국가연구개발(R&D, Research and Development) 정보는 정부부처로부터 발주되는 사업 과제를 수행하는 과정에서 발생되는 다양한 연구분야의 정보들이 포함되어 있다. 따라서 효율적인 R&D정보 검색을 위해서는 이러한 국가R&D정보의 특성을 반영할 수 있는 국가R&D 전문용어사전 구축이 필요하다. 본 연구에서는 국가R&D정보에서 연구분야를 명시하기 위해 활용되는 국가과학기술표준분류를 적용하여 국가R&D용어사전을 구축하기 위한 방안을 제안한다. 국가R&D 과제정보의 구조적 특성과 그에 따른 과제 키워드의 유용성에 대해 언급하고, 국가과학기술표준분류별 국가R&D정보 현황과 국가R&D 용어의 특성에 대해 살펴보고자 한다. 그리고 이를 바탕으로 국가R&D용어사전을 구축하기 위한 방법을 용어사전의 유형과 구조, 사전구축 절차, 정제규칙의 관점에서 정의한다. 본 연구를 기반으로 구축되는 국가R&D용어사전은 국가R&D정보 검색 시 한 영 대역어, 동의어 등을 활용한 검색어 확장과 국가과학기술표준분류를 활용한 검색 범위 명확화, 용어설명 정보를 활용한 이용자 편의기능 제공 등에 다양하게 활용될 수 있다.

This Study constructs a dashboard system to synthetically and systematically monitor national R&D information based on data warehouse. Managing the national R&D statistics and trend is important since it provides data for policies and decision making for national R&D. Many agencies related to national R&D information collect the basic R&D statistic data which provides the basis of logical decision making and R&D policies. The data has not well been used. The data has not been consistently collected nor managed. The raw data has not been organized nor processed to meet various demands. The needs has been arisen for a consistent national R&D monitoring system to increase the relevance, accessibility and efficiency of data for various users. This study selects 25 key indicators based on the user requirements and designs data warehouse for supporting the indicators using star schema. The dashboard system is developed in this study provides the infrastructure of monitoring national R&D information and analytic environment of supporting statistical analysis and time-series data analysis.

식별체계를 활용한 참조연계 서비스가 해외는 물론 국내에서도 각 분야에서 본격적으로 활성화되고 있다. 국가 R&D정보는 국가 R&D사업의 과제, 참여인력, 연구개발 결과로 산출되는 성과, 연구 장비 등에 관한 정보이다. 전 부처의 모든 국가 R&D정보에 식별체계를 부여하고 과제와 관련된 성과, 과제의 참여 연구원 정보, 과제와 관련된 장비, 성과와 관련된 인력정보 등 정보간 관련 연계정보를 검색없이 바로 링크해서 볼 수 있도록 하는 참조연계서비스는 연구자들에게 매우 유용하다. 본 논문에서 개발한 식별체계 기반의 국가 R&D정보 참조연계서비스 시스템을 통해 국가 R&D정보의 동종 및 이종 정보간 정보연계를 더욱 활성화하는 계기가 될 것이다.

Public R&D investment information has diverse implications for researching R&D trends. Also, as it is important for the establishment of R&D policy to grasp the current situation and trends of R&D to improve science and technology level, science and technology information service system, such as NTIS (National Science & Technology Information Service), is operated at a national level in most countries. However, since the data forms provided by current NTIS are raw data, it is necessary to develop the R&D performance indicator or to use additional scientometric methods by analyzing scientific papers or scientific R&D project information for grasping R&D trends or analyzing R&D task results. Thus, this study applied public R&D investment information to investigate and monitor R&D trends in the field of information & communication technology (ICT) of meteorology and climatology by using NTIS data of Korea and NSF (National Science Foundation) data of USA.

In this paper, we propose an approach to evaluating the performance of the national R&D investment in IT(Information Technology) areas in terms of paper, patent and commercialization, and seeking ways to improve the efficiency of the national R&D investment. This is because the government has focused the national R&D investment on IT areas for some time. For that purpose, we gather data on investments, papers, patents, and commercializations for the government sponsored R&D projects in IT areas through National Science & Technology Information Service. From which, we summarize the investment and performance in terms of papers, patents, and commercializations for each IT area, evaluate efficiency per R&D investment for each IT area, and compare the efficiencies among IT areas. Finally, we drive implications for efficiency enhancement and strategic R&D budget allocation for each IT area.

