아시아 지역 지면피복자료 비교 연구: USGS, IGBP, 그리고 UMd (A Comparison of the Land Cover Data Sets over Asian Region: USGS, IGBP, and UMd)

  • A comparison of the three land cover data sets (United States Geological Survey: USGS, International Geosphere Biosphere Programme: IGBP, and University of Maryland: UMd), derived from 1992-1993 Advanced Very High Resolution Radiometer(AVHRR) data sets, was performed over the Asian continent. Preprocesses such as the unification of map projection and land cover definition, were applied for the comparison of the three different land cover data sets. Overall, the agreement among the three land cover data sets was relatively high for the land covers which have a distinct phenology, such as urban, open shrubland, mixed forest, and bare ground (>45%). The ratios of triple agreement (TA), couple agreement (CA) and total disagreement (TD) among the three land cover data sets are 30.99%, 57.89% and 8.91%, respectively. The agreement ratio between USGS and IGBP is much greater (about 80%) than that (about 32%) between USGS and UMd (or IGBP and UMd). The main reasons for the relatively low agreement among the three land cover data sets are differences in 1) the number of land cover categories, 2) the basic input data sets used for the classification, 3) classification (or clustering) methodologies, and 4) level of preprocessing. The number of categories for the USGS, IGBP and UMd are 24, 17 and 14, respectively. USGS and IGBP used only the 12 monthly normalized difference vegetation index (NDVI), whereas UMd used the 12 monthly NDVI and other 29 auxiliary data derived from AVHRR 5 channels. USGS and IGBP used unsupervised clustering method, whereas UMd used the supervised technique, decision tree using the ground truth data derived from the high resolution Landsat data. The insufficient preprocessing in USGS and IGBP compared to the UMd resulted in the spatial discontinuity and misclassification.

토지이용 유형에 따른 포유류 로드킬 발생 특성 (The Effects of Land Use on the Frequency of Mammal Roadkills in Korea)

  • Wildlife roadkill is a serious problem for road planners and biologists concerned with traffic safety, species conservation, and animal welfare. The objective of this paper was to analyze the effect of land use on the frequency of mammal roadkills. This study took part in three steps. First, data for 1,279 road kills of nine species were collected by survey over 26 months on 107km of roads near the Mt. Jirisan area. Second, the type of land use near the roadkill points was analyzed, and the area of each land use within loom of the road was calculated using GIS. Finally, the question of whether the land use affects the Sequency of mammal roadkills was analyzed by determining the density of roadkill occurrences for each land-use type. The results of the study were as follows. First, the roadkill density of all species was highest near grasslands, especially natural grasslands. Second, when comparing forests and rice fields, roadkill densities of the Eurasian red squirrel, Siberian chipmunk and Korean hare were higher near the forests, while the densities of the raccoon dog, water deer and leopard cat were higher near rice fields. The results of this study could be an essential information source for mitigating the roadkill problem in Korea.

Evaluation of a Kleingarten in the Town of Suo-oshima, Yamaguchi Prefecture, in the Islands of Seto Inland Sea

  • In recent years in Japan, derelict land by aging fanners has increased at the same time as the desire of city dwellers for a more natural, leisurely lifestyle. In response, an increasing number of citizens' farms(or 'allotment gardens') have opened in and around urban areas. Citizens' farms with overnight accommodation are known as 'kleingartens'. As a case study, we evaluated a kleingarten in the town of Suo-oshima by interviewing the resident caretaker and conducting a questionnaire survey of facility users. Our survey revealed a number of ways in which the facility could be improved to meet user needs. The case study also suggested that kleingartens are an effective means of revitalizing local communities in rural areas.

