A Comparative Analysis of Editorial Leaders' Profiles of Major and Non-Western Library and Information Science Journals

  • Due to the competitive nature of journal publishing, editorial leadership has become an increasingly important issue on many editorial teams. This study aimed to compare the major and non-Western international journals in library and information science and reveal the differences between them. To conduct this study, journals indexed by Scopus and Web of Science were analyzed in terms of gender, professional position and rank, institutions, and the iSchool status of the editorial leaders' institutions. The most notable results were the following: a) As a whole, both types of journals lacked true internationalization. Editorial leaders of major journals tended to be from Western countries, whereas editorial leaders of non-Western journals tended to be from non-Western countries; b) Most non-Western journals tended to appoint editorial leaders from the same country as the publisher's country; and c) Almost all editorial leaders of non-Western journals were from various non-Western countries and tended to have lower h-index scores, and their institutions were not part of the iSchool. Future research should assess editorial leadership, compare the results of this study to other disciplines, and find effective ways to collect data on editorial leaders while minimizing ethical concerns in order to meet future research needs.

A Study on the Utility of Library Catalogs in the Digital Environments (디지털 환경에서 도서관목록의 유용성)

  • With the rapid and broad changes of information ecology human information activity is moving toward a new pattern-networking. Various types of information networks are being constructed over the world, and through the networks various forms and contents of information are being flowed or transferred. Under these circumstances a serious question could arise regarding whether the present cataloging principles and practices are right and appropriate for the so-called 'digital network generation of library users'. This study was developed to explore this question. Especially, this study conducted an analysis on the utility of library catalog with an emphasis on the perspectives of library users. As a result, it turned out that the quality of library catalogs produced by Korean universities was in a very low standard. The degree of satisfaction on the quality was very low, particularly among library users. In conclusion, this study made several suggestions on the cataloging policy and practices: both at the national level and the unit library level.

Exploring the Direction of School Library Assessment (학교도서관 평가의 방향성 탐구)

  • This study aims to analyze the current status of school library assessment and generate discussion points for the development directions of the assessment. Surveys, consulting, and evaluations related to school libraries conducted by the Office of Education, the Ministry of Education, the Ministry of Culture, Sports and Tourism were analyzed using meta-evaluations and in-depth interviews with the school librarians. The analysis revealed problems such as duplication of evaluation by various institutions, no reflection of the national school library development plan, low participation rate due to voluntary nature of the assessment, and lack of the educational evaluation index. The solution to the problem was a school libraries' operation evaluation improvement plan. The plan included the legal evaluation agent specification, the national school library development plan incorporation, inter-agency evaluation network & the case sharing system establishment, and the Office of Education's investigation and consulting cooperation.

An Exploratory Analysis of Online Discussion of Library and Information Science Professionals in India using Text Mining

  • This paper aims to implement a topic modeling technique for extracting the topics of online discussions among library professionals in India. Topic modeling is the established text mining technique popularly used for modeling text data from Twitter, Facebook, Yelp, and other social media platforms. The present study modeled the online discussions of Library and Information Science (LIS) professionals posted on Lis Links. The text data of these posts was extracted using a program written in R using the package "rvest." The data was pre-processed to remove blank posts, posts having text in non-English fonts, punctuation, URLs, emails, etc. Topic modeling with the Latent Dirichlet Allocation algorithm was applied to the pre-processed corpus to identify each topic associated with the posts. The frequency analysis of the occurrence of words in the text corpus was calculated. The results found that the most frequent words included: library, information, university, librarian, book, professional, science, research, paper, question, answer, and management. This shows that the LIS professionals actively discussed exams, research, and library operations on the forum of Lis Links. The study categorized the online discussions on Lis Links into ten topics, i.e. "LIS Recruitment," "LIS Issues," "Other Discussion," "LIS Education," "LIS Research," "LIS Exams," "General Information related to Library," "LIS Admission," "Library and Professional Activities," and "Information Communication Technology (ICT)." It was found that the majority of the posts belonged to "LIS Exam," followed by "Other Discussions" and "General Information related to the Library."

