According to the amendment, the part of the public peace of peoples livelihood were slough of the visual angle in knowledge which function of the civilies security were only be in under the government dimension were put in order to be tointly according to the such state of affairs, should found the consider a counterplan fundamentally regarding to the what to doing efforts foster the civilities securitylaw and qualitalive elevation of presidential guards. To make a long story short by few words, the question resolves itself into the following five points. The first, peoples arrengements for the attitude fo public duty service with devotedly Sustaining publicity work activities for the thire divert of the understanding of civilian security guard. The secondly, Existing security traders and security association should to support to the civilian security works. The third, The government office concerned should strengthen the licensing system in order to improve the quality of existings in order to may establishment newly systems of license and technical institute of regarding to them. The fourth, Should be newly organixed the exclusive organization of personal protective works in the police buroau for the sustaining development of civirity guard works and soundness of the upbringing. The fifth, It is necessary to found the reserch institute for the study on oretical, scholarly, study for the technical reserch and enlargement of effeciveness And try to find a solution to the Universitys function and duty, activity plan, support plan to the Department of security specialist for the come forward in succession it under the national assistance. The finally, I am sure that the Korean security association could be transiormed into the organization which reliable and receive a love from the peoples when doing best utmost to do pursuit of the structure to be a securitys legalism, specialization and total security systems.

  • The Internet is a social and economic foundation, apparently destined for human communication and interaction. It is supposed to allow for more interactive and innovative ways for people to do what they do in 'real lift'. There is no shilly-shallying to say that at present, Internet has become a commanding and useful tool for empowerment and income making in developing countries. It is very difficult to say that at present internet has turned into a popular and useful thing among the Bangladeshi people like students, doctors, engineers, businessmen, researchers as well as politician who are being logged into the internet for getting information what they want. Though the Internet was invented in 1970 but it came late in Bangladesh through UUCPs (Unix-to-Unix copy) email connectivity in 1993 and IP connectivity in 1996. Having launched Internet, on June 1996 National polls result were broadcast through the using of World Wide Web (WWW) that was the first ever practice trial in Bangladesh. On June 1996, the government has approved to allow VSAT (Very Small Aperture Terminal) in the country's private sector to operate as Internet Service Provider (ISPs). At the end of year, there were only two ISPs in the country and number of users near about one thousand only. But next year in 1997, the total number of ISPs was more than a dozen and the clientele growth was ten times higher than that of the previous year. From then, the number of Internet users and ISPs are increasing significantly in Bangladesh. About 40 ISP are providing internet service among as many as 3, 20,000 users at present out of almost 130 license holder ISP provider but among the ISPs, most of the ISPs are placed in Dhaka and few are working in Comilla, Sylhet, Rajshahi, Chittagong and Khulna. It should be mention that currently, broadband internet (Radio, Cable) connection is working side by side dial -up connection where broadband accounts 10,000. This paper will have a comprehensive discussion on the current situations of Internet and some of the contemporary issues in the matter concerned.

Is the Korean Duty Free Shop Industry Monopolistic? (한국 면세점 산업의 구조, 독과점인가?)

  • Purpose - This study's purpose is to investigate the market structure of the Korean duty free shop industry that has received recent attention from researchers and practitioners. By raising the question of whether or not the Korean duty free shop industry is unequivocally monopolistic, a wider viewpoint is provided. The study seeks to offer insights and managerial implications for marketers and policy makers who are in charge of regulating major Korean duty free shops. Research design, data, and methodology - The authors use secondary data from various sources, including Korea Customs Service and the Moodie Report, to investigate the structure of the duty free shop industry of Korea. Based on several theories, they present various criteria and statistical evidence such as K-firm concentration ratio, HHI, consumer substitutability, excess profit, and marketing costs. Results - In terms of consumer substitutability, it is difficult to confirm whether or not the Korean duty free shop industry is monopolistic. Notwithstanding monopoly characteristics in terms of market share, neither the company Lotte nor Shilla appear to have market dominating power. It is not easy for either of them to control prices or to achieve a much lower operational profit ratio due to a dominant bargaining power. Moreover, the license is not an economic rent. In this situation, it is not easy for these companies to obtain an excessive profit. Conclusions - Considering that most global duty free shops are trying to go upscale to improve bargaining power, it does not seem likely that rigid regulations are needed in the industry. Even though the Korean duty free industry ostensibly has a monopolistic structure, government and policy-makers should look beyond the surface. They should take global and other reasonable criteria into consideration when they establish or change regulation policies. Thorough understanding and appropriate support are needed for the Korean duty free shop industry. Additionally, duty free shops should position themselves as global companies struggling against unlimited international competition, rather than Korean domestic companies. At the same time, they need to give customers appropriate information about the benefits they provide.