개발사업에 따른 조류종 영향평가모형 개발 및 적용 (Impact Assessment Model of Bird Species for Land Developments)

  • Forests are being seriously fragmented as a result of land development. Land development with disregard to its subsequent environmental impacts is a primary threat to biodiversity by incurring massive habitat losses and changes in structure and composition of forests. The purpose of this study was to develop the impact assessment model for quantitative distance or degree of disturbance by land developments. This study conducted a survey about structure and composition of forest species to determine degree of impact from land development. The edge effect of forest fragmentation on the number of bird species, population size, and bird diversity was obvious. In particular, the bird diversity sharply declines around the forest edge where intensive land development projects take place. To assess the disturbance of forest species, the factors selected were the bird diversity and the rate of edge species. The impact assessment model about bird diversity was explained by type of forest fragmentation and type of vegetation ($R^2$=0.23, p<0.005). The other model about edge species explained by a distance, type of forest fragmentation, type of vegetation, and width of road ($R^2$=0.34, p<0.001). In order to test the applicability of the model developed in this study, the models was applied to the Samsong housing development in Goyang-si, Gyunggi-do. The impacts of land development on the bird species were reasonably quantified to suggest effective mitigation measure. The impact assessment model developed in this study is useful to assess the magnitude of disturbance of bird species. Particularly, the model could be applied to the current Environmental Impact Assessment practices to predict and quantify the impacts of land developments projects on forest bird species.

경영회생지원 농지매입사업 이용실태에 관한 사례연구: 강원지역 농가를 중심으로 (A Case Study on the Farm Revival Program Conducted by Farmland Bank in Gangwon Province)

  • The Farm Revival Program of the Farm Land Bank, implemented in 2006, initiated as the Agricultural Land Bank's business proposal to achieve efficient usage of farm land. Also, expansion of Farm Revival Program will bring positive effects when considering the fact that Farm Revival Program contributes to farm liability issues and management improvements. However, despite the importance of Farm Revival Program, searching for improvement methods through a rural demand survey is very insufficient. The following research limits the target to farms that applied for the management redemption project within Gangwon Province and examined the application motivation, project satisfaction, and demands of the farms. This research holds value as a fundamental data which reflects the demands of farms to better manage Farm Land Purchasing of the Farm Land Bank.

Spatial Distribution and Casual Causes of Shallow Landslides in Jinbu Area of Korea

  • In temperate monsoon regions, extensive shallow landslides triggered by heavy rainfall are recurrent phenomena in mountainous areas. 1,357 landslides over Jinbu area, Korea that totaled 127 km2 were identified from aerial photographs and field survey. We examined characteristics of rainfall-induced shallow landslides and casual factors affecting landslide distribution with respect to topographic and forest settings, and land use. Most landslides occurred in the study area were the results of a complex combination of precondition, preparatory factors and triggering factors. Cumulative rainfall and high intensity rainfall during short period of time made the study area very sensitive to landslides and played as catalysts to enable other factors including topographic and forest settings, and land use to act more effectively. In addition, some landslides at lower elevation involved channel incision or bank erosion influenced by land use changes such as deforestation and intensification of agriculture surrounding riparian forests or hillslopes. The results suggest that most of landslide were triggered by heavy rainstorms while topographic, forest settings, and land use affected landslide distribution occurred in the study area.

삼림법(森林法)(1908)의 지적신고제도(地籍申告制度)가 일제(日帝)의 식민지(植民地) 임지정책(林地政策)에 미친 영향(影響)에 관(關)한 연구(硏究) (Effects of the Forest-land Registry System of the Forest Law of 1980 on the Colonial Forest-land Policy used in Korea under the influence of Japanese Imperialism)

