Improvement Plan on Park Geun-Hye Government's Policy Implementation for Social Security (박근혜 정부의 사회안전 정책추진 발전방안)

  • This paper studies changes in people's social security awareness during Lee Myung-Bak government, and based on the result, suggests future Park Geun-Hye government's social-security-related administration management plan. In specific, the changes in people's social security awareness in the period of 2008 ~ 2012 have been analyzed, and the result has been utilized to draw suggestions on the future social-security-related administration management plan The result is as the following: First, comprehensive social-security-related policy must be continuously pushed. In terms of the fact that social security is closely related to people's daily lives and life itself, every major component of social security cannot be overlooked. Therefore, comprehensive administration management and policies on each of those components are necessary. Second, social security policies must be reinforced enough for people to actually witness. In case of crime rate, 57.1% of people are pointing it as one of the main causes of social unrest; therefore, this national anxiety must be met with focusing awareness on the subject nation-widely and with thorough national defense preparedness. Third, mutual cooperation between social-security-related branches, and systematic management within the each branches are required. In order to systematically manage every aspect of social security, not only the big agencies - such as Ministry of Security and Public Administration, Ministry of National Defense, Prosecution Service, or National Police Agency -, but most of other parts of administration must cooperate as well. Fourth, consistency in social security policies is necessary. As Park Geun-Hye government's administrative slogans are, "secure and integrated society," "establishing a foundation for happy unification era," which are similar to that of previous administration, the administration should be consistent on its social-security-related politics, rather than differentiating themselves from the previous administration.

A study on oil-contaminated fingerprints developing (유지문 현출법에 관한 연구)

  • In general, three types of fingerprints could be found at the crime scene: visible, plastic, and latent fingerprints. Examples of visible fingerprint include those made by blood, paint or ink. Plastic fingerprint are made from an impression of the finger on soft material as soap, wax, etc. Latent fingerprint are those of the invisible one to the human eye. Oil-contaminated fingerprints remained in the evidence, that are contaminated with the soybean oil, engine oil, lubricating oil or grease. Oil-contaminated fingerprints are special types of fingerprint evidence but the research for developing method regarding oil-contaminated fingerprints is a few. In this study, ultraviolet light source was employed for untreated oil-contaminated prints and the freeze-dry method with liquid nitrogen for freeze oil residue on the surfaces with sequence of developing oil-contaminated fingerprints with black and magnetic powders, cyanoacrylate (CA) fuming, Basic Yellow 40. The types of oil chosen for the experiment were soybean oil, LSA oil, engine oil and material surfaces selected for the experiment were glass, plastic aluminum plates. The aims of this study were to determine the appropriate developing methods for oil-contaminated fingerprints.

Microfabrication of Thin Film Sensor with Metal Oxide Nanostructure and Their Gas Sensing Properties (금속 산화물 나노구조형 마이크로 박막 센서의 제작 및 가스 응답 특성)

  • [ $SnO_2$ ] and ZnO nanostructures were grown on the surface of thin film by heat treatment of metal Sn, Zn under Ar gas flow and $O_2$ at atmospheric pressure, respectively. The sensitivity of the $SnO_2$ thin film device on which grown nanowires to CO gas(5,000 ppm) was 50 % at the operating temperature of $200^{\circ}C$. In case of using Pt as catalysts, the sensitivity was enhanced and operating temperature was reduced(73 % at $150^{\circ}C$ ). The sensitivity of the ZnO nanorods device using Cu as catalysts to NOx gas was 90 % at the operating temperature of $200^{\circ}C$. It was found that the sensitivity to CO and NOx gases for the device on which grown nanostructures was much higher than those for general thin film device.

Improvement Plans for Private Security Guard Certification System -mainly on application prerequisites and partially exemptible qualifications- (신변보호사 자격검정제도의 개선방안 - 응시자격 및 자격검정 일부면제를 중심으로 -)

  • Private security guard certification system was recognized as a national certification in 12. 2012 after it was first given in 2006 as a civil certification and then became a national test in 2013. Thinking it short of regulations on some of exemptible requirements as well as test-taking age limit due to the certification's specificity, the current researcher tried to present the following improvement plans. First, in taking the test, only the bottom age limit is given with no top age limit, so a regulation on its top age limit needs to be newly made so that it can select those substantially able to protect persons. Second, it can expand some of its exemptible requirements to not only police civil officials, private security guard civil officials but also military civil officials and college graduates who have taken all the courses for its primary test and have career in private security guard. Third, certain validity period can be set by standard of the date when the certification test application is accepted after retirement from related occupations so that they can maximally exert their ability in actual works. Fourth, the exemptible courses of the test must be limited to the primary test only while its hands-on test must not be exempted to meet the requirement of the ability for actual personal protection. In this manner, it's necessary that the personal protection certification system, as a national certificate, should be carefully reviewed to keep abreast with the growing civil protection industry.

