군용항공기 연구개발 사업 사례분석 (A Case Study on the R&D Programs of Fighter & Attacker Aircraft)

  • This paper describes a case study on the R&D programs of fighter and attacker aircraft such as F-22A, F/A-18E/F, and T/A-50. F-22A and F/A-18E/F were developed in same age. The performance of each program was, however extremely different. F-22A program results in a lot of cost overrun and schedule delay. On the other hand F/A-18E/F program met the cost, schedule, and performance goals. In the T/A-50 program with a super-sonic advanced trainer, T-50 was also developed successfully on planned cost and time by Korea Air-force and KAI. This paper derives key elements for the success of the military aircraft R&D program through lessons learned from th e case study. Each program is analyzed in terms of its background, planning and management.

해양수산 연구개발사업 성과분석 연구 (A Study on R&D Performance Analysis of Marine Technology)

  • 본 연구는 해양수산 연구개발사업의 과제별 특성, 연구성과 및 사업화 실적 현황을 파악하여 해양수산 분야 기술사업화 관련 정책 결정에 시사점을 제공하고자 하는 목적을 가지고 있다. 이를 위해 2010년부터 2014년까지의 해양R&D 144개 과제와 수산R&D 68개 과제, 총 212개 과제를 대상으로 정부지원 연구비규모별 현황, 연구수행주체별 구분, 과제 진행 기간에 따른 현황을 파악하였다. 사업화 현황과 성과는 논문, 특허, 기술료 및 기술이전, 공공서비스 개선으로 나눠 분석하였다. 분석을 통해 본 연구에서는 그간 정부가 추진해 온 연구주체 다변화 도모, 연구인프라 공동활용 정책의 지속적 추진이 필요하며, 연구수행 주체의 특성에 맞는 맞춤형 연구관리 시스템의 도입, 시장 수요를 반영한 자유공모 과제 비중 확대 그리고 실용화 목적의 성과창출 위한 투자 추진의 필요성을 정책적 시사점으로 제안하였다.

  • 국가R&D정보는 R&D과제, 참여인력, 성과, 장비정보등으로 구성되며, 특히 R&D과제의 참여인력정보를 기반으로 한 의미기반서비스를 위해서는 인력 온톨로지의 모델링이 중요하다. 온톨로지 모델링을 어떻게 하느냐에 따라서 구현 가능한 의미기반서비스의 범위가 달라지며, 구성하는 데이터에 대한 이해도와 서비스 종류에 따라 모델링을 다르게 할 수 있다. 국가R&D인력정보기반 의미기반서비스는 인력정보의 현황과 특성에 대한 이해를 통해 연구자들이 협력대상 연구자와 평가위원 후보를 쉽고 효율적으로 탐색 활용할 수 있는 정보이용환경을 제공하는 것을 목표로 한다. 본 논문에서는 보다 지능화된 의미기반 추론서비스 제공을 위한 국가 R&D 인력정보의 온톨로지 모델링 및 활용 사례를 제시하고자 한다.

국방핵심기술 연구개발과제의 선정평가 개선 연구 (The Improvement on Proposal Evaluation System of National Defense Core Technology R&D Projects)

  • The striking characteristic of the contemporary global security environment is that the nature of threats has become diverse and complex. For example, transnational and non-military threats including terrorism and proliferation of weapon of mass destruction has increased. In this security environment, Advanced countries funnel their investments for defense budgets into the assurance of key force capability and R&D of cutting-edge core technologies, in consideration of future battlefield environments so as to get an edge on not only defense science and technology but also intelligence capabilities. As shown by past practices of the korea's defense acquisition, the ministry of national defense has tried to enhance its force capabilities in the short-term by purchasing foreign weapon systems rather than by investing in domestic R&D. Accordingly, the technological gaps between the korea and advanced countries were widened due to both insufficient investment in development of domestic technologies and avoidance of technological transfer by advanced countries. Thus, for the effective execution of the R&D budget and the successful performance of the projects, the importance of selection, management and evaluation of the R&D projects is emphasized. So, The objective of this study is that the analysis of the proposal-selection evaluation system for the realization of the successful defense core technology R&D projects. This study focused on the improvement of the proposal-selection evaluation model which can be applicable to the national defense core R&D projects. Using the improved proposal-selection evaluation system, we propose a model to enhance the reliability of the national defense core technology R&D project evaluation system.

농업 분야 국가 R&D 기술이전 사업화 성공 요인 분석 (A Study on the Success Factors of National R&D Commercialization in Agriculture)

  • This study identifies the commercialization success factors that can be an important indicator for the transfer and commercialization of national R&D results in the agricultural sector. Unlike other industries, the agricultural sector has a non-systematically scaled and processed industrial structure, and R&D is led by government rather than the private sector. Although the quantitative performance of national agricultural R&D, especially the number of patents and publications, has increased rapidly with the quantitative expansion of the government R&D budget, the technology commercialization of the results of agricultural R&D has been accompanied by difficulties for SMEs. Therefore, this study summarized the success factors for commercialization of state-owned technologies presented in previous studies, and based on them, analysed the success factors for commercialization specific to the agricultural sector. It also conducted a questionnaire survey using Delphi and focus group interviews (FGI) with experts from academia, research and industry, and a survey of agricultural companies to derive success factors for commercialization in the agricultural sector using logistic regression analysis. As a result, five indicators with positive correlation and three indicators with negative correlation within technology characteristics, suppliers, adopters, policy and market factors were finally derived as key factors for agricultural commercialization. In the future, it is expected that independent factor analysis of the food and seed sectors, which have independent industry characteristics from the agricultural sector, will be needed.