  • 본 연구는 삼림법(森林法)(1908)에 규정된 지적신고제도(地籍申告制度)가 일제(日帝)의 식민지(植民地) 임지정책(林地政策)에서 어떠한 역할을 수행하였는가를 밝혀보고자 하는데 목적을 두였다. 지적신고제도(地籍申告制度)는 국유림처분정책의 하나인 부분림제도(部分林制度)의 부속물로써 시작되었다. 인간의 기본권에 해당하는 소유권을 정립시키고자 하는 지적신고제도가 한국민의 관습을 무시하고 소유권구분기준도 마련되지 않은 채 우리하게 강행되었다. 한국민은 지적신고에 대해 임야세(林野稅)를 부과하기 위한 전조(前兆)로써 인식하거나 일본인이 한국의 토지를 수탈한다고 보았다. 이 제도에 따라 신고를 했던 계층은 중산층 이상의 지식층에 속하는 자, 나면관경(那面官更)(경원(更員)) 또는 이들의 친척(親戚), 연고자(緣故者)와 측량(測量)을 담당하는 대행업자(代行業者)들로 매우 한정되었다. 특히 임지가치에 비해 측량경비가 훨씬 많이 소요되었기 때문에 원소유자조차 신고할 수 없었다. 3년간의 신고기간동안 약 52만건 220만정보가 신고 되었으며 마지막 5개월 동안 신고가 집중되었다. 그러나 총독부는 신고기간을 연장하라는 한국민의 요구를 묵살한 채 소유권 사정이나 경계 확정과 같은 후속 조치도 없이 일방적으로 종료하였다. 결국 삼림법 제19조에 따라 신고되지 않은 약 1,400만정보의 임지는 국유화되었다. 총독부의 식민지 임지정책은 (1) 총독부 초기에 대규모 국유림을 창출하고, (2) 창출된 국유림을 요존국유림과 불요존국유림으로 구분하여, (3) 불요존국유림을 일본인 중심으로 처분한다는 것이었다. 일본인에게 불요존국유림(不要存國有林)을 안정적으로 처분하기 위해서는 대량 창출된 국유림에 대한 소유권 변화를 막아야 했다. 이를 위해 일본인에게 양여(讓與)하거나 조림대부(造林貸付)해 준 산림에 대해 원소유자가 소유권을 주장할 경우 총독부는 정해진 기한내에 신고하지 않은 원소유자의 태만을 들어 붙요존림 처분을 정당화하였다. 결론적으로 총독부는 "신고주의원칙"을 통치 초기 대규모 국유림의 창출과 일본인을 중심으로 한 불요존림 처분이라는 식민지 임지정책을 강행하기 위한 족쇄로써 이용하였다.

Achieving a Nitrogen Balance for Japanese Domestic Livestock Waste: Testing the Scenario of Planting Feed Grain in Land Left Fallow

  • In this study, we assess the recent changes in the amount of excretion by the livestock industry, and discuss the effects of increasing the ratio of cultivated land on the reduction of surplus nitrogen from a cost-performance perspective. Nitrogen has contributed to acidification of ecosystems and nitrate concentrations in groundwater, especially in Europe. Therefore, we assessed the level of nitrogen waste from the domestic Japanese livestock industry, including cattle, swine and poultry during the period 1987-2001. This assessment assumed that 40% of the nitrogen from the domestic livestock industry was emitted as gas into the air and that 60% of the nitrogen was contained in manure used on domestic cultivated land. Nitrogen excreted from livestock, excluding gas emission, decreased by 11% from 0.504 million tons to 0.447 million tons during 1993-2001. Thus, the peak period of nitrogen excretion from livestock is already past in Japan. However, the area of cultivated land under management also decreased during 1990-2000. In addition, the area of paddy and upland fields left unplanted for a year increased during 1990-2000. Therefore, if all manure from the domestic livestock industry had been utilized on the fields as organic fertilizer, but not on arable land left uncultivated for the past year, the nitrogen per net area of cultivated land would have increased by 5%, from 125 to 131 N kg/ha, during 1990-2000. To reduce the nitrogen ratio on cultivated land through the planting of feed grain to utilize the nitrogen, a comparison of the cost performance of feed grains indicated that barley would be more suitable than wheat, rice or soybean. Had barley been planted in 100% of the land left fallow for the past year in 2000, 4% (20,000 tons) of the nitrogen from livestock waste would have been used in the harvest, and the nitrogen per land unit would have not increased but decreased from 125 to 121 N kg/ha during the same decade. Furthermore, when converted into Total Digestible Nutrients, 7% of imported feed corn could have been replaced with the harvested barley in 2000. Planting barley on this fallow land had three benefits; reducing the risk of manure overload on the land, slowing down the decrease in cultivated land, and raising the feed self-sufficiency ratio. Thus, it would be beneficial to plant feed grain such as barley in land left fallow for the past year through utilization of manure.