  • To promote the production of information and knowledge in information user and to raise national competitiveness in digital network environment, the cooperative utilization of digital information by digital republication and transmission between library and library is indispensable. The policy for cooperative utilization of digital information by digital republication and transmission between library and library is influenced by the regulation of library exemption in copyright law. First of all, this study analyzes limitations and exceptions of copyright in international norm (Berne Convention. Agreement on TRIPs and WCT), Copyright Law of the United States of America and EU Directive. And then this study analyzes and examines the regulation of library exemption in the revised Copyright Act of Korea in 2003, library remuneration system, technical measures for protection of copyright, etc. Also this paper points out related problems. As a results of the legal analysis. this study suggests necessary measures and the corresponding plans to the revised Copyright Act of Korea in 2003 to promote the cooperative utilization of digital information by digital republication and transmission between library and library

  • The purpose of the present study Is to suggest strategies for Improving cultural services provided by public libraries. First of all. it reviews missions of public Itbraries as well as meanings of these services for both the libraries and the communities they serve. It also reviews the current status of cultural services with the example of Kyonggi-Do. finally, five strategies for Improving cultural services are presented' differentiating library services from those provided by other types of cultural institutions such as museums and performing centers, as well as specifying the services In response to characteristics of the community they belong; utilizing community analysis and National Cultural Enjoyment Survey data; establishing national and regional support system; creating and Implementing library staff development programs in regards of cultural services; and finally, adopting marketing techniques in designing library cultural services.

A study on the script of japan author names with chinese character in "Periodical's Index" (정기간행물기사색인'에 나타난 일본인명 표기에 관한 연구)

  • Some conclusions can be derived form the study : 1) The script of Japan author's name for 3 years(1960-1962, not published by the National Assembly Library but by Korea Library Association)and that of 1963's was arranged by their mother tongue although they had not the "author index". 2) "Periodical's Index" which the publication of National Assembly Library was not accept the principle that the person's name should be pronounce and script by one's mother tongue. It means that the Library was not accept the uniqueness of personal name. 3) Because the arrangement of the same person's name is mixed with one's mother tongue pronunciation and Korean one that they are scattered each another. 4) The same surname and the same Chinese character has different arrangement because of pronunciation rule of Korean language. 5) The same person's name was regarded as a different one because of nonaccurate name transcription. 6) A Japanese name was transcribed as Hangul with Korean pronunciation. 7) A Japanese name was transcribed as Hangul with Korean pronunciation and added Chinese Character in parenthesis. 8) A same Japanese name was regarded as a different one when it was transcribed with Chinese character and Hangul. 9) The arrangement of a same person's name was different when between the surname and forename has one space and has not. 10) "Author Index" is not playing as a role of name authority file.a role of name authority file.

Quality Evaluation of Academic Library Automation Systems (대학도서관 자동화시스템의 품질평가)

  • This study intends to identify the current situations, and, to investigate the major problems of academic library automation in South Korea. Emphasis was on the quality evaluation of the present library automation systems from the perspectives of both librarians and end-users. Three most representative automation systems were chosen for a comparative analysis: Seoul National University's SOLARS, Postech's LINNET, and Pusan National University's PULIP. Each automation system was analyzed and compared [no another in terms of the development history, the system functions, and, the strength and weakness. The final suggestion includes the philosophy and strategies for the future development of academic library automation systems.

  • The purposes of this study are research for user's perspective and satisfaction, and analyze degree of difference in user's perspective and satisfaction through electronic library system of National Assembly Library. According to analysis of questionnaire, score of the factors that quantity of information, latest of information, quality of information, system of classification, accuracy of information are higher than average in user's perspective. Also score of the factors that speed of response, quality of information, consistency of information, consistency of retrieval, quantity of information, accuracy of information are higher than average in user's satisfaction. Result of analysis show that latest of information, quantity of information, variety of information, system of classification, accuracy of information are higher gap in user's perspective and satisfaction.

An Analysis of Library Culture Program Management based on Users' Participation Logs: A Case Study of National Library of Korea, Sejong (이용자 참여 로그 기반 도서관 문화프로그램 운영현황 분석: 국립세종도서관 사례를 통해)

  • This study aims to analyze library culture-program management and propose methods for improving the program management. To achieve this research goal, this study examines current state of culture-program management and user's participation by analyzing users' participation logs of the National Library of Korea, Sejong. The users' participation logs have been accumulated from May, 2015, to December, 2017, and the logs contain 722 program data, 24,816 program participation data, and 6,729 users data. The data were used for analyzing of program management, users' characteristics, and changes based on timelines. Based on the analysis results, culture-program management problems were pointed out and future improvement methods for solving the problems were proposed. This study analyzes culture-program management in view of users using real users' participation logs, and it has significance for being different from preceding researches focusing on culture-program providers.