최근 효과적인 정보검색을 제공하기 위해 시맨틱 웹을 비롯한 다양한 검색기법들을 사용하고 있다. 이중에서 효과적인 방법은 온톨로지를 이용한 검색기술을 적용하는 것이라 할 수 있다. 본 논문에서는 국가과학기술지식정보서비스(NTIS)에서 구축한 국가R&D정보를 분석하여 온톨로지를 구축하고, 이용자가 관심있어 하는 주제분야(과제, 인물, 성과, 기관)를 중심으로 온톨로지의 객체관계를 표현하고 정보를 탐색하기 위한 국가R&D지식맵(knowledge map)을 구축하였다. 국가R&D지식맵은 사용자가 선택한 객체를 중심노드로 설정하여, 주제분야를 노드로 표현하고, 객체와 주제분야간의 관계를 분석하여 사용자가 관심 있어 하는 질의를 주제분야의 하위노드로 표현하였다. 사용자가 하위노드의 질의를 선택하면 시스템에서는 선택한 질의를 온톨로지로부터 추론할 수 있는 SPAQL 질의어를 생성하고 추론엔진으로부터 검색결과를 받아 사용자에게 제시하였다.

국가연구개발사업은 각 부처 산하의 연구관리전문기관을 통해 관리 운영되고 있으며, 각 사업을 통해 생산되는 국가 R&D 관련 정보는 각 기관의 특성에 따라 구조적 의미적으로 서로 다르게 설계 및 구축되고 있다. 이러한 이유로 인해 정보 간 상호운용을 통한 국가 차원의 종합적인 수집 분석 활용이 불가능하며, 인력 성과 등의 R&D 기반정보가 중복 저장 운용되는 문제점이 발생한다. 이러한 문제점을 해결하고, 국가연구개발사업의 투명성 및 효율성 제고를 위해 과학기술혁신본부에서는 2006년 1월부터 국가 R&D 정보의 공동활용을 기반으로 하는 국가과학기술종합정보시스템(NTIS, National Science and Technology Information System)을 구축하고 있다. 본 논문에서는 국가 R&D 정보를 관리하고 있는 각 기관의 자치성 침해를 최소화면서, 공동활용의 효과를 극대화 할 수 있는 국가 R&D 정보의 공동활용체제 구축 방안을 제시한다.

각 부처별로 국가R&D정보를 산발적으로 독자 구축함으로써, 부처 간에 국가R&D정보의 상호 연계가 부족하다. 그러므로 각 부처별로 수집 관리되고 있는 국가R&D정보의 공동 활용을 위한 정보유통 인프라 구축이 필요하다. 본 논문에서는 범부처 국가R&D정보의 효율적인 연계 수집 통합을 위하여 분산 통합 방식의 정보연계 방안을 제시한다. 분산 통합 방식의 정보연계는 각 부처에서 지정한 대표연구관리전문기관이 일차적으로 각 부처의 모든 국가R&D정보를 총괄 관리하고, 이중 범부처 국가R&D정보를 연계 수집함으로써 국가R&D정보의 공동 활용을 지원한다. 분산 통합 방식의 정보연계방안에서는 범부처 국가R&D정보 표준화, 정보연계방식 및 절차 표준화, 정보연계S/W 구축방안을 정의한다. 본 연구를 통하여 국가R&D정보에 대한 주기적 정보 입수 및 활용 기회를 증대하고, 범부처적으로 국가R&D정보의 공동 활용을 극대화할 수 있다.

우리나라의 R＆D 투자대비 성과 관리는 선진국에 비해 저조하며 국가연구개발사업을 추진하는데 있어 효율적 기술 기획 및 기술확산의 성과활용 체제가 미흡하여 연구개발 투자 효율성이 낮아지고 있다. 본 연구에서는 국가 연구개발 사업의 효율적인 기획, 관리 체제 구축을 위한 종합정보시스템을 구축하며, 국가 연구개발 활동 주체간의 원활한 정보유통 체제와 효율적이고 효과적인 연구개발 정보 지원체제 구축 방안을 제안한다. 아울러 제안된 시스템을 기초기술연구정보망 구축 사업에 실제 적용하는 사례를 보인다. 이렇게 함으로써 전주기적 연구개발 체제를 종합하는 국가연구개발사업에 대한 종합적 서비스를 제공할 수 있게 된다.

The dissemination process of agricultural research and development (R&D) results has somewhat different characteristics from that of typical R&D results. However, these characteristics are not adequately considered on the basis of an examination of the current performance system, the resulting management plans, and strategies for the application and dissemination of the results of agricultural R&D in Korea. The performance evaluation indicator exposed the problem of the inadequate consideration of the characteristics of each of these areas, particularly the lack of unified R&D-related institutions and the inadequacy of the system to monitor outcomes. To address these shortcomings in the agricultural R&D programs in Korea, the policies pertaining to agricultural R&D performance, results management, and dissemination in the U.S. and Japan were examined. Based on these investigations, we proposed strategies to improve the agricultural R&D policies in Korea.
