Up to now studies on the fusion of travel time from various detectors have been conducted based on the variance raito of the intermittent data mainly collected by GPS or probe vehicles. The fusion model based on the variance ratio of intermittent data is not suitable for the license plate recognition AVIs which can deal with vast amount of data. This study was carried out to develop the fusion model based on travel time acquired from the license plate recognition AVIs and the point detectors. In order to fuse travel time acquired from the point detectors and the license plate recognition AVIs, the optimized fusion model and the proportional fusion model were developed in this study. As a result of verification, the optimized fusion model showed the superior estimation performance. The optimized fusion model is the dynamic fusion ratio estimation model on real time base, which calculates fusion weights based on real time historic data and applies them to the current time period. The results of this study are expected to be used effectively for National Highway Traffic Management System to provide traffic information in the future. However, there should be further studies on the Proper distance for the establishment of the AVIs and the license plate matching rate according to the lanes for AVIs to be established.

Building a competency of pre-service school teachers is one of the critical factors to decide right direction of k-12 computer & information education. In this context, we can realize of the importance of computer & information curriculum for pre-service school teachers. The purpose of this study is to explore the case of the CEL(Computer Educator License) program in Indiana University and to find the developmental direction of technology education for pre-service school teachers. To achieve the purpose of study, the methods and procedures involved the following steps: The literature reviews of technology education were performed. The analysis framework based on case study method was designed for collecting data. Data were composed of related documents, web resources, and interview resources. And collected data were analyzed. The finding and recommendation of this study were the importance of following factors: (a) technology integration in the curriculum for pre-service school teachers, (b) differentiated management with skill-based technology education, (c) leadership for using and diffusing technology in the school, and (d) connected curriculum with the national standard indicator.

Motorcycle accidents are increasing at an average annual rate of 10.01%, and fatalities are also increasing by 2.64%. Enforcement cameras are installed to enforce safe driving of more-than or equal-to four-wheeled vehicles on the road. Even though the main purpose of this enforcement camera is to disencourage the speed violation of all types of vehicle, one cannot expect complete enforcement by these cameras. In particular, enforcement of the motorcycle should rely on on-site activities through the input of on-site personnel. Recently, to discourage the illegal acts of motorcycling, the National Police Agency introduced the 'National Police Agency SMART National Report'. However, it is necessary to prepare an appropriate practical plan to maximize the effect of enforcement requiring continuous manpower management. This study proposed four types of rider certification IDs for delivery motorcycles. These IDs are institutional devices to manage delivery motorcycle riders. In addition, a experiment on enforcement was conducted using those license ID systems for delivery motorcycles. This experiment confirmed through the image-processing program (D-MESO) if one of the systems was possible to implement for enforcement on the delivery motorcycle rider's license.

Background: Currently establishment of public pharmaceutical companies became an issue for securing stable supply of national essential drugs in order to respond appropriately to national public health crisis. Pharmacy students as future pharmacists need to be interested in drug related issues under the discussion in our society. This study aimed to investigate perceptions of pharmacy students on the national drug supply strategy through public pharmaceutical companies. Methods: A 20-items questionnaire designed for this study was used. Pharmacy students nationwide were enrolled in July 2017. They responded to questions through on-line survey program. Data were analyzed descriptively. Results: 160 students from 26 pharmacy schools participated. 5th and 6th grade students accounted for two-thirds, and one third aspired future jobs in pharmaceutical industry. Among responders, 71.3% was unaware of current national essential drugs, 52.5% did not know the Rare and Essential Drug Center, and 91.9% was unaware of the legislation on the supply and management of essential drugs. 82.5% favored the establishment of public pharmaceutical companies. 80.6% agreed that government should intervene in pharmaceutical market for ensuring drug accessibilities, 73.8% agreed that public pharmaceutical companies make possible to reach a goal of stable supply of pharmaceuticals, and 85.1% agreed that active compulsory license by public pharmaceutical companies is necessary. Conclusion: We found that pharmacy students recognized the need for governmental control to achieve social values of pharmaceuticals. More attention and participation of the pharmacy students as well as pharmacists in the process of national debate on public pharmaceutical companies are expected.