A Study on the Appling National ITS Standardization for Advanced Traffic Information System (통합교통정보체계 추진을 위한 표준안 활용방안 연구)

  • While public institutions and privite coperations have constructed the data collecting infrastructure and commercialized it to service traffic information, inaccuracy with information, insufficiency with the public sector, overapping investment and the rest are arising from the differences of data treatment, offering method, communication protocal and the like. For these reasons, we need standardization it as a national enterprise. In this paper, we would like to present the unity management and joint method of traffic information based on the present position of system construction and national ITS standardization. At first, we presented the relation between data elements and message sets and then analyzed how message sets have been used to message sets to share traffic information so far in public institutions and private coperations like Korea freeway cooperation-ITS model city-Cheonan-Nonsan expressway, In-cheon international airport expressway-Korea freeway cooperation and Seoul metropolitan police agency-Seoul metropolitan government. As the results of analyzing message sets, it had disclosed that data transmission is impossible or a system is unchangeable because data form and each items to transmission were different from each other and its own address and link IDS were not determined yet. Also it showed these message sets did not abidy by The Draft of National ITS Standards. First of all, we proposed data basic form and elements which were form by items used in each center in common and the elements to manage traffic information suggested by Standards based on the results of analyses.

Analysis of Fiber Damage data Due to Physical and Chemical Causes (물리적, 화학적 원인에 의한 섬유 손상 데이터 분석)

  • In this study, the physical and chemical fiber damage caused by knives, scissors, and chemicals was analyzed and used as technical data to determine the cause of the damage. Using 4 types of knives, 5 types of scissors and 4 types of chemicals(Sulfuric Acid, Hydrochloric Acid, Sodium Hydroxide, Potassium Hydroxide) physical and chemical to Cotton, Wool, Polyester, Rayon, T/C (Polyester 50%, Cotton 50%), T/W (Polyester 50%, Wool 50%) Damages were created and analyzed for damage caused by tools and chemicals. For penetrating damage caused by knives and scissors, 'V' type damage was generally seen when the blade part was penetrated, 'T', 'ㅁ', ''C' type damage was found, and in the case of scissors, 'Y' ' This type of damage was common. Fiber damage caused by chemicals showed various damage such as remanent trace, corrosion, degraded, contracting, and color changes. Physical damage of fibers showed differences in characteristics according to the shape characteristics of tools, and chemical damage showed differences in characteristics according to chemicals and types of fibers.

Actual Conditions of Burglaries and Analysis on Residential Invasion Burglaries in Daegu Area (강도 범죄의 실태 및 대구 지역 침입 강도 범죄 분석)

  • During the period from 2001 to 2005, 29,892 burglaries took place in Korea with the approximate average annual number - 5,978 cases. This study was conducted to analyze the reported burglaries and the result was summarized as follows. There were 8,605 residential invasion burglaries (28.8%) as the most frequent characteristic pattern. The exit was used as the most frequent invasion route for 4,031 invasion burglaries (64.3%), and an unlocked exit door or window was used as the most frequent invasion method for 2,462 invasion burglaries (28.6%). The hours just after midnight (between 00:00 and 04:00) were the most frequent time for invasion burglary to occur. Also, 5,652 burglaries occurred on Wednesday which was twice higher than on Sunday (2,988 burglaries). It was shown that the number of persons injured during burglaries were 260 deaths and 10,610 injuries. The places of the highest occurrence were the street with 10,183 burglaries (34%) and then residential place with 7,527 burglaries (approximately 25%). One-man burglary was the highest complicity: 15,012 offenders (56.1%). The knife was used as the most frequent instrument for 6,498 burglaries (24,3%) what is rare, while no criminal tool or instrument was used for 15,631 burglaries (58.4). During the period from 2001 to 2006, 1,506 burglaries occurred in Daegu and the average annual number was 251 burglaries. Among those,515 residential invasion burglaries (34.2%) took place and the average annual number was approximately 86 cases. The hours just after midnight (between 00:00 and 04:00) were the most frequent time for invasion burglary to occur (194 cases, 37.7%), the place of the highest invasion occurrence was the residential place (259 cases, 50.3%), and the exit was used as the most frequent invasion route (87 cases, 37.7%). An unlocked exit door or window was the most frequent invasion method (65 cases, 25.1%). In addition, pretending to be a delivery man, visitor or following the victim methods were used for 26 burglaries (10%). It is apparent that personal preventive measures against crimes, as well as governmental and social measures, play an important role in preventing burglaries. In particular, based on the analyzed result that an unlocked window or exit door was most frequently used for reported burglaries, it seems that there is a lack of understanding of crime prevention while little effort has been made to prevent crimes. Although everyone knows that locking a door is one of the basic measures to prevent crimes, many people tend to pay little attention to lock a door properly so burglary takes place. This study, therefore, is intended to encourage people to pay more careful attention to crime prevention, in order to help reduce the probability of burglary. With the recent improvement in social understanding of scientific crime investigation, a wide variety of police professions, including crime analysts, crime victim police counselors and coroners, have been prepared to develop the scientific crime investigation and crime analysis. In addition, it is hoped that further this study will contribute to encourage studies on crime prevention to be carried out in the future.