Effectiveness of premarital screening program for thalassemia and sickle cell disorders in Ras Al Khaimah, United Arab Emirates

  • Purpose: Genetic disorders can be prevented by basic public health measures and activities that focus primarily on education and approaches in Primary Health Care. Premarital screening is one such approach that can identify asymptomatic carriers of hemoglobinopathies and provide genetic counseling to couples for a healthy reproductive life. This study aimed to estimate the prevalence of beta thalassemia and sickle cell disorders in the adult population screened as a part of the United Arab Emirates Premarital Screening Program and to measure the effectiveness of the program in decreasing high-risk marriages in Ras Al Khaimah (RAK). Materials and Methods: A retrospective, population-based study was conducted at the RAK Primary Health Care Center, where the National Premarital Screening Program is implemented. The study included data collected from the premarital screening records of all couples who had applied for a marriage license during 2008-2015. Results: Of the 17,826 individuals screened during the studied period, 4.02% (717) were diagnosed as positive for hemoglobinopathies. The prevalence of beta thalassemia and sickle cell disorders among the total study population was 2.98% and 1.05%, respectively. The hemoglobinopathy trait was more prevalent than the disease. Among these 8,913 couples who were issued certificates for compatibility based on screening tests, 28 (0.31%) couples were declared high-risk (unmatched). Seventy percent of these unmatched couples reported consanguineous marriages. Conclusion: The program was successful in achieving its objective of identifying high-risk marriages. In spite of the counseling, however, all of the high-risk couples still married each other.

The knowledge and attitude toward radiation safety management in dental clinic worker (치과의료기관종사자의 방사선안전관리에 대한 지식 및 태도 조사)

  • Objectives: The aim of the study was to investigate the knowledge and attitude toward radiation safety management in dental clinic worker. Methods: A self-reported questionnaire was filled out by 294 dental clinic workers in dental hospitals and clinics in Gwangju and Jeonnam from February 17 to March 30, 2014. The questionnaire consisted of general characteristics of radiation safety(8 questions), knowledge of radiation safety(15 questions), and attitudes of radiation safety(16 questions). The survey was done by Likert 5 scale method. Results: In completion of the radiodontia courses, 84.0% of the learners were female workers. 88.0% of the learners took the theoretical and practical courses. Those who work in the university dental hospital accounted for 87.1% and those in dental clinics accounted for 83.2%. Majority of the workers took on Leaden protective clothing in order to protect the thyroid gland. Male workers had more knowledge toward the radiation safety management than the female workers. The attitude toward the radiation safety management revealed the significant differences between age, gender, academic careers, license, clinical careers and the mean number of patients per day(p<0.05). Conclusions: The radiation safety management is very important in dental clinical workers and it is necessary to enhance the attitude toward the radiation safety through continuous education.

  • History of Instream Flow Incremental Methodology (IFIM) Following the large reservoir and water development era of the mid-twentieth century in North America, resource agencies became concerned over the loss of many miles of riverine fish and wildlife resources in the arid western United States. Consequently, several western states began issuing rules for protecting existing stream resources from future depletions caused by accelerated water development. Many assessment methods appeared during the 1960's and early 1970's. These techniques were based on hydrologic analysis of the water supply and hydraulic considerations of critical stream channel segments, coupled with empirical observations of habitat quality and an understanding of riverine fish ecology. Following enactment of the National Environmental Policy Act (NEPA) of 1970, attention was shifted from minimum flows to the evaluation of alternative designs and operations of federally funded water projects. Methods capable of quantifying the effect of incremental changes in stream flow to evaluate a series of possible alternative development schemes were needed. This need led to the development of habitat versus discharge functions developed from life stage-specific relations for selected species, that is, fish passage, spawning, and rearing habitat versus flow for trout or salmon. During the late 1970's and early 1980's, an era of small hydropower development began. Hundreds of proposed hydropower sites in the Pacific Northwest and New England regions of the United States came under intensive examination by state and federal fishery management interests. During this transition period from evaluating large federal reservoirs to evaluating license applications for small hydropower, the Instream Flow Incremental Methodology (IFIM) was developed under the guidance of the U.S. Fish and Wildlife Service (USFWS).

A Study on Brand Images of Men's Wear Manufacturers (남성복(男性服) 브랜드 이미지에 관(關)한 연구(硏究))

  • The purpose of the study was to investigate general characteristics of brand images of men's wear manufacturers and differences in their brand images according to characteristics of their brands and their merchandise. Thus, this study was to be an exploratory study to search apparel niche-market in men's wear market for the marketers by exploring trends of brand images of men's wear manufacturers. The questionnaire consisted of questions on brand images and characteristics of men's wear manufacturers and their merchandise. The subjects were to evaluate their brand images and rated on 5 point Likert-type scales of 36 adjectives. For the survey, the subjects were 100 employees (62 merchandisers, and 24 designers, etc.) who are employed by men's wear manufacturers which have national brands, designer brands, license brands, import brands or private brands. The SAS PC+ package was used to calculate factor analysis, mean, ttest, ANOVA, Duncan's test, and Tukey's test. The results from the study were as follows: 1) High scores of mean of brand images were simple, prestigious, mannish, and dynamic. 2) The brand images of men’s wear manufacturers were divided into 10 factors which explain 73.91% of the whole image. 3) There were significant differences in brand images according to types of brands, price lines of merchandise and ages of target consumers. 4) There were significant differences in brand images according to categories of apparel (suits vs. casual clothing), types of suits, and types of casual clothing. 5) There were significant correlations between brand images, such as simple image to conservative image, prestigious image and chic image, prestigious image to conservative image, chic image and simple image, etc.

