시설농업난방 경유대체유로서 폐타이어오일의 연소 특성 (Combustion Qualities of Waste Tire Oil as Substituting Light Oil for Greenhouse Heating)

  • This study was initiated in order to find alternative fuel substituting for light oil the most common fuel for heating greenhouse. The tire oil used in this research was produced by pyrolysis process, one of the final products besides steel string and carbon black in which waste tires as a form of chopped pieces broken by shredding machine are heated up to 200~30$0^{\circ}C$ with maximum restraining of oxygen supply. In order to justify light oil equivalent qualities in tire oil combustion characteristics were defined in the way of comparing kinetic viscosities in the wide range of temperature flame sizes and exhaust gas components in the various combustion conditions. We found that kinetic viscosity of tire oil was lower than light oil by 1 to 2 cSt in the temperature range showing better flowing mobility in the fuel line of the burner and no significant difference in flame size between the two oils in the all combustion treatments. However much more NO and SO$_2$ were detected from the exhaust gases of tire oil than light oil combustions. In fact tire oil contains more nitrogen and total sulfur, by 25 times and 40 times respectively than light oil according to the composition analysis. Tolerable limit for SO$_2$discharge amount defined by the national air pollution standards is under 540ppm so tire oil combustion satisfies the requirement though. It is desirable if sulfur and nitrogen filtering process shall be added in the tire oil production line. Except the exhaust gas components all greenhouse heating qualities of tire oil including hot air temperature are very identical to those of light oil.

Critical Factors Causing Delay on State-Funded Construction Projects in Vietnam

  • Delay on State-Funded Construction Projects (SFCPs) in Dong Thap - a province in Mekong Delta of Vietnam, as many provinces of Vietnam, have caused budget overrun through many recent years. The budget-overrun situations, in turn, have deepened the delay. Identifying critical factors affecting delay SFCPs plays a key role to mitigate negative impact of delay. 134/160 questionnaires were collected from personals working for project owners, consultants, supervisors and contractors in Dong Thap Province. Convenient sampling method was used. EFA was resulted in critical 04 factors with 20 variables caused delay in SFCPs, including: "Project technic, contractor's financial capacity and adjustment role of the government", "Regulation and Policy", "Mutual benefit support and concern between the government and residents", and "Disadvantage of construction site and weather season". Reliable measures to reduce delay on SFCPs are discussed to establish legal corridors to strictly controlling the process, consider mutual benefit between the government and its residents, and evaluating construction conditions. Those measures are considered could be applied in not only Dong Thap province, but most provinces of Vietnam as well.

Construction of Time - Cost Model for Building Projects in Vietnam

  • Bromilow's time-cost (BTC) relationship was examined for building projects in Vietnam using actual construction time and total construction cost. Data set was collected from 77 historical building construction projects completed between 1999 and 2005 which were adjusted by consumer price index (CPI) to 2000 price. Time-cost equations were specified respected to two sectors, public and private, in Vietnamese construction industry and all cases. It is shown that a public funded building project has the longer construction duration than a similar budget private funded project. The resulting models are statistically significant. The adjusted R-square coefficients of all cases, public and private projects models are respectively 0.403, 0.436 and 0.377 mean that the BTC regression lines moderately fit the data set.

  • 본 연구는 정부의 연구개발 사업에 대한 연구 성과의 효율성 검증을 통해 보다 효과적인 예산활용과 연구개발 사업투자에 대한 제언을 하고자 한다. 이를 위해, 국가과학기술연구회에서 주관하는 융합연구사업(창의형융합연구사업, 융합연구단사업)과 일반수탁연구사업의 연구 성과에 대해 '자료포락분석법(Data Envelopment Analysis)'과 'Malmquist Index 분석법'을 활용하여 효율성을 분석하였다. 분석대상은 국가과학기술연구회 주관 융합연구사업(창의형융합연구사업, 융합연구단사업)과 정부 출연연구소들의 일반수탁 연구사업을 대상으로 진행하였으며, DEA를 활용하여 정태적 분석과 Malmquist Index 분석법을 활용하여 동태적 분석을 실시하였다. 분석결과 DEA의 정태적인 관점에서 융합연구사업이 높은 효율성을 나타났다. Malmquist Index 분석법을 통한 동태적 관점에서는 일반수탁사업의 효율성이 점차 하향하는 반면, 융합연구사업은 매년 효율성이 향상되었다. 이는 융합연구가 일반연구보다 높은 성과를 가지는 것을 시사한다. 본 연구결과를 통해 정부 R&D투자에 대한 성과평가의 객관적인 기준을 제시하고 정부 출연 연구기관에 대한 효율성 향상을 위한 연구 인력과 연구비의 합리적인 투자정책 및 연구과제기획에 객관적인 시사점을 제공 하고자 한다.

TAMA-300 PROJECT FOR GRAVITATIONAL WAVE DETECTOR

  • This paper reports on the outline and the status of the TAMA-300 project, the 300 meter laser interferometer gravitational wave detector developed by a team of scientists of several research institutes and universities in Japan. In fact the project has been funded and its construction started at the National Astronomical Observatory, Mitaka, in spring 1995. And the constructions of the tunnels for the east-west and north-south arms and of the central building are completed and a half of pipes for laser beams were brought in. Very stable laser oscillator has been almost completed and mew techniques such as vibration isolations, recycling of laser power, and suspension of mirrors by double pendulums have been developed. In fact the purposes of the project are to establish techniques necessary for future km-class detectors and to operate the detector to catch possible gravitational wave events in nearby galaxies such as Andromeda, the target sensitivity being $3 {\times} 10^{-21}$ at 300Hz.