Analysis of conflict cases and suggestions for cooperation in order to activate street performances (거리공연활성화를 위한 갈등사례분석과 협력방안 제안 연구)

  • This study aims to analyze the causes of conflict between street performing subjects and identify methods to induce their collaboration in promoting a creative city. This study proposes preventive mechanisms after identifying potential problems in performances on the streets of Jeju, which aims to become "the island of culture and art". To this aim, the type and relationship between the subjects of conflict, characters of conflict, solutions, extent and role of tolerance, responses of the subjects, and type of conflict management employed were examined and analyzed. We employed an in-depth interview method involving cases of conflict occurring during street performances in Jeju. were categorized into 6 types. First is conflict resulting from the lack of facilities. Second is conflict caused by non-designated performance venues. Third is conflict due to exclusive ambiance. Fourth is conflict resulting from direct engagement by neighboring residents. Fifth is conflict between residents and police during performances. Sixth is conflict by lack of definite relationship with relevant institutes. To systematically resolve these conflicts, we propose the following management methods: (1) behavioral approach of pretraining through a registration system; (2) establishment of busking zones and allocation after registration; (3) training of facilitators to manage street performances and extended roles; (4) establishment of standards for street performances through the systematic approach of ordinance; (5) training to secure tolerance of residents; and (6) simplification of deliberation process by building a collaborative system among institutes.

For Making an Efficient Disaster Emergency Communication System for Public Safety in South Korea (국민안전 확보를 위한 긴급통신망시스템 통합구축 방안)

  • The purpose of present study is to provide an efficient 'Disaster Emergency Communication System' (below DECS) to deal with serious disaster situations in national levels. Currently, DECSs such as the VHF, UHF, and TRS are worked to control some disaster situations in the world. However, new system such as for sending the correct image and big data is more likely to need than current the DECSs in the comtemporary societies. Several serious disaster events such as the Sam-Poong Department Store Collapse, Daegu Subway Fire, and Sewol Submerge event, nevertheless, there was not the DECS based on the field in South Korea. In July 2014, finally, South Korean government started to provide a PS-LTE system which is the new and one system with fire fighting, police, army, railway. however, there are no many academic studies for DECSs to deal with disaster situations in South Korea. The present research highlights to explore an efficient DECS of Korean styles to fix some national security and public safety. The paper provides three key findings: first is how to make a unified Korean DECS based on PS-LTE. Second is how to make sure the frequency of 700MHz levels to communicate in the shady areas. Three is what kinds of communication facility is adequate for fixing PS-LTE DECS.

The Current State of Wife Abuse and Related Variables in Seosan City, Chungnam Province (아내폭력의 실태와 관련변인들 - 충남 서산 지역의 사례를 중심으로 -)

  • The aim of this study was to investigate the current state of wife abuse in Seosan and the relationships between wife abuse and the related variables. A total of 132 couples took part in this study. All couples live in Seosan city, range in age from their 20s to 50s and each couple has at least one child. Stratification sampling method was used to select the couples. They were asked to complete self-report questionnaires. Subjects completed a Korean version of the self- esteem scale, marital conflict scale, communication style scale, family history of violence scale, alcohol dringking, and wife abuse scale. In order to examine the current state of wife abuse, such as, frequency, mean, standard deviation and paired t-test, t-test were calculated and analyzed. Next, to identify differences in wife abuse between the upper group and the lower group, t-test was peformed. Finally, to investigate the relative influences of independent variables upon wife-abuse, multiple regression analysis was peformed. All these analyses were conducted using SPSS 10.0 program. The results were as follows; 1) In terms of the current state of wife abuse, there are three main observations. First, $23\%$ of respondents answered that they had beat their spouse or been beaten by their spouse before and after their marriage. Second, compared with physical violence($2{\~}16\%$), other types of violence such as verbal($7{\~}4\%$), emotional($41{\~}64\%$), economical($3{\~}29\%$) and sexual violence($4{\~}38\%$) were reported to occur more often in these relationships. Third, following the abuse most wives tend to tolerate the situation instead of taking an active action like reporting the abuse to police. 2) As for the husbands, subjects that drank a high level of alcohol, blaming and super-reasonable communication style, and family history of violence reported more frequent cases of wife abuse. As for the wives, subjects with high levels of self-esteem, irrelevant communication style, marital conflict, and family history of violence reported having more cases of that abuse. 3) In the case of husbands, alcohol, communication style and family history of violence explained $40\%$ of wife abuse. In the case of wives, marital conflict and family history of violence explained $77\%$ of their experiences with abuse. This study makes the contribution to aims to develop education programs and family therapy relevant to prevent wife abuse and to reconsider the existing laws governing domestic violence in Korea.