After the driver test was simplified in 2011, there were criticisms of its inadequate level of safety standards. A new and improved test was adopted in December 2016. This study investigated the impact of the changes to the test on safety, and analyzed traffic safety statistics and sensory evaluations to determine the effect of the improved driving license test. The analysis concluded that the current test has a proper discrimination and that fairness has increased considerably. The analysis also identified measures that, once adopted, will improve the conduct of driver tests. In the future, it will be necessary to conduct more in-depth studies and to review cases of advanced countries.

Construction equipment plays an important role as one of resources in construction process. It is obvious that the machine intensive construction method achieves productivity and quality improvement as well as safety improvement. The number of registered construction equipment in Korea is over 320,000 in 2005 according to the national statistics safety, but recent crisis of construction equipment industrialist has been deepen by lack of skilled workers, rise in wages, diminution of working and etc. The main objective of this paper is to propose an improved management and application policy for the better construction equipment utilization. A classification method for construction equipment and a licensing system for construction equipment operators are newly suggested to revise the Construction Equipment Management Law. In order to satisfy the objective, this research performs literature reviews on domestic and overseas related laws and regulations for operating license, and conducts surveys and interviews with experts in the field of construction equipment industry. The results of this research can be considered as an important reference to update the Law that can improve construction productivity and equipment operating rate.

Medical Subject Headings (MeSH), a medical thesaurus created by the National Library of Medicine (NLM), is a useful resource for natural language processing (NLP). In this article, the current status of the Japanese version of Medical Subject Headings (MeSH) is reviewed. Online investigation found that Japanese-English dictionaries, which assign MeSH information to applicable terms, but use them for NLP, were found to be difficult to access, due to license restrictions. Here, we investigate an open-source Japanese-English glossary as an alternative method for assigning MeSH IDs to Japanese terms, to obtain preliminary data for NLP proof-of-concept.

The National Conference of Commissioners on Uniform State Laws promulgated the Uniform Computer Information Transactions Act (UCITA) in 1999. In 2000 and 2002, this Act was also Amended. UCITA provides a comprehensive set of rules for licensing computer information, whether computer software or other clearly identified forms of computer information. Computerized databases and computerized music are other examples of computer information that would be subject to UCITA. It would also govern access contracts to sites containing computer information, whether on or off the Internet. UCITA would not govern contracts, even though they may be licensing contracts, for the traditional distribution of movies, books, periodicals, newspapers, or the like. Part 8 of UCITA provides a remedy structure somewhat modeled on that of Article 2 but adapted in significant respects to the different context of a computer information transaction. For example, 808 of UCITA recognizes the focus in a license context for a licensor's remedy should properly be on recovery for benefit conferred or for lost profit, rather than on damage measurement by a substitute transaction, where the license is non-exclusive so additional transactions are permitted and there is very little cost in reproduction of the information and its redistribution. Section 816 of UCITA also contains very important limitations on the generally recognized common law right of self-help as applicable in the electronic context.

The Proposal of this paper is to draw up solution about fishing disputes in Korea coastal waters. Small fishing vessels under 8 metric tons which is regulated by the provincial governors, must operate within provincial boundary on the sea as in fishery policy of Korea. on this, I think that the present situations of fishing disputes have related to the fishing license system. Problem of this kind, Before 1970's, fishing disputes rarely took place, and it, if any, did not bring any social conflicts or disputes. Since 1980's, some of fishing disputes have been reported within fisheries society Recently, The disputes have been increasing to become social conflicts between local people concerned and have evoked an argument on whether the provincial boundary on the sea exists. If such disputes continues to increases or remains unsolved, they will bring a tremendous social cost such as an accelerated decrease in fish resources, degradation of fishing grounds, disorder in fishing, destruction of fisheries culture and so on. The reasons for the growing disputes can be specified as fellows : the degradation of fish resources, the present fishing license system which inherently causes competitions in fish catching, irrational ceiling system of fishing vessels, legal problem on existing boundary between neighbouring two provinces, the functional problem of national or regional fishery coordination committee which has been established to coordinate general fishing disputes. This study has also dealt with Japan's experiences in fishing disputes which has the history of more than a hundred years and its coordinating mechanism. In the discussion section, some possible solutions have been briefly touched fer further study.