  • The purpose of the study was to investigate the level of latest fashion adoption of men's wear manufacturers and differences in the level of fashion adoption according to characteristics of brands and merchandise. The questionnaire consisted of questions on 7 elements of fashion adoption and characteristics of men's wear manufacturers and their merchandise. The subjects were to evaluate their level of fashion adoption and rated on 5 point Likert-type scales of 7 elements. For the survey, the subjects were 100 employees (62 merchandisers, and 24 designers, etc.) who are employed by men’s wear manufacturers which have national brands, designer brands, license brands, import brands or private brands. The SAS PC+ package was used to calculate factor analysis, mean, t-test, ANOVA, Duncan's test, and Tukey's test. The results from the study were as follows: 1) The elements of fashion adoption of men's wear manufacturers were divided into 4 factors (clolr/fabric, silhouette/fashion image, detail/item coordination, accessories) which explained 83.61% of the whole of factors. 2) The highest score of mean of fashion adoption factors was fabric/color, but the lowest was accessory factor. 3) There were significant positive correlations between fashion adoption factors except between fabric/color and accessories. 4) There were significant differences in the level of fashion adoption according to types of brands and ages of target consumers. 5) There were significant differences in the level of fashion adoption according to the categories of apparel (suits vs. casual clothing) and types of suits and casual wear.

The Scope of Practice for Registered Nurses in 64 South Korean Laws

  • Purpose: The role of registered nurses is expanding in scope as the healthcare paradigm shifts from acute, hospital-based care to community and population-based care. Given this paradigm shift, this study explores the legal aspects of the role of a registered nurse. Methods: We used document analysis for extracting laws and legal orders related to nursing from the entirety of Korean law. Using textualism approach, we examined the contents utilizing a framework that was developed based on the role classification of community nurses by Clark in this study. Results: A total of 119 items related to nursing were derived from 64 laws. Of these, 71.4 % can be performed by people in multiple types of occupations including nurses. As a result of analyzing required qualifications, 45.4% of 119 items required additional qualifications besides registered nurse license. Analysis of workplace and activity type demonstrated that 26.1% of the 119 items were related to medical institutions, with nurses performing mostly "Client-oriented role." More than half (68.9%) were non-medical institutions, with nurses performing mostly "Delivery-oriented role." Some, however, did not stipulate the nurse's roles clearly. Conclusion: Therefore, to match the enhanced scope and responsibilities of registered nurses and to appropriately recognize, guide, and hold these nurses accountable, laws and policy must reflect these changes. In doing so, these updated laws and policies will ultimately serve as a basis for improving the quality and safety of nursing services.

A Study on Licensor's Obligation of Providing Licensed Technology and Licensee's Obligation of Paying Royalty in International Technology Transfer Contract (국제기술이전계약에서 라이선서(Licensor)의 실시권 부여와 라이선시(Licensee)의 실시료 지급의무에 관한 연구)

  • Subject matter of international trade are various. They contain not only tangible assets such as goods but also intangible assets including service, technology, and capital etc. Technology, a creation of the human intellect, is important as it is the main creative power to produce goods. It can be divided into Patent, Trademark, Know-how and so on. These Technologies are protected by the national and international laws on regulations for the Intellectual Property Rights(IPR), since technology development is needed a lot of time and effort, and the owner of the technology may have crucial benefits for creating and delivering better goods and services to users and customers. Therefore, any licensee who wants to use the technology which other person(licensor) owns, he(the licensee) and the original owner(the licensor) shall make Technology Transfer Contract. Differently from the International Sales Contract in which seller provides the proprietary rights of goods for buyer, in the case of International Transfer of Technology Contract, the licensor doesn't provide proprietary rights of technologies with the licensee, on the contrary the right of using is only allowed during the contract. The purpose of this paper is to examine the main issues in International Transfer of Technology Contract. This author focused on the main obligations of both parties, namely licensor's obligation to provide the technology and licensee's obligation to pay the royalty. As every country has different local mandatory laws about Intellectual Property Rights(IPR) and these mandatory rules and laws prevails over the contract, the related rules and laws should be examined carefully by both parties in advance. Especially the rules and laws about the competition limitation in the local country of licensee and the economic union(like the EU) should be checked before contracting. In addition, the contract has much more complicate and delicate aspects than other international business contracts, so both parties should review carefully before singing the contract.
