Quantum Machine Learning: A Scientometric Assessment of Global Publications during 1999-2020

  • The study provides a quantitative and qualitative description of global research in the domain of quantum machine learning (QML) as a way to understand the status of global research in the subject at the global, national, institutional, and individual author level. The data for the study was sourced from the Scopus database for the period 1999-2020. The study analyzed global research output (1374 publications) and global citations (22434 citations) to measure research productivity and performance on metrics. In addition, the study carried out bibliometric mapping of the literature to visually represent network relationship between key countries, institutions, authors, and significant keyword in QML research. The study finds that the USA and China lead the world ranking in QML research, accounting for 32.46% and 22.56% share respectively in the global output. The top 25 global organizations and authors lead with 35.52% and 16.59% global share respectively. The study also tracks key research areas, key global players, most significant keywords, and most productive source journals. The study observes that QML research is gradually emerging as an interdisciplinary area of research in computer science, but the body of its literature that has appeared so far is very small and insignificant even though 22 years have passed since the appearance of its first publication. Certainly, QML as a research subject at present is at a nascent stage of its development.

Ensuring Patient Safety in Pediatric Dental Care

  • This review aims to examine safety concerns in pediatric dental care and underscore the need for comprehensive patient safety initiatives within the Korean Academy of Pediatric Dentistry. Drawing insights from the prevailing patient safety policies of the American Academy of Pediatric Dentistry, case reports, and systematic reviews, this review elucidates issues such as dental fires during sedation, ocular complications from local anesthesia, and surgical emphysema. This review highlights the significance of safety toolkits encompassing infection control, medical error reduction, dental unit waterline infection, and nitrous oxide safety in pediatric dental settings, underscoring the need to foster a safety culture. Furthermore, this study explores the curriculum for pediatric dentistry residency programs, emphasizing concepts such as high-reliability organizations and mortality and morbidity conferences. The study suggests the need for initiatives to enhance patient safety, including establishing safety committees, expanding reporting systems, policy development, and supporting research related to patient safety. In conclusion, this study underlines key messages, emphasizing the utmost priority of patient safety, acknowledging the inevitability of human error, promoting effective communication, and cultivating a patient safety culture. These principles are vital for advancing patient safety in pediatric dental care and improving outcomes among pediatric patients.

Influencing Factors on the 10S Usage Intention of the Small- and Midium-sized Firms′ Top Management (중소기업 최고경영층의 조직간 정보시스템 이용 의도에 영향을 미치는 요인에 관한 연구)

  • Given the importance of adoption of the IOS (Interorganizational System) and the “much-slower-than-anticipated” growth of IOS adoption, especially in small- and midium firms, this study aimed to identify the key determinants of small- and midium-sized firms' ISO usage. Based on prior research on IT/EDI adoption in various organizations, the model that incorporates 9 factors that are hypothesized to have influence on the ISO usage decision was developed and empirically tested against data collected from 114 small- and midium-seized firms' top management. The results show that perceived financial costs are found to be major impediments to usage intention, and perceptions of relative advantage, compatibility, risk are also important determinants of ISO usage intention in small- and midium-sized firms. Implications of these findings are duscussed for researchers and practitioners.

A Review of Key Performance Indicators Using a Balanced Scorecard in the Nursing Department of Hospitals (균형성과표를 이용한 병원 간호조직의 핵심성과지표 문헌분석)

  • Purpose: The purpose of this study was to analyze key performance indicators using a balanced scorecard in the nursing department of hospitals, and to find useful suggestions for future research. Methods: Before starting the literature search clear inclusion and exclusion criteria were determined. After that, were viewed 41 studies from the RISS, KISS, National assembly library, and NDSLDB. Data were collected on October 17, 2013. Researchers developed an analytic framework for the literature review using a balanced score card development process and construction steps of previous studies. This framework had 10 steps related to the balanced score card development process. Results: A total of 10 studies met the inclusion and exclusion criteria. We identified 234 key performance indicators for the nursing department. The average number was 6.6 in finance perspective, 8.6 in perspective, 11.9 in internal process perspective, and 6.2 in learning and growth perspective. We found that 173 indicators had been cited only once. 61 indicators were cited over twice. Further, 8 indicators employed different perspectives on different studies. Conclusion: The results of the present study summarize useful information on recent trends on key performance indicators using a balanced score card in the nursing department of hospitals. These results will help develop key performance indicators and provide directions for future research.

  • ISO 9001 Quality Management Systems-Requirements has been revised in 2015. It has been updated four times since its publication in 1987. It is the most widely used International Standard in the world. There are over one million companies and organizations in over 170 countries certified to ISO 9001 from an ISO survey. Organizations are supposed to be certified to this new version by late 2018. The key changes in ISO 9001:2015 are to establish a High Level Structure (HLS) and focus on Risk-Based Thinking (RBT). Risk-Based Thinking means the process approach to decide how risk is addressed in establishing the processes to improve process outputs and prevent undesirable results. It pursues process planning and controls based on risks so that organizations can improve the effectiveness of the quality management system. It maintains and manages a Quality Management System that inherently addresses risks and meets objectives. In this article we firstly attempt to explain how to understand the fundamental concept of Risk-Based Thinking which is a systematic approach to consider risks rather than treating prevention as a separate component of a Quality Management System. We comment on the detailed requirements that contain risks in ISO 9001:2015 clauses. We also summarize recent advances on the risk assessment and management in line with ISO 31000:2009 Risk Management-Principles and Guidelines. We finally propose the practical risk management procedures for implementing ISO 9001:2015 with an emphasis on RBT. This article would contribute to help quality managers and practitioners convert to ISO 9001:2015.

