aims at presenting design performance analysis for various possible system configurations as an initial step for the system development. Study focuses are given to major design options including the power ratio between gas turbine and fuel cell, reforming method (internal or external), reforming heat source (reforming burner, cathode hot air, fuel cell heat release) and steam supply method for reformer (anode gas recirculation, external steam generator). A wide variation in performance among different configurations has been predicted.

  • In the end of 2014, Changwon National University and TECHSTEEL Co., Ltd. had initiated a project on the development of a 300 kW-class HTS DC Induction Furnace(HTS DC IF) for preheating non-ferrous metal billets funded by the Korea Institute of Energy Technology Evaluation and Planning for 3 years. This is the one of the most realistic commercial machines applying the coated conductors. In this paper, the development progress of a 300 kW-class HTS DC IF was introduced. The major characteristics of the furnace including its capacity, structure and operation scheme were presented. For ensuring the successful design, a pre-validation study was performed through the electromagnetic, heat transfer and solid mechanical analysis using a multi-physics FEM tool. The aluminum billet was heated up to $540^{\circ}C$ under 1 T of the magnetic flux density at the center of the billet, and the simulation results were described in detail.

  • Various fields are being combined and developed for the development of the country and industry. The purpose of this study is to examine the effects of interdisciplinary research on the technology commercialization of researchers in the national R&D project. For the purpose of empirical analysis, major research and development have been reviewed. Major research and development projects conducted by government-funded research institution in which various technological fields are integrated in order to commercialize technology. The research data is based on the major R&D project data for railway/public transportation/logistics fields technology in 2015-17, and 149 project were selected for analysis. As a result, it was found that diversity of participants' experts had significant positive effect on technology commercialization when R&D expense, The number of research participants, The number of participating organizations, TRL before R&D were controlled. It is expected that the results of this study will be used meaningfully when the R&D program plan, analysing the academic convergence factor of research topic.

Incorporating Ex-Ante Risk in Evaluating Public R&D Programs: A Counterfactual Analysis of the Korean Case

  • R&D is inherently an uncertain endeavor, yet now more than ever those performing R&D with public funding are called upon to clarify the utility of their research. Calls for public accountability are mounting with the increase in constraints on government budgets due to the recent worldwide economic recession, in response to which both policymakers and researchers pay much more attention to rigorously assessing publicly funded R&D. A key issue complicating R&D evaluation in these circumstances is how to adequately account for the nature and degree of risk involved in a given R&D program or project. This study deliberates on certain issues involving the measurement of ex-ante risk in public R&D evaluation: (i) information asymmetry between R&D sponsors and performers, (ii) ambiguity in the measurement of returns in both prospective and retrospective evaluation, and (iii) the dilemma between measurement error and omitted variable bias for empirical estimation of R&D performance. The study then presents an analysis of hypothetical evaluation results that apply risk-relevant weights to the annual evaluation outcomes of South Korea's national R&D programs funded during 2006~2012. In this counterfactual re-evaluation of public R&D program performance, high-risk R&D programs turn out to receive higher evaluation than non-high-risk programs. The current study suggests that R&D evaluation ignoring ex-ante risk is not only conceptually invalid since R&D activities are intrinsically uncertain endeavors, but unfair as R&D performers are asked to be accountable for the results that were in fact out of their reach.

Comparative Study on the Health Promotion Policy in Korea and Japan (한국과 일본의 건강증진정책 비교)

  • The focus of this paper is to critically evaluate the contemporary health promotion policy of g Korea and Japan. The primary purpose of this comparative research project is to stimulate policy debate and to strengthen the design and implementation of evidence-based policies that improve population health and reduce health related disparities. For the purpose of the research object we adopted analysis of health promotion(HP) sources. The HP Source which is still under development in Europe, is a potentially valuable tool for global use. This European Commission funded project lead by the London School of Hygiene and Tropical Medicine has brought together organisations from all of the European Union Member States, plus Norway, Iceland, Latvia, Switzerland and the Czech Republic to contribute their data. The findings of this research will be conclude by making recommendations for further comparative studies and in particular how EUHPID and the HP Source tool and database can be expanded for use at global level through the IUHPE. The result as follows: 1. The Health Promotion Act enacted 1995 in Korea and 2000 in Japan. The government has a national document on HP titled Health Plan 2010 and Healthy Korea 2010 in Korea and Healthy Japan 21 in Japan. 2. The Health Plan 2010 of Korea contains 14 goals, i.e. life expectancy, smoking, nutrition, mental health, dental health, reproductive health, hypertension, cerebrovascular diseases, arthritis, diabetes mellitus, cardiovascular diseases, and cancer. It should be emphasized that the Korean HP national document adds 3 goals of health expectancy, reproductive health, and arthritis to its Japanese counterpart. Health Plan 2010 of Korea specifies 37 objectives in 14 goals, and Healthy Japan 21 proposes 48 objectives and 80 targets in 9 goals. 3. Health Plan 2010 and Healthy Japan 21 have not been evaluated yet, and no regular systematic monitoring reporting of HP policies is available in Korea and Japan yet. 4. National Health Promotion Fund is a financial source of HP programs at the national level in Korea. Its annual amount is 736 billion Won(equivalent to approximately 640 million US$), otherwise no specific Health Promotion Fund in Japan.

