  • Each country has tried to collect sci-tech information which is one of the critical factors for R&D in sci-tech field. Korea also has put lots of budget and efforts to develop sci-tech information produced in advanced countries. However, national sci-tech information is scarcely distributed abroad though its high quality. This study focuses on analyzing national sci-tech information requested by overseas main sci-tech information service organizations. The ultimate aim of this study is to settle up the basis of the infrastructure for sci-tech information distribution.

The Research and Extension System with Agro-Food industry Development: To Strengthen The Regional R&D and On-Farm Bases Extension (농식품산업의 변화와 연구·지도사업의 과제 -지역R&D와 현장지도의 강화를 위해-)

  • Since opening the domestic food markets after late 1980s, Korean agro-food sector has been changed a lot, including commercialization of livestock and horticulture sectors. The large-scale periodic transactions appeared in food retail market in 1990's demand further commercialization of farm sectors. It require comprehensive on-farm knowledges including production, food processing, marketing, and management for agricultural sector. As the result, The Farming Systems Research & Extension concept has been introduced in 1992 as a form of The Regional Specialization Experiment Station. The Science and Technology Committee for Agriculture, Forestry, Fisheries, and Foods are established in 2009. However, we still find gaps between on-farm knowledge demands and supply, requiring further refining of R&D systems. It also asks to differentiate applied research from basic disciplinary research, better linkages between research and extension on farm, and comprehensive knowledge transfer systems. This study recommends for proper role allocation and cooperative structures for regional research and extension institutions to reduce overlaps among them. It further asks government to support regional research and extension systems including human resource and infrastructure building, to strengthen commodity based on-farm research and extension, and to separate budget allocation for regional research and extension. Provincial administration of the county level extension offices should also be considered for better linkage between research and extension at regional level.

A Study on the Development of iGPS 3D Probe for RDS for the Precision Measurement of TCP (RDS(Robotic Drilling System)용 TCP 정밀계측을 위한 iGPS 3D Probe 개발에 관한 연구)

  • There are increasing demands from the industry for intelligent robot-calibration solutions, which can be tightly integrated to the manufacturing process. A proposed solution can simplify conventional robot-calibration and teaching methods without tedious procedures and lengthy training time. iGPS(Indoor GPS) system is a laser based real-time dynamic tracking/measurement system. The key element is acquiring and reporting three-dimensional(3D) information, which can be accomplished as an integrated system or as manual contact based measurements by a user. A 3D probe is introduced as the user holds the probe in his hand and moves the probe tip over the object. The X, Y, and Z coordinates of the probe tip are measured in real-time with high accuracy. In this paper, a new approach of robot-calibration and teaching system is introduced by implementing a 3D measurement system for measuring and tracking an object with motions in up to six degrees of freedom. The general concept and kinematics of the metrology system as well as the derivations of an error budget for the general device are described. Several experimental results of geometry and its related error identification for an easy compensation / teaching method on an industrial robot will also be included.

Analysis of the Impact of Resource Allocation Strategy on the Scheduling of Core Defense Technology Project Agreements (자원배분 전략에 따른 국방핵심기술 과제 협약일정에 미치는 영향 분석)

  • There is a demand for introducing a challenging and innovative R&D system to develop new technologies to generate weapon system requirements. Despite the increasing trend in annual core technology development tasks, the infrastructure expansion, including personnel in research management institutions, is relatively insufficient. This situation continuously exposes difficulties in task planning, selection, execution, and management. Therefore, there is a pressing need for strategies to initiate timely research and development and enhance budget execution efficiency through the streamlining of task agreement schedules. In this study, we propose a strategic model utilizing a flexible workforce model, considering constraints and optimizing workload distribution through resource allocation to minimize bottlenecks for efficient task agreement schedules. Comparative analysis with the existing operational environment confirms that the proposed model can handle an average of 67 more core technology development tasks within the agreement period compared to the baseline. In addition, the risk management analysis, which considered the probabilistic uncertainty of the fluctuating number of core technology research and development projects, confirmed that up to 115 core technology development can be contracted within the year under risk avoidance.

Development of Ground System to Improve Link Reliability of Flight Termination System for Guided Missiles (유도무기 비행종단시스템의 통신 신뢰도 향상을 위한 지상국 시스템 개발)

  • A flight termination system, which consists of ground and vehicle systems, forcibly terminates flight if it is deemed dangerous. In order to accomplish this, the system should maintain the link reliability above a certain level throughout the whole flight. However, the national proving ground for guided missiles could not fully meet that condition because of the gradually improving performance criteria. In this paper, we have analyzed the link budget for the flight termination system. Furthermore, we have designed and developed an emergency destruction command transmitter system, which is a ground system of the flight termination system, to provide the necessary link margin. Afterwards, we measured the received signal strength at the vehicle system and compared it with that of the existing transmitter system. We hereby confirmed that the link reliability of the flight termination system improved.

  • Intellectual output, such as research papers and patents, has increased due to the consistent investment of the government R&D budget, however, the economical outcome leaves much to be desired. These unsatisfactory results originate from the lack of information sharing about the technology's business compatibility and enterprise's business capability between technology supplier and technology user. This study aims at investigating the decision making process of technology commercialization by proposing an assessment model of the technology's business compatibility and enterprise's business capability. The assessment model was completed by selecting the key index through a literature survey, field survey and consultation with experts. The technology assessment model can be effectively utilized for technology licensing, technology start-up and technology selection in R&BD projects. However, the assessment indexes required for the basic science are not investigated in this study and some assessment indexes are differently interpreted by the individual appraisers. The assessment model will be improved through field application and additional studies will be conducted to develop the assessment model of basic science.