국토센서스 사업의 비용 및 편익분석과 시사점 (Cost-Benefit Analysis of The National Land Census Project and Its Policy Implications)

  • 국토센서스 사업은 지목불일치 문제를 해결하고 실제 토지이용을 반영할 수 있도록 전국의 토지를 정기적으로 직접 조사하는 작업이다. 그에 따라 본 연구는 국토센서스 사업뿐만 아니라 관련된 토지·주택조사가 투입된 예산 대비 실제로 사회적 후생의 증대를 가져오는지 검토하고, 사업의 타당성을 점검하고자 하였다. 국토센서스 사업의 경제적 가치는 조건부 가치 추정법의 단일경계모형과 이중양분선택법을 동시에 활용하여 지적체계 개선 사업의 타당성을 추정하고자 하였다. 단일경계모형과 이중양분선택법에 의한 편익 가운데, 보수적인 결과가 나온 단일경계모형으로도 본 사업의 비용편익비율은 1을 상회한다. 향후 이 사업의 추진 과정에서 예상보다 비용이 증가하거나, 지금 본 연구에서 상정한 것과 달리 현실에서는 편익이 적게 나올 수도 있다. 미래의 사업추진에는 현재 우리가 모두 알기 힘든 불확실성이 있기 때문이다. 그러한 불확실성에 대해서는 앞으로 현명하게 대처하고, 비효율성을 통제하기 위한 진지한 노력이 필요하다.

새만금 신간척지 식생과 토양화학성의 변화 (Change of Vegetation Characteristics and Soil Chemical Properties at Saemangeum Reclaimed Land in Korea)

  • 본 시험은 간척 후 나타나는 식생과 토양의 변화를 조사하기 위하여 2008년 체절 된 새만금 간척지에서 식생의 발생이 시작된 2010부터 2012년 사이에 식생과 기반 토양의 특성을 조사한 결과이다. 조사위치별 토양염농도는 첫 조사시 담수호 인근에서 22.3 dS $m^{-1}$이었고 안쪽 내륙 인접부는 3.44 dS $m^{-1}$ 이하였으나 3년 후에는 전체가 4.22 dS $m^{-1}$ 이하로 낮아졌다. 토양유기물함량은 3년차 조사에서 약간씩 증가하는 경향이었고, 위치에 따른 유기물함량은 육지쪽에 인접하고 갈대 등의 식생발생량이 많았던 지점에서 높았으며, 토양 pH는 전체적으로 감소되는 경향을 나타냈다. 식생군락의 변화 중 식생종수는 조사 첫해 지점당 평균 7.1종 $m^{-2}$ 이었으나 3년 후에는 10.6종 $m^{-2}$으로 증가하였고, 식생종수는 염생식물과 내염성식물이 혼생된 중간정도의 염농도를 나타낸 군락에서 많았다. 식생 수는 대부분의 조사지점에서 증가하였고, 조사지점별로는 해홍나물이 밀생한 solt pan(솔트팬) 특성을 나타내고 있는 지점에서 많았고, 식생유입 초기인 해수면 인근과 갈대 및 갈대와 자귀풀의 우점도가 높은 군락에서 적었다. 군락 건물중은 첫 조사시 식생량이 적었던 해변쪽에서 증가하였고, 갈대의 우점도가 높았을 때 최대치를 나타냈다. 주요식생의 우점도는 토양염농도 감소의 영향을 받아 해홍나물, 퉁퉁마디, 갯꾸러미풀, 잔디는 크게 감소하였고 산조풀과 갈대는 증가하였다.