The Roles of Filmmaking as a Tool for Youth Learning and Cultural Exchange: Two Nations One Mind Film Contest Project

  • The Two Nations One Mind film contest was launched by the collaboration between Pukyong National University (PKNU) in Busan, The Republic of Korea (South Korea) and the University of the Thai Chamber of Commerce (UTCC) in Bangkok, Thailand. The project was funded mainly by the Ministry of Foreign Affairs, South Korea. The intention of the project was to increase the recognition of Korea in Thailand through co-production filmmaking between university students from the two countries. This paper aims to look at the feedback from the project participants from both nations as to how international co-productions resulted in cultural exchange and international youth cooperation. The paper also examines the films produced from the project, Blossom, Different (Yet) the Same, Two Taste, Two Nations and When I Was There, for how they reflect the elements of transnational cinema. The comments from the films' audience were also taken as part of the data.

SIMP: SLICKS AS INDICATORS FOR MARINE PROCESSES

  • SIMP is an international project funded by INTAS aimed at improving the information content, which can be inferred from multi-sensor satellite imagery of marine coastal areas. Scientific teams from Germany, UK, Portugal, and Russia focus on the development of novel tools for marine remote sensing of the coastal zone. In particular, the project teams' benefit from the fact that surface films may enhance the signatures of hydrodynamic processes such as plumes, internal waves, eddies, etc., on microwave, optical, and infrared imagery. The project's objectives are to develop a robust methodology for identifying slick-related phenomena/processes through their surface signatures and thereby, to improve the discrimination capabilities between slicks and other oceanic and atmospheric phenomena by taking into account information gained from satellite imagery quasi-simultaneously recorded at microwave, visible and IR wavelengths. The results of the two project years are summarized. Examples are given for the project’s web presentation, laboratory and field experiments, and of the analyses of various satellite data.

BK21플러스 사업참여가 대학원생 역량과 만족도에 미치는 효과: 단일 사회과학 사업단의 경험적 자료 분석 (Effect of the Brain Korea 21 Plus Project on Graduate's Performance and Satisfaction: Empirical data analysis for a social science department)

  • BK21사업은 장기간 막대한 예산이 투입되는 국가주도의 고등교육사업이다. 사업의 효과성을 평가한 선행연구는 선정된 사업단(팀)들 전체를 대상으로 실적 중심의 양적 성과에 초점을 맞춘 경우가 많고, 사업에 참여한 대학원생에 관한 선행연구는 만족도 조사에 그친 경우가 많아 사업단별 혹은 학술 분야별로 BK21사업이 대학원생의 수행, 역량, 만족 등에 미치는 영향을 깊이 있게 다룬 연구는 많지 않았다. 본 연구는 3단계 BK21플러스 사업에 선정된 1개 학과 단위의 단일 사업단을 대상으로 2013년부터 2019년까지 수집된 대학원생 수행에 대한 정량 자료(예: 게재논문 수)와 제3자 평가 자료(예: 대학원생 수행평가) 그리고 설문 자료(예: 교육환경 만족도)를 활용해 BK21플러스 사업참여의 효과와 시간의 흐름에 따른 대학원생 역량 변화 정도를 조사하였다. 그 결과 사업에 참여한 학생이 미참여 학생보다 논문실적이 더 많았고, 연구능력과 전반적인 수행수준 평가에서 더 높은 점수를 받은 것으로 나타났다. 사업단의 교육, 연구, 국제화 인프라에 대한 대학원생의 만족도 역시 높은 것으로 나타나 BK21사업 수혜의 직간접적 긍정 효과를 확인할 수 있었다. 본 연구는 단일 사회과학 사업단에 초점을 맞춰 BK21 교육지원사업의 효과를 다양한 자료를 활용해 검증함으로써 개별 사업단의 운영 성과에 대한 경험적인 평가를 시도하였다는 점에서 의의가 있다.

국가과학기술연구회 융합연구사업의 연구성과 효율성에 관한 연구 : DEA를 활용한 융합연구 및 일반수탁사업의 비교분석을 중심으로 (A Study on the Research Performance and Efficiency of Convergence Research Projects sponsored by National Research Council of Science & Technology : A Comparative Study of Convergence Research and General Trust Projects Using DEA)

  • 본 연구는 국가과학기술연구회에서 운영하는 융합연구사업과 출연(연)에서 수행하는 일반 수탁연구사업의 연구 성과에 대해 효율성을 비교 분석하였으며 이를 통해 융합연구 운영 및 관리의 효율성 제고 방안을 제시하고자 하였다. 연구데이터는 정보공개청구를 통해 21개 정부출연연구기관을 대상으로 수집되었고 효율성 평가를 위해 DEA 분석을 실행하였다. 분석결과 융합연구의 SCI 논문은 높은 효율성을 나타냈고 특허등록과 기술이전 부문은 일반연구사업이 높은 효율성을 나타냈다. 이는 선도 및 원천기술 확보를 위한 융합연구사업이 당초 목적에서 부합되는 높은 효율성을 나타내고 있으나, 이로 인해 파생되는 기술의 활용도 면에서는 기업들의 참여 부족 등으로 그 성과가 낮은바, 융합연구 결과의 실용화를 위해 보다 많은 기업의 참여와 기회가 필요함을 시사한다. 본 연구는 융합연구사업 성과의 효율성 분석을 통해 제한된 인력 및 연구비용의 합리적인 투자를 위한 R&D 기획 및 정책에 활용 지침을 제공하였다. 또한, 융합연구 관리 방안으로서 융합연구의 대상 기술 유형에 따라 효율성 파악에 관한 미래 연구를 제안하고 있다.