  • The purpose of this study was to explore the characteristics, outcomes and successes associated with newly established rural villages founded by the Rural Village Development Policy in Korea. For this study, four operatives associated with development companies who successfully implemented rural villages with strong community function structures answered a semi-structured questionnaire on the developmental theme, location, preoperational resident meetings, and success factors of seven projects. The Questionnaire dealt with content analysis. The results of the study were as the follows. The operatives of the development companies identified locations, environments for economic activities, project themes and regular resident meetings as success factors. Barriers for successful rural village development policy were identified as inadequate regulation and lengthy administrative procedures. In particular, preoperational resident meetings were seen as an important success factor, requiring an organized and well-funded professional program.

The Effect of Sexual Abuse on Posttraumatic Psychiatric Symptoms in Children and Adolescents with Sexual Abuse (성학대를 경험한 소아, 청소년에서 성학대가 외상 후 정신 증상에 미치는 영향)

  • Objectives : The purpose of this study is to examine the effects of the characteristics of victim and sexual abuse on posttraumatic psychiatric symptoms in children and adolescents with a history of sexual abuse. Methods : A total of 137 children and adolescents were recruited from the Seoul Sunflower Children Center, a nation-funded sexual violence victim protection center, from January 2009 to December 2013. We collected the demographic data of the victims and the Trauma Symptom Checklist for Children (TSCC) from victims. We hypothesized victims' age, sex, and intelligence quotient, and the characteristics of sexual abuse as the affecting factors of posttraumatic psychiatric symptoms. Descriptive analysis and hierarchical regression analysis were performed for analysis of demographic data, TSCC scores, and psychiatric symptoms. Results : The victims' age and the characteristics of sexual abuse were significantly related to the traumatic distress of sexual abuse. R-square was 23% for anxiety, 39% for depression, 21% for posttraumatic stress, and 37% for dissociation on TSCC. Conclusion : This study suggests that victims' age, type, frequency and duration of exposure, and disclosure of sexual abuse are significant affecting factors on posttraumatic psychiatric symptoms in children and adolescents. Exploration of psychiatric symptoms other than posttraumatic symptoms, and relations between pretraumatic and posttraumatic psychiatric symptoms is needed through collection of larger samples.

Survey of Corrosion Cost in China and Preventive Strategies

  • A national consultative project entitled "corrosion cost survey in China and preventive strategies" was funded by the Chinese Academy of Engineering in 1998. Soon afterwards, an expert group was organized jointly by the Institute of Metal Research, CAS and Chinese Society of Corrosion and Protection. The report on corrosion cost survey in China was published in 2003. According to this report the overall annual corrosion cost in China estimated by the Uhlig Method and Hoar Method at 1997-2001 was found to be 200.7 billion Yuan RMB and 228.8 billion Yuan RMB respectively, which is equivalent to 2% of the gross national product of China. However the total cost of corrosion including the direct and indirect cost was estimated to be more than 500 billion Yuan RMB per year in China. Among them, corrosion cost of infrastructure ranked in first comparing with other sectors. Although corrosion costs in some sectors, such as electric power, petrochemical, oil pipeline and railway in China has reduced in the past years, significant losses are still being encountered in most sectors of industries and cost-effective methods have not always been implemented. Both successful and unsuccessful cases in corrosion control and corrosion management were collected. As the investment in capital construction continues increasing rapidly in China, the maintenance and life extension of the infrastructures will become a big issue.   • Recently, interest in alternative energy has been increasing to reduce greenhouse gas emissions and fossil fuel consumption in accordance with the United Nations Framework Convention on Climate Change(UNFCCC). Accordingly, there is a need to use waste heat that unused throughout industrial systems for lowering the concentration of energy on fossil fuels. In particular, government support projects for the energy recycling of agriculture and fisheries such as cultivation of tropical crops and aquaculture are being actively carried out by utilizing waste heat and thermal effluents caused from large-scale industrial complexes including power plants. The study was conducted on supplier (power plant), consumer (farmer) and stakeholders (constructor and local governments) of domestic demonstration areas using waste heat that is abandoned from the power plant in the form of thermal effluents. It investigated the overall improvement and feasibility of government funded projects through field interviews and questionnaire-type surveys. The results of this study are expected to provide basic directions for the operation of the project in terms of nationwide expansion and diffusion of the heat source supply project at horticultural greenhouse by utilizing the thermal effluents from power plant.