Determinants of Operational Self-Sustainability of Microfinance Institutions in Vietnam

  • The purpose of this paper is to investigate the determinants of the Operational Self-Sustainability (OSS) of Vietnamese microfinance institutions (MFIs). This research uses both qualitative and quantitative research methods: (i) qualitative research was via in-depth interviews with ten microfinance practitioners, policymakers and researchers; (ii) quantitative research was conducted by using panel data of 34 MFIs in the period 2011-2015 with binary logistics and OLS regressions. Results are as follows: (i) MFIs' OSS in Vietnam are mainly determined by five key factors: portfolio at risk (PAR>30), capital structure, gross loan portfolio, scope of activities and legal form; (ii) OSS are most affected by legal status (social organizations have better OSS than formal MFIs or programs/projects), location (MFIs focus in one province have higher OSS than working nationwide or just in one district), capital structure (MFIs with more equity proportion have higher OSS); (iii) surprisingly, average loan size per borrower and age of MFIs do not have statistically significant correlation with OSS. The key recommendations are: (i) MFIs should focus on its professionality and increase its equity; (ii) related stakeholders such as State Bank of Vietnam should promote the enabling ecosystem for microfinance development to enhance poverty reduction and economic development.

The Effect of Entrepreneurship and authentic leadership on the Performance of Nonprofit Organizations (기업가 정신과 진정성 리더십이 비영리 조직의 성과에 미치는 영향)

  • In this study, the case of OO corporation was based on to examine the business performance and method of OO corporation and the competitive advantage and success factors were considered. For the progress of this study, references and advanced researches related to entrepreneurship, authentic leadership, and organizational effectiveness, which were suggested as the core competence of non-profit organizations, were examined and textual information was secured through the homepage of the targeted organization and news articles. Lastly, data needed for the research was collected through an interview with the Chief Executive Officer (CEO) of the organization. Through the process and analysis, the following findings were identified. First, the entrepreneurship of the CEO can apply as a core competence for the operation of the non-profit organization. Second, the proposition was derived that the roles of the CEO and leadership can apply as a key competence in the operation of the non-profit organization. This study implies that the many theories and strategies which were only targeted on companies can also be applied for the research of non-profit organizations. Moreover, concerning modern corporate management, strategic approach of non-profit organization characteristics like a sense of mission, fairness, and ethics can promote the creation of sustainable competitive advantage.

Key Performance Indicators for Project Management Performance of Large Contractors in Developing Countries: A Case Study in Vietnam

  • In order to deal with severe competition in the construction market of developing countries, large contractors must continually improve their own performance and operation. Performance measurement is the heart of ceaseless improvement in organizations. Key performance indicators (KPIs) play a key role in measuring project management performance (PMP) of large contractors in developing countries. The main objective of this paper is to identify KPIs, which can be used to measure PMP of contractors, and then analyze the underlying relationships of these KPIs in order to gain insight into PMP of large construction firms in Vietnam construction industry (VCI). Literature reviews and the pilot survey provided 30 KPIs. Fourteen KPIs, which have the mean values higher than 3.0, were considered as important KPIs through a questionnaire survey of 32 professionals. Factor analysis of these KPIs was employed to categorize them. The results of the survey revealed that top six KPIs are construction time and cost, owner satisfaction on services and products, and quality management and project team performance. Factor analysis uncovered that 14 top-ranked KPIs can be grouped under six categories, namely: (1) construction input management, (2) owner satisfaction, (3) cost and quality, (4) manpower management, (5) subcontractor performance and (6) equipment management. The findings of this research can be used as a guideline to measure PMP of contractors in Vietnam as well as in other developing countries. Since contractors from a country to the other country may have the same manner to manage construction projects, the results of this study may be useful not only to practitioners and researchers in Vietnam but also to participants in other developing countries.

  • The purpose of this study is to propose the appropriate strategies for establishing the mission and roles of National Central Library. For this purpose, examined are the following aspects: (1) how and by whom the mission and roles of National Central Library have been defined, and what are included; (2) what are the missions and roles taken by its counterparts in other developed countries, and recommended by international organizations; and (3) how National Central Library, as the center of national information resources, can be further committed and developed to be the key institution in the knowledge-information society, by re-evaluating and establishing its roles and mission.

  • In this paper the key drivers change for cadastral organizations have been presented according to the following aspects; Geo-ICT development including positioning technology, government's public organization innovation policy, cadastral market opening pressure and decreasing of cadastral survey work. It was confirmed that the role of cadastral organization has to be changed from the conducting cadastral survey organization to the spatial information provision organization. Eventually it should take a role to realize Spatially Enabled Society(SES) which is fundamental for national development and upgrading quality of life in the society. From the case study of international cadastral organization, cadastral organization should take core responsibility for the Nation Spatial Data Infrastructure(NSDI) and meeting the future costumers requirements through technical developments and organization's innovation efforts.