Missionary Public Health Nursing of Korea during Japanese Colonial Period (일제시대 선교회의 보건간호사업에 대한 역사적 연구)

  • Western missionary nurses practiced in Korea from 1891. and the first trial to begin missionary public health nursing service in 1909 could not put into practice for short of nursing staff and budget. The main focus of missionary medical practice was not in public health program but in the management of missionary hospitals. A few of missionary western R.N. tried district nursing in 1910s. but their activities were personal and focused on the rescue of poor and sick patients. In 1917 the North American Methodist Church dispatched R.N. Elizabeth S. Roberts to begin district nursing in Korea. Roberts began maternal and child district nursing service. Her service was focused on teaching the method of bringing up children. bathing service, and home visiting for delivery. She could not but stop district-nursing service in 1918 to serve for a hospital in Siberia. The North American Methodist Church dispatched a few of R.N. to Korea in early 1920s and the missionary public health nursing of Korea could be activated. R.N. E. T. Rosenberger began public health nursing program in Seoul with Korean graduate nurse, Shin-gwang Han, and missionary M.D. Hall. Their public health nursing program was focused on maternal and childcare. They did home visiting in the morning, and served at a well baby clinic in the afternoon. The first baby competition began in 1925. and contributed to the teaching the method of bringing up children. They expanded public health nursing activity to school health nursing and milk station. Their public health nursing program was such a success that In 1929 Severance hospital. Eastgate Hospital. Taehwa Social Evangelistic center organized Seoul Child Health Union. Maren P. Bording, another missionary R.N. and midwife dispatched by the North American Methodist Church began public health nursing program at Kongjoo in 1924. Her program was focused on the maternal and childcare and close to that of Seoul. She started the first milk station in Korea in 1926. As she was a midwife and could get M. D. license in Korea, her program was more focused on maternal care than that of Seoul. The first day nursery school in Korea and the first graduate course for public health nursing in Korea began at Kongjoo in 1930. As the city of Choongcheongnam Province moved from Kongjoo to Daejeon in 1932, missionary public health nursing service in Kongjoo extended to Daejeon. There were lots of public health nursing program in Korea in 1920s and 1930s by missionary western nurses and Korean nurses. There were 13 missionary public health-nursing center in Korea in 1932. But in the late 1930s. Japan extended colonial war and drove out western missionaries. The missionary service in Korea was daunted. and the missionary public health nursing service could not but shrink.

Balancing Efficiency and Flexibility in Software Project: The Role of Team Collective Improvisation, behavioral integration, and member diversity

  • The successful management of software (SW) projects is a continuous concern to managers, which is attributed to the contradictory demands that most projects are facing; meeting user requirements within time and budget limit while flexibly dealing risks during the progress of the projects. The present study asserts project performance and risk mitigation are not tradeoff but to be achieved simultaneously, which is called SW project ambidexterity. Drawing on the literature on organizational behavior, hypotheses are developed speculating the relation among project performance, risk mitigation, team collective improvisation, team behavioral integration, and team diversity. Using empirical data collected from 102 SW project teams of 507 team members in South Korea, empirical analysis indicates team collective improvisation is a significant antecedent to SW project ambidexterity, playing a pivotal role to balance the contradictory demands. Furthermore, team behavioral integration positively influences the degree of team collective improvisation, and the magnitude of the relation is partially contingent on the team members' age and major diversity. The present study advances theory by providing a context specific explanation about the SW project ambidexterity and its precedents.

A Study on Innovative Design Approaches for Implementing an Intelligent ICT-Based Smart Highway

  • This research, conducted over a three-year period starting from 2020, was a collaborative project between practitioners in the field of VE design and the Korea Expressway Corporation, aimed at innovating the design VE project to construct an intelligent ICT-based smart highway and enhancing highway driving performance and customer satisfaction. The research included R&D support for payment and management systems integrated with IOT technology, the application of the developed prototype at highway sites, and analysis of user performance evaluation. Based on the Innovation Work Roadmap of the Korea Expressway Corporation, the research process involved collaboration between a public participation group and an expert group, considering the technical feasibility of data-based ICT technology through the National Idea VE Contest. The final VE design results were implemented at the Seongnam tollgate site with budget support from relevant departments, followed by a satisfaction survey. It is expected that the continuous contributions to achieving an ESG society, such as the increase in the number of customers using the tolling zone equipped with smart upgrades, along with their satisfaction rate, and the reduction in carbon emissions and total settlement time of highway users, will be sustained.

Measurement of Honeycomb Turbulence in a Cavitation Tunnel Using Particle Image Velocimetry Method (PIV 기법을 이용한 캐비테이션 터널에서의 Honeycomb 난류 계측)

  • The two dimensional PIV (particle image velocimetry) measurement technique is applied to water flow in a narrow cavitation tunnel. The nearly homogeneous and isotropic turbulent flows are generated by the honeycomb installed in the tunnel and visualized with a PIV technique. The velocities in the measurement plane at the tunnel centerline 184cm downward from the honeycomb were measured and calculated by an image correlation technique. The turbulent properties are evaluated and each term in the turbulent kinetic energy equation is calculated for the conditions with different internal pressures. Lowering the internal pressure gives an effect on the turbulent flow due to growing bubbles which are resolved in the water. The turbulent kinetic energy in the measurement plane is decayed much slower than those of other research results carried out with wind tunnels. With decreasing the tunnel internal pressures the turbulent intensities are increased about 1.5 times and the anisotropic tendency is also increased.