  • This study with the aim to develop a system that can be objectively measured and evaluated as a scientific support and of R&D. To this end, this study aimed at companies participating in the development of national technology transfer support program for SMEs examined the factors affecting performance. By developing metrics that meet the business objectives refer to the applicable national and international case studies and literature reviews, etc. In order to achieve the systematization of technology evaluation index, which was selected indicators. To evaluate the weight through the duality comparing selected indicators in order to take advantage of the AHP analysis conducted targeted surveys.

  • This paper addresses the problem of real-time tracking a high-speed ballistic target. Particle filters can be considered to overcome the nonlinearity in motion and measurement models in the ballistic target. However, it is difficult to apply particle filters to real-time systems because particle filters generally require much computation time. This paper proposes an accelerated particle filter using graphics processing unit (GPU) for real-time ballistic target tracking. The real-time performance of the proposed method was tested and analyzed on a widely-used embedded system. The comparison results with the conventional particle filter on CPU (central processing unit) showed that the proposed method improved the real-time performance by reducing computation time significantly.

국가 초고성능컴퓨팅 혁신 생태계 구축 지원을 위한 이종데이터 기반 통합 플랫폼: 생명·보건분야를 중심으로 (Integrated Platform on the Basis of Heterogeneous Data to Support the Establishment of an Innovative Ecosystem for National High-Performance Computing: Focusing on Life Science & Public Health Area)

  • To secure national future competitiveness, the Korean government announced the 『National Ultra-High Performance Computing (HPC) Innovation Strategy (2021.5.28.)』 and set three innovation strategy goals throughout establishing an innovation ecosystem. This study presented a heterogenous data-based strategic support framework that allowed to understand both the current status of domestic & foreign R&D areas and domestic industrial economy areas in terms of strategic fields related to ultra-high performance computing, and the empirical research was conducted in the life science and public health area. The HPC innovation ecosystem platform based on the connection of heterogeneous data (domestic R&D project-technology-industry-overseas R&D project) presented in this study provided useful and essential information that allowed establishing a specific action plan for the national HPC innovation strategy and contributing to vitalizing the innovation ecosystem. Since the evidence-based policy assumes that a more reasonable consensus is reached through a non-biased decision- making process among stakeholders, the proposed platform may contribute to enhancing policy momentum by increasing legitimacy and trust of planning of the national HPC strategy.

ICT 중소기업의 연구개발 자원이 기업성과에 미치는 영향에 관한 실증연구 (Empirical Analysis of the Influence of ICT SMEs' R&D Resources on Corporate Performance)

  • 글로벌 비즈니스 환경이 급변함에 따라 각국의 경제정책 패러다임도 지속적으로 변화한다. 그중 중소기업 육성은 많은 선진국의 핵심적인 정책으로 자리 잡았다. 중소기업의 성장은 고용 없는 성장시대의 일자리 창출과 지역사회 발전에 기여한다. 특히, 중소기업의 성장은 중견기업, 대기업으로 성장하는 밑거름이 된다. 따라서 중소기업의 성장은 국가 경제에 중요한 역할을 할 것이다. 최근 4차 산업혁명으로 정보통신기술이 주목받는 가운데, ICT 중소기업의 성장은 국가 미래산업으로 주목받고 있다. 이에 본 연구는 ICT 중소기업의 성과에 연구개발 요인이 어떠한 영향을 미치는 검증한다. 이를 위해 과학기술정보통신부에서 조사한 ICT 중소기업 실태조사의 응답을 바탕으로 실증한다. 실증분석 결과 첫째, 자원기반이론에 입각한 ICT 중소기업의 연구개발 투자, 연구개발 인력, 정부지원정책은 기업의 경쟁우위 확보에 긍정적인 영향을 주는 것으로 나타났다. 둘째, 기업의 경쟁우위인 4차 산업활용, 제품의 수준은 기업의 매출에 긍정적인 영향을 주는 것으로 나타났다. 마지막으로 기업의 성장단계에 따라 인수합병 및 기술확보방법이 다른 것으로 나타났다. 따라서 ICT 중소기업의 기술혁신과 기업성과를 달성하기 위해서는 정부 지원정책과 내부 연구개발 인력 확보 및 투자가 주요 요인이며, 기업의 성장단계에 따라 기술확보전략이 다른 것으로 나타났다.

냉매 가열식 대용량 VRF 히트펌프 사이클 설계를 통한 극한랭지 난방 성능 평가 (Heating Performance Evaluation of the VRF Heat Pump System with Refrigerant Heating Cycle for the Extreme Cold Region)

  • Heat pump systems for commercial building with variable refrigerant flow(VRF) are expanding a market due to high energy efficiency, lower maintenance cost and easy installation comparing with the conventional heat pump with the constant refrigerant flow. In general, heat pump systems degrade the energy efficiency in the extremely low temperature regions. In this study, VRF heat pump system with refrigerant heating is experimentally investigated to overcome the low heating performance in the extremely low temperature regions. VRF heat pump system with refrigerant heating is found out the sufficient heating performance in the -25 degree temperature condition comparing with the conventional heat pump system and is obtained more than 2,500 kPa high pressure in the evaporator at low temperature.
